In this note we show that a stronger version of the no-free production assumption is sufficient to guarantee the existence of competitive price system associated with an efficient growth path such that consumption-value is maximized at this growth path.

The pattem of a classical hyperinflation is an acute acceleration of the inflation levei accompanied by rapid substitution away from domestic currency. Brazil, however, has becn experiencing inflation leveis well above 1,000% a year since 1988 without entering the classical hyperinflation path. Two elements play key roles in differcntiating the Brazilian case from other hyperinflationary experiences: indexation and the provision of a reliable domestic currency substitute, Le., the provision of liquidity to interest-bearing assets. This paper claims that the existence of this domestic currency substitute is lhe main source of both lhe inability of the Brazilian central bank to fight inflation and of the unwillingness of Brazilians to face the costs of such a fight. The provision of the domestic currency substitute through the banking sector is modeled, and the main macroeconomic consequences of this monetary regime are derived. Those are: the lack of a nominal anchor for the price system due to the passive monetary policy; the endogeneity of seignorage unlikc traditional models of hyperinflation; and lhe ineffectiveness of very high real interest rates.

Governmental acquisitions, in Brazil, must be proceeded, as a rule, by means of licitation. Though this principle became constitutional rule only from 1988's Constitution, its existence in Brazilian legal system retraces century XV: by that time, the Filipinas Ordinations ruled it in one only law article. Since then, several rules of law had been incorporated to the Brazilian governmental acquirement system, especially during century XX, hardening the procedures and restricting public manager's discritionarity. Current governmental acquirement system was instituted by the Law nº 8,666/1993, which, however, did not disrupt previous system: with few innovations and more restrictions, it only copied the instruments in the system of the Decree nº 2,300/1986 and previous ones. In its original text, Law nº 8,666/1993 had three licitation procedures for acquisitions - concorrência, tomada de preços, convite - and the exceptional procedures - dispensa and inexigibilidade. Once revealed itself a rigid system, several measures were implemented in order to make it more flexible, having for objectives celerity and price reduction, from discrete alterations of articles of laws to the creation of pregão as a new licitation procedure - initially, there was only the pregão presencial, proceeded face to face - and no longer, the pregão eletrônico, proceeded through web. This research focuses the analysis of the impact of the rigidity / flexibility on Government acquirement system. Despite specialized literature, studies carried through for governmental agencies and state publicity praises the results reached with the use of the pregão eletrônico, the analyses that lead to such conclusion are based on questionable premises. The studies on the efficiency of the pregão eletrônico restrict this concept to its economic dimension, interpreting it as costs reduction. Beyond, the methodology of analysis of this cost reduction has for reference hypothetical values which are also defined by random standards. Here it is, therefore, the objective of this study: to analyze, from the perception of the public managers, the relation between flexibility or rigidity of a procedure and its efficiency, under a multidimensional perspective - taking into consideration, beyond the prices gotten for objects, the time of transaction, the quality of objects and the security of the procedure. From the answers to the questionnaires applied to licitation managers and to members of licitations permanent commissions it was raisen three kinds of information: descriptive data concerning to the ordinal or nominal variables, extracted from the analysis of the objective fields of the questionnaire; not-structuralized, extracted directly from the subjective fields of the questionnaire; e, finally, treated data, extracted from the hypotheses formulated in the research and statistically analyzed. The reflections on the information allowed concluding that the acquirement governmental procedures flexibility extends its efficiency. Restricted the analysis to the pregão eletrônico, it is concluded that it is more efficient under the economic and time perspectives, in relation to the classic procedures; however, under the perspective of the security it does not significantly differs from those; under the qualitative perspective, it is less efficient than the classic procedures, implying in the reduction of the quality of acquired or contracted objects.

The thesis introduces a system dynamics Taylor rule model of new Keynesian nature for monetary policy feedback in Brazil. The nonlinear Taylor rule for interest rate changes con-siders gaps and dynamics of GDP growth and inflation. The model closely tracks the 2004 to 2011 business cycle and outlines the endogenous feedback between the real interest rate, GDP growth and inflation. The model identifies a high degree of endogenous feedback for monetary policy and inflation, while GDP growth remains highly exposed to exogenous eco-nomic conditions. The results also show that the majority of the monetary policy moves during the sample period was related to GDP growth, despite higher coefficients of inflation parameters in the Taylor rule. This observation challenges the intuition that inflation target-ing leads to a dominance of monetary policy moves with respect to inflation. Furthermore, the results suggest that backward looking price-setting with respect to GDP growth has been the dominant driver of inflation. Moreover, simulation exercises highlight the effects of the new BCB strategy initiated in August 2011 and also consider recession and inflation avoid-ance versions of the Taylor rule. In methodological terms, the Taylor rule model highlights the advantages of system dynamics with respect to nonlinear policies and to the stock-and-flow approach. In total, the strong historical fit and some counterintuitive observations of the Taylor rule model call for an application of the model to other economies.

We extend the standard price discovery analysis to estimate the information share of dual-class shares across domestic and foreign markets. By examining both common and preferred shares, we aim to extract information not only about the fundamental value of the rm, but also about the dual-class premium. In particular, our interest lies on the price discovery mechanism regulating the prices of common and preferred shares in the BM&FBovespa as well as the prices of their ADR counterparts in the NYSE and in the Arca platform. However, in the presence of contemporaneous correlation between the innovations, the standard information share measure depends heavily on the ordering we attribute to prices in the system. To remain agnostic about which are the leading share class and market, one could for instance compute some weighted average information share across all possible orderings. This is extremely inconvenient given that we are dealing with 2 share prices in Brazil, 4 share prices in the US, plus the exchange rate (and hence over 5,000 permutations!). We thus develop a novel methodology to carry out price discovery analyses that does not impose any ex-ante assumption about which share class or trading platform conveys more information about shocks in the fundamental price. As such, our procedure yields a single measure of information share, which is invariant to the ordering of the variables in the system. Simulations of a simple market microstructure model show that our information share estimator works pretty well in practice. We then employ transactions data to study price discovery in two dual-class Brazilian stocks and their ADRs. We uncover two interesting ndings. First, the foreign market is at least as informative as the home market. Second, shocks in the dual-class premium entail a permanent e ect in normal times, but transitory in periods of nancial distress. We argue that the latter is consistent with the expropriation of preferred shareholders as a class.

This work proposes a method to examine variations in the cointegration relation between preferred and common stocks in the Brazilian stock market via Markovian regime switches. It aims on contributing for future works in "pairs trading" and, more specifically, to price discovery, given that, conditional on the state, the system is assumed stationary. This implies there exists a (conditional) moving average representation from which measures of "information share" (IS) could be extracted. For identification purposes, the Markov error correction model is estimated within a Bayesian MCMC framework. Inference and capability of detecting regime changes are shown using a Montecarlo experiment. I also highlight the necessity of modeling financial effects of high frequency data for reliable inference.
