In this paper we investigate the effects of the 1998 reform in the funding of fundamental education in Brazil (FUNDEF) on the relative wages of public school teachers and on the relative proficiency of public school pupils. The evidence suggests that, on average, FUNDEF raised the public school teachers’ relative wages and improved the relative proficiency of the public school students. Some indirect evidence was presented that showed that the effect of FUNDEF on proficiency seems to be related to its effect on wages and on school characteristics. The effect on proficiency seems to be concentrated in the municipal schools in the Northeast of the country.

Este artigo é uma formalização da crítica à estratégia do crescimento com poupança externa que um de seus autores vem sendo fazendo nos últimos anos. Apesar dos países de renda média serem pobres de capital, os déficits em conta corrente (poupança externa), financiado seja por empréstimos ou por investimentos externos diretos, não irá aumentar a taxa de acumulação de capital ou terá pouco impacto sobre ela, uma vez que os déficits de conta corrente estarão associados taxas de câmbio apreciadas, ordenados e salários aumentados artificialmente e altos níveis de consumo. Consequentemente, a taxa de substituição da poupança externa pela interna será relativamente alta, e o país será obrigado não a investir e crescer, mas a consumir. Apenas quando há grandes oportunidades de investimento, estimuladas por uma ampla diferença entre a taxa de lucro esperada e a taxa de juros de longo prazo, a propensão marginal ao consumo diminuirá suficientemente, a ponto de o lucro adicional originário do fluxo de capital estrangeiro ser usado para investimento, ao invés de para consumo. Neste caso especial, a taxa de substituição de poupança externa pela interna tenderá a ser menor e a poupança interna contribuirá positivamente para o crescimento

O presente artigo é uma formalização da crítica à estratégia do crescimento com poupança externa. Apesar dos países de renda média serem pobres em capital, os déficits em conta corrente (poupança externa), financiados por empréstimos ou investimentos diretos externos, não necessariamente farão aumentar a taxa de acumulação de capital ou, mesmo, terão pouco impacto sobre ela, de forma que os déficits em conta serão associados a taxas de câmbio apreciadas, altos salários e ordenados reais e altos níveis de consumo. Conseqüentemente, o país se endividará para consumir, e não para investir e crescer. Apenas quando há grandes oportunidades de investimento, estimulados por uma diferença considerável entre a taxa de lucro esperada e a taxa de juros a longo prazo, o lucro adicional produzido pelo fluxo de capital estrangeiro será usado para investimento, e este trade-off entre a redução da poupança externa e interna não ocorrerá

The recently released "Educational PAC" attempts to place basic education at the center of the social debate. We have subsidized this debate, offering a diagnosis of how different education levels can impact individuals' lives through broad and easily interpreted indicators. Initially, we analyze how much each educational level reaches the poorest population. For example, how are those in the bottom strata of income distribution benefited by childcare centers, private secondary education, public university or adult education. The next step is to quantify the return of educational actions, such as their effects on employability and an individual's wages, and even health as perceived by the individual, be that individual poor, middle class or elite. The next part of the research presents evidence of how the main characters in education, aka mothers, fathers and children, regard education. The site available with the research presents a broad, user-friendly database, which will allow interested parties to answer their own questions relative to why people do not attend school, the time spent in the educational system and returns to education, which can all be cross-sectioned with a wide array of socio-demographic attributes (gender, income, etc.) and school characteristics (is it public, are school meals offered, etc.) to find answers to: why do young adults of a certain age not attend school? Why do they miss classes? How long is the school day? Aside from the whys and hows of teaching, the research calculates the amount of time spent in school, resulting from a combination between absence rates, evasion raters and length of the school day. The study presents ranks of indicators referring to objective and subjective aspects of education, such as the discussion of the advantages and care in establishing performance based incentives that aim at guiding the states in the race for better educational indicators.

This paper provides evidence of the effects of adult literacy on individuals’ income and employability in Brazil based on information obtained from the monthly employment survey (PME). The OLS results indicate that after controlling for observable characteristics, there is a 21.25% increase in wages for individuals who become literate; however, there is no significant impact on employability. Moreover, the findings show an 8.1% increase in the probability of being employed in the formal sector. We also explore the longitudinal structure of the dataset to control for unobservable fixed characteristics of individuals. The fixed-effects estimators show smaller effects compared to the OLS estimators. We find that literacy has a 4.4% effect on wages and a 4.3% impact on the probability of being formally employed. The effects are significantly different from zero.

Progress was an idea of the 18th century; development, a project of the 20th century that continues into the 21st century. Progress was associated with the advance of reason, development with the fulfillment of the five political objectives that modern societies set for themselves: security, freedom, economic well-being, social justice and protection of the environment. Today we can view progress and development as equivalent. Both were products of the capitalist revolution, and of the economic development that began with it. Economic development or growth, in its turn, is the process of capital accumulation with the incorporation of technical progress that, mainly through productive sophistication and the increase of the value of labor, increases wages and improves standards of living. The five objectives that define development, as well as the three social instances existing in society change in an interdependent way.

A repeated moral hazard setting in which the Principal privately observes the Agent’s output is studied. It is shown that there is no loss from restricting the analysis to contracts in which the Agent is supposed to exert effort every period, receives a constant efficiency wage and no feedback until he is fired. The optimal contract for a finite horizon is characterized, and shown to require burning of resources. These are only burnt after the worst possible realization sequence and the amount is independent of both the length of the horizon and the discount factor (δ). For the infinite horizon case a family of fixed interval review contracts is characterized and shown to achieve first best as δ → 1. The optimal contract when δ << 1 is partially characterized. Incentives are optimally provided with a combination of efficiency wages and the threat of termination, which will exhibit memory over the whole history of realizations. Finally, Tournaments are shown to provide an alternative solution to the problem.

The financial crisis and Great Recession have been followed by a jobs shortage crisis that most forecasts predict will persist for years given current policies. This paper argues for a wage-led recovery and growth program which is the only way to remedy the deep causes of the crisis and escape the jobs crisis. Such a program is the polar opposite of the current policy orthodoxy, showing how much is at stake. Winning the argument for wage-led recovery will require winning the war of ideas about economics that has its roots going back to Keynes’ challenge of classical macroeconomics in the 1920s and 1930s. That will involve showing how the financial crisis and Great Recession were the ultimate result of three decades of neoliberal policy, which produced wage stagnation by severing the wage productivity growth link and made asset price inflation and debt the engine of demand growth in place of wages; showing how wage-led policy resolves the current problem of global demand shortage without pricing out labor; and developing a detailed set of policy proposals that flow from these understandings. The essence of a wage-led policy approach is to rebuild the link between wages and productivity growth, combined with expansionary macroeconomic policy that fills the current demand shortfall so as to push the economy on to a recovery path. Both sets of measures are necessary. Expansionary macro policy (i.e. fiscal stimulus and easy monetary policy) without rebuilding the wage mechanism will not produce sustainable recovery and may end in fiscal crisis. Rebuilding the wage mechanism without expansionary macro policy is likely to leave the economy stuck in the orbit of stagnation.

While in the social and in the ethical realms the Cardoso administration was successful, its economic outcomes were frustrating. In this administration’s eight years the investment rate did not increase and income per capita growth lagged, while the public debt and the foreign debt increased substantially. This poor economic performance may be explained by three chained causes: a mistake in agenda setting, the adoption of the Second Washington Consensus, and the alienation of elites. The decision of setting high inflation as the major problem to be tackled instead of achieving equilibrium in foreign accounts represented a major macroeconomic mistake, which can be explained by the Second Washington Consensus. This consensus proposed in the 1990s that highly indebted countries should grow counting on foreign savings, although this is not the experience among OECD countries. The outcome was to evaluate the real, to increase artificially wages and consumption, so that instead of growth what we have been increased indebtedness. Why this flopped strategy was adopted? Rich countries’ interests are not difficult to guess. On the part of Brazil, the only explanation is Brazilian elites’ alienation in relation to the country’s national interest. As a final outcome, the Cardoso administration ends with another balance of payments crisis, which was empowered by the coming presidential elections. Yet, the solvency situation of the Brazilian economy have been improving since the 1999 successful floatation of the real, so that I believe that, adopted a policy that deepens fiscal adjustment, while lowers the interest rate, and avoids new evaluation of the real, the country will eventually be able to avoid default.

Nas últimas décadas, as propostas de reforma tributária em diversos países foram redirecionadas para a redução dos encargos incidentes sobre poupança e investimento, para a atenuação da progressividade do imposto sobre a renda do trabalho e para o aumento da participação dos impostos sobre o consumo na receita tributária. Atualmente, os impostos sobre o consumo representam a parcela mais significativa da carga tributária no Brasil. O presente trabalho tem como objetivo apresentar as principais características e ineficiências da tributação do consumo no Brasil. Algumas distorções já foram corrigidas, mas outras ainda necessitam de correção. Pretende-se também mostrar os maiores desafios para a reformulação dessa forma de tributação.

In 1964, year of the military coup, the Brazilian government established a housing finance system with the intention of reducing the housing shortage that had been going on for decades. In order to reach this goal, the government created the Housing Finance System (acronym in Portuguese ¿ SFH), a set of rules which intended to set up a regulated market through standardized contracts and compulsory sources of funds. The system survived for some time, due to the state control of prices and salaries in the authoritarian regime. However, the increasing inflationary pressure obliged the government to adopt a populist subsidy policy, which left as a consequence outstanding balances at the end of the contracts that very often exceeded the value of the financed units. The solution adopted was to create a fund to settle these residual balances. Such fund should be capitalized by the government and by compulsory contributions from borrowers and financial institutions. Since the government did not make such contributions, the debt of this fund increased on a yearly basis, reaching around 3,5 % of Brazil¿s GDP in December 31, 2006. Due to the decline of private investments in the housing finance system, this debt concentrated mostly on public and state-owned companies, government agencies and public funds. The outcome of this policy was the Salary Variations Compensation Fund (acronym in Portuguese ¿ FCVS), which has a negative net equity of 76 billion reais and costs 100 million reais per year to be managed, and whose main creditor is the Federal Government itself.

Existe uma percepção generalizada de que os professores públicos brasileiros são mal remunerados. Dadas a relevância dos professores para o processo de ensino e a importância da remuneração como um incentivo à entrada, permanência e melhoria do desempenho de na carreira do magistério, o objetivo deste trabalho é avaliar a atratividade dos salários que os professores recebem nas escolas públicas de ensino básico brasileiras. Para tanto, foi utilizada a decomposição de Oaxaca (1973) aplicada aos dados da PNAD (Pesquisa Nacional por Amostra de Domicílios) para o período de 1995 a 2006 para calcular os diferenciais entre o salário desses professores públicos e os rendimentos que eles receberiam se estivessem em um dos seguintes grupos de comparação: demais ocupações do setor público, professores do setor privado e demais ocupações do setor privado. A análise indica que a atratividade da remuneração do magistério varia de acordo com o segmento de professores públicos comparados. Entre os principais resultados, obtivemos evidências que indicam que os professores com formação de nível médio possuem remunerações atrativas frente às demais ocupações, enquanto aqueles com formação de nível superior – justamente os que se quer atrair – encontram salários bem mais atrativos em ocupações alternativas. Além disso, dado o fato de homens conseguirem salários bem melhores que os das mulheres em ocupações alternativas, a remuneração do magistério é bem mais atrativa para mulheres que para homens. Por fim, obtivemos evidências de que a atratividade da remuneração de professores públicos é melhor para profissionais no início da carreira, mas pior para profissionais na etapa final da carreira – o que pode gerar abandono da carreira e prejudicar o desempenho desses professores. Deste modo, entende-se que os diversos resultados encontrados na análise segmentada da atratividade dos salários de professores públicos contribuem para o avanço na discussão de políticas salariais para o magistério para além de simples propostas de reajustes uniformes para toda a categoria.

O estudo apresenta uma abordagem nova e alternativa dentro da literatura empírica que trata do crescimento econômico e da desigualdade da distribuição de renda. Ao se filiar ao arcabouço teórico e prático da Análise de Fronteira Estocástica ¿ AFS, o estudo analisa, inicialmente, os efeitos de evolução da produtividade total de fatores, PTF, e de suas componentes (eficiência técnica, progresso tecnológico, eficiência de escala e eficiência alocativa) sobre o crescimento econômico. Em específico, avalia em que medida as diferenças de padrões de desenvolvimento tecnológico dos países condicionam o crescimento. Após tratar da evolução da desigualdade da distribuição do produto por trabalhador de dois grupos de países, denominados desenvolvidos e em desenvolvimento, relaciona a medida de desigualdade L de Theil com as componentes da PTF e mostra que não há convergência das rendas per capita desses grupos de países porque o hiato tecnológico entre eles aumentou ao longo do tempo. Por fim, identifica o papel do progresso tecnológico na dinâmica da distribuição de renda dentro dos países, recuperando a idéia fundamental de Kuznets de que ele (o progresso tecnológico) é o motor do desenvolvimento, e conclui que avanços tecnológicos têm efeitos mais gerais sobre as economias: além de promover o crescimento econômico, também têm reflexos diretos sobre a produtividade do trabalho, e conseqüentemente sobre os salários, com resultados mais eqüitativos da distribuição da renda.

Brazil’s experience shows that the economic and political history of a country is a critical determinant of which labor laws influence wages and employment, and which are not binding. Long periods of high inflation, illiteracy of the workforce, and biases in the design and enforcement of labor legislation bred by the country’s socioeconomic history are all important in determining the reach of labor laws. Defying conventional wisdom, these factors are shown to affect labor market outcomes even in the sector of employment regarded as unregulated. Following accepted practice in Brazil, we distinguish regulated from unregulated employment by determining whether or not the contract has been ratified by the Ministry of Labor, viz., groups of workers with and without signed work booklet. We then examine the degree of adherence to labor laws in the formal and informal sectors, and finds “pressure points” – viz., evidence of the law on minimum wage, work-hours, and payment timing being binding on outcomes – in both the formal and informal sectors of the Brazilian labor market. The findings of the paper imply that in terms of the design of legislation, informality in Brazil is mainly a fiscal, and not a legal phenomenon. But the manner in which these laws have been enforced is also critical determinant of informality in Brazil: poor record-keeping has strengthened the incentives to stay informal that are already built into the design of the main social security programs, and ambiguities in the design of labor legislation combined with slanted enforcement by labor courts have led to workers effectively being accorded the same labor rights whether or not they have ratified contracts. The incentives to stay informal are naturally higher for workers who are assured of protection under labor legislation regardless of the nature of their contract, which only alters their financial relationship with the government. The paper concludes that informality in Brazil will remain high as long as labor laws remain ambiguous and enforced with a clear pro-labor bias, and social security programs lack tight benefitcontribution linkages and strong enforcement mechanisms.

Consiste essa dissertação num estudo analítico interpretativo indicador de das greves nos anos 80, como fenômeno indicador de mudanças nas relações do trabalho em instituições univer5it'rias da administração pública federal: UFRJ e UFF. A investigação sobre o incremento do sindicalismo de classe média, no setor público, nos anos 80 processou-se de modo a que se compreendesse/interpretasse o novo paradigma de ação sindical indicativo de mudanças no papel sócio político de atores coletivos/individuais, vis-à-vis à prática do associativismo em IFES. A opção metodológica assumida foi a de uma abordagem qualitativa do tema, utilizando-se como categorias de análise: cidadania, democracia, participação e poder, aplicadas ao estudo, numa visão comparativa dos movimentos organizados/grevistas, na UFRJ e UFF. Pelo estudo, conclui-se, em síntese, que docentes e servidores técnico-administrativos da UFRJ e UFF, via participação organizada nos movimentos grevistas dos anos 80, vieram a assumir novos papéis sociais e posições políticas, construindo ocasionando uma nova cidadania e, consequentemente, trabalho entre categorias profissionais do setor público E o federal. governo Isto, porque, graças ao seu poder de convocação/influência e pela sua seu vida associativa constituiram-se essas categorias profissionais em forças sociais/políticas suscetíveis de modificar/intervir em decisões político-administrativas que disseram respeito a formulação/gestão de políticas, com destaque para as de Pessoal das IFES e de Rendas/Salários, bem como as de Ensino Superior e de Financiamento da Educação.
