Attanasio et al. (JPE, 2002) have used microeconomic data on households to provide new estimates of the welfare costs of infiation using Bailey's unidimensional welfare measure as a basis for their calculations. Such a measure does not properly take into consideration lhe fact that the majority of households in their sample (58.7 percent) holds not only bank deposits and currency, but also a second type of interest-bearing assct. This work devises alternative formulas which account for the existence of bank deposits and a sccond interest-bearing asset in the economy, as well as for adoption decisions regarding alternative financiai technologies.

In this paper we construct and analyze a growth model with the following three ingredients. (i) Technological progress is embodied. (ii) The production function of a firm is such that the firm makes both technology upgrade as well as capital and labor decisions. (iii) The firm’s production technology is putty-clay. We assume that there are disincentives to the accumulation of capital, resulting in a divergence between the social and the private cost of investment. We solve a single firm’s problem in this environment. Then we determine general equilibrium prices of capital goods of different vintages. Using these prices we aggregate firms’ decisions and construct the theoretical analogues of National Income statistics. This generates a relationship between disincentives and per capita incomes. We analyze this relationship and show the quantitative and qualitative roles of embodiment and putty-clay. We also show how the model is taken to data, quantified and used to determine to what extent income gaps across countries can be attributed to disincentives.

This article studies the impact of longevity and taxation on life-cycle decisions and long-run income. Individuals allocate optimally their total lifetime between education, working and retirement. They also decide at each moment how much to save or consume out of their income, and after entering the labor market how to divide their time between labor and leisure. The model incorporates experience-earnings profiles and the return-to-education function that follows evidence from the labor literature. In this setup, increases in longevity raises the investment in education - time in school - and retirement. The model is calibrated to the U.S. and is able to reproduce observed schooling levels and the increase in retirement, as the evidence shows. Simulations show that a country equal to the U.S. but with 20% smaller longevity will be 25% poorer. In this economy, labor taxes have a strong impact on the per capita income, as it decreases labor effort, time at school and retirement age, in addition to the general equilibrium impact on physical capital. We conclude that life-cycle effects are relevant in analyzing the aggregate outcome of taxation.

We argue in this paper that executives can only impact firm outcomes if they have influence over crucial decisions. Based on this idea we develop and test a hypothesis about how CEOs’ power to influence decisions will affect firm performance: since managers’ opinions may differ, firms whose CEOs have more decision-making power should experience more variability in firm performance. Thus performance depends on the interaction between executive characteristics and organizational variables. By focusing on this interaction we are able to use firm-level characteristics to test predictions that are related to unobservable managerial characteristics. Using such firmlevel characteristics of the Executive Office we develop a proxy for the CEO’s power to influence decisions and provide evidence consistent with our hypothesis. Firm performance (measured by Tobin’s Q, stock returns and ROA) is significantly more variable for firms with greater values of our proxy for CEO influence power. The results are robust across various tests designed to detect differences in variability.

Asset allocation decisions and value at risk calculations rely strongly on volatility estimates. Volatility measures such as rolling window, EWMA, GARCH and stochastic volatility are used in practice. GARCH and EWMA type models that incorporate the dynamic structure of volatility and are capable of forecasting future behavior of risk should perform better than constant, rolling window volatility models. For the same asset the model that is the ‘best’ according to some criterion can change from period to period. We use the reality check test∗ to verify if one model out-performs others over a class of re-sampled time-series data. The test is based on re-sampling the data using stationary bootstrapping. For each re-sample we check the ‘best’ model according to two criteria and analyze the distribution of the performance statistics. We compare constant volatility, EWMA and GARCH models using a quadratic utility function and a risk management measurement as comparison criteria. No model consistently out-performs the benchmark.

Corporate governance has been in the spotlight for the past two decades, being subject of numerous researches all over the world. Governance is pictured as a broad and diverse theme, evolving through different routes to form distinct systems. This scenario together with 2 types of agency problems (investor vs. management and minorities vs. controlling shareholders) produce different definitions for governance. Usually, studies investigate whether corporate governance structures influence firm performance, and company valuation. This approach implies investors can identify those impacts and later take them into consideration when making investment decisions. However, behavioral finance theory shows that not always investors take rational decisions, and therefore the modus operandi of those professionals needs to be understood. So, this research aimed to investigate to what extent Brazilian corporate governance standards and practices influence the investment decision-making process of equity markets' professionals from the sell-side and buy-side. This exploratory study was carried out through qualitative and quantitative approaches. In the qualitative phase, 8 practitioners were interviewed and 3 dimensions emerged: understanding, pertinence and practice. Based on the interviews’ findings, a questionnaire was formulated and distributed to buy-siders and sell-siders that cover Brazilian stocks. 117 respondents from all over the world contributed to the study. The data obtained were analyzed through structural equation modeling and descriptive statistics. The 3 dimensions became 5 constructs: definition (institutionalized governance, informal governance), pertinence (relevance), practice (valuation process, structured governance assessment) The results of this thesis suggest there is no definitive answer, as the extent to which governance will influence an investment decision process will depend on a number of circumstances which compose the context. The only certainty is the need to present a “corporate governance behavior”, rather than simply establishing rules and regulations at firm and country level.

My dissertation focuses on dynamic aspects of coordination processes such as reversibility of early actions, option to delay decisions, and learning of the environment from the observation of other people’s actions. This study proposes the use of tractable dynamic global games where players privately and passively learn about their actions’ true payoffs and are able to adjust early investment decisions to the arrival of new information to investigate the consequences of the presence of liquidity shocks to the performance of a Tobin tax as a policy intended to foster coordination success (chapter 1), and the adequacy of the use of a Tobin tax in order to reduce an economy’s vulnerability to sudden stops (chapter 2). Then, it analyzes players’ incentive to acquire costly information in a sequential decision setting (chapter 3). In chapter 1, a continuum of foreign agents decide whether to enter or not in an investment project. A fraction λ of them are hit by liquidity restrictions in a second period and are forced to withdraw early investment or precluded from investing in the interim period, depending on the actions they chose in the first period. Players not affected by the liquidity shock are able to revise early decisions. Coordination success is increasing in the aggregate investment and decreasing in the aggregate volume of capital exit. Without liquidity shocks, aggregate investment is (in a pivotal contingency) invariant to frictions like a tax on short term capitals. In this case, a Tobin tax always increases success incidence. In the presence of liquidity shocks, this invariance result no longer holds in equilibrium. A Tobin tax becomes harmful to aggregate investment, which may reduces success incidence if the economy does not benefit enough from avoiding capital reversals. It is shown that the Tobin tax that maximizes the ex-ante probability of successfully coordinated investment is decreasing in the liquidity shock. Chapter 2 studies the effects of a Tobin tax in the same setting of the global game model proposed in chapter 1, with the exception that the liquidity shock is considered stochastic, i.e, there is also aggregate uncertainty about the extension of the liquidity restrictions. It identifies conditions under which, in the unique equilibrium of the model with low probability of liquidity shocks but large dry-ups, a Tobin tax is welfare improving, helping agents to coordinate on the good outcome. The model provides a rationale for a Tobin tax on economies that are prone to sudden stops. The optimal Tobin tax tends to be larger when capital reversals are more harmful and when the fraction of agents hit by liquidity shocks is smaller. Chapter 3 focuses on information acquisition in a sequential decision game with payoff complementar- ity and information externality. When information is cheap relatively to players’ incentive to coordinate actions, only the first player chooses to process information; the second player learns about the true payoff distribution from the observation of the first player’s decision and follows her action. Miscoordination requires that both players privately precess information, which tends to happen when it is expensive and the prior knowledge about the distribution of the payoffs has a large variance.

The implications of diversity still raise confusion in the cultural debate. We address them from both a formal and conceptual viewpoints, putting in check the validity of some arguments. We conclude that: measuring diversity demands key decisions and careful statistical procedures; ignorance on optimal diversity levels and on ways to generate them is widespread in the cultural field; there is no support for cultural diversity as something associated to fair economic and political systems; restriction to sheer economics requires the establishment of links between diversity and measurable properties – something rather incipient. Diversity, as a social choice, should be distinguished from it as an economic value.

Intends to analyse the Brazilian tripartite, paritarian and de-centralized model that manages the resources of FAT (Fundo de Amparo ao Trabalhador - Workers Protection Fund) in the employment public system of Rio de Janeiro. To reach the proposed objective, the first chapter begins with a discussion on the corporativism in Brazil, its configuration and the determinants that permitted changes in its arrangements throughout Brazilian trade-union history. In the second chapter is presented the Brazilian employment public system, and the programs and plans that forms it, and its structural characteristics; at the end, a discussion is made about why the employment system is considered as being an hibrid corporative structure. The third chapter presents how is structured the Rio de Janeiro State Employment Comission nowadays, its history and main decisions and programs, and then verifies how is ocurring the representation of political interests in the Rio de Janeiro employment system, how the politics is being integrated to the programs, and to which extension the de-centralization is ocurring according to the legal presumptions of the public politic. At the end, the analisys is concluded by some considerations that try to resume the conclusions raised by the proposed reflection.

A exigência de patamares crescentes de desempenho competitivo demanda abordagens inovadoras de gestão de resultados, capazes de mobilizar competências face à ineficácia das práticas tradicionais quanto à verificação da contribuição da força humana. O nascimento da idéia da revalorização do capital humano, ao estimular a humanização do trabalho, ratifica esta demanda ao buscar substituir a ruptura entre a empresa e os homens provocada pela lógica mecanicista. Pesquisas conduzidas por E. Lawler III revelaram que a construção de uma força laborativa motivada e comprometida decorre do envolvimento, obtido pela descentralização, disseminação de informações, intensificação do conhecimento e vinculação entre recompensas e resultados. A perspectiva humanista da gestão de resultados humanos é um desafio, por requerer o equilíbrio entre competitividade e compromisso ético com trabalhador, o que implica na ressignificação do conceito de avaliação, apenas possível a partir da redefinição das bases que fundamentam modelos e práticas de gestão. Este estudo analisa percepções da realidade organizacional que favorecem avanços em práticas de gestão de resultados ¿ substituição do julgamento pelo diálogo e proposição de um olhar plural para apoiar decisões de reconhecimento. Os resultados evidenciaram que a convivência de abordagens centradas no mercado com o mercado com o resgate da dignidade humana nas organizações não está no âmbito da utopia, antes se trata de um desafio a ser gerenciado.

The developed democracies only have results or crystallise, when the exercise of the government policies has two dimensions: the first one, is the dimension of the government decisions making: in which, the governor accomplishes the priorities and orientations submitted to the population by electoral decisions. Then the second dimension, is the functionality of the State: capable to transform policies into convergent actions for accomplishment of the negotiated results. The consolidation of the democracy and the consequent increase of the social demand by decisions and public and government lawsuits, able to generate results that attend collectively the different levels of the society and able to aggregate and articulate additional values to their interests, imposes to the public sector administration, great challenges of public policies. Nowadays, the indispensable condition to guarantee a minimum governmental benchmark, it to overcome these challenges, in the plan of the public administration, demanded for the promotion of the economic development, in the democratic scope, to reach the politician-institutional values of the society. However, It is undeniable, the universality of the challenges of public administration that consequently, are the effects of modern administrative systems. To attempt the best result, the mast satisfy the attributes of speed, flexibility, integration and innovation, amongst others. The diffusion of guided doctrines of public management by results is reflecting in the institutionalization of new types of bureaucratic activities and amongst this context, it is distinguished as a basic importance of what we call Performance Audit. This work intends to describe how the control organs and especially the Accounts Court of the Union, the sensitive demands of the society, and attending to new constitutional order, they are structuring itself to face the new organizational and institutional challenges, in consequence of the gradual redefinition of your task, more and more liable uncertainties, current of the intimate nature of the performance audit, in development, face the traditional audit, which characterizes them in general. Therefore, the main goal of this these, is the analysis of the organizational challenges and consequently ,the lawsuits changes of the organizational structures faced in general by the Brazilian¿s Accounts Courts, which we believe, will help to elaborate paths of propulsive evaluating and restrictive elements to the innovations that are intended to introduce the systems of necessary control in the evaluation of government programs.

O propósito primeiro desta dissertação foi o de mostrar, por meio de um estudo de caso, o da ACEPLAC, a aplicação do conceito de motivação como fator de criatividade e incremento de produção, em empresas de médio porte, sustentado por um modelo de gestão e de projetos de recompensa. Buscou-se justificar tal modelo pela observação sistemática dos esforços de trabalho, que se mostraram capazes de manter a motivação organizacional, apesar de sua volatilidade e voluntariedade. O método visava a trazer a experiência no campo concreto para o campo do conhecimento. Para isto, dividiu-se o longo processo em passos distintos, em que a obtenção de um arcabouço teórico sobre o complexo fenômeno que representa a motivação para o trabalho revelou-se o inequívoco ponto de partida. O estudo das várias características desse fenômeno e das inúmeras contribuições apresentadas desde Elton Mayo e Mary Follet até os dias atuais permitiu a construção de instrumental seguro para a análise crítica da realidade observada. Fez-se a opção de desenvolver a análise por meio do estudo de caso selecionado, uma vez que se pretendia ligar as abordagens teóricas à prática de modelos eficazes. O objetivo foi sinalizar para executivos e gerentes de empresas de médio porte aspectos relevantes para sua constituição e operacionalização, criando, assim, um panorama sobre a temática capaz de gerar novas alternativas para a tomada de decisão relativa ao assunto. Esse modelo é significativo porque conseguiu reduzir os aspectos voláteis e maximizar a voluntariedade dos empregados. O referido caso é rico em experiências, decisões e exemplos que podem ser adaptados e levados a outras empresas do mesmo porte. A análise criteriosa de todo o material de pesquisa levantado possibilitou a confirmação da afirmativa inicial, a qual priorizava a motivação como fator de criatividade e incremento de produção nas empresas de médio porte. Essas conclusões culminaram com a implantação do referido modelo, em maio de 1994, na Acesita Placas S/A - ACEPLAC.

Pesquisas recentes nos campos das Finanças e de Economia Industrial vêem mostrando que as decisões de financiamento corporativo são interdependentes de decisões relativas ao mercado de produtos. As teorias apresentadas apóiam-se na responsabilidade limitada dos detentores do capital próprio para construir modelos nos quais a dívida é utilizada estrategicamente. Altos níveis de endividamento tendem a favorecer o acirramento da concorrência e a produzir resultados piores do que numa situação de conluio, provocando a adoção de mecanismos de limitação da alavancagem e da concorrência pelo oligopólio. Evidências indicam que firmas alavancadas suavizam a concorrência enquanto firmas menos ou não alavancadas tornam a concorrência mais acirrada ante a presença de um rival mais alavancado. Dados de corte seccional das firmas participantes do mercado brasileiro de aços planos ao carbono foram tratados pelo método econométrico para verificar o comportamento da variável de endividamento tendo como variáveis explicativas de interesse os preços praticados e as quantidades vendidas pelas firmas e, como variáveis de controle, algumas dentre aquelas sugeridas pela teoria da estrutura de capital. Os resultados mostram evidências de que a variável de concorrência "preço" influencia as decisões de estrutura de capital das firmas siderúrgicas produtoras de aços planos e que a correlação com a alavancagem é positiva. No entanto, nenhuma conclusão pôde ser obtida sobre a variável quantidade. Cálculos adicionais produziram resultados que são indicativos de iniciativas de aumento de concorrência pelas firmas mais alavancadas da indústria, como redução de preço, aumento de lucratividade e maior participação de mercado, sugerindo que as circunstâncias de expansão de demanda favorecem a ruptura do conluio.

O objetivo desta dissertação é analisar a construção social da política antitruste no Brasil, focando no papel dos economistas e de suas teorias na prática organizacional do Conselho Administrativo de Defesa Econômica (CADE). Com base na sociologia econômica contemporânea, a pesquisa traça um histórico institucional da política e do órgão antitruste argumentando que o conhecimento econômico, ao ser utilizado e institucionalizado na prática organizacional da agência, tornou as decisões jurídicas uma questão econômica e acabou construindo uma poderosa ferramenta de performatividade da teoria econômica. A dissertação busca realçar o processo político performativo de economicização implícito na construção isomórfica de políticas econômicas.

A criação de poder compensatório decorrente da ação concertada daqueles prejudicados em uma relação de poder assimétrica pode gerar aumento de bem-estar social. O desenvolvimento analítico a partir da estrutura proposta por Dobson et al. (1998) permite constatar que as condições para que sejam verificados os efeitos positivos são restritivas e estão diretamente relacionadas ao reconhecimento da interdependência e à cooperação entre os agentes envolvidos. Foi possível observar também que, diferentemente do que previu a análise de Dobson et al. (1998), a criação de poder compensatório pode ter efeitos positivos em termos de bem-estar, ainda que as partes não reconheçam sua interdependência e não cooperem entre si – o que depende da relação das elasticidades-preço da demanda e da oferta. A despeito da possibilidade de efeitos benéficos, as doutrinas de defesa da concorrência brasileira e nas demais jurisdições, como EUA e Comunidade Européia, aplicam de maneira equivocada o conceito de poder compensatório ou ignoram por completo sua existência. Há que se considerar, contudo, que o objetivo da política antitruste e o da criação de poder compensatório estão alinhados: equilíbrio de assimetrias de poder nas relações entre os agentes, coibindo o exercício abusivo do poder de uma das partes na transação. Verifica-se, portanto, uma incongruência entre a jurisprudência e a teoria econômica. O conflito na aplicação do conceito de poder compensatório pela doutrina antitruste pode ser nitidamente observado no mercado de saúde suplementar brasileiro. Um fenômeno verificado nesse setor é a coordenação de médicos em cooperativas para fazer frente ao exercício de poder de compra por parte das operadoras de planos de saúde. Essa ação concertada tem sido condenada pelas autoridades de defesa da concorrência com base na interpretação de que a coordenação entre médicos constitui formação de cartel, passível de condenação pelas autoridades antitruste. A análise empírica corrobora as proposições teóricas: no setor de saúde suplementar, pelo menos na dimensão preço, existe a possibilidade de efeitos positivos associados ao poder compensatório. Destaca-se, contudo, que esse resultado estaria associado às cooperativas condenadas pelo CADE, que devem representar o grupo de associações que efetivamente deteriam poder econômico para equilibrar a assimetria de poder na negociação com as operadoras de planos de saúde. Diante dessa constatação, é importante reavaliar as decisões do CADE acerca das cooperativas médicas enquanto política pública que visa aumentar o bem-estar social.
