An accident with Brazilian Satellite Launching Vehicle (SLV-1 V03) third prototype in August, 2003 at Alcântara Base, in the State of Maranhão, dramatically exposed accumulated deficiencies affecting Brazilian space sector. A report regarding this accident published by Ministry of Defense recognized the relevance of organizational dimension for the success of Brazilian space policy. In this case study, the author analyses sector organizational structure - the National Space Activities Development System (NSADS) - to evaluate its adequacy to policy development requisites. The Theory of Structural Contingency - TSC provided the analytical framework adopted in the research complemented by two organizational approaches that focuses high risk systems: Normal Accident Theory - NAT and High Reliability Theory - HRT. The last two approaches supported the analysis of NSADS's organizations which are, according to Charles Perrow definition, directly involved in developing high risk technological systems and their relationship with the System. The case study was supplemented with a brief comparison between NSADS and the organizational structures of North-American and French civilian space agencies, respectively, NASA and CNES, in order to subsidize organizational modeling of Brazilian System.

This paper presents a poverty profile for Brazil, based on three different sources of household data for 1996. We use PPV consumption data to estimate poverty and indigence lines. “Contagem” data is used to allow for an unprecedented refinement of the country’s poverty map. Poverty measures and shares are also presented for a wide range of population subgroups, based on the PNAD 1996, with new adjustments for imputed rents and spatial differences in cost of living. Robustness of the profile is verified with respect to different poverty lines, spatial price deflators, and equivalence scales. Overall poverty incidence ranges from 23% with respect to an indigence line to 45% with respect to a more generous poverty line. More importantly, however, poverty is found to vary significantly across regions and city sizes, with rural areas, small and medium towns and the metropolitan peripheries of the North and Northeast regions being poorest.

No item dedicado às Atividades Espaciais, o III Plano Básico de Desenvolvimento Cientifico e Tecnológico 1980/1985 menciona, como um dos objetivos, o "desenvolvimento de metodologias de utilização das imagens obtidas pelos satélites de sensoriamento remoto, no levantamento e monitoramento de recursos naturais e flagelos, análise do meio ambiente, uso da terra e cartografia ". O estudo é centrado no programa de produção de imagens implementado pelo INPE descrevendo-o e comentando-o e, ao final, permitindo-nos fazer algumas sugestões para o seu aprimoramento.
