The control of the spread of dengue fever by introduction of the intracellular parasitic bacterium Wolbachia in populations of the vector Aedes aegypti, is presently one of the most promising tools for eliminating dengue, in the absence of an efficient vaccine. The success of this operation requires locally careful planning to determine the adequate number of mosquitoes carrying the Wolbachia parasite that need to be introduced into the natural population. The latter are expected to eventually replace the Wolbachia-free population and guarantee permanent protection against the transmission of dengue to human. In this paper, we propose and analyze a model describing the fundamental aspects of the competition between mosquitoes carrying Wolbachia and mosquitoes free of the parasite. We then introduce a simple feedback control law to synthesize an introduction protocol, and prove that the population is guaranteed to converge to a stable equilibrium where the totality of mosquitoes carry Wolbachia. The techniques are based on the theory of monotone control systems, as developed after Angeli and Sontag. Due to bistability, the considered input-output system has multivalued static characteristics, but the existing results are unable to prove almost-global stabilization, and ad hoc analysis has to be conducted.

The Real Plan has succeeded in stabilizing the Brazilian inflation. The consumer price inflation has been reduced from 11260 percent per year, in June 1994, to an estimate of 8 percent in 1997. The lower inflation resulted in a remarkable income distribution, and in an increased private consumption. The plan managed to control the inflationary effects of the increased demand with some traditional measures: A more liberalized economy, a moving (and overvalued) exchange rate band, high interest rate differentials, and a tight domestic credit policy. The government has, so far failed to accomplish the fiscal adjustment. The price stabilization has largely depended on the current account deficit. However, macroeconomic indicators do not present reasons for concern about the current account sustainability, in the medium-run. The economy may be trapped in a low-growth vicious cycle, represented by a stop-and-go trend, due to the two-way endogencity between domestic saving and growth. Economic growth depends on policies in increase the public sector saving, to secure the privatization of the State enterprises, and to promote investments. The major problem for the government action is, as always, in the political sphere. Approximately 80 percent of the Central Government net revenue are allocated to the social sectors. Consequently, the fiscal reform will hue to deal with the problem of re-designing the public sector’s intervention in the social area. Most probably, it will be inevitable to cut the social area budget. This is politically unpleasant.

Esta dissertação trata da questão dos preços administrados no Brasil sob a argumentação de que os mesmos apresentam uma persistência mais acentuada do que os demais preços da economia. Para alcançar este objetivo foram verificados alguns testes de persistência inflacionária. Em seguida, utilizou-se a metodologia dos Vetores de Correção de Erro (VEC) para estudar a relação dos preços administrados com as variáveis mais importantes da economia brasileira, tais como, produto, taxa de câmbio, preços livres e taxa de juros Selic. Por fim, utilizou-se do instrumental de Mankiw e Reis (2003) para verificar qual o índice de preços seria mais adequado para manter a atividade econômica brasileira mais próxima de seu nível potencial. Os resultados encontrados foram os seguintes: 1) observou-se persistência do IPCA representada pelos preços administrados; 2) a autoridade monetária responde a choques dos preços monitorados com maior veemência do que a choques nos preços livres; 3) o exercício de Mankiw e Reis (2003) apontou que a porcentagem dos preços monitorados deve ser menor que a atual do IPCA em um índice de preços estabilizador. Desta forma, mostra-se que a presença dos preços administrados dificulta pronunciadamente a condução de política monetária no Brasil.

Este trabalho visa analisar a dinâmica das expectativas de inflação em função das condições macroeconômicas. Para tal, extraímos as curvas de inflação implícita na curva de títulos públicos pré-fixados e estimamos um modelo de fatores dinâmicos para sua estrutura a termo. Os fatores do modelo correspondem ao nível, inclinação e curvatura da estrutura a termo, que variam ao longo do tempo conforme os movimentos no câmbio, na inflação, no índice de commodities e no risco Brasil implícito no CDS. Após um choque de um desvio padrão no câmbio ou na inflação, a curva de inflação implícita se desloca positivamente, especialmente no curto prazo e no longo prazo. Um choque no índice de commodities também desloca a curva de inflação implícita positivamente, afetando especialmente a parte curta da curva. Em contraste, um choque no risco Brasil desloca a curva de inflação implícita paralelamente para baixo.

The literature on financiaI imperfections and business cycles has focused on propagation mechanisms. In this pape r we model apure reversion mechanism, such that the economy may converge to a two period equilibrium cycle. This mechanism confirms that financiaI imperfections may have a dramatic amplification effect. Unlike in some related models, contracts are complete. Indexation is not assumed away. The welfare properties of a possible stabilizing policy are analyzed. The model i tself is a dynamic extension of the well-known Stigli tz-Weiss model of lending under moral hazard. Although stylized the model still captures some important features of credit cycles.

This paper analyzes the determinants of expectational coordination on the perfect foresight equilibrium of an open economy in the class of one-dimensional models where the price is determined by price expectations. In this class of models, we relate autarky expectational stability conditions to regional integration ones, providing an intuitive open economy interpretation ofthe elasticities condition obtained by Guesnerie [11]. There, we show that the degree of structural heterogeneity trades-off the existence of standard efficiency gains -due to the increase in competition (spatial price stabilization)- and coordination upon the welfare enhancing free-trade equilibrium (stabilizing price expectations). This trade-off provides a new rationale for an exogenous price intervention at the international levei. Through the coordinational concern of the authority, trading countries are ab]e to fully reap the bene:fits from trade. We illustrate this point showing that classical measures evaluating ex-ante the desirability of economic integration (net welfare gains) do not always advise integration between two expectationally stable economies.
