The influence of the national culture on consumer decision-making styles is investigated using a sample of Americans, Brazilians, Chinese, and Japanese consumers who have purchased a cell phone in the past three years. To make the research possible, a survey was used as a method of data collection. It relates Hofstede’s cultural classification typology with Sproles and Kendall’s consumer style inventory (CSI). The multivariate analysis of variance (MANOVA) results indicate six decision-making styles together with other consumer behavioral characteristics that can be used to distinguish and profile consumers who purchase cell phones. Empirical findings reveal that among Americans, Brazilians, and Japanese; Americans are the most quality conscious, brand conscious, innovative, and hedonistic shoppers; Brazilians are the most loyal, and Japanese, the most confused by overchoice consumers. Conceptual contributions and managerial implications are discussed.

The consolidation of the democracy and the consequent increase of the social demand by decisions and public and government lawsuits, able to generate results that attend collectively the different levels of the society and able to aggregate and articulate additional values to their interests, imposes to the public sector administration, great challenges of public policies. The research identifies the several players that integrate the market, their evident strategic goals, and those that are not so, besides of the powers¿ resources used to reach them, by DiMaggio and Powell¿ vision. Thus, it tries to show, through a historic linear description, and emphasis in the determinant facts, the evolution of the market¿s constitution. The study demonstrates that the field had formed from several Estate¿ actions, basically after the past seventy¿ decade, as result of a alternative Government¿ strategy towards a Brazilian population¿s dissemination plan of health¿ services that enforced the institutionalization of isomorphic structures, with a strong internal interaction and a hierarchy between kinds of values, that had emphasized the health¿ symbol as a citizenship¿s value.
