This manuscript demonstrates that voters have nothing to be afraid of when new hard budget constraint legislation is implemented. Our claim is that this kind of legislation reduces the asymmetry of information between voters and incumbents over the budget and, as a consequence, the latter have incentives to increase the supply of public goods. As a nationwide institutional innovation, the Fiscal Responsibility Law (FRL) is exogenous to all municipalities; therefore, there is no self-selection bias in its implementation. We show that public goods expenditure increases after the FRL. Second, this increase occurs in municipalities located in the country’s poorest region. Third, our findings can be extended to the supply of public goods because the higher the expenditure with health and education, the greater the probability of incumbents being re-elected. Finally, there exists a “de facto” higher supply of public goods in education (number of per capita classrooms) after the FRL.

A contractive method for computing stationary solutions of intertemporal equilibrium models is provide. The method is is implemented using a contraction mapping derived from the first-order conditions. The deterministic dynamic programming problem is used to illustrate the method. Some numerical examples are performed.

The objectives of these notes are two. The first objective is to analyze whether the strategy of growth with absorption of foreign savings leads to a trajectory of the economy that is sustainable in the long run. The second one is to evaluate the possibility of success of a policy of administered devaluation of the exchange rate in Brazil.

We present explicit formulas for evaluating the difference between Markowitz weights and those from optimal portfolios, with the same given return, considering either asymmetry or kurtosis. We prove that, whenever the higher moment constraint is not binding, the weights are never the same. If, due to special features of the first and second moments, the difference might be negligible, in quite many cases it will be very significant. An appealing illustration, when the designer wants to incorporate an asset with quite heavy tails, but wants to moderate this effect, further supports the argument.

Highly indebted countries, particularly the Latin American ones, presented dismal economic outcomes in the 1990s, which are the consequence of the ‘growth cum foreign savings strategy’, or the Second Washington Consensus. Coupled with liberalization of international financial flows, such strategy, which did not make part of the first consensus, led the countries, in the wave of a new world wide capital flow cycle, to high current account deficits and increase in foreign debt, ignoring the solvency constraint and the debt threshold. In practical terms it involved overvalued currencies (low exchange rates) and high interest rates; in policy terms, the attempt to control de budget deficit while the current account deficit was ignored. The paradoxical consequence was the adoption by highly indebted countries of ‘exchange rate populism’, a less obvious but more dangerous form of economic populism.

Este artigo procura identificar o papel de restrição ao crédito sobre a decisão de investimento em capital humano no Brasil. Para tanto é usada a hipótese de que custos diretos e de oportunidade de estudar afetam pessoas restritas e não restritas por crédito de forma diferente. Enquanto o custo de oportunidade afeta a todos de forma similar, o custo direto afeta mais fortemente aqueles restritos ao crédito. A partir da estimação de taxas de retorno à educação com o uso de diferentes variáveis instrumentais é possível lançar luz sobre o papel da restrição ao crédito sobre escolaridade. Ao comparar as taxas de retorno utilizando como instrumento a oferta relativa de professores (Proxy dos custos diretos) e salário mediano dos jovens (variável de custo de oportunidade), encontramos uma acentuada diferença no ponto estimado, indicando a existência de efeito da restrição sobre escolaridade. Entretanto, o mau desempenho do segundo instrumento no segundo estágio torna problemática a comparação.

Explaining the Brazilian economic growth performance during the 20th is a challenging task to academics. As shown, Brazil had already experienced faster growth and recently it is far from such belle époque. Most explanation lies on conventional frameworks. This paper assesses the Thirlwall’s balance-of-payments constraint model to Brazilian economic growth in the period 1900-2005, highlighting the importance of the terms of trade. The results show, first, that the terms of trade are significant in the estimation of import demand function and change the income elasticity, especially in the first period of the sample (1900-1970), and, second, when the simplest Thirlwall’s model is controlled by terms of trade, it seems that such variable is important through export growth, which cause changes in economic performance.

This paper assesses the relationship between the capital account and the Brazilian economic growth according to balance-of-payments constraint approach. The Thirlwall (1979)´s simple rule is extended to take into consideration capital account and several empirical evidence using time series analysis are shown. Conversely to the simple rule when fitted rates of balance-of-payment equilibrium economic growth average bellow the observed ones, fitted rates of growth using the rule extended to international liquidity are consistently greater than the observed ones. It is fair to conclude that, first, the Brazilian economy grows better during abundant international liquidity and, second, the economy sub utilizes such advantage growing far less than it could grow.

We live in an unjust world characterized by economic inequality. No liberal theory of justice is able to justify it. Inequality is not “solved” with equality of opportunity or meritocracy. Nor by the socialist and republican critique. The poor will have to count with them and with democracy to make social progress reality. In their political struggle, they will face one economic constraint: the expected profit rate must remain attractive to business investors. Yet, giving that technological progress in increasingly capital-saving, this economic constraint does not obstruct that wages grow above the productivity rate and inequality is reduced. What really is an obstacle to social justice in the rich countries is, on one hand, the power that capitalist rentiers retain and financists acquired, and, on the other, the competition originated in low wage countries.

We establish a general Lagrangian for the moral hazard problem which generalizes the well known first order approach (FOA). It requires that besides the multiplier of the first order condition, there exist multipliers for the second order condition and for the binding actions of the incentive compatibility constraint. Some examples show that our approach can be useful to treat the finite and infinite state space cases. One of the examples is solved by the second order approach. We also compare our Lagrangian with 1\1irrlees'.

Brazil has a substantial share – about 60% by some measures - of its employees working without labor registry and 62% of its private sector workers not contributing to social security. Informality is important because its job precaurioness, social desprotection consequences, and it is also very correlated with poverty and other social welfare concepts measured at a family level. 58% of the country population that is found below the indigent line live in families headed by informal workers. The complexity of the informal sector is derived from the multiple relevant dimensions of jobs quality. The basis used for guiding policy interventions depends on which effect of informality one is interested such: as lowering job precaurioness, increasing occupational risks, increasing the degree of protection against adverse shocks, allowing that good oportunities to be taken by the credit provision, improving informal workers families living conditions, implementing afirmative actions, reducing tax evasion etc. This report gauges various aspects of the informal sector activities in Brazil over the last decades. Our artistic constraint are the available sources of information. The final purpose is to help the design of policies aimed to assist those that hold “indecent” jobs

Dentro da literatura de Comportamento do Consumidor e Teoria da Decisão existe considerável corpo teórico que analisa sentimentos negativos e reações adversas no processo decisório de compras de produtos de alto e baixo envolvimento. Vários fenômenos são identificados como negativos no processo, principalmente a Confusão do Consumidor, que compreende três dimensões: i) muitas informações similares sobre produtos, ii) muitas informações sobre diferentes produtos e iii) informações falsas e ambíguas. Tal fenômeno, no entanto, parece ser moderado por um conjunto de variáveis, como o Envolvimento, a Experiência e a Restrição de Tempo (moderadoras da relação entre Confusão do Consumidor e Intenção de Compra). Este fato foi identificado através de entrevistas em profundidade. Os resultados das entrevistas permitiram identificar as variáveis moderadoras, assim como a existência do fenômeno e sua relação com a decisão final de compra. Na segunda fase da pesquisa, supõe-se que indivíduos com baixo Envolvimento e Restrição de Tempo possuam uma propensão maior à confusão. No Estudo 2 foram utilizados como moderadores o Envolvimento e a Restrição de Tempo, ambos manipulados por instrução, sendo as variáveis dependentes a Intenção de Compra e a Confusão do Consumidor. Os resultados do Estudo 2 permitiram inferir que existem diferenças significativas entre os grupos, quando analisada a variável Confusão do Consumidor, mas, em alguns grupos, a Intenção de Compra não era significativamente diferente. No Estudo 3 foram manipuladas a Experiência (forte e fraca) e a Confusão do Consumidor, sendo a variável dependente a Intenção de Compra. Os resultados do Estudo 3 também permitiram inferir que existem diferenças significativas entre os grupos na Intenção de compra, quando consideradas baixa ou alta confusão, assim como Experiência forte ou fraca. Na última fase da pesquisa foram destacadas as estratégias dos consumidores para lidar com o fenômeno Confusão do Consumidor. Tais estratégias, muitas vezes, são mediadoras de comportamentos posteriores, como a compra do produto. No Estudo 4 manipulou-se a Confusão do Consumidor em duas de suas dimensões. Foi possível destacar a preponderância da estratégia por busca de informações e postergação da decisão, quando o consumidor se depara com situações confusas.
