This paper examines the relevance of market timing as a motive for initial public offerings (IPOs) by comparing IPOs of firms that are members of Japanese keiretsu industrial groups with IPOs of independent Japanese firms. We argue that Japanese keiretsu-linked IPOs form a favorable sample to find evidence of the market timing motive. Instead, the data provide strong evidence for a restructuring motive and little evidence for market timing. We find that long run returns to keiretsu and independent IPOs are not negative, contrary to U.S. evidence, and are indistinguishable from each other; initial returns to keiretsu-linked IPOs are significantly higher than to independent firms; and a significant number of keiretsu IPO firms adjust their linkages with the group following the IPO, with both increases and decreases.

The transformation that occurs in the scenery of the companies at this moment, leads them to a competitive environment, making exist more demands of the organizations, turning them more efficient. The companies search each time for more knowledge to follow this transformation, existing the concerning in the adequate way of arranging an organizational strategy that really works. The companies that really get to stand out through a clear, flexible and evolutive strategy have some strength that leads them, followed by directed information to the development of this strategy. This essay analyses the competitive intelligence of the winegrowing sector of Bento Gonçalves, through the establishment of the variable motive-power, organizational strategy and distinguished information. This way, we seek to make a research of this sector improving its peculiarities. The essay starts with the definition of the problem, characterizing the sector through a historic, problem and studied theme. On the theoretical reference, there is an evolution through the variable considered vital to the instauration of the competitive intelligence, beginning from the information to motive-power, organizational strategy, to the strategic information directed to the action. The results of this essay are in a chapter (Competitive Intelligence Analysis), which has the objective to analyze the research through a diagnosis of the winegrowing sector. This essay evaluates the winegrowing sector of Bento Gonçalves, with clear and defined strategies according to its objectives, but it¿s still not achieving in its greatest part to establish an organizational competitive intelligence.

Este estudo teve como objetivo avaliar se o Sistema de Gestão Logística e Patrimonial (SLP) desenvolvido pela Administração Nacional do SESC, atende às necessidades de suas Administrações Regionais, apontando elementos positivos e negativos. Envolvendo as áreas de logística de suprimentos, logística interna e gestão de bens móveis pennanentes, o estudo teve também como objetivo estabelecer metodologia de avaliação, visto que não se encontrou caso similar aplicado em organizações prestadoras de serviços. A metodologia tratou de aspectos gerais relacionados a maior significância das atividades de recursos humanos, a eficiência das tarefas e a qualidade e segurança das infonnações, tudo resultado da utilização de tecnologia de infonnação. De fonna mais específica, a metodologia tratou de pontos focais das áreas que compõem o estudo: infonnação, cadastro, processamento, monitoramento, recebimento e planejamento. Incluiu-se ainda no método, avaliação sobre a necessidade de desenvolvimento de módulo de logística de distribuição no SLP. Os resultados do estudo evidenciaram que o SLP atende às necessidades das Administrações Regionais do SESC, que a necessidade de desenvolvimento do módulo de logística de distribuição deve ser melhor analisada e que a metodologia se mostrou viável e deve ser motivo de novas pesquisas em organizações prestadoras de serviços, inclusive no SESC, visto que o modelo gera impactos no gerenciamento da atividade logística e patrimonial.

Diante da relevância da questão das mudanças climáticas para o mundo, esta dissertação tem por objetivo a avaliação da atual política pública brasileira para o tema. Partindo da análise da atual política ambiental brasileira, examina os programas e ações do país voltados para as mudanças climáticas, pesquisa o desenvolvimento dos projetos de Mecanismo de Desenvolvimento Limpo no Brasil, e avalia a sua atual política pública de mudanças climáticas. Essa avaliação, embora a complexidade do tema, utiliza metodologia caracterizada ao mesmo tempo por sua riqueza e simplicidade, qual seja, a metodologia de avaliação de políticas públicas desenvolvida por Oliveira e Martins (2003). Construída com base nas três principais dimensões a serem consideradas quando da avaliação de políticas públicas: dimensões social, econômica e política, a metodologia de Oliveira e Martins (2003) nesta pesquisa é adaptada para receber, em cada dimensão, atributos (variáveis), e seus respectivos indicadores, relacionados com a questão das mudanças climáticas no Brasil. Selecionados os atributos são inseridos ponderadores com base em pesquisa de campo, em que os entrevistados têm a liberdade de expor as suas preferências. Extendendo-se até o nível de avaliação intermediário da metodologia de avaliação de Oliveira e Martins (2003), esta pesquisa revela como é possível avaliar a política pública brasileira de mudanças climáticas, e quiçá servirá de motivação ao contínuo desenvolvimento do modelo aqui proposto, a fim de servir como mais um instrumento de participação direta da sociedade na definição do rumo que o Brasil deve seguir nas questões climáticas, e que inclusive outras regiões do mundo poderão vir a adotar, dada a flexibilidade de contextualização da referida metodologia de avaliação.

No presente trabalho observaremos que a qualidade total é um modo de vida organizacional, uma nova forma de fazer as coisas; é uma revolução no modo das organizações lidarem com seus empregados, superando a visão meramente técnica de gestão empresarial. Está findo o tempo em que administrava-se somente finanças, tecnologias, processos e pessoas. É preciso criar um ambiente de trabalho que motive a todos a contribuir com a organização na busca da qualidade total. No contexto atual, a formulação das políticas de recursos humanos, já integradas com o negócio, filosofia e os objetivos de qualquer organização, é condição fundamental e indispensável na busca da excelência, qualidade e do atingimento de altos níveis de produtividade. Ao longo do trabalho, expomos a origem e o desenvolvimento das correntes de pensamento que formaram os conceitos de qualidade total bem como a repercussão no planejamento e desenvolvimento de recursos humanos nas organizações e as conseqüências ante o processo de globalização da economia. Ao final, desenvolvemos pesquisa que procurou demonstrar até que ponto os conceitos e práticas de qualidade total permearam os setores de recursos humanos dos Tribunais Superiores brasileiros.

This paper studies the behavior of fiscal multipliers in two different economic environments: complete markets and incomplete markets. Based on steady state analysis, output multipliers are found within a range between 0.49 and 0.66, when the markets are complete. Under incomplete markets, output multiplier was found in an interval between 0.75 and 0.94. These results indicates that the market structure, which reflects the degree of risk sharing and the intensity of the precautionary motive faced by individuals, plays a key role in determining the fiscal multipliers. In the second part of the paper, was performed an exercise to analyze the dynamic response of macroeconomic aggregates to an exogenous and unexpected rise in government spending financed by lump-sum taxes. In this case, impact output multipliers varies in a range between 0.64 and 0.68, under complete markets, and within 1.05 and 1.20 when markets are incomplete. The results found under incomplete markets are very close to that found on related literature which usually uses an econometric approach or calibrated/estimated New Keynesian models. These results shows that taking into account the deficiencies in the insurance mechanisms can be an interesting way to reconcile theoretical models with the results found on related current literature, without the need of ad-hoc assumptions relative to price stickness.

In recent years, emerging countries have assumed an increasingly prominent position in the world economy, as growth has picked up in these countries and slowed in developed economies. Two related phenomena, among others, can be associated with this growth: emerging countries were less affected by the 2008-2009 global economic recession; and they increased their participation in foreign direct investment, both inflows and outflows. This doctoral dissertation contributes to research on firms from emerging countries through four independent papers. The first group of two papers examines firm strategy in recessionary moments and uses Brazil, one of the largest emerging countries, as setting for the investigation. Data were collected through a survey on Brazilian firms referring to the 2008-2009 global recession, and 17 hypotheses were tested using structural equation modeling based on partial least squares. Paper 1 offered an integrative model linking RBV to literatures on entrepreneurship, improvisation, and flexibility to indicate the characteristics and capabilities that allow a firm to have superior performance in recessions. We found that firms that pre-recession have a propensity to recognize opportunities and improvisation capabilities for fast and creative actions have superior performance in recessions. We also found that entrepreneurial orientation and flexibility have indirect effects. Paper 2 built on business cycle literature to study which strategies - pro-cyclical or counter-cyclical – enable superior performance in recessions. We found that while most firms pro-cyclically reduce costs and investments during recessions, a counter-cyclical strategy of investing in opportunities created by changes in the environment enables superior performance. Most successful are firms with a propensity to recognize opportunities, entrepreneurial orientation to invest, and flexibility to efficiently implement these investments. The second group of two papers investigated international expansion of multinational enterprises, particularly the use of distance for their location decisions. Paper 3 proposed a conceptual framework to examine circumstances under which distance is less important for international location decisions, taking the new perspective of economic institutional distance as theoretical foundation. The framework indicated that the general preference for low-distance countries is lower: (1) when the company is state owned, rather than private owned; (2) when its internationalization motives are asset, resource, or efficiency seeking, as opposed to market seeking; and (3) when internationalization occurred after globalization and the advent of new technologies. Paper 4 compared five concurrent perspectives of distance and indicated their suitability to the study of various issues based on industry, ownership, and type, motive, and timing of internationalization. The paper also proposed that distance represents the disadvantages of host countries for international location decisions; as such, it should be used in conjunction with factors that represent host country attractiveness, or advantages as international locations. In conjunction, papers 3 and 4 provided additional, alternative explanations for the mixed empirical results of current research on distance. Moreover, the studies shed light into the discussion of differences between multinational enterprises from emerging countries versus those from advanced countries.

This paper analyses an overlapping generations model with absolute bequest motive. It is shown that the widely accepted criterion to verify dynamic efficiency does not apply to this case. In our model the social planner maximizes welfare by choosing a capital stock larger than the golden role and a real rate of interest smaller than the rate of growth of the economy.

Guns stolen from law-abiding households provide the principal source of guns for criminals. The lethality of crime instruments increases with the availability of guns, so the gun market is subject to externalities that generate excessive ownership and inadequate spending on protective measures to deter gun theft. One motive for gun ownership is self defense, and the gun market is subject to coordination failure: the more guns purchased lawfully, the more will be stolen by criminals, so the greater the incentive for lawful . consumers to purchase guns for self defense. As a result, there may be multiple equilibria in the gun market and more than one equilibrium crime rate. We show that a simple refundable deposit for guns will internalize the externalities in the gun market and may cause large downward jumps in gun ownership, the lethality of crime instruments, and the social costs of crime.
