The increase in the number of natural disasters, as well as their social and economic effects, in recent years, has raised a larger collection, by the media, population and control organs, in the members of the Civil Defense system on the reduction of their effects on society, given that the same has been increasingly overwhelming. To this end, the research analyzes the screen because of the Civil Defense system, historically, have focused their actions, programs and public policies on disaster management, i.e. in the response and recovery at the expense of disaster risk management, i.e. on prevention, preparedness and mitigation of the same, given that the same cannot be avoided, but its effects Yes decreased.This arrangement is studied from the literature review, interviews and field visits. Thus, it was found that the resposabilização ratio and Reduction of risk of disasters that the higher the enforcement and accountability greater and consistent are the number of actions, programmes and public policies aimed at prevention, preparedness and mitigation, i.e. for disaster risk reduction management.

Estudo sobre ação civil pública e sua utilização na defesa de di rei tos essencialmente individuais. Análise do rol de legitimados para ajuizar esta ação. Presença de interesse social que justifica a propositura da ação civil pública na defesa de di rei tos individuais disponíveis homogêneos pelo Ministério Público. Garantia do acesso pleno à justiça através da atuação do Ministério Público. Estudo de caso que demonstra a ineficiência, em algumas hipóteses, das ações individuais. Verificação dos benefícios da propositura de uma ação civil pública: acesso à justiça, economia processual, segurança jurídica e evitar a ilicitude lucrativa.

This thesis aims to examine the contribution of civilian presence towards the establishment of civil control over the military under civilian perspective in the Ministry of Defense. Using a qualitative approach this research aimed to present a new point of view of civil participation in the administration of the Defense folder, usually addressed through military perception. Interviews were conducted with 11 civil servants working in the Ministry in order to capture their perception on civilian participation on their field of operation. Highlighting the strong military culture present in the field, the interaction between civilian and military and the qualification and training of civilians working in the field. Evidence collected focused on the control suggest that, in contrast to the official discourse and despite the advances made in recent years, civilian control of the process still needs to progress and reach key elements in order to be deemed to be established.
