The Brazilian Public Health System (Sistema Único de Saúde - SUS), defined by the Constitution of 1988, is almost 20 years old and is a landmark for health public policies. In these 20 years, the law was altered several times with the objective of prioritizing the investment of public money in such a needy area as health. Among these changes, it is important to single out the Constitutional Amendment number 29, issued on 13th September 2000, which determined the minimum investment in health. According to this amendment, as from the year 2000, the municipalities should invest in health services a minimum of 7% of the revenue from taxes and transferences from the Federal and State governments. This value was to rise gradually to 15% by 2004. Since every public policy should be systematically evaluated and considering the assumption that, according to the incrementalist theory, more money invested in health would tend to solve the crisis in the health system, this dissertation consists of a study of a set of health indicators in some municipalities of the State of Pernambuco after the Amendment 29. The evaluation period spanned 4 years, from 2002 to 2005 and the area chosen for the study was located in southern agreste region of the state. Ten health indicators were selected, all of which included in the Administrative Rule no 493, of the Health Ministry. It was found that in the chosen period the average investment in health was greater than 15% of the municipalities¿ revenue since 2002. However, the value of the investment per capita, considering the municipality's share of it, which was half of the total investment, decreased from 2002 to 2004 and increased in 2005. It was also found that the municipalities with the lowest per capita income were the ones with the highest investment per capita in health. As regards children mortality in the region, it was on average 33 for every 1000 children born, which is classified as ¿medium¿ according to the above mentioned Administrative Rule no 493. No statistically significative correlation was found between the amount of money invested in health and children mortality.

o objetivo deste estudo foi explorar a relação existente entre a li teratura sobre procedimentos de auditoria de PED e os procedimentos efetivamente utilizados pelas seis empresas de auditoria contábil no Brasil. Bus cou-se identificar a diferença entre os procedimentos de auditoria de PED utilizados pelas empresas nacionais e os utilizados pelas empresas de ori gem estrangei ra (Capitulo I). Na revisão de literatura, apresentam-se os atuais conhecimentos so bre a auditoria externa em empresas que utilizam sistemas complexos de com putador e as perspectivas previsiveis para o futuro (Capltulo 11). A seguir, apresenta-se a metodologia utilizada, justificando-se as razões de seu emprego neste tipo de estudo exploratório (Capltulo lU). Entrevistas utilizando um questionário contendo,em sua maioria, que~ tões abertas, possibilitaram uma descrição dos procedimentos de auditoria externa empregados pelas empresas de auditoria em clientes que utilizam computador (Capitulo IV). Os resultados obtidos possibilitaram uma análise dos procedimentos de auditoria de PED utilizados pelas seis empresas de auditoria pesquis~ das (Capitulo V). Finalmente, relacionando-se os resultados ã literatura existente, sao apresentadas conclusões, formuladas recomendações e sugeridos novos es tudos (Capitulo VI).

Local provision of public services has the positive effect of increasing the efficiency because each locality has its idiosyncrasies that determine a particular demand for public services. This dissertation addresses different aspects of the local demand for public goods and services and their relationship with political incentives. The text is divided in three essays. The first essay aims to test the existence of yardstick competition in education spending using panel data from Brazilian municipalities. The essay estimates two-regime spatial Durbin models with time and spatial fixed effects using maximum likelihood, where the regimes represent different electoral and educational accountability institutional settings. First, it is investigated whether the lame duck incumbents tend to engage in less strategic interaction as a result of the impossibility of reelection, which lowers the incentives for them to signal their type (good or bad) to the voters by mimicking their neighbors’ expenditures. Additionally, it is evaluated whether the lack of electorate support faced by the minority governments causes the incumbents to mimic the neighbors’ spending to a greater extent to increase their odds of reelection. Next, the essay estimates the effects of the institutional change introduced by the disclosure on April 2007 of the Basic Education Development Index (known as IDEB) and its goals on the strategic interaction at the municipality level. This institutional change potentially increased the incentives for incumbents to follow the national best practices in an attempt to signal their type to voters, thus reducing the importance of local information spillover. The same model is also tested using school inputs that are believed to improve students’ performance in place of education spending. The results show evidence for yardstick competition in education spending. Spatial auto-correlation is lower among the lame ducks and higher among the incumbents with minority support (a smaller vote margin). In addition, the institutional change introduced by the IDEB reduced the spatial interaction in education spending and input-setting, thus diminishing the importance of local information spillover. The second essay investigates the role played by the geographic distance between the poor and non-poor in the local demand for income redistribution. In particular, the study provides an empirical test of the geographically limited altruism model proposed in Pauly (1973), incorporating the possibility of participation costs associated with the provision of transfers (Van de Wale, 1998). First, the discussion is motivated by allowing for an “iceberg cost” of participation in the programs for the poor individuals in Pauly’s original model. Next, using data from the 2000 Brazilian Census and a panel of municipalities based on the National Household Sample Survey (PNAD) from 2001 to 2007, all the distance-related explanatory variables indicate that an increased proximity between poor and non-poor is associated with better targeting of the programs (demand for redistribution). For instance, a 1-hour increase in the time spent commuting by the poor reduces the targeting by 3.158 percentage points. This result is similar to that of Ashworth, Heyndels and Smolders (2002) but is definitely not due to the program leakages. To empirically disentangle participation costs and spatially restricted altruism effects, an additional test is conducted using unique panel data based on the 2004 and 2006 PNAD, which assess the number of benefits and the average benefit value received by beneficiaries. The estimates suggest that both cost and altruism play important roles in targeting determination in Brazil, and thus, in the determination of the demand for redistribution. Lastly, the results indicate that ‘size matters’; i.e., the budget for redistribution has a positive impact on targeting. The third essay aims to empirically test the validity of the median voter model for the Brazilian case. Information on municipalities are obtained from the Population Census and the Brazilian Supreme Electoral Court for the year 2000. First, the median voter demand for local public services is estimated. The bundles of services offered by reelection candidates are identified as the expenditures realized during incumbents’ first term in office. The assumption of perfect information of candidates concerning the median demand is relaxed and a weaker hypothesis, of rational expectation, is imposed. Thus, incumbents make mistakes about the median demand that are referred to as misperception errors. Thus, at a given point in time, incumbents can provide a bundle (given by the amount of expenditures per capita) that differs from median voter’s demand for public services by a multiplicative error term, which is included in the residuals of the demand equation. Next, it is estimated the impact of the module of this misperception error on the electoral performance of incumbents using a selection models. The result suggests that the median voter model is valid for the case of Brazilian municipalities.

A BM&FBOVESPA criou os segmentos especiais de listagem de ações em dezembro de 2000, que estabelecem regras mais rígidas do que o arcabouço legal, atuando tanto no aumento da transparência na divulgação das informações ao mercado, quanto na melhoria da estrutura societária. O objetivo da bolsa foi diminuir a assimetria de informação e, por consequência, reduzir o custo de captação para as empresas. Propusemos verificar, no mercado brasileiro, se há diferenças estatisticamente significativas no custo de financiamento das empresas através de capital próprio (ações), diferenciando as empresas com base nos níveis de governança corporativa e controlando o efeito das migrações entre os segmentos de listagem. A partir da análise dos dados obtivemos resultados positivos e significativos quando analisamos as migrações de listagem, mas resultados negativos e significativos para os retornos das ações listadas nos segmentos diferenciados da bolsa, quando comparados com os retornos das ações listadas no Mercado Básico. Este último resultado contraria a intuição inicial de que boas práticas de governança diminuem o custo de capital (próprio) da firma.

Diante da importância que o tema da imigração adquiriu no país nos últimos anos, gerou-se uma necessidade de melhor entendimento dos efeitos econômicos causados por influxos populacionais dessa natureza. Todavia, sob o conhecimento dos autores, inexistem estudos para história recente brasileira acerca dos impactos dos imigrantes no mercado de trabalho, em especial, sobre o salário e o nível de emprego dos nativos. Com esse panorama em mente, os estudos realizados nesta tese visam dar os primeiros passos na investigação desse tema. O presente trabalho é composto por quatro capítulos, os quais examinam diferentes questões associadas aos efeitos da imigração no mercado de trabalho brasileiro. O primeiro capítulo motiva o tema da imigração no Brasil e, através de uma metodologia estrutural baseada no arcabouço da função CES multi-nível, simula o efeito na estrutura salarial em resposta a influxos imigratórios estipulados para o ano de 2010, data do último Censo Demográfico. Em particular, calcula-se que o impacto salarial médio decorrente de um influxo estipulado de 549 mil imigrantes, mesma magnitude do observado entre dezembro de 2010 e dezembro de 2011, estaria situado em torno de -0.25%. O segundo capítulo estima o grau de substituição entre imigrantes e nativos do mesmo grupo de habilidade e testa a hipótese de substituição perfeita suportada empiricamente por Borjas et al. (2012, 2008) e adotada no capítulo anterior. A metodologia empregada fundamenta-se no arcabouço estrutural desenvolvido em Manacorda et al. (2012) e Ottaviano & Peri (2012), o qual acrescenta um nível extra na função de produção CES multi-nível de Borjas (2003). As elasticidades de substituição estimadas sob diversas especificações variam entre 9 e 23, resultados que fortalecem a tese de substituição imperfeita preconizada por Card (2012). O terceiro capítulo estima dois tipos de elasticidades relacionadas ao impacto dos imigrantes sobre o rendimento do trabalho nativo através de uma metodologia alternativa baseada numa função de produção mais flexível e que não está sujeita a restrições tão austeras quanto a CES. As estimativas computadas para as elasticidades de substituição de Hicks subjacentes se situam entre 1.3 e 4.9, o que reforça as evidências de substituição imperfeita obtidas no Capítulo 2. Adicionalmente, os valores estimados para as elasticidades brutas dos salários dos nativos em relação às quantidades de imigrantes na produção são da ordem máxima de +-0.01. O quarto e último capítulo, por meio de uma metodologia fundamentada no arcabouço da função de custo Translog, examina como o nível de emprego dos nativos reage a alterações no custo do trabalho imigrante, uma questão que até o momento recebeu pouca atenção da literatura, conquanto apresente relevância para formulação de políticas imigratórias. Para todas as especificações de modelo e grupos de educação considerados, nossos resultados apontam que uma variação exógena no salário do imigrante produz apenas diminutos efeitos sobre o nível de emprego dos trabalhadores nativos brasileiros. Na maioria dos casos, não se pode rejeitar a hipótese de que nativo e imigrante não são nem p-complementares nem p-substitutos líquidos.

Customer participation has been studied for decades; however, it gained a postmodern perspective around the year 2000. Customers have become co-creators of personalized experiences, moving from the audience to the stage. In the educational context, students must take responsibility for their learning process and participate in the production of the service. This changing is providing opportunities and challenges for higher education institutions (HEIs) to redefine their relationship with stakeholders, especially with students. This study is based on the service dominant logic (SDL) perspective because students are assumed to take the role of co-creators of knowledge in the educational setting. The research uses adapted frameworks and concepts applied in organizational, knowledge-intensive business services (KIBS) and also medical studies to advance the understanding of value co-creation in the HEI context. The current study addresses a lack of research in the higher education context focusing on defining students’ participation and students’ empowerment in higher education context. An empirical investigation was developed with traditional schools in Brazil. This investigation allowed the description of the constructs in the specific context. The description of student participation in HEIs context reflects the relevance of three dimensions – information sharing, personal interaction and responsible behavior. In the Brazilian context, responsible behavior is the weakest dimension in the construct, because the responsibilities are unbalanced between students and professors. The main reasons identified for this unbalanced relation were cultural issues and local regulation. Student empowerment was described as composed by four dimensions – meaningfulness, competence, impact and choice; however, one of them – choice – was identified as the weakest dimension, facing cultural and bureaucratic barriers for implementation in the Brazilian educational context. Moreover, interviewees spontaneously cited the idea of trust in the faculty as an important antecedent of student participation that must be considered when analyzing student participation and empowerment mechanisms. An additional contribution was the proposal of a theory-based framework for understanding the service dominant logic perspective in the HEI context, in which student participation and student empowerment were explored as mechanisms leading to positive student behavior toward institution.
