We report results on the optimal \choice of technique" in a model originally formulated by Robinson, Solow and Srinivasan (henceforth, the RSS model) and further discussed by Okishio and Stiglitz. By viewing this vintage-capital model without discounting as a speci c instance of the general theory of intertemporal resource allocation associated with Brock, Gale and McKenzie, we resolve longstanding conjectures in the form of theorems on the existence and price support of optimal paths, and of conditions suÆcient for the optimality of a policy rst identi ed by Stiglitz. We dispose of the necessity of these conditions in surprisingly simple examples of economies in which (i) an optimal path is periodic, (ii) a path following Stiglitz' policy is bad, and (iii) there is optimal investment in di erent vintages at di erent times. Esta dissertação tem por objetivo analisar a participação do IBGE no processo de avaliação do Plano Plurianual 2004-2007. O estudo inicia pela contextualização da melhoria da gestão pública e pelo embasamento teórico sobre a temática de avaliação de programas, seus indicadores e a perspectiva da efetividade. O planejamento na administração pública brasileira passou por várias fases, cada qual com suas características marcantes, chegando ao modelo atual, o Plano Plurianual, que integra planejamento e orçamento, busca dar transparência aos objetivos e prioridades do governo e melhorar a gestão orientando-a para resultados. O IBGE tem atribuições definidas em lei, um papel importante no desenvolvimento do país e competências reconhecidas, que o legitimam perante a sociedade como o principal coordenador e produtor de informações de natureza estatística e geocientífica. Assim almeja-se verificar a real participação do IBGE e das informações divulgadas por ele nos programas do PPA 2004-2007, dando um enfoque maior no processo de avaliação dada a sua relevância para a gestão pública. Para tanto, a pesquisa utiliza como métodos a pesquisa bibliográfica, a revisão documental e questionários com pessoas-chaves que são os gerentes de programa do Plano Plurianual. A pesquisa se restringiu aos programas considerados finalísticos e de serviços ao Estado. Os resultados obtidos nesta pesquisa demonstram que a atuação do IBGE se encontra muito aquém de sua competência técnica reconhecida nacional e internacionalmente, da credibilidade e qualidade de suas informações, e de sua relevância percebida pelo Governo para o processo de gestão do PPA. Pode-se concluir que o IBGE tem um vasto campo de atuação de modo a contribuir efetivamente para o desenvolvimento sustentável do país.

Este trabalho monográfico trata de Hospitais Universitários e Fatores Ambientais Relevantes na Implementação das Políticas de Saúde e Educação de Recursos Humanos para a saúde. Primeiramente, busca identificar a evolução das políticas, no Brasil, a partir da VªConferência Nacional de Saúde (1975) até a constitucionalização do Sistema Único de Saúde (1988), deixando evidente as dificuldades de implementação destas políticas no seu nível de orçamento e ação. Levanta, também, as características da instituição Hospital Universitário, desde de sua origem, na década de 60, para atender às necessidades das escolas médicas, até os questionamentos quanto às suas funções sociais nos nossos dias, assim como a forma de sua gestão ao inserir-se no Sistema Único de Saúde. Ainda, caracterizando os Hospitais Universitários como uma organização complexa, busca na literatura da Ciência Administrativa, referências sobre organização, análise ambiental e estratégia no planejamento e gerência. Na análise ambiental, salienta o estudo dos Fatores Ambientais Relevantes, para o melhor desempenho organizacional na implementação adequada das po~íticas. Com este embasamento, faz um estudo de caso do Hospital Universitário de Santa Maria, usando modelo de análise que associa métodos qualitativo e quantitativo com a participação de um grupo interdisciplinar da Universidade Federal de Santa Maria, e programa de processamento de dados - análise estrutural. Com este modelo, levanta os Fatores Ambientais de maior relevância no sistema da organização em estudo. Usa também a técnica da entrevista para atender o objetivo específico de identificar a percepção destes fatores, pelo grupo gerencial da organização hospitalar.

In this paper, we try to rationalize the existence of one of the most common affirmative action policies: educational quotas. We model a two period economy with asymmetric information and endogenous human capital formation. Individuals may be from two different groups in the population, where each group is defined by an observable and exogenous characteristic. The distribution of skills differ across groups. We introduce educational quotas into the model by letting the planner reduce the effort cost that a student from one of the groups has to endure in order to be accepted into a university. Affirmative action policies can be interpreted as a form of ``tagging" since group characteristics are used as proxies for productivity. We find that although educational quotas are usually efficient, they need not subsidize the education of the low skill group.

We study the effects of a conditional transfers program on school enrollment and performance in Mexico. We provide a theoretical framework for analyzing the dynamic educational decision and process inc1uding the endogeneity and uncertainty of performance (passing grades) and the effect of a conditional cash transfer program for children enrolled at school. Careful identification of the program impact on this model is studied. This framework is used to study the Mexican social program Progresa in which a randomized experiment has been implemented and allows us to identify the effect of the conditional cash transfer program on enrollment and performance at school. Using the mIes of the conditional program, we can explain the different incentive effects provided. We also derive the formal identifying assumptions needed to provide consistent estimates of the average treatment effects on enrollment and performance at school. We estimate empirically these effects and find that Progresa had always a positive impact on school continuation whereas for performance it had a positive impact at primary school but a negative one at secondary school, a possible consequence of disincentives due to the program termination after the third year of secondary school.

The paper analyzes a two period general equilibrium model with individual risk and moral hazard. Each household faces two individual states of nature in the second period. These states solely differ in the household's vector of initial endowments, which is strictly larger in the first state (good state) than in the second state (bad state). In the first period households choose a non-observable action. Higher leveis of action give higher probability of the good state of nature to occur, but lower leveIs of utility. Households have access to an insurance market that allows transfer of income across states of oature. I consider two models of financiaI markets, the price-taking behavior model and the nonlínear pricing modelo In the price-taking behavior model suppliers of insurance have a belief about each household's actíon and take asset prices as given. A variation of standard arguments shows the existence of a rational expectations equilibrium. For a generic set of economies every equilibrium is constraíned sub-optímal: there are commodity prices and a reallocation of financiaI assets satisfying the first period budget constraint such that, at each household's optimal choice given those prices and asset reallocation, markets clear and every household's welfare improves. In the nonlinear pricing model suppliers of insurance behave strategically offering nonlinear pricing contracts to the households. I provide sufficient conditions for the existence of equilibrium and investigate the optimality properties of the modeI. If there is a single commodity then every equilibrium is constrained optimaI. Ir there is more than one commodity, then for a generic set of economies every equilibrium is constrained sub-optimaI.

In the past ten years the struggle for land in Brazil has taken the shape of invasions of private land by welI organized groups of land less squatters. It is argued in this paper that these invasions and the resulting contlicts are a direct response to the land reform program which has been adopted by the govemment since 1985. which is based on the expropriation of farms and the creation of settlement projects. The set of formal and informal institutions which compromise the land reform program are used as the background for a game-theory model of rural contlicts. T estable implications are derived trom this model with particular emphasis on the etfect of policy variables on violence. These are then tested with panel data at state levei from 1988 to 1995. - It is shown that govemment policy which has the intent of reducing the amount of violence has the opposite etfect of leading to more incentives for contlicts.

The paper quantifies the effects on violence and police activity of the Pacifying Police Unit program (UPP) in Rio de Janeiro and the possible geographical spillovers caused by this policy. This program consists of taking selected shantytowns controlled by criminals organizations back to the State. The strategy of the policy is to dislodge the criminals and then settle a permanent community-oriented police station in the slum. The installation of police units in these slums can generate geographical spillover effects to other regions of the State of Rio de Janeiro. We use the interrupted time series approach proposed by Gonzalez-Navarro (2013) to address effects of a police when there is contagion of the control group and we find that criminal outcomes decrease in areas of UPP and in areas near treated regions. Furthermore, we build a model which allows to perform counterfactuals of this policy and to estimate causal effects in other areas of the State of Rio de Janeiro outside the city.

This thesis demonstrates the exercise of slave labor in the context of free or decent work, in contemporary times, supported by the federal constitution 1988 Brazil than places like fundamentals "the dignity of the human person" and "the social values of work and free enterprise" , and is as fundamental objectives of the Federative Republic of Brazil "build a free, just and united society," "guarantee national development", "eradicate poverty and marginalization and reduce social and regional inequalities", "promote the well all without prejudice of origin, race, sex, color, age and any other forms of discrimination. " It is considered that the analytical work category interacts both conceptually as an integral part of the capitalist development model as a driving force to the definition of State Capable. The panorama of acquired rights and rights infringed upon evidences the presence, or not, of the Brazilian state. Highlights, however, as state functions are being performed under the auspices of the Democratic State of Rights. So the original question that motivated this work is: To what extent the Brazilian government is structured to implement measures that can eradicate modern-day slavery? This question led to questions as: The Brazilian state has never failed in implementing the policy of "eradication to work analogous to slavery"? The answer the research questions were outlined using the dialectical materialist historical method under a sociological perspective in order to draw relationships and interrelationships between the current situation of the concept contemporary slavery and its historical roots. In the theoretical framework considers the conceptual approach regarding the capable state in order to answer the question regarding the eradication policy to contemporary forced labor and the Brazilian nation-state's ability to put it into action. In this sense, it employed concepts such as state, nation-state and capable state, from the interpretations of Bresser-Pereira, including the discussion regarding the formation of the arrangements and conservative and progressive political alliances. The research subject was analyzed from the reports published in 2013 by the Ministry of Labour after the Special Group of the inspection actions for Mobile Inspection (GEFM) to Combat Labour Analogous to Slave. The study of public policies related to the eradication program to work analogous to slavery takes up the discussion regarding the conditionality of free labor, or decent, in contemporary Brazil, and reveals that in Brazil the effectiveness or efficacy of government actions comply with governing the Federal Constitution-88, namely, to preserve "the dignity of the human person" and "the social values of work and free enterprise" is an ongoing process. There are advances, but these are conditioned to Brazil stage in the formation of the nation state and the national society.
