This paper presents evidence on the key role of infrastructure in the Andean Community trade patterns. Three distinct but related gravity models of bilateral trade are used. The first model aims at identifying the importance of the Preferential Trade Agreement and adjacency on intra-regional trade, while also checking the traditional roles of economic size and distance. The second and third models also assess the evolution of the Trade Agreement and the importance of sharing a common border, but their main goal is to analyze the relevance of including infrastructure in the augmented gravity equation, testing the theoretical assumption that infrastructure endowments, by reducing trade and transport costs, reduce “distance” between bilateral partners. Indeed, if one accepts distance as a proxy for transportation costs, infrastructure development and improvement drastically modify it. Trade liberalization eliminates most of the distortions that a protectionist tariff system imposes on international business; hence transportation costs represent nowadays a considerably larger barrier to trade than in past decades. As new trade pacts are being negotiated in the Americas, borders and old agreements will lose significance; trade among countries will be nearly without restrictions, and bilateral flows will be defined in terms of costs and competitiveness. Competitiveness, however, will only be achieved by an improvement in infrastructure services at all points in the production-distribution chain.

How strategical decisions are taken? The present work consists of a psychological experiment that it aims to search the knowledge about the subcognitive structure of strategical vision of deeper form, investigating its interaction with the cognitives processes of human beings ¿ perception, memory, and learning. We also argue the nature of chunks (pieces or units), that, in opposition to the current theories, we consider to be provided with essence or meanings in detriment of the appearance or superficial features. In this way, we choose as domain for our experiment the chess game, because its dealing with lesser complexity of the one that decisions in the politics or industry. Thus, we shows the importance that the perception of the abstract roles playing in specific chess position, leading to a strategical vision of this. Moreover, after the experiment, was verified that the expert chess players are capable to perceive distinct positions in the appearance as being similar strategically", while that the beginners had gotten greater difficulty. Finally, we present part of an emergent theory that claims that the human being cognition is nothing more than the abstract perception, as well as the replication of this theory in other domains, for example in the management and the real world."

O presente trabalho discute o tema dos dirigentes públicos, atores recentemente debatidos pela literatura como um grupo específico que atua orientado a resultados e à criação de valor público. Em geral, são escassos os estudos que discutem os dirigentes públicos empiricamente; assim, mostraremos os papéis que desempenham argumentando que são atores fundamentais para a formulação e implementação das políticas públicas na medida em que são capazes de dialogar tanto com a esfera política como com a da gestão. Para isso, analisaremos o caso Chileno, experiência bastante consolidada que reconhece o dirigente público como ator distinto dos demais, regido por regras específicas de recrutamento, seleção, nomeação e gestão segundo acordos de resultados. Apresentaremos uma análise dos dirigentes chilenos baseada em uma perspectiva histórica tanto sobre o surgimento e consolidação do Sistema de Alta Direção Pública como em relação às tensões e complementaridades entre tecnocratas e políticos que marcaram os governos chilenos no período que compreende desde a redemocratização até os dias atuais. Mostraremos que este Sistema nasce no contexto de um acordo político entre governo e oposição em busca da modernização e profissionalização do Estado e que as dimensões da política e da gestão são pilares centrais do modelo, presentes em todas as suas esferas, tais como seu desenho institucional e regras de gestão de pessoas e do desempenho.

Increasing competition caused by globalization, high growth of some emerging markets and stagnation of developed economies motivate Consumer Packaged Goods (CPGs) manufacturers to drive their attention to emerging markets. These companies are expected to adapt their marketing activities to the particularities of these markets in order to succeed. In a country classified as emerging market, regions are not alike and some contrasts can be identified. In addition, divergences of marketing variables effect can also be observed in the different retail formats. The retail formats in emerging markets can be segregated in chain self-service and traditional full-service. Thus, understanding the effectiveness of marketing mix not only in country aggregated level data can be an important contribution. Inasmuch as companies aim to generate profits from emerging markets, price is an important marketing variable in the process of creating competitive advantage. Along with price, promotional variables such as in-store displays and price cut are often viewed as temporary incentives to increase short-term sales. Managers defend the usage of promotions as being the most reliable and fastest manner to increase sales and then short-term profits. However, some authors alert about sales promotions disadvantages; mainly in the long-term. This study investigates the effect of price and in-store promotions on sales volume in different regions within an emerging market. The database used is at SKU level for juice, being segregated in the Brazilian northeast and southeast regions and corresponding to the period from January 2011 to January 2013. The methodological approach is descriptive quantitative involving validation tests, application of multivariate and temporal series analysis method. The Vector-Autoregressive (VAR) model was used to perform the analysis. Results suggest similar price sensitivity in the northeast and southeast region and greater in-store promotion sensitivity in the northeast. Price reductions show negative results in the long-term (persistent sales in six months) and in-store promotion, positive results. In-store promotion shows no significant influence on sales in chain self-service stores while price demonstrates no relevant impact on sales in traditional full-service stores. Hence, this study contributes to the business environment for companies wishing to manage price and sales promotions for consumer brands in regions with different features within an emerging market. As a theoretical contribution, this study fills an academic gap providing a dedicated price and sales promotion study to contrast regions in an emerging market.
