This paper applies an endogenous lobby formation model to explain the extent of trade protection granted to Brazilian manufacturing industries during the 1988- 1994 trade liberalization episode. Using a panel data set covering this period, we find that even in an environment in which a major regime shift has been introduced, more concentrated sectors have been able to obtain policy advantages, that lead to a reduction in international competition. The importance of industry structure appears to be substantial: In our baseline specification, an increase in concentration by 20% leads to an increase in protection by 5%-7%.

This paper develops a framework to test whether discrete-valued irregularly-spaced financial transactions data follow a subordinated Markov process. For that purpose, we consider a specific optional sampling in which a continuous-time Markov process is observed only when it crosses some discrete level. This framework is convenient for it accommodates not only the irregular spacing of transactions data, but also price discreteness. Further, it turns out that, under such an observation rule, the current price duration is independent of previous price durations given the current price realization. A simple nonparametric test then follows by examining whether this conditional independence property holds. Finally, we investigate whether or not bid-ask spreads follow Markov processes using transactions data from the New York Stock Exchange. The motivation lies on the fact that asymmetric information models of market microstructures predict that the Markov property does not hold for the bid-ask spread. The results are mixed in the sense that the Markov assumption is rejected for three out of the five stocks we have analyzed.

A presente dissertação objetiva demonstrar que o Cadastro Positivo, como instrumento que permite o aumento do acesso ao crédito, pode ser considerado um dos fatores a proporcionar o desenvolvimento social. Nesse sentido, apresentaremos as posições que norteiam o instituto da privacidade como direito fundamental e como “valor intermediário”, tudo considerando o contexto dos bancos de dados de proteção ao crédito. Apresentaremos, ainda, dados obtidos em pesquisa que buscou conhecer as impressões dos consumidores da cidade do Rio de Janeiro em relação à criação Cadastro Positivo, bem como buscou verificar o nível de preferência desses consumidores em relação à possibilidade de aumento do acesso ao crédito e a privacidade, tendo em vista os limites jurídicos impostos ao tratamento das informações positivas pelos bancos de dados. Demonstrar-se-á que apesar de o Brasil viver um momento de transformação em relação ao tema por conta da criação da Lei 12.414/11, ainda, existem muitos desafios a serem superados por conta da nossa estrutura jurídica e costume social.

O estudo empírico busca verificar o quanto são reconhecidas pelo Judiciário as decisões administrativas da ANEEL envolvendo relações de consumo. Em especial, o tratamento dado às Resoluções 414/10 e 456/00. Na primeira parte, expõe-se o problema a ser investigado. Na segunda parte, descreve-se o objeto de pesquisa e a justificativa da escolha temática. Na terceira parte, descreve-se a metodologia utilizada. Na quarta parte, descreve-se e analisa-se os dados empíricos obtidos, apontando conclusões preliminares.

This paper investigates income tax revenues response to tax rate changes taking into consideration that cash-cum-in-kind transfers are used as a redistributive package to the community. First, we show that when cash and in-kind transfers are not tied to be substitute instruments, a marginal income tax increase may unambiguously decrease the quantity supplied of labor (and tax revenues therein). Next, we show that whenever the government chooses the optimum provision for the publicly provided good the tax revenue function has a negatively-sloped part with respect to tax rates except for one case. Last, we consider Brazilian data - PNAD - from 1976 to 2008 to test our theoretical implications. Our estimations suggest a weak evidence in favor of the existence of a La er-type curve for Brazilian income tax revenues data. Moreover, wend that the actual average income tax rate seems to be below the estimated optimum level. In a shorter sample from 1996-1999, we nd evidence that labor supply decreases with tax rate when cash and in-kind transfers are in play. Using a pseudo-panel from the same shorter sample, we try to estimate the elasticity of taxable income, following Creedy and Gemmell (2012) and Saez et al. (2009). We explore a small tax reform between 1997 and 1998 that a ected only the higher income tax bracket, and evidence that Brazil is on the revenue reducing side of the La er Curve, at least for individuals in the higher income tax bracket.
