Based on the approaches and studies on the subject of organizational strategies aimed at intra-firm aspects, resources and competencies developed by organizations have been identified as the key elements toward assessing and explaining a company¿s performance. Considering such perspective, it has been observed that the development and effective implementation of organizational strategies depend on the skills and knowledge supplied by workers who are motivated or led to contribute with their effort so as to meet the organization¿s goals. Considering this, the purpose of this dissertation is to identify how the competencies of the operational levels of an organization are mobilized to contribute to the shaping and implementation of organizational strategies. This assessment was accomplished by observing the existing relationships between organizational and human resources management processes and processes of short term and long term strategies in a company of the pharmaceutical industry. The analysis of the evidence collected during the observation of this company has shown a strong link between personnel processes and the accomplishment of short term strategic goals, and a weaker link with the establishment of long term strategies. As a rule, the corporation¿s operational levels have little influence on the strategic planning and its implementation, even though the company uses a model of competencies designed to create more effective and measurable relationships between individual competencies and the company¿s performance.

This dissertation aims at examining empirical evidences obtained in the light of taxonomies and strategies for measuring firms technological capabilities and innovation in the context of developing countries, motivated by the fact that debates and studies directed to innovation has been intensified, for the last thirty years, by the recognition of its vital and growing importance to the technological, economic, competitive and industrial development of firms and countries. Two main tendencies can be identified on this debate. At one side, it¿s the literature related to the developed countries logic, whose companies are, in majority, positioned at the technological frontier, characterized by the domain of innovative advanced capabilities, directed to its sustaining, deepening and renewal. At the other side, there are the perspectives directed to the developing countries reality, where there is a prevalence of companies with deficiency of resources, still in process of accumulating basic and intermediate technological capabilities, with characteristics and technological development trajectories distinct or even reverse from those of developing countries. From this last tradition of studies, the measuring approaches based in C&T indicators and in types and levels of technological capabilities stand out. The first offers a macro level, aggregated perspective, through the analysis of a representative sample of firms, seeking to the generation of internationally comparable data, without addressing the intraorganizational specificities and nuances of the paths of technological accumulation developed by the firms, using, mostly, R&D statistics, patents, individual qualifications, indicators that carry their own limitations. On the other hand, studies that examine types and levels of technological capabilities are scarce, usually directed to a small sample of firms and/or industrial sectors. Therefore, in the light of the focus and potentialities of each of the perspectives, this scenario exposes a lack of studies that examine, in a parallel and complementary way, both types of strategies, seeking to offer more realistic, consistent and concrete information about the technological reality of developing countries. In order to close this gap, this dissertation examines (i) strategies of innovation measurement in the contexts of developing countries based on traditional approaches and C&T indicators, represented by four innovation surveys - ECIB, PINTEC, PAEP and EAI, and, (ii) from the perspective of technological capabilities as an intrinsic resource of the firm, the development of which occurs in a cumulative way and based on learning, presents and extracts generalizations of empirical applications of a metric that identifies types and levels of technological capabilities, through a dynamic and intra-firm perspective. The exam of the empirical evidences of the two approaches showed what each one of the metrics are capable to offer and the way they can contribute to the generation of information that reflect the technological development of specific industrial sectors in developing countries. In spite of the fact that the focus, objective, perspective, inclusion, scope and lens used are substantially distinct, generating, on a side, an aggregated view, and of other, an intra-sector, intra-organizational and specific view, the results suggest that the use of one doesn't implicate discarding or abdicating the other. On the contrary, using both in a complementary way means the generation of more complete, rich and relevant evidences and analysis that offer a realistic notion of the industrial development and contribute in a more direct way to the design of corporate strategies and government policies, including those directed to the macro level aspects just as those more specific and focused, designed to increment and foment firms in-house innovative efforts.

This research was based on the lack of academic investigations which recognize industrial design as an strategic advantages source. It was chosen to adopt a wide approach, not common in administration researches, through which aspects frequently ignored by most of the strategy and marketing literature could be recognized. The investigation took place at a big brazilian company, from the furniture industry, more specifically from the office furniture segment. Two product development cases were selected: one of them classified by the company as an example of success and the other as a failure case. It is an exploratory study. Some important topics were identified, and they may be developed in future researches: the existence of intra-organizational conflicts between marketing and engineering; the big companies' power over market configuration, and the State influence over local markets dinamics.

Over the last 40 years there has been a profusion of studies about the ccumulation of technological capacities in firms from developing economies. However, there remain few studies that examine, on a combined basis, the relationship among: the trajectories of technological capacities accumulation; the underlying learning mechanisms; and, the implications of organizational factors for these two variables. Still scarcer are the studies that examine the relationship among these variables along time and based on a comparative case study. This dissertation examines the relationship among the trajectory of accumulation of innovative capacities in complex project management, the learning mechanisms underlying these technological capacities and the intra-organizational factors that influence these learning echanisms. That set of relationships is examined through a comparative and a long-term (1988-2008) case study in a capital goods firm (for the pulp and paper industry) and a pulp mill in Brazil. Based on first-hand quantitative and qualitative empiric evidence, gathered through extensive field research, this dissertation found: 1. Both firms accumulated innovative capacity in project management at the international frontier level (Level 6). However, there was variability between the firms in terms of the nature and speed of accumulation of those capacities. It was also observed that, at this level of innovation, the innovative capacities of both firms are not confined to their organizational boundaries, but they are distributed beyond their boundaries. 2. So that these companies could accumulate those levels of innovative capacities it was necessary to manage several learning mechanisms: leveraging of external knowledge and its internalization in terms of internal apacities of the firm. In other words, as the companies accumulated more innovative levels of capacities for project management, it was necessary to manage different cycles of technological learning. 3. Further, the relationship between the ccumulation of technological capacities and learning was affected positively by intra-organizational factors, such as 'authority disposition', 'mutability of work roles' and 'intensity of internal crises', and negatively by the factor 'singularity of goals'. This dissertation revealed divergent results between firms in two of the four factors studied. These results contribute to advance our understanding of the complexity and variability involved in the process of accumulation of innovative capacities in firms from developing economies. This highlights the growing importance of the organizational and the human resource dimensions of innovation and technological capacity as the company approaches the international frontier. The results suggest to managers that: (i) the good performance in project management in the two firms studied did not occur simply as a result of the pulp and paper Brazilian industry growth, rather as a result of the deliberate construction and accumulation of the capacities through an intensive and coordinated cyclical process of technological learning, (ii) to develop innovative capabilities in project management, besides looking for learning mechanisms they should also look at the organizational factors that influence the learning mechanisms directly, (iii) performance of pulp mill¿s projects is better when projects are implemented together with technology suppliers than when performed only by the mill. This dissertation concludes that capital goods firms have been having a fundamental role for the innovative capabilities accumulation in project management of pulp mills in Brazil (and vice-versa) for a long time. This contradicts some authors' propositions that affirm that: a) equipment suppliers for the pulp and paper industry have been creating little, if any, development of processes or engineering projects in Brazil; b) firms in the pulp and paper industry have little capacity for machinery and equipments projects only taking place in few technological activities, being internal or external to the firm. Finally, some studies are proposed for future research.

The aim of this dissertation is to study the relation between information technology (IT) and organizational management models by defining the manner in which IT can contribute to their transformation. This study is based on a theoretical reference framework which describes the evolution of the extent and functionality of the use of information technology as a tool for business management, with especial emphasis on the development of the capacity of data and Internet communication networks to establish connections among people, companies and communities. The theoretical reference framework also presents different approaches on how to enhance alignment between information technology and organizational management models, taking into account formal aspects related to the detailing of organizational and technical requisites and social implications concerning the introduction of innovations in previously established cultural environments. The study also contains an empirical section based on a case study on the State of Rio de Janeiro Traffic Department (DETRAN-RJ) in which some of the concepts and methods of approach described in the theoretical reference framework were employed. Over the past two decades there has been a profusion of empirical studies of organizational design and its relationship to efficiency, productivity and flexibility of an organization. In parallel, there has been a wide range of studies about innovation management in different kind of industries and firms. However, with some exceptions, the organizational and innovation management bodies of literature tend to examine the issues of organizational design and innovation management individually, mainly in the context of large firms operating at the technological frontier. There seems to be a scarcity of empirical studies that bring together organizational design and innovation and examine them empirically and over time in the context of small and medium sized enterprises. This dissertation seeks to provide a small contribution in that direction. This dissertation examines the dynamic relationship between organizational design and innovation. This relationship is examined on the basis of a single-case design in a medium sized mechanical engineering company in Germany. The covered time period ranges from 1958 until 2009, although the actual focus falls on the recent past. This dissertation draws on first-hand qualitative empirical evidence gathered through extensive field work. The main findings are: 1. There is always a bundle of organizational dimensions which impacts innovation. These main organizational design dimensions are: (1) Strategy & Leadership, (2) Resources & Capabilities, (3) Structure, (4) Culture, (5) Networks & Partnerships, (6) Processes and (7) Knowledge Management. However, the importance of the different organizational design dimensions changes over time. While for example for the production of simple, standardized parts, a simple organizational design was appropriate, the company needed to have a more advanced organizational design in order to be able to produce customized, complex parts with high quality. Hence the technological maturity of a company is related to its organizational maturity. 2. The introduction of innovations of the analyzed company were highly dependent on organizational conditions which enabled their introduction. The results of the long term case study show, that some innovations would not have been introduced successfully if the organizational elements like for example training and qualification, the build of network and partnerships or the acquisition of appropriate resources and capabilities, were not in place. Hence it can be concluded, that organizational design is an enabling factor for innovation. These findings contribute to advance our understanding of the complex relationship between organizational design and innovation. This highlights the growing importance of a comprehensive, innovation stimulating organizational design of companies. The results suggest to managers that innovation is not only dependent on a single organizational factor but on the appropriate, comprehensive design of the organization. Hence manager should consider to review regularly the design of their organizations in order to maintain a innovation stimulating environment.

Muitos historiadores afirmam que estamos iniciando uma nova era, a era do conhecimento, da informação, a era digital. Surgem duas grandes armas estratégicas nesse novo ambiente global, para que as empresas sejam competitivas no século vinte e um: a criatividade e a integração. E muitas empresas estão adotando uma nova estrutura organizacional, a estrutura do tipo network, como solução para a gerência da criatividade e da integração. Essa estrutura não se preocupa com novas maneiras de manipular subordinados em vantagem própria. Ao contrário, ela nos desafia a repensar o básico: nossos valores, atitudes e considerações a respeito de liderança, trabalho e tempo. As estruturas hierárquicas convencionais não proporcionam a agilidade de resposta requerida pelo mercado atualmente, devido à burocracia por trás de todas as atividades. As pessoas especializam-se em pequenas atividades, perdendo o sentido do trabalho e a motivação intrínseca. E uma vez que as pessoas são crescentemente reconhecidas como o capital mais importante de qualquer empreendimento, a desmotivação se toma desastrosa para o futuro de qualquer negócio. A reciprocidade empresa-indivíduo é essencial. Esta dissertação pretende analisar o fator humano nos trabalhos realizados dentro da estrutura de network, traçando-se um paralelo entre as propostas dessa estrutura e as necessidades humanas, demonstrando a relação existente entre a estrutura organizacional da criatividade e da integração e a satisfação no trabalho. Iniciamente, apresenta-se uma revisão bibliográfica, sob três diferentes enfoques. Primeiro, explica-se como as transformações mundiais estão afetando a estratégia das empresas. Depois, mostra-se o impacto da estratégia do século vinte e um dentro da organização. Por fim, focaliza-se o lado psicológico do ser humano, suas necessidades, tais quais a autonomia, a competência e o relacionamento interpessoal, os fatores de satisfação intrínsecos e extrínsecos. Assim, pode-se avaliar o impacto de uma nova estrutura organizacional na motivação dos funcionários. A seguir, apresenta-se o projeto de uma pesquisa-piloto dos fatores de satisfação mais relevantes para as pessoas, confirmando-se a importância dos fatores de satisfação intrínsecos. Mostra-se também que os índices de satisfação são diretamente afetados pelo ambiente empresarial onde atuam, de acordo com seu grau de autonomia. Então, são mostradas as conclusões do trabalho e recomendações práticas para mudanças na estrutura organizacional dentro de uma empresa, seus custos e como elas devem ser administradas no longo prazo.

A estratégia empresarial é uma disciplina jovem. Comparado com os campos de estudo de economia e sociologia o campo de estratégia empresarial pode ser visto como um fenômeno de formação mais recente, embora extremamente dinâmico em sua capacidade de criar abordagens teóricas diferenciadas. Este trabalho discute a recente proliferação de teorias em estratégia empresarial, propondo um modelo de classificação destas teorias baseado na análise empírica do modelo de escolas de pensamento em estratégia empresarial desenvolvido por Mintzberg, Ahlstrand e Lampel em seu livro Safári de Estratégia (1998). As possíveis conseqüências relativas à interação entre teoria e prática são também discutidas apresentando o que definimos como a síndrome do ornitorrinco.

The major purpose of this thesis is to verify, from a Brazilian perspective, how global and contextual issues influence the management learning in Multinationals. The management learning derived from the interaction of holding and sidiaries/colligates of Multinational corporation is supposed to be subject to convergent and divergent forces, the former related to global and standardized organizational practices, and the latter, is seen as a social practice subject to cultural and organizational singularities. A model was constructed to relate the dichotomy between the universality of the management practices and technologies and the particularity of the contexts where they operate, to the dichotomy between the singularities in organization and national level. This model is composed of the international, global, managerial and inter-organizational dimensions related, respectively, to the cultural and political diversity; to the universal forces of practices and values; to the managerial capabilities and resources in the organization, consolidated as best practices and to the interaction between holding and subsidiaries and the resulted learning. The combined result of these dimensions influences the knowledge flow and the learning derived from it. The field research was constituted of five cases of internationalized Brazilian firms, with a solid experience in their management systems. The main subjects of this study were executives and ofessionals/managers who respond to the management development. The data were first collected in the headquarters and complemented with visits to subsidiaries/joint ventures in other countries, in loco or with expatriated people who return to Brazil. The central supposition was validated. So, the management learning ¿ is driven by the global capitalism practices and by the global culture where they are immersed, reproducing a hegemonic vision and a common language (global dimension); ¿ incorporates the more propagated and dominant managerial values, although there are some variations when they are applied in the subsidiaries/joint ventures; is the product of the assimilation of international recognized and planned managerial practices, with the acculturation power, although not completely; is the result mainly of the managerial practice in work; is impacted not only by cross-cultural and managerial factors, but also by the business environment of the firm; is given according to the capabilities and resources in the organization, guiding the form of assimilation of practices and technologies, with global application or not (managerial dimension); ¿ is affected by the cross-cultural diversity involving the countries of the holding and the subsidiaries/joint ventures where the firm is and is given as a reproduction of the political context of the holding and subsidiaries countries (international dimension); ¿ faces aligned concurrent institutional pressures between corporate or global systems, practices of other subsidiaries/joint ventures and local practices; is more difficult to reach when there is not permeability between organizational cultures and identities of a Multinational firm; is affected by how much the relationship process across these unities is self-referenced; is facilitated by the construction and improvement of the knowledge network (interorganizational dimension). Finally some contributions of this study are exposed, including extensions of the proposed model and suggestions, recommendations for future research.

o objetivo dessa dissertação é conhecer as relações de poder - fonnais e informais - existentes na Rede Ferroviária Federal S.A., em liquidação (RFFSA) e aquelas que atuam sobre a empresa. Para isso, foi utilizado o Método Etnográfico, observando-se de forma participante a cultura da empresa, complementando assim o levantamento bibliográfico sobre o Estado, sobre a burocracia - especialmente o hibridismo das empresas estatais - e sobre as relações de poder entre esses no Brasil. Concluiu-se que: os funcionários de uma empresa em liquidação não são facilmente motivados e trabalham contra os objetivos organizacionais, já que se apresenta um conflito de interesses; como o processo de liquidação da RFFSA é longo, as relações de poder infonnais se fortificam com o intuito de que a estratégia organizacional não tenha sucesso; a comunicação entre lideres e liderados não atenua os conflitos entre os objetivos organizacionais e de Recursos Humanos, dado que os empregados manipulam o discurso como forma de resistência à liquidação. De forma mais genérica, recomenda-se a redução da ingerência político-partidária na burocracia estatal, por meio de uma refonna administrativa que considere o aspecto cultural do serviço público, podendo se desenvolver a idéia de "accountability" entre os servidores.

A dissertação procura analisar o conceito de poder numa perspectiva de questionamento da Psicologia Social notadamente com respeito à relevância de seus achados para a sociedade e à vinculação de suas formulações com a estrutura social vigente. Verifica-se a polissemia do conceito, pertencente a diferentes níveis do conhecimento e possuindo um referencial empírico ampliado, o que por sua vez gera divergências em sua conceituação. Tendo seu lugar de demarcação nas relações interpessoais, intra e intergrupais, organizacionais e de classe, seu significado mescla-se ao de termos como influência, controle, autoridade, dominação, que são muitas vezes intercambiáveis num determinado texto. Seu exercício caracteriza a relação de dominação-subordinação e é visto como decorrente da posse de recursos, implicando em resistência por parte dos subordinados e em sua percepção como beneficiador unicamente de seu detentor. Entende-se como um esforço da Psicologia Social em prol da manutenção da ordem social seus trabalhos visando elaborar novas formas de manipulação dos conflitos consequentes ao exercício do poder. Enquanto a visão desta disciplina é eminentemente psicológica, desvinculada do contexto social, em Ciências Políticas e Sociologia o conceito insere-se numa reflexão sobre a macro-estrutura sem, contudo, dispensar a utilização de variáveis psicológicas. Motivações e habilidades do detentor do poder e valores, percepções e expectativas do elemento subordinado são fatores presentes nas diferentes reflexões analisadas, tanto nas oriundas da Psicologia quanto na integracionista, na elitista, na pluralista e na da troca, ausentando-se somente da marxista que recorta o conceito de poder no campo das lutas de classe.

Nos anos 80, a América Latina, uma das regiões menos desenvolvidas do mundo, enfrentou um período de mudanças econômicas e políticas significativas que levaram essa região a um lugar de destaque no mercado mundial. Por conseguinte, a América Latina foi objeto de diversos estudos, que, por sua vez, foram compilados nesta revisão de literatura, a fim de que se possam identificar quais os avanços foram feitos no âmbito da Gestão e Negócios Internacionais. Como base, tomou-se a metodologia aplicada por Meyer e Peng (2005), fazendo um paralelo entre três importantes teorias da área (Teoria de Baseada em Recursos, Teoria Baseada no Custo das Transações e Teoria Institucional) e alguns assuntos-chave de extrema relevância ao entendimento do tema (Construindo Vantagens Competitivas, Liberalização Econômica versus Regulação Governamental e Internacionalização) Ao final, delimitamos as contribuições da América Latina ao estudo da Gestão e Negócios Internacionais, fazendo algumas sugestões para futuros pesquisas nesse âmbito.

Esta tese relaciona-se ao tema da acumulação de capacidades tecnológicas em nível de empresa, suas fontes (mecanismos de aprendizagem) e suas implicações para a performance competitiva empresarial, em indústrias relacionadas a recursos naturais no contexto de economias emergentes. Durante os últimos 40 anos muito se avançou no campo da pesquisa sobre acumulação de capacidades tecnológicas em nível de empresas em economias emergentes. Porém, ainda há importantes lacunas a serem exploradas particularmente em relação a natureza e dinâmica de trajetórias de acumulação de capacidades tecnológicas intra-empresariais, no contexto de indústrias relacionadas a recursos naturais, especialmente na mineração. O objetivo da pesquisa aqui reportada é contribuir para minimizar esta lacuna. Particularmente, esta tese explora variações intra-empresariais de trajetórias de acumulação de capacidades tecnológicas, suas fontes (mecanismos subjacentes de aprendizagem) e algumas implicações que são geradas para a performance competitiva da empresa, no âmbito da indústria de mineração no Brasil, especificamente na empresa mineradora Vale, no período entre 1942 e 2015. Para alcançar este objetivo, a pesquisa apoia-se na combinação das literaturas de acumulação de capacidade tecnológica, inovação, aprendizagem e desenvolvimento industrial para a construção da base conceitual. Em paralelo, a pesquisa vale-se de um desenho de pesquisa qualitativo e indutivo baseado em evidências primárias com base em extensivos trabalhos de campo. Esse desenho de pesquisa é operacionalizado a partir de um estudo de caso individual em profundidade na Vale, no âmbito de três grandes áreas tecnológicas: prospecção e pesquisa mineral, lavra, e processamento mineral. Por meio da implementação dessa estratégia, a pesquisa encontrou: (1) Trajetórias de acumulação de capacidades tecnológicas relativamente distintas entre as três áreas de análise. Especificamente: (i) na área de prospecção e pesquisa mineral observou-se uma trajetória de seguidora tecnológica que alcança posição de liderança mundial em inovação e produção; (ii) na área de lavra também evidenciou-se uma trajetória de seguidora tecnológica que alcança posição de liderança mundial em inovação e produção, porém, com acumulação tardia de capacidades tecnológicas; e (iii) na área de processamento mineral houve o alcance precoce de posição de liderança mundial em inovação e produção a partir da criação de uma trajetória distinta da já mapeada pelos líderes globais. As trajetórias de acumulação de capacidades tecnológicas convergem para uma situação similar a partir de 2011 quando as três áreas apresentaram posição de liderança mundial em inovação e ao mesmo tempo demonstraram indícios de entrada em um processo de estagnação, que restringe as oportunidades de entrada em novas trajetórias tecnológicas e de entrada em novos negócios. (2) As variações encontradas nas trajetórias de acumulação de capacidades tecnológicas são explicadas pela maneira pela qual diferentes mecanismos subjacentes de aprendizagem foram combinados e utilizados pela empresa. Foram encontradas quatro combinações de mecanismos de aprendizagem que contribuíram para explicar as diferentes direções das trajetórias de acumulação de capacidades tecnológicas. (3) As variações nas três trajetórias de acumulação de capacidades tecnológicas geraram implicações distintas para a performance competitiva, mais especificamente em termos de performance inovadora, operacional/ambiental e de novos negócios. Os resultados da pesquisa geram contribuições para o entendimento do relacionamento intra-empresarial entre acumulação de capacidades tecnológicas e os mecanismos de aprendizagem subjacentes. E contribuem para o entendimento da mineração como uma indústria que oferece oportunidades para inovações significativas que, inclusive podem implicar na diversificação do tecido industrial nacional. Portanto, tal indústria deve receber atenção especial por parte de decisores de políticas públicas e de ações empresariais para evitar que empresas com alto potencial inovativo desconstruam suas capacidades inovadoras e consequentemente limitem seus impactos para o desenvolvimento tecnológico e econômico no contexto de economias emergentes.
