This paper compares the effects on corporate performance and managerial self-dealing in a situation in which the CEO reports to a single Board that is responsible for both monitoring management and establishing performance targets to an alternative in which the CEO reports to two Boards, each responsible for a different task. The equilibrium set of the common agency game induced by the dual board structure is fully characterized. Compared to a single board, a dual board demands less aggressive performance targets from the CEO, but exerts more monitoring. A consequence of the first feature is that the CEO always exerts less effort toward production with a dual board. The effect of a dual board on CEO self-dealing is ambiguous: there are equilibria in which, in spite of the higher monitoring, self-dealing is higher in a dual system. The model indicates that the strategic interdependence generated by the assignment of different tasks to different boards may yield results that are far from the desired ones.

The major purpose of this thesis is to verify, from a Brazilian perspective, how global and contextual issues influence the management learning in Multinationals. The management learning derived from the interaction of holding and sidiaries/colligates of Multinational corporation is supposed to be subject to convergent and divergent forces, the former related to global and standardized organizational practices, and the latter, is seen as a social practice subject to cultural and organizational singularities. A model was constructed to relate the dichotomy between the universality of the management practices and technologies and the particularity of the contexts where they operate, to the dichotomy between the singularities in organization and national level. This model is composed of the international, global, managerial and inter-organizational dimensions related, respectively, to the cultural and political diversity; to the universal forces of practices and values; to the managerial capabilities and resources in the organization, consolidated as best practices and to the interaction between holding and subsidiaries and the resulted learning. The combined result of these dimensions influences the knowledge flow and the learning derived from it. The field research was constituted of five cases of internationalized Brazilian firms, with a solid experience in their management systems. The main subjects of this study were executives and ofessionals/managers who respond to the management development. The data were first collected in the headquarters and complemented with visits to subsidiaries/joint ventures in other countries, in loco or with expatriated people who return to Brazil. The central supposition was validated. So, the management learning ¿ is driven by the global capitalism practices and by the global culture where they are immersed, reproducing a hegemonic vision and a common language (global dimension); ¿ incorporates the more propagated and dominant managerial values, although there are some variations when they are applied in the subsidiaries/joint ventures; is the product of the assimilation of international recognized and planned managerial practices, with the acculturation power, although not completely; is the result mainly of the managerial practice in work; is impacted not only by cross-cultural and managerial factors, but also by the business environment of the firm; is given according to the capabilities and resources in the organization, guiding the form of assimilation of practices and technologies, with global application or not (managerial dimension); ¿ is affected by the cross-cultural diversity involving the countries of the holding and the subsidiaries/joint ventures where the firm is and is given as a reproduction of the political context of the holding and subsidiaries countries (international dimension); ¿ faces aligned concurrent institutional pressures between corporate or global systems, practices of other subsidiaries/joint ventures and local practices; is more difficult to reach when there is not permeability between organizational cultures and identities of a Multinational firm; is affected by how much the relationship process across these unities is self-referenced; is facilitated by the construction and improvement of the knowledge network (interorganizational dimension). Finally some contributions of this study are exposed, including extensions of the proposed model and suggestions, recommendations for future research.

This research has a practice-oriented focus on the concept of Organizational Learning. The basic approach is a learning organization perspective, and some references to the concepts and concerns of organizational learning were included whenever necessary and proper. Organizational Learning is researched mainly from a management techniques and strategy point of view, with a smaller emphasis on the innovation and accumulation of technological capabilities and theoretical research points of view. A broad approach has been used, based mainly on the study of a successful case using action research in a private telecommunication company operating nationwide in Brazil. This study involved a small group, as it is common with pilot groups for learning organizations. The main purpose of this research is to provide a broad and updated survey about the idea of Organizational Learning. Results presented in the related literature are compared with findings from the field, and that literature is cited throughout the text. The interactions of Organizational Learning with the Brazilian context and with the public administration context are analyzed; important data, ranging from the historical origins and bases of the concept, to details of the activities in a real life learning organization, are shown. Some essential aspects, that should be considered or used when applying this type of management, are analyzed. The action research has shown a close proximity between Organizational Learning and a phenomenological perspective, servant leadership, and managerial model, respectively in the fields of philosophical approach, leadership, and management models.

The great challenge, in terms of human factor, related to the planning of the strategy of an organization is to integrate the sides human and managerial through mechanisms that make possible the appropriate control of the activities, in a such way that the company obtains won developing and being developed by your collaborators. In the last decades the world of the work is suffering several mutations. If in a high level he/she enrolls a pressure for the globalization of the economical activity of new markets; in a low level, the resource is observed to the economical efficiency as guiding criterion of the new employment politics, the alteration of the constitution of the manpower and a growing pressure for the organizational flexibilization as competitive factor. These are some of the changes that have been leading to the appearance of new social inequalities in the world of the work and that have been coming to affect the workers' implication organizational being translated then in the emergency of new values, expectations, and evaluations face to the work and the established relationship between the individuals and the organizations. Before that perspective, the elaboration of the present work had as objective approaches the effects of an audit it interns before the paradigm of the organizational flexibilization. It evaluates if the concepts of the internal audit and your performance, in a bank atmosphere, are just centred in the internal controls or if in some way they contribute inside to the democratization of the social relationships of the organization. We concluded the work exploring the internal auditor's fundamental paper and your potential for use of the instrument democratization of the social relationships in the organizations.

Over the past two decades there has been a profusion of empirical studies of organizational design and its relationship to efficiency, productivity and flexibility of an organization. In parallel, there has been a wide range of studies about innovation management in different kind of industries and firms. However, with some exceptions, the organizational and innovation management bodies of literature tend to examine the issues of organizational design and innovation management individually, mainly in the context of large firms operating at the technological frontier. There seems to be a scarcity of empirical studies that bring together organizational design and innovation and examine them empirically and over time in the context of small and medium sized enterprises. This dissertation seeks to provide a small contribution in that direction. This dissertation examines the dynamic relationship between organizational design and innovation. This relationship is examined on the basis of a single-case design in a medium sized mechanical engineering company in Germany. The covered time period ranges from 1958 until 2009, although the actual focus falls on the recent past. This dissertation draws on first-hand qualitative empirical evidence gathered through extensive field work. The main findings are: 1. There is always a bundle of organizational dimensions which impacts innovation. These main organizational design dimensions are: (1) Strategy & Leadership, (2) Resources & Capabilities, (3) Structure, (4) Culture, (5) Networks & Partnerships, (6) Processes and (7) Knowledge Management. However, the importance of the different organizational design dimensions changes over time. While for example for the production of simple, standardized parts, a simple organizational design was appropriate, the company needed to have a more advanced organizational design in order to be able to produce customized, complex parts with high quality. Hence the technological maturity of a company is related to its organizational maturity. 2. The introduction of innovations of the analyzed company were highly dependent on organizational conditions which enabled their introduction. The results of the long term case study show, that some innovations would not have been introduced successfully if the organizational elements like for example training and qualification, the build of network and partnerships or the acquisition of appropriate resources and capabilities, were not in place. Hence it can be concluded, that organizational design is an enabling factor for innovation. These findings contribute to advance our understanding of the complex relationship between organizational design and innovation. This highlights the growing importance of a comprehensive, innovation stimulating organizational design of companies. The results suggest to managers that innovation is not only dependent on a single organizational factor but on the appropriate, comprehensive design of the organization. Hence manager should consider to review regularly the design of their organizations in order to maintain a innovation stimulating environment.
Mudanças de métodos de custeio e o impacto no sistema de informação gerencial: um estudo qualitativo

A presente pesquisa consiste em identificar os impactos causados no Sistema de Informações Gerenciais com a mudança de método de Custeio Variável para Unidade de Esforço de Produção (UEP), mediante a realização de um Estudo de Caso sobre a empresa Bistex Alimentos LTDA. A coleta de dados, viabilizada pela análise documental e pela aplicação de entrevista com dois diretores, tornou possível a análise de dados interpretativa dos indicadores de desempenho presentes nas principais alterações após o processo de migração, na forma de um estudo comparativo, levantando controles usados na organização antes e depois da troca de método. Autores como Johnson e Kaplan (1993), que abordam a contabilidade gerencial, Allora (1996), que introduz os custos e controle gerencial de produção, e Wernke (2008), que aborda a aplicação do Método UEP, deram consistência à aplicabilidade operacional desta proposta. Os principais resultados podem ser identificados no ordenamento de informações, fundamental pelo uso da UEP, o que causa alterações na cultura organizacional da empresa. O estudo demonstra que a implementação do método UEP trouxe alterações nos controles da organização, entretanto, ainda falta uma visão holística e a integração com a gestão estratégica

Dadas as limitações e inadequações presentes, tanto no arquétipo do tomador de decisão como um agente racional, adotado nas teorias econômicas e gerenciais, quanto no estereótipo de um ser transcendental, tão presente na vida prosaica, se faz necessário substituí-los por uma nova perspectiva: onde o tomador de decisão é um animal emocional, frágil diante do acaso, e fruto de um processo evolutivo.

Este estudo busca identificar os fatores que contribuem para a motivação dos indivíduos nas organizações da Marinha do Brasil e quais fatores gerenciais podem contribuir para os métodos utilizados pelo Programa Netuno nas Organizações Militares da Marinha do Brasil. A pesquisa bibliográfica foi realizada com base na literatura existente sobre o assunto e seguiu, primeiramente, uma linha histórica da procura por um Estado mais eficiente até o momento da criação dos Programas GesPública do Governo Federal e Programa Netuno da Marinha do Brasil. Foi estudado como a Motivação e a Liderança são tratadas dentro destes programas de gestão, seguindo-se uma análise de algumas das principais teorias motivacionais de processo e conteúdo: Teoria Motivacional de Abraham H. Maslow; Teoria X e Y de Douglas McGregor; Teoria de Herzberg de Dois Fatores; Teoria das Necessidades Adquiridas de McClelland; Teoria ERG de Alderfer; Teoria da Equidade de Stacy Adams; Teoria da Modificação do Comportamento Organizacional (ModCO) de Luthans e Kreitner; e Teoria da Expectância de Vroom. Além destas, foram analisadas teorias da motivação no setor público, em especial a de James Perry. Também são descritos aspectos que contextualizam as Forças Armadas no cenário mundial e o seu desdobramento na motivação do pessoal, a fim de analisar os diversos fatores que influenciam a motivação no pessoal da Marinha do Brasil, desenvolvendo-se um quadro de correlação destes fatores com os reflexos do desempenho.

O trabalho tem como objetivo avaliar e descrever analiticamente a implementação de práticas de manufatura enxuta pela Pirelli Pneus no seu complexo industrial da América Latina. Além de uma descrição estruturada e ampla dos princípios de produção de Toyota e fundamentos teóricos do Lean thinking, uma ênfase especial será dedicada ao projeto EGR (Especialistas em Gestão da Rotina), como uma ferramenta estratégica para ser usada pela empresa multinacional italiana no futuro próximo, de modo a alcançar um resultado mais eficaz e eficiente na gestão da rotina diária. Este projeto, que representa um componente significativo do Pirelli Manufacturing System (PMS) e, principalmente, voltado para supervisores e gestores de plantas, consiste principalmente em ajudar a empresa a desenvolver a capacidade empresarial para avaliar corretamente o gap potencial existente entre os resultados atuais e os esperados, para tanto entender os desvios, bem como as causas subjacentes, e melhorar continuamente o desempenho da empresa por meio da padronização de processos e redução de desperdicios. Esses objetivos podem ser perseguidos, atuando em dois meios essenciais: habilidades técnicas e comportamentais de liderança para apoiar cada equipe de projeto; uma maior eficácia na gestão de indicadores de desempenho nas diferentes unidades de fábrica, de acordo com KPIs estabelecidos no nível central pelo Head Quarter. Além disso, a investigação será focada na experiência peculiar da planta de Santo André, onde o EGR começou como piloto, com o objetivo de captar as alterações relevantes (no lado organizacional e econômico) que este projeto trouxe para a empresa, através da realização de pesquisa de campo e entrevistas, que são orientados a recolher provas, considerações e opiniões de todos os principais atores envolvidos.

The influence of the national culture on consumer decision-making styles is investigated using a sample of Americans, Brazilians, Chinese, and Japanese consumers who have purchased a cell phone in the past three years. To make the research possible, a survey was used as a method of data collection. It relates Hofstede’s cultural classification typology with Sproles and Kendall’s consumer style inventory (CSI). The multivariate analysis of variance (MANOVA) results indicate six decision-making styles together with other consumer behavioral characteristics that can be used to distinguish and profile consumers who purchase cell phones. Empirical findings reveal that among Americans, Brazilians, and Japanese; Americans are the most quality conscious, brand conscious, innovative, and hedonistic shoppers; Brazilians are the most loyal, and Japanese, the most confused by overchoice consumers. Conceptual contributions and managerial implications are discussed.

This paper studies the impact of (high rates) of infiation on ocupational choices in a model where the demand for labor is derived from a production technology that uses capital, productive labor, and managerial services done by administrative labor and money; while the supply of both kinds of labor is rigid in the short-run due to irreversible professional choices. The dynamic path of the economy after stabilization plans exhibits the main sty!ized facts reported in the literature inc1uding an initial consumption boon followed by a gradual adjustment. In its open economy version, the initial phase of the transitional dynamics exhibits capital infiight. The model also generates an increase of income inequality during the trasitional dynamics.

O relatório pretende analisar a fundação e desenvolvimento da Embraer enquanto empresa estatal no período 1969-1985. Procura-se analisar os fatores econômicos, políticos, gerenciais e tecnológicos que permitiram a instalação de uma indústria de alta tecnologia numa economia emergente como a brasileira. Vamos abordar com um enfoque interdisciplinar os condicionantes do sucesso e dificuldades do empreendimento durante o período da ditadura militar. Tencionamos inserir o caso da Embraer no processo mais geral da política econômica e tecnológica do regime numa fase em que a economia brasileira estava se recuperando do processo de estabilização implantado pelo governo Castello Branco e ganhando uma nova dinâmica de abertura para o exterior e ampliação das exportações.

The purpose of this thesis is to support the argument that workmanship production centers don¿t represent just survival strategy of social groups marginal to economical structure. Workmanship organizations are productive schemes that survived, in a parallel way, to the industrialization process, although they don¿t have been considered by the organization theory. The knowledge reserve in administration, from the traditional approach to critical studies, increased concerns on industrial organizations and business arrangements. Nevertheless, it is possible to find in Teoria da Delimitação dos Sistemas Sociais, from Guerreiro Ramos, elements to comprehend workmanship organizations as: technology, scale and sustainability, cognition, space and relationship and time. The research methodology used was bibliographic, field and documental, regarding action-research. It comes to the conclusion that, at present time, to keep it as distinct productive schemes, workmanship organizations must be associated to tourism and culture. The production must be thematic, with territorial identity, creative and sustainable, by the management of local raw material.

Os museus federais, de um modo geral, nas duas últimas décadas, têm apresentado resultados satisfatórios no desempenho de sua missão básica - preservação e difusão do acervo que detêm - sem, necessariamente, contar para isso com apoio e recursos governamentais expressivos. Ao contrário, integrantes de uma área de governo sabidamente desfavorecida de recursos orçamentários, bem como de interesse político, desprovida, ainda, de quadros altamente qualificados, desenvolveram soluções próprias e um estilo peculiar de gestão para lidar com essas dificuldades crônicas. Tais soluções gerenciais (Associações de Amigos, criatividade, abnegação, flexibilidade, intensa participação etc.), alinhadas com um modo orgânico de funcionamento e adequadas até então, acobertam, de uma maneira sutil e arriscada, um quase absoluto despreparo profissional para a implementação de sistemas de controle gerencial orientados para resultados - gestão estratégica, programação e orçamentação, controle de qualidade, capacitação técnica e gerencial, indicadores de resultados e avaliação de programas etc. A crescente concorrência de outros meios de entretenimento e lazer, o aperto no controle do déficit público e a conseqüente pressão no sentido da publicização dessas atividades (fortes candidatas a virarem organizações sociais), somados ao esperado crescimento da cobrança social pela accountabilíty de seus dirigentes formam um cenário nada promissor para essas instituições, até então, imunes aos escândalos ou, pelo menos, a uma avaliação menos favorável pela população e demais stakeholders. O julgamento ainda vigente em grande parte de sua elite técnica de que não existe inteligência no mundo da administração, um mal necessário e de convívio difícil com as artes, reforça o belo desafio a ser enfrentado nos próximos anos pelos dirigentes dessas instituições.

The developed democracies only have results or crystallise, when the exercise of the government policies has two dimensions: the first one, is the dimension of the government decisions making: in which, the governor accomplishes the priorities and orientations submitted to the population by electoral decisions. Then the second dimension, is the functionality of the State: capable to transform policies into convergent actions for accomplishment of the negotiated results. The consolidation of the democracy and the consequent increase of the social demand by decisions and public and government lawsuits, able to generate results that attend collectively the different levels of the society and able to aggregate and articulate additional values to their interests, imposes to the public sector administration, great challenges of public policies. Nowadays, the indispensable condition to guarantee a minimum governmental benchmark, it to overcome these challenges, in the plan of the public administration, demanded for the promotion of the economic development, in the democratic scope, to reach the politician-institutional values of the society. However, It is undeniable, the universality of the challenges of public administration that consequently, are the effects of modern administrative systems. To attempt the best result, the mast satisfy the attributes of speed, flexibility, integration and innovation, amongst others. The diffusion of guided doctrines of public management by results is reflecting in the institutionalization of new types of bureaucratic activities and amongst this context, it is distinguished as a basic importance of what we call Performance Audit. This work intends to describe how the control organs and especially the Accounts Court of the Union, the sensitive demands of the society, and attending to new constitutional order, they are structuring itself to face the new organizational and institutional challenges, in consequence of the gradual redefinition of your task, more and more liable uncertainties, current of the intimate nature of the performance audit, in development, face the traditional audit, which characterizes them in general. Therefore, the main goal of this these, is the analysis of the organizational challenges and consequently ,the lawsuits changes of the organizational structures faced in general by the Brazilian¿s Accounts Courts, which we believe, will help to elaborate paths of propulsive evaluating and restrictive elements to the innovations that are intended to introduce the systems of necessary control in the evaluation of government programs.
