In this paper a competitive general equilibrium model is used to investigate the welfare and long run allocation impacts of privatization. There are two types of capital in this model economy, one private and the other initially public ("infrastructure"), and a positive externality due to the latter is assumed. A benevolent government can improve upon decentralized allocation internalizing the externality, but it introduces distortions in the economy through the finance of its investments. It is shown that even making the best case for public action - maximization of individuals' welfare, no• operation inefficiency and free supply to society of infrastructure services - privatization is welfare improving for a large set of economies. Hence, arguments against privatization based solely on under-investment are incorrect, as this maybe the optimal action when the financing of public investment are considered. When operation inefficiency is introduced in the public sector, gains from privatization are much higher and positive for most reasonable combinations of parameters .

This study aimed to focus on aspects of public administration concerning the implementation of the public policy of complementary blood collection by the itinerant and scheduled PPCCIPS services either trough off local unity or mobile unit blood collection operations, which are managed by the State Institute of Hematology Arthur de Siqueira Cavalcanti - HEMORIO. The case study method was used in that public health institutional field, in search for a better understanding of responsibilities and management related to collection, serology, fractionation, storage and distribution of blood supply to almost all public hospitals and clinics, summed up to agreements with the single health system of the State of Rio de Janeiro. Bibliographic references, documentary and field data obtained through interviews and systematic observation in the public servants of HEMORIO workplaces, were treated by the analysis of the content method and the results of this research revealed the complexity of those services, and needs in outstanding aspects of infrastructure, equipment, logistics and personnel, which are critical for the achievement of the increased public collection of blood in the Rio de Janeiro State, endorsing the suggestions for the implementation of PPCCIPS in HEMORIO. The main point found in this research results concern the immanent ethical commitment of that public service personnel, including staff members and low ranking members as well, perceived due to a brief philosophical overlook on that personnel¿s attitudes. An important strategic aspect was revealed by the need for excellence of midia communications and education programs to implement the community involvement in the whole process. Final reflections point out that personnel posture is considered vital for the quality of the expected care of the technical activities and also for the quality of its final products release to the local public, fluminense, which is the irreplaceable human blood, and their derivatives. Despite the author¿s effort in this dissertation there is much more to be studied on that crucial theme.

The objective of this dissertation is to discover and to analyze the way how the consumer uses his/her perception to decide contracting a health plan, to supply elements that can serve to subsidize the State, the market and the consumers, in relation to the knowledge on the process of choice of the consumer and the decisions of purchase and contracting services of private health. The estimated one is to evidence that the brand of health plan is an important variable and decisive to the consumer contracting the service of a company that operates in these sector, because mean for the consumer security about the product, through the symbolism that the same one represents, despite the consumer not knowing to the certainty what is contracting in quality and amount. The theoretical construction is carried through using literature of anthropology of the consumption, theory of modernity, theory of the regulation, economic utilitarism, and marketing. Moreover, referential specific theoretician on the regulation of the market of health plans in Brazil. The health plan market in Brazil is anti-symmetrical and the consumer doesn¿t have knowledge technician who makes possible it to form judgment and to carry through rationality choices. Than the consumer uses to his/her decision symbolic elements that are available to his/her and supply to his/her the security that is look likes in the consumption of this kind of good. These symbolic elements related the confidence and security and are into the strong brands of the companies and are transmitted to the consumer through the mass media. In this dissertation are used as sources of data some information of the regulatory agency of the sector ¿ ANS -, a research of public opinion with health plans users and the results of the application of proper questionnaires for this research.

This study evaluates how the interaction among organizations located in Vila do Abraão, in Ilha Grande, Rio de Janeiro State, has contributed to the sustainability of this locality. An analysis of the island¿s local problems showed that firms informality and solid waste management practices were bringing damaging consequences to the island, and that this local productive arrangement (APL) has been able to collectively find solutions to such issues. These solutions basically encompassed: a) choosing estrategies the lead to a self-sustained model and not traditional way dependent on tax benefits; b) recognizing that the solutions to these problems involved the common action of public and private sectors and the civil society, and that various artifices should be used to establish such cooperation; c) the presence of actors outside the APL who played an important role in overcoming the problems of the cluster; d) using transparent legal instruments that defined the rights and obligations of each party and e) tripartite social entrepreneurship actions through NGOs to help solve problems common to the whole island.

This paper discusses two key aspects regarding the efficiency of the Argentinean Electricity Market. Using hourly data on prices, marginal costs, and operational status of generators, it will be argued that, unlike the former British and Californian electricity spot markets, this market is not subject to the conventional forms of exercise of market power by generators. We then use Chao's (1983) model of optimal configuation of electricity supply to evaluate the social desirability of the change in the supply pattern of the Argentinean electricity industry, which took place throughout the last ten years.
