Since the last decade of the past century and further, there have been increased, polemic discussions in Brazil that are also occurring simultaneously in the rest of the world: the sustainability of public pension systems. The Brazilian system, which is denominated as the General Regimen of Social Welfare and was established in a distribution regimen, is becoming a growing source of expenditures for the Federal Government and is contributing to the increasing of its fiscal deficit. This situation started to decline after the promulgation of the Federal Constitution in 1988, in which actions had been established reflecting the feeling of ¿social debt¿ existing in the country by that time after years of economic growth without yield redistribution. Thus, benevolent rules had been instituted that provided an assistancialist character to the program, making it unsustainable when it is seen by the internationally accepted premise of the pension system as social insurance with perpetual duration. In consequence, there was an explosive growth of the financial needs of the system reaching the equivalent of 1.63% of the Gross Domestic Product in 2005. In this sense, many arguments in favor of revision and reforms in the current model had solidified, resulting, in 1998, in some changes in the contribution rules of the diverse sectors of society, as well as in the concession of benefit rules. However, such changes had not obtained significant effects since the main source of the imbalance, which is essentially structural, was not attacked. Therefore, this research seeks to diagnose some of the most structural points in the current public pension system in Brazil and evaluate what can be done in terms of reforms to turn the program into balance again and in restore harmony with its conceptual objectives.

Media Piracy in Emerging Economies is the first independent, large-scale study of music, film and software piracy in the developing world, with a focus on Brazil, India, Russia, South Africa, Mexico and Bolivia. Based on three years of work by some thirty-five researchers, the study tells two overarching stories: one tracing the explosive growth of piracy as digital technologies became cheap and ubiquitous around the world, and another following the growth of industry lobbies that have reshaped laws and law enforcement around copyright protection. The report argues that enforcement efforts have largely failed, and that the problem of piracy is better addressed as a failure of affordable access to media in legal markets.

Esta pesquisa objetiva verificar de que forma, no Brasil, as políticas públicas relacionadas às ameaças químicas, biológicas, radiológicas, nucleares e explosivas (QBRNE) contribuem para o preparo de resposta a um incidente de tal natureza. No mundo contemporâneo há uma concentração das populações nos centros urbanos, tornando-as vulneráveis a desastres químicos, biológicos, radiológicos e nucleares, os quais podem ser desencadeados por eventos adversos, intencionais ou não, resultando em grandes impactos humanos, ambientais, materiais, sociais e econômicos à nação. O terrorismo é uma das possibilidades de ocorrência de um grande desastre, utilizando-se principalmente de atentados com explosivos e podendo se valer dos efeitos dos agentes contaminantes. Então, foram pesquisadas e apresentadas políticas públicas e ações do governo federal norte-americano para o trato de ameaças QBRNE, as quais são comparadas à situação prospectada no território brasileiro, por meio da legislação, políticas públicas, orçamento, documentos e bibliografia. Diversas instituições foram avaliadas quanto ao papel a ser desempenhado em uma situação emergencial, sendo os dados tratados por análise de conteúdo e historiografia. A literatura sobre política pública é ampla, com rica discussão sobre as boas práticas de gestão pública, a evolução do papel dos servidores públicos para um ser técnico e político simultaneamente e de que maneira é influenciada a concepção de uma política pública. O Modelo de Fluxos Múltiplos e a Teoria de Equilíbrio Pontuado são usados para compreender o processo dinâmico de construção da agenda decisória no governo federal para o tema estudado. Concluiu-se que as políticas públicas de resposta para ameaças QBRNE surgem dispersas em diversas instituições, promovidas pelas equipes técnicas, de maneira descentralizada e sem uma orientação do governo central, o que acarreta sobreposição de atividades, havendo casos de problemas não tratados, desprezando-se a complementação de recursos e efetivos.

In this paper, we propose a class of ACD-type models that accommodates overdispersion, intermittent dynamics, multiple regimes, and sign and size asymmetries in financial durations. In particular, our functional coefficient autoregressive conditional duration (FC-ACD) model relies on a smooth-transition autoregressive specification. The motivation lies on the fact that the latter yields a universal approximation if one lets the number of regimes grows without bound. After establishing that the sufficient conditions for strict stationarity do not exclude explosive regimes, we address model identifiability as well as the existence, consistency, and asymptotic normality of the quasi-maximum likelihood (QML) estimator for the FC-ACD model with a fixed number of regimes. In addition, we also discuss how to consistently estimate using a sieve approach a semiparametric variant of the FC-ACD model that takes the number of regimes to infinity. An empirical illustration indicates that our functional coefficient model is flexible enough to model IBM price durations.
