This academic work describes the interfirm technological learning processes behavior at a thermo plant throughout the years 2001 till 2007. Its former ownership structure was composed by two foreigners companies. This structure was changed by the acquisition of the company control by a Brazilian state owned company on April 2006. The company is a Natural Gas Fired Power Plant placed at Macaé City, at Rio de Janeiro State, Brazil generating electric power right to National Integrated System (SIN). The goal of this research is verify how the technological knowledge had been acquired by the firm and how it had been spread out throughout the organization before and after the change of the ownership structure. The taxonomy applied to determining of ownership structure take in account three parameters: type, specific characteristic and the ownership structure itself. Technological Learning Interfirm Processes have been examined from a model of systemic approach that establishes four key characteristics: ¿variety, intensity, functioning and interaction¿. During 2001 until 2006, till the change of owner structure, the firm developed its own learning processes in its own operational routines. The main learning processes have been identified from empirical evidences. It has been adopted the cut line at year of 2006 for the comparison among the technological learning processes behavior, when the change of ownership structure took place. The data capture occurred within April and August 2007 covering since 2001. Verified the behavior of these learning processes before and after the ownership structure changed from private property to state owned property. The conclusion of this case study suggests that interfirm processes of technological learning identified by the research had their dynamical behavior promptly affected by a change from private to ownerstate ownership structure, exposing the company to a poor performance in its industry, due to the lack of 51% of the technological intrafirm learning processes and reduction of the acquisition of new technical knowledge and its conversion throughout the organization.

Since electric power is an essential element in modern society, this paper analyzes the historic and institutional factors that have contributed to the formation and organization of the Brazilian electric sector, from the time when it started to be used in this country until the end of year 2002. This analysis is based on a linear description of historic facts, giving emphasis to crucial events ¿ or critical incidents, as they were called for the purpose of this paper. As to these happenings, the social actors who played an important role in the development of the Brazilian electric power sector were analyzed. An analytical model based on the theoretical references offered by the Institutional Theory was used. The study also highlights the elements that comprehend the development of the phenomenon in face of the ambivalence existing in a developing country, which is the case of the Brazilian electric power sector. The organizational fields that were established at the time determined by the main crucial incidents presented throughout the length of time covered by this study. The resources that the main social actors involved in the electric power sector may use by are also identified, as well as their main interests and level of influence these actors may have. Several documents were analyzed. The qualitative methodology was used. Also, many semi-structured in-depth interviews of the people who have made the history of this sector for reliability were conducted. Finally, this study includes the main elements that have shaped the institutional model of the Brazilian electric sector. It also characterizes the external environment as the element which has most influenced the sector and has also led its way throughout the different developmental phases, especially with respect to funding. The growing rates of power consumption indicate the need for a constant increase in the supply of electric power to meet the needs of society and economic development. This requires constant investment. Lack of investment is a limiting factor. Not only does it hinder the development of the country but it may also result in very unfortunate mishaps such as electric power rationing, such as the kind we had to endure a while ago.

O objetivo principal desta tese é analisar as particularidades de dois processos decisórios relacionados a políticas públicas do governo federal brasileiro, a saber, a formação de agenda e as escolhas de alternativas. Tais particularidades do processo decisório caracterizam-se por limitar, em um primeiro momento, o leque de temas que potencialmente poderiam ocupar um lugar de destaque frente aos governantes e, em seguida, por selecionar as alternativas viáveis de serem implementadas pelo poder público. Dessa maneira, serão objetos desta tese a compreensão do por que apenas determinados temas fazem parte da agenda de um governo e qual o grau de influência dos atores sociopolíticos sobre o processo de escolha de alternativas, de tal forma que algumas são seriamente consideradas enquanto outras são negligenciadas. Para analisar as particularidades dos processos decisórios foram feitas análises sobre dois casos do setor elétrico: a expansão da geração de energia elétrica durante o período que antecedeu a crise de 2001 e a criação de um novo modelo para o setor, nos anos de 2003 e 2004. Esta tese traz como hipótese que aspectos centrais de uma política não são alterados enquanto a coalizão dominante que a instituiu estiver no poder ¿ ainda que aspectos secundários possam vir a ser alterados durante esse período.

Nos últimos anos, a indústria elétrica brasileira passou, basicamente, por duas reestruturações setoriais, implantadas segundo políticas e ideologias divergentes, mas que convergiram para o mesmo objetivo final: a busca por investimentos privados para dar suporte à expansão do sistema. Esse é o grande desafio do novo modelo institucional de 2004, que surge em um ambiente conturbado, de forte percepção de riscos e incertezas. A própria instabilidade regulatória é a grande responsável pelo recuo e ponderação na hora de investir. Contudo, a pergunta que se faz na presente pesquisa objetiva identificar os fatores motivadores da nova reestruturação setorial. Só assim, pode-se correlacionar os fatos do passado com a recente reforma, identificando possíveis deficiências e fatores críticos de sucesso. Para tanto, o presente estudo recorreu à literatura existente, assim como a entrevistas semi-estruturadas com especialistas do setor elétrico brasileiro. Os dados foram analisados qualitativamente, por meio de categorias estabelecidas a posteriori, buscando-se aceitar ou refutar suposições. As evidências sugerem que, apesar de a nova reforma institucional ter realizado avanços, ao introduzir mecanismos absorvidos, principalmente, a partir das experiências regulatórias dos últimos anos, dificuldades ainda permanecem e devem ser enfrentadas, especialmente no que tange à mitigação dos riscos ambientais e regulatórios, este último, percebido com maior intensidade a partir de 2004. Sendo assim, cabe ao governo federal, representado pelo Ministério de Minas e Energia (MME), conseguir atrair investimentos e proporcionar estabilidade regulatória, a fim de afastar o “fantasma” do racionamento.

Nos últimos vinte anos, o Setor Elétrico Brasileiro (SEB) vem passando por profundas transformações incluindo duas reestruturações. A primeira, em 1995, faz a transição de um modelo centralizado com empresas estatais operando no regime de monopólio para um modelo de livre mercado com ênfase na privatização do setor. A segunda, em 2004, retoma o papel do Estado no planejamento da expansão do setor, estabelece a convivência entre empresas estatais e privadas e busca promover a modicidade tarifária. A principal razão para as mudanças é a necessidade de investimento para expansão da oferta de energia elétrica. Este trabalho tem como objetivo apresentar estas reformas, descrever o funcionamento atual do setor elétrico e analisar a questão do término das concessões de geração a partir de 2015. A indefinição do governo federal entre prorrogar ou licitar estas concessões cria incertezas, adiando investimentos e provocando perdas ao país.

A energia elétrica é fundamental para o desenvolvimento de qualquer país e o Brasil atravessa atualmente uma crise energética devido ao baixo nível de seus reservatórios, então diversos temas sobre o sistema elétrico brasileiro vêm à tona a fim de dar mais confiabilidade e evitar futuros racionamentos, permitindo assim que a escassez de energia não seja um impeditivo para o crescimento econômico do país. O presente estudo calcula o potencial de redução de demanda por energia elétrica no estado do Rio de Janeiro através do modelo de preço variável, que consiste em ter tarifas distintas para o horário de ponta e fora de ponta. Este é um entre diversos programas de eficiência energética existentes no mundo atualmente. Para tal cálculo as principais premissas são a projeção de demanda máxima coincidente, o número de consumidores por classe e a elasticidade preço da demanda por energia elétrica. A partir dai são sugeridos três cenários de penetração de AMI (Advanced Metering infrastructure), e três cenários de variação de preço, chegando assim a nove resultados possíveis.

This paper approaches the strategy in business management and aimed at identifying and outlining the interests and commitment of stakeholders in strategic resources management concerning production and implementation of wind turbine equipment of a Brazilian wind power company and also verifying if internal and external results deriving from such activities were sustainable, taking as main reference seminal publications and periodicals relevant to the research point that discuss the Resource Theory, Stakeholders and Sustainability. An analysis was carried out to assess how stakeholders, beyond the temporal context, intermediated the composition, development and management of the organization´s resources, as well as the social, environmental and economic results obtained from resources management in the production and supply of wind turbines to a Wind Power Plant located in the State of Ceara, in order to portray that Brazil sustainability can be an important competitive advantage source that creates value for shareholders and the community (Hart & Milstein, 2003). The strategy herein applied was the qualitative investigation using a single study case, which allowed for the thorough examination of an active organization operating in the Brazilian industry of wind power and also the resources used in the production and implementation of wind turbines supplied to the a Wind Power Plant in Ceara. Considering the content analysis and the triangulation principle, three qualitative data collection methods were applied to identify and characterize stakeholders’ interest and commitment in resource management of the organization operating in the Brazilian wind power industry, as follows, semistructured deep interview with managers of tactic-strategic level and analysts of organization´s value chain nine activities, analysis of public internal and external documents; and analysis of audio-visual material. Nonetheless, to identify the internal and external economic, social and environmental results of implementation and supply of wind turbines to the Wind Power Plant in Ceara, semistructured interviews were also carried out with the residents of the region. Results showed the BNDES (Brazilian Development Bank) and the organization head office were the stakeholders who exerted the strongest influence on resources related to production and implementation of the aerogenerator product at Trairi Wind Plant in Ceara. Concerning the organization resources, at the current stage of the Brazilian Wind Industry ,although the brand, reliability and reputation of the organization under study were valuable esources, rare, hard to imitate and exploited by the organization, it was noticed that opposed to RBV, they did not actually represent a source of competitive advantage . For the local community the social, economic and environmental results related to the wind turbines implementation were more positive than negative, despite the fact that the productive process caused negative environmental impacts such as the high emission of CO2 to transport wind turbines components to Trairi Wind Power Plant.
