As to many Latin american countries, the impacts of the recent economic globalization on the Brazilian economy have revealed a diversified tendency in spatial development when regional economic indicators are observed. This is due to the specificities or each region, as regard their sector structure, the availability of human resources and the degree of technological innovation undertaken by local enterprises. From a situation of regional inequalities observed in lhe socio-economic levels of development at the beginning of the eighties the dynamics of the Brazilian regional evolution has presented different speeds and intensities in the several spaees. This paper aims to evaluate the dynamics of Brazilian regional development during the 1985-95 period and the impacts over the working population and regional disparities in order to offer some elements to assist social and economic policy. For this purpose Dispersion Quotients and Dispersion lntensity Coefficients were calculated based on two variables, the Regional Gross Domestic Product anel the Working Population. The results of the analysis confirm the existence of considerable regional disparities and it was observed that thc sector and regional redistribution of the GDP indicate that in a general way, no remarkable changes occurred in the regional development in the period. The results show that although the economic policies did stimulate a global convergence process of the per capita product among regions, those policies did not attenuate economic dynamism concentration to the desired extent.

A pesquisa examina os aspectos teóricos e empíricos relacionados ao movimento de reestruturação produtiva das economias e as implicações sobre o processo de terciarização verificado na atualidade tanto em países avançados quanto nos menos desenvolvidos. O estudo parte de uma base teórica que inclui como condicionantes da intensificação dessa reestruturação e terciarização o crescente processo de globalização econômica, o aumento da intensidade e da velocidade do progresso tecnológico, bem como a necessidade do enfrentamento de uma situação conjuntural recessiva. Foi examinada empiricamente a realidade brasileira em um período histórico a partir dos anos 70.

The export of information technology software services, also known as ¿offshore outsourcing¿, has raised debates in the media as well as in the academy. A lot has been written about the success of India, Ireland and Israel, the ¿3Is¿, but empirical data about Brazil is still hard to find. This dissertation proposes to identify success factors for Brazil to be chosen as a preferred location for offshore outsourcing based on a case study of an American multinational corporation, with branches in Brazil, that is systematically choosing Brazil as a preferred location for its offshore outsourcing operations. Concepts of economic globalization, internationalization of services and success factors for offshore outsourcing will be presented in the literature review and based on available literature focused on Brazil, a model of eight success factors is proposed. The empirical research was grounded on multiple data sources but the analysis was focused on a database of 219 deals that were conducted from September 2005 to May 2006, out of which Brazil was selected 57 times. The results confirm the proposed model of eight success factors. The final conclusions suggest that the process of identifying a country to perform the offshore activities is complex and that not all factors will be present at the same time, and more than that, in some cases intangible factors, such as relationship networks and emotional links with the country, have a higher weight in the decision. The results can be used in the future for in depth researches that differentiate Brazil from other countries in the offshore outsourcing market.

Este trabalho objetiva demonstrar a impossibilidade estrutural de democratização do Supremo Tribunal Federal (STF) a partir da participação social nas audiências públicas jurisdicionais. Para tanto, o trabalho divide-se em três partes. Na primeira, são abordados dois fenômenos macrossociais, a crise do Estado de bem estar e a globalização econômica, com a finalidade de resgatar as principais interpretações sobre a emergência do Judiciário e identificar os projetos normativos de reforma originados. Dentre eles, destaca-se a perspectiva de Vianna e Burgos (2002), pois seu conteúdo é verificado nos discursos oficiais que interpretam as audiências públicas como instrumentos democratizantes do STF. No segundo capítulo, pretende-se questionar a possibilidade de democratização participativa do STF a partir da teoria política de Poulantzas (2000). Para esta matriz conceitual, o direito, na formação social capitalista, organiza interesses e unifica o consentimento de forma a moldar o corpo social de acordo com as prioridades das classes posicionadas no bloco do poder dominante. Prevê a concessão de direitos e sua retirada conforme os movimentos políticos das classes, que estão em contínua disputa no interior de um Estado de características materiais e permeado por fissuras. Nesse sentido, as audiências públicas, são interpretadas como procedimentos que sofisticam o formalismo tradicional dos tribunais, ocultando o exercício do controle por mecanismos que aparentemente concederiam espaço para participação popular e igualariam as oportunidades de intervenção de agentes de diferentes grupos sociais. Estas características sugerem a impossibilidade de democratização de suas estruturas. Por fim, no terceiro capítulo, o estudo de caso das cinco audiências realizadas evidencia a reprodução da disposição litigiosa do processo jurídico nestes eventos, uma vez que os ministros pouco participam, dispõem os participantes em lados opostos como se estivessem exercendo o contraditório e somente utilizam os pronunciamentos das audiências em seus votos para reforçar argumentos de seu interesse. De acordo com as informações sistematizadas, o presente estudo sugere que as audiências públicas não provocam impactos democratizantes nas estruturas do STF. Ao contrário, sofisticam os procedimentos existentes para reproduzir o tradicional papel de controle dos aparelhos judiciais no interior do capitalismo.

Capital mobility leads to a speed of convergence smaller in an open economy than in a closed economy. This is related to the presence of two capitals, produced with specific technologies, and where one of the capitals is nontradable, like infrastructures or human capital. Suppose, for example, that the economy is relatively less abundant in human capital, leading to a decrease of the remuneration of this capital during the transition. In a closed economy, the remuneration of physical capital will be increasing during the transition. In the open economy, the alternative investment yields the international interest rate, corresponding to the steady state net remuneration of physical capital in the closed economy. The nonarbitrage condition shows a larger difference in the remuneration of the two capitals in the closed economy. It leads to a higher accumulation of human capital and thus to a faster speed of convergence in the closed economy. This result stands in sharp contrast with that of the one-sector neoclassical growth model, where the speed of convergence is smaller in the closed economy.
