O poder pelo mar: a indústria de construção naval militar no Brasil a partir da política desenvolvimentista de Juscelino Kubitschek (1956-1961)

Este Trabalho tem o objetivo de analisar os reflexos da política desenvolvimentista de Juscelino Kubitschek, que por meio de dispositivos legais implantou a indústria de construção naval no Brasil e os desdobramentos dessa política na construção naval militar, tendo o Arsenal de Marinha do Rio de Janeiro (AMRJ) como representante deste processo. O Brasil é levado a uma mobilização de desenvolvimento baseado na industrialização e nesse sentido vale enfatizar três aspectos importantes.As medidas do governo JK na indústria naval e como refletiram no Arsenal de Marinha do Rio de Janeiro. Outro aspecto é o momento histórico dos anos 1950 vivenciando o palco da guerra fria entre as potências Estadas Unidos (EUA) e União Soviética (URSS) e que traz desdobramentos como a partir acordos militares entre os EUA e seus aliados, estando o acordo Brasil e EUA inserido nesse contexto. A implantação da indústria de construção naval militar no país na segunda metade da década de cinquenta no Brasil trouxe repercussões significativas na área militar naval, sobretudo nos anos 1970, quando a Marinha brasileira recuperou sua capacidade de projetar e construir navios de guerra modernos.

Tripartismo e descentralização na Política de Emprego, Trabalho e Renda: estudo de caso do Rio de Janeiro

Intends to analyse the Brazilian tripartite, paritarian and de-centralized model that manages the resources of FAT (Fundo de Amparo ao Trabalhador - Workers Protection Fund) in the employment public system of Rio de Janeiro. To reach the proposed objective, the first chapter begins with a discussion on the corporativism in Brazil, its configuration and the determinants that permitted changes in its arrangements throughout Brazilian trade-union history. In the second chapter is presented the Brazilian employment public system, and the programs and plans that forms it, and its structural characteristics; at the end, a discussion is made about why the employment system is considered as being an hibrid corporative structure. The third chapter presents how is structured the Rio de Janeiro State Employment Comission nowadays, its history and main decisions and programs, and then verifies how is ocurring the representation of political interests in the Rio de Janeiro employment system, how the politics is being integrated to the programs, and to which extension the de-centralization is ocurring according to the legal presumptions of the public politic. At the end, the analisys is concluded by some considerations that try to resume the conclusions raised by the proposed reflection.

Analysis of the restructuring of the Russian defence industry (by the example of aviation industry and knaapo) and the creation of United Aviation Construction Corporation

The present study is focused on the analysis of the three main governmental measures occurred in 2000-2006 in Russian defense industry: the creation of the holding structures, the establishing of the state monopoly in arms export, and creation of the United Aviation Construction Corporation (Ob¿edinennaya Aviastroitel¿naya Corporatziya), which was initiated by the President and Government of Russian Federation in 2006. The last project assumes the consolidation and joining of all producers of civil and military aviation into one united corporation in order to save the technological and productive potential of the sector after serious crisis in 1990-s. On the other hand, this project can be considered as one of the measures to establish state control and hierarchy in the defense industry. The current project tries to analyze the necessity and the possible impacts of restructuring processes. In order to perform such analysis, I need to observe the evolution of the sector, which involves the description of the restructuring and reforming of the industry since the disintegration of the Soviet Union. The current situation in aviation sector was shaped by number of reforms performed by Government of Russian Federation, which I describe in phases: conversion, privatization, decentralization, followed by evident desire of the state to establish control over some companies. Later on, I am trying to understand the reasons lying behind all reforms of 2000-2006 and the integration of the industry. I also try to predict which impacts on the companies it will have. The last part presents the main conclusions of the paper.
