A PPCCIPS: a Política Pública da Coleta Complementar Itinerante e Programada de Sangue, sob a luz da teoria do ciclo da política pública

This study aimed to focus on aspects of public administration concerning the implementation of the public policy of complementary blood collection by the itinerant and scheduled PPCCIPS services either trough off local unity or mobile unit blood collection operations, which are managed by the State Institute of Hematology Arthur de Siqueira Cavalcanti - HEMORIO. The case study method was used in that public health institutional field, in search for a better understanding of responsibilities and management related to collection, serology, fractionation, storage and distribution of blood supply to almost all public hospitals and clinics, summed up to agreements with the single health system of the State of Rio de Janeiro. Bibliographic references, documentary and field data obtained through interviews and systematic observation in the public servants of HEMORIO workplaces, were treated by the analysis of the content method and the results of this research revealed the complexity of those services, and needs in outstanding aspects of infrastructure, equipment, logistics and personnel, which are critical for the achievement of the increased public collection of blood in the Rio de Janeiro State, endorsing the suggestions for the implementation of PPCCIPS in HEMORIO. The main point found in this research results concern the immanent ethical commitment of that public service personnel, including staff members and low ranking members as well, perceived due to a brief philosophical overlook on that personnel¿s attitudes. An important strategic aspect was revealed by the need for excellence of midia communications and education programs to implement the community involvement in the whole process. Final reflections point out that personnel posture is considered vital for the quality of the expected care of the technical activities and also for the quality of its final products release to the local public, fluminense, which is the irreplaceable human blood, and their derivatives. Despite the author¿s effort in this dissertation there is much more to be studied on that crucial theme.

Ensaios em Finanças

Esta tese é composta de três artigos sobre finanças. O primeiro tem o título "Nonparametric Option Pricing with Generalized Entropic Estimators " e estuda um método de apreçamento de derivativos em mercados incompletos. Este método está relacionado com membros da família de funções de Cressie-Read em que cada membro fornece uma medida neutra ao risco. Vários testes são feitos. Os resultados destes testes sugerem um modo de definir um intervalo robusto para preços de opções. Os outros dois artigos são sobre anúncios agendados em diferentes situações. O segundo se chama "Watching the News: Optimal Stopping Time and Scheduled Announcements" e estuda problemas de tempo de parada ótimo na presença de saltos numa data fixa em modelos de difusão com salto. Fornece resultados sobre a otimalidade do tempo de parada um pouco antes do anúncio. O artigo aplica os resultados ao tempo de exercício de Opções Americanas e ao tempo ótimo de venda de um ativo. Finalmente o terceiro artigo estuda um problema de carteira ótima na presença de custo fixo quando os preços podem saltar numa data fixa. Seu título é "Dynamic Portfolio Selection with Transactions Costs and Scheduled Announcement" e o resultado mais interessante é que o comportamento do investidor é consistente com estudos empíricos sobre volume de transações em momentos próximos de anúncios.

Mobilidade urbana na região metropolitana do Rio de Janeiro: um estudo dos últimos 50 anos à luz dos dias atuais

Este trabalho tem como objetivo analisar, sob a ótica das políticas públicas aplicadas nas últimas cinco décadas, a mobilidade urbana e o transporte público na RMRJ. Ou seja, será que a política de transporte público, atrelada com a noção de qualidade de vida, melhorou a vivência do cidadão fluminense, nas últimas cinco décadas? Como os investimentos realizados pelo poder público nos últimos anos, assim como os que estão sendo programados para o futuro, afetaram e irão afetar a vida da população? Partindo deste princípio, serão realizadas entrevistas com autoridades públicas e especialistas, além de revisão bibliográfica em documentos oficiais, artigos acadêmicos e de jornal. No primeiro capítulo, será explicada a metodologia aplicada por este trabalho, assim como a pergunta, e os motivos que levaram a escolha do tema. No segundo capítulo é feita uma análise holística sobre a mobilidade urbana, começando desde o seu conceito, passando pelo contexto histórico na RMRJ, as vantagens e desvantagens de cada modal de transporte público e os debates que existem atualmente acerca do tema. No terceiro capítulo são revistas as entrevistas realizadas com gestores e especialistas no tema. Por fim, na conclusão, é proposto um modelo de mobilidade urbana, visando o melhor para a sociedade como um todo.

5th BRICS Trade and Economic Research Network (TERN) meeting: the impact of mega agreements on BRICS

The BRICS TERN – BRICS Trade and Economics Research Network is a group of independent research institutes established four years ago by five think tanks from Brazil, Russia, India, China and South Africa. The main objective of the network is to study different aspects of trade and economic relations amongst these five countries. The purpose of the V BRICS TERN Meeting was to analyze and debate the effects of the negotiations of the Mega Agreements, mainly those initiated by the US and the EU, already in negotiation, to each of the BRICS Trade Policies. Both Mega Agreements were examined – the Trans Pacific Partnership (TPP) and the Transatlantic Trade and Investment Partnership (TTIP). The studies included the main impacts on trade flows and on the international trade rules system, respecting the perspective of each of the countries concerned. This workshop was an initiative of the Center for Global Trade and Investments (CGTI), a think-tank on International Trade held by FGV Sao Paulo School of Economics. Its main objective is the research on trade regulation, preferential trade agreements, trade and currency, trade and global value chains, through legal analysis and economic modelling. One of its main researches, now, is on the potential economic and legal impacts of the Mega Agreements on Brazil and WTO rules. This meeting was organized in March14, 2014, in Rio de Janeiro, in a perfect timing for introducing such issues in the international agenda, in advance of the 6th BRICS Summit scheduled to be held in Brazil in July 2014.
