O Estudo Visa Avaliar os Impactos de Propostas Alternativas de Redução da Proteção Tarifária de Bens Não-Agrícolas Sobre a Economia Brasileira Usando um Modelo de Equilíbrio Geral Computável. Foram Simulados os Impactos da Implementação de Cortes Tarifários de Acordo com Diferentes Coeficientes para a Fórmula Suíça. as Simulações Foram Realizadas com o Modelo Gtap e Todos os Choques Tarifários Foram Calculados a Partir de Informações da Base de Dados Macmap. Além de Analisar Resultados Macroeconômicos e Setoriais, Também foi Testada a Sensibilidade dos Resultados em Relação ao Aumento das Elasticidades de Armington e À Ocorrência de uma Simultânea Liberalização de Tarifas Sobre Bens Agrícolas.

The present volume is the fruit of a research initiative on Access to Knowledge begun in 2004 by Yochai Benkler, Eddan Katz, and myself. Access to Knowledge is both a social movement and an approach to international and domestic policy. In the present era of globalization, intellectual property and information and communications technology are major determinants of wealth and power. The principle of access to knowledge argues that we best serve both human rights and economic development through policies that make knowledge, knowledge-creating tools, and nowledgeembedded goods as widely available as possible for decentralized innovation and use. Open technological standards, a balanced approach to intellectual property rights, and expansion of an open telecommunications infrastructure enable ordinary people around the world to benefit from the technological advances of the information age and allow them to generate a vibrant, participatory and democratic culture. Law plays a crucial role in securing access to knowledge, determining whether knowledge and knowledge goods are shared widely for the benefit of all, or controlled and monopolized for the benefit of a few.

Brazil is an extremely unequal country and this inequality has been a permanent characteristic of its economic and social structure. Some scholars generally consider that the economic growth has generated extreme conditions of space and social inequalities, which reveal themselves within Brazil¿s regions, states, rural and urban areas, central and peripheral areas and among its ethnic groups. Such conditions negatively affect the quality of life of the population and will be reflected in the reduction of life expectancy, in the increase of the indexes of infant mortality and illiteracy, amongst other aspects. Education is considered one of the ways to promote the development of a country, however, access to education, specially higher education in Brazil, since it was first implemented, had been limited to a small group of privileged people, the elite of society. Thus, it becomes necessary to extend the access of students to higher education and consequently to generate individuals capable of changing the reality of the place where they live in and as a result, to develop the country. The purpose of this research is to analyze two programs destined to the amplify the access to higher education in Brazil, namely, the University for All Program (ProUni) and the System of Quotas, with the objective to verify at which level their drawings and strategies will allow the democratization of the access to higher education and the reduction of regional inequalities. In order to achieve its objective, the study is initiated with the issue of development and inequalities in Brazil, then it goes through the history of higher education in Brazil and it is finished with the analysis of ProUni and the System of Quotas.

Trade history between Brazil and the United States is long and complicated but it is only in recent years that the trade balance has become more equal in terms of both imports and exports. As Brazil continues to establish its position in the world economy and expand its export market it is only natural that it seeks to increase exports to its single largest trading partner, the United States, and maintain the market share already established. In order to achieve success in these regards Brazil must have a deep understanding of the American political economy system. Part of this entails understanding barriers that must be overcome by Brazilian businesses to access United States markets, particularly the access of certain products at the industry level.

The goal of this paper is to discuss a key issue in the Democratic Rule of Law State: what are the role and main functions of the Judiciary in Brazil? Is the Judiciary mainly a public service provider, adjudicating disputes and guaranteeing individual rights? Or also as a state power, it should mainly control and guide the moral values of the society, changing the status quo and reducing social conflicts? In this sense, what are the conflicts that must be examined by the Judiciary? We will seek to answer these questions based on a discussion subsidized by courts official statistics and the results of surveys conducted with the Brazilian general population. The surveys measured how do citizens feel about their judicial system and what are the circumstances and the facts that determine the judicialization of conflicts. We work with the perceptions and attitudes of citizens relating to the Judiciary as it is today and discuss the Judiciary they want. Then, we compare how attitudes and perceptions relate to actual behavior and use of courts.

In this paper I argue that, in developing countries, sufficient aggregate demand is not enough to motivate investment and achieve full employment. Besides, according to the Keynesian developmental macroeconomics under construction, competent business enterprises must have access to that demand –access which is denied to most of them because developing countries face the tendency to the cyclical and chronic overvaluation of the exchange rate

O Brasil, a exemplo de outros países, passou a adotar políticas de ação afirmativa com a finalidade de compensar grupos sociais que se encontram em posição desfavorável, usualmente em razão de um passado de discriminação, proporcionando-lhes a fruição de direitos fundamentais. Desde a última década, a maior parte das medidas aprovadas tinha como foco a educação, em especial o acesso às universidades públicas de alta qualidade. Já a reserva de vagas em concursos públicos, embora já vigorasse em diversos municípios, só começou a ganhar espaço no debate social e na agenda governamental recentemente, a partir de sua implementação por parte de estados e da aprovação do Estatuto da Igualdade Racial, que prevê a aplicação de políticas de ação afirmativa como maneira a permitir a participação da população negra em condição de igualdade na vida econômica, social, política e cultural do País. Dados do Ministério do Planejamento, Orçamento e Gestão indicam que, apesar de representarem a metade da população brasileira, negros e pardos ocupam menos de 30% dos cargos do Poder Executivo. Nas carreiras mais bem remuneradas, como as de nível superior, a presença dos negros é ainda mais reduzida. Em resposta a esse cenário de desigualdades, foi sancionada Lei nº 12.990, de 9 de junho de 2014, que reserva aos negros 20% das vagas oferecidas nos concursos públicos no âmbito da administração pública federal. O objetivo deste projeto é avaliar os desdobramentos do sistema de cotas implementado pela referida lei, que utiliza exclusivamente critério de natureza racial. Tenciona-se verificar se tal mecanismo é capaz de tornar menos excludente o acesso ao serviço público federal, de forma a contribuir para o debate a respeito das ações afirmativas.
