This study' s aim was to verify at what point the concept of learning organization can be applied to Central Bank. It argues how this concept can generate thoughts and ideas about organizational issues, as it emphasizes the development of new skills and capabilities. The essay includes the description of the model that inspired it and some complementary notions regarding the theme. The model studied was analysed and compared to the field research and the documents. Many aspects that make the Bank similar to an ideal leaming organization have been pointed out in the area of innovation in infrastructure, such as the implementation of new practices and systems. In a deeper leveI of reflection, it was verified that in relation to the practice of the fifth learning disciplines (Personal Mastery, Mental Models, Shared Vision, Team Learning and Systems Thinking), the creation of new guiding ideas, new management methods, the Central Bank does not approximate of what it is called a learning organization.

Esta dissertação procura analisar a metodologia de implementação da Gestão pela Qualidade Total na Administração Pública, a partir de um estudo de caso realizado na Controladoria Geral da Prefeitura da Cidade do Rio de Janeiro. Com esse propósito, a pesquisa empírica enfatiza a investigação das práticas e dos fenômenos organizacionais, à luz da teoria da gestão contemporânea, tendo como principais parâmetros de análise: a interpretação das dimensões culturais, a avaliação da produtividade administrativa e as estratégias de gestão. o estudo evidencia que a lógica intrínseca à cultura administrativa nacional precisa ser considerada na adoção de novos modelos de gestão na administração pública.

Inúmeras questões terríveis e alarmantes são ainda mal resolvidas, apesar da mobilização de ONGs para aliviá-los. Por muito tempo, o setor privado deu as costas a preocupações tal qual estas. Ate que um novo tipo de empreendedor revolucionário apareceu com um novo conceito para combater a pobreza. Mohamed Yunus desbravou empreendedorismo social quando criou a Grameen Bank 36 anos atrás: ele desafiou regras convencionais e estritas alugando dinheiro para Bengalis desmerecidos de credito, tudo isso obtendo lucro no mesmo tempo. Hoje, empreendedorismo social esta um fenômeno mas a maioria dos empreendedores do setor dos e meia ainda enfrentam dificuldades. A pesquisa acadêmica sobre o empreendedorismo social com fins lucrativos ainda está hesitante. O presente trabalho é uma modesta tentativa de analisar quais são os desafios que um empreendedor social com fins lucrativos enfrentará ao longo do caminho para criar seu empreendimento e sustentar os seus objetivos. O exame da literatura mostra que as dificuldades enfrentadas pelos empreendedores são devido a vários fatores, compreendo questões diretamente relacionadas a incerteza do mercado e o contexto local, questões organizacionais, de financiamento, de ética e questões relacionadas a resistência do modelo de negocio. As proposições derivando do exame da literatura foram confrontadas a casos concretos através de entrevistas com empreendedores sociais, investidores de impacto e instituições de apoio. Resultados da pesquisa corroboram as proposições do inicio mas enfatizam necessidade de resolver, com consideração cuidadosa, as questões relacionadas a incerteza do mercado e ao desenho duma governança adequada. A respeito da incerteza do mercado, a identificação das partes interessadas no empreendimento social e a adoção duma mentalidade eficaz para ajustar suposições iniciais para a realidade local, são um padrão chave de sucesso para o empreendimento social. No nível organizacional, a constituição dum time perito e comprometido junto com o desenho duma governança certa para equilibrar o desejo de obter lucro e a necessidade de sustentabilidade financeira é uma garantia de sucesso para o empreendedor social.

Over the past two decades there has been a profusion of empirical studies of organizational design and its relationship to efficiency, productivity and flexibility of an organization. In parallel, there has been a wide range of studies about innovation management in different kind of industries and firms. However, with some exceptions, the organizational and innovation management bodies of literature tend to examine the issues of organizational design and innovation management individually, mainly in the context of large firms operating at the technological frontier. There seems to be a scarcity of empirical studies that bring together organizational design and innovation and examine them empirically and over time in the context of small and medium sized enterprises. This dissertation seeks to provide a small contribution in that direction. This dissertation examines the dynamic relationship between organizational design and innovation. This relationship is examined on the basis of a single-case design in a medium sized mechanical engineering company in Germany. The covered time period ranges from 1958 until 2009, although the actual focus falls on the recent past. This dissertation draws on first-hand qualitative empirical evidence gathered through extensive field work. The main findings are: 1. There is always a bundle of organizational dimensions which impacts innovation. These main organizational design dimensions are: (1) Strategy & Leadership, (2) Resources & Capabilities, (3) Structure, (4) Culture, (5) Networks & Partnerships, (6) Processes and (7) Knowledge Management. However, the importance of the different organizational design dimensions changes over time. While for example for the production of simple, standardized parts, a simple organizational design was appropriate, the company needed to have a more advanced organizational design in order to be able to produce customized, complex parts with high quality. Hence the technological maturity of a company is related to its organizational maturity. 2. The introduction of innovations of the analyzed company were highly dependent on organizational conditions which enabled their introduction. The results of the long term case study show, that some innovations would not have been introduced successfully if the organizational elements like for example training and qualification, the build of network and partnerships or the acquisition of appropriate resources and capabilities, were not in place. Hence it can be concluded, that organizational design is an enabling factor for innovation. These findings contribute to advance our understanding of the complex relationship between organizational design and innovation. This highlights the growing importance of a comprehensive, innovation stimulating organizational design of companies. The results suggest to managers that innovation is not only dependent on a single organizational factor but on the appropriate, comprehensive design of the organization. Hence manager should consider to review regularly the design of their organizations in order to maintain a innovation stimulating environment.
