Much research has explored the relationship between economics and elections, and scholars have begun to explore how institutions mediate that link. However, the relationship between presidential institutions and electoral accountability remains largely unexplored in comparative politics. Because voters in presidential systems can cast votes for executive and legislative elections separately, we have good reasons to suspect that the institutions of presidentialism might generate different forms or degrees of accountability than parliamentarism. Powell and Whitten (1993) suggest that the partisan or institutional “clarity of responsibility” might mediate the relationship between economics and elections: when responsibility for outcomes is clear, the relationship should be strong, and vice-versa. I develop this notion for use in presidential systems, and explore executive and legislative elections in 24 countries. The results indicate that economics always influences the incumbent vote in executive elections, regardless of the partisan or institutional clarity of responsibility. Economics also affects vote swings in legislative elections, but the institutional clarity of responsibility does mediate this relationship: legislative accountability for national economic outcomes is lowest when clarity of responsibility is highest, a situation that arises when the president is relatively more powerful and the bases for electing legislators and the president differ. By providing an empirical basis for a discussion of accountability under presidentialism, these findings contribute to important debates in comparative politics.

This paper explores the institutional change introduced by the public disclosure of an education development index (IDEB, Basic Education Development Index) in 2007 to identify the e ect of education accountability on yardstick competition in education spending for Brazilian municipalities. Our results are threefold. First, political incentives are pervasive in setting the education expenditures. The spatial strategic behavior on education spending is estimated lower for lame-ducks and for those incumbents with majority support at the city council. This suggests a strong relation between commitment and accountability which reinforces yardstick competition theory. Second, we nd a minor reduction (20%) in spatial interaction for public education spending after IDEB's disclosure | compared to the spatial correlation before the disclosure of the index. This suggests that public release of information may decrease the importance of the neighbors` counterpart information on voter`s decision. Third, exploring the discontinuity of IDEB`s disclosure rule around the cut-o of 30 students enrolled in the grade under assessment, our estimates suggest that the spatial autocorrelation | and hence yardstick competition | is reduced in 54%. Finally, an unforeseen result suggests that the disclosure of IDEB increases expenditures, more than 100% according to our estimates.

Convênios estão sendo cada vez mais usados na implementação de programas e na prestação de serviços públicos, como uma ferramenta de administração para compartilhar poder e autoridade com os parceiros do governo na tomada de decisões. O objetivo deste estudo foi avaliar se a estrutura (framework) de governança dos convênios firmados entre o Estado do Rio de Janeiro e diversos municípios para a implantação de obras públicas tem sido adequada. Em particular, verificar se essas ações públicas descentralizadas atendem aos princípios da liderança, do interesse público, da transparência e da accountability, oferecendo, aos stakeholders e aos cidadãos, meios apropriados para que também exerçam o controle social sobre a execução das ações governamentais. Nesta pesquisa, foram examinadas as principais questões referentes à efetiva participação em convênios, identificados os atributos desejáveis desses acordos de cooperação, assim como algumas boas práticas de implementação. Na avaliação, constata-se que a accountability ao legislativo é fraca e que a boa governança nem sempre está assegurada, dada a reduzida capacidade de celebrar, acompanhar e fiscalizar a execução, assim como de avaliar os resultados e as prestações de contas.

o objetivo desta pesquisa foi explorar a relação existente entre a literatura sobre as técnicas de auditoria analítica e as técnicas efetivamente utilizadas pelas empresas de auditoria independente com sede ou escritório no Brasil. Buscou-se analisar quais os principais problemas encontrados na utilização dessas técnicas, além de verificar se havia diferença quanto ao uso de técnicas de auditoria analítica mais sofisticadas, pelo fato de serem essas empresas de origem nacional e/ ou estrangeira (capítulo 1). Na revisão de literatura, procurou-se resumir e sumariar a evolução das técnicas de auditoria analítica em face do crescimento, em tamanho e complexidade, da empresa moderna, e sofisticação dos sistemas contábeis e dos controles internos respectivos, de modo a evidenciar as vantagens de sua utilização por parte das empresas de auditoria independente (capítulo 2). A seguir, evidenciou-se a metodologia utilizada na_ pesquisa e a respectiva , razão de seu emprego, desenvolvendo-se um plano de referência sobre as técnicas de auditoria analítica para ser testada neste trabalho (capítulo 3). A descrição dos casos, realizada através da aplicação do questionário em oito empresas, está reunida neste capítulo, onde cada caso é descrito individualmente (capítulo 4). Os resultados obtidos foram analisados de acordo com cada item do questionário e possibilitaram uma análise abrangente das técnicas de auditoria analítica utilizadas pelas firmas de auditoria independente no Brasil (capítulo 5). Finalmente, são apresentados o resumo e as conclusões da pesquisa à luz dos fundamentos teóricos, apresentando-se recomendações e sugestões para novas pesquisas (capítulo 6).

o objetivo deste estudo foi explorar a relação existente entre a li teratura sobre procedimentos de auditoria de PED e os procedimentos efetivamente utilizados pelas seis empresas de auditoria contábil no Brasil. Bus cou-se identificar a diferença entre os procedimentos de auditoria de PED utilizados pelas empresas nacionais e os utilizados pelas empresas de ori gem estrangei ra (Capitulo I). Na revisão de literatura, apresentam-se os atuais conhecimentos so bre a auditoria externa em empresas que utilizam sistemas complexos de com putador e as perspectivas previsiveis para o futuro (Capltulo 11). A seguir, apresenta-se a metodologia utilizada, justificando-se as razões de seu emprego neste tipo de estudo exploratório (Capltulo lU). Entrevistas utilizando um questionário contendo,em sua maioria, que~ tões abertas, possibilitaram uma descrição dos procedimentos de auditoria externa empregados pelas empresas de auditoria em clientes que utilizam computador (Capitulo IV). Os resultados obtidos possibilitaram uma análise dos procedimentos de auditoria de PED utilizados pelas seis empresas de auditoria pesquis~ das (Capitulo V). Finalmente, relacionando-se os resultados ã literatura existente, sao apresentadas conclusões, formuladas recomendações e sugeridos novos es tudos (Capitulo VI).

The auditing role in the contemporaneous business environment, and increasing interest in and demand for governance and transparency, has become an element even more important to the society, as a whole, in order to build solid basis to the development of businesses and generation of wealth through technical knowledge, independence, transparency, credibility, and ethics. Nevertheless, the external financial audit industry in the world and also particularly in Brazil has faced several challenges which threaten its success and evolution. In this sense, since the external audit industry in Brazil has been immersed in a deep crisis with features that are explored through this study, allow me to create an analogy over this study saying that the external financial audit industry is like a sick person with a chronic disease, but the disease has not yet been diagnosed and the person has been dealing with the isolated symptoms. This person, the external audit industry, has struggled with this disease for many years and it is getting worse. It is fundamental to highlight that the challenges faced by the external audit industry in Brazil, ultimately, have not harmed the industry only, but they also materialize themselves as chronic issues for the corporate governance and the capital markets since they harm every interested party. In my point of view, the hardest affected are the investors or shareholders whose interest the independent auditor’s work seeks to preserve. Therefore, the purpose of this study is to have a picture of the challenges faced by the external audit industry in Brazil and understand those challenges as a requirement to analyze the potential alternatives to solve them or, analogically, to diagnose this disease. The research purpose is to map and identify the challenges faced by the external audit industry in Brazil based on the understanding of professionals seasoned in the area. Those challenges are mapped and understood through a methodological approach, a questionnaire answered by auditors with experience in the Brazilian auditing market. The challenges were preliminarily listed based on over 16 years of experience of the author in the area of auditing and financial and accounting services, discussions and interviews about the topic with seasoned professionals, and analyses of pieces of news, publications and academic studies. The questionnaire was used in order to validate the challenges, observations, perspectives, and perceptions gathered through those resources. Despite of the fact that the study is highly relevant, it was not found, through my research, other analyses on this topic with a similar approach which is intended by this study. It looks like the external audit industry in Brazil has walked through these new age dealing with problems on a daily basis and the real challenges of the industry may be concealed by the economic conditions in Brazil and other explanations. As in any problematic scenario, in which a critical analysis is needed, having an accurate picture and understanding of the challenges is a crucial step to start exploring alternatives to address them.

O presente trabalho aborda a relação histórica entre o Homem e o Risco, com ênfase nas relações contemporâneas, passando pela Ética Empresarial e pela Governança Corporativa, que têm por objetivo disciplinar as relações do capital com base nos princípios de eqüidade, transparência e prestação de contas, além do respeito às leis, regulamentos, normas, tanto formais quanto informais ou de mercado, e os aspectos éticos intrínsecos e culminando com a Lei Sarbanes-Oxley. Mais do que aproximar o investimento da produção, esse conjunto alicerça a confiança mútua, tornando-se arena de negócios entre atraídos e atraentes, ou seja, investidores e empresas. Estabelece, também, uma oportunidade para as empresas aumentarem suas origens por ação direta do patrimônio líquido, não implicando, portanto, em ônus dissociado do retorno, premiando, sob vários enfoques, a rentabilidade com responsabilidade social e percepção dos outros públicos inerentes ao negócio - stakeholders.

This study aims to understand how can the Ombudsman Office in the Central Bank of Brazil - the national monetary policy authority - contribute towards its interaction with society, especially regarding its customer service center. Social control over the government appears to be vital to the governments be responsive and pursue the public interest. The Ombudsman Office can be one instrument of social control. This research is a case study. The study presents the term ombudsman in the world and also its equivalent in Brazil - "ouvidor". Next, concepts related to public administration and accountability are approached. It was verified that the Ombudsman office can be effective in helping the social control of Central Bank of Brazil. Moreover, the Ombudsman Office brings a lot of valuable knowledge to this organization, mainly regarding its social role and its internal processes.

The purpose of this study is to identify the strategic vision of the Internal Audit Department of Petrel Brasileiro S.A. PETROBRAS, in comparison with the audit function's proposals and practices in competitive organizations and their reality. It also aims at the verification of the possible solutions, within Petrobras itself, so as to constantly add value to the business and to the shareholders. With this in mind, a research was carried out, contemplating the conceptual proposals and market practices related to auditing and to the current diagnosis and the organizational model of Petrobras, so as to choose elements for comparison and analysis of such vision. The results of this research pointed in the direction of questioning the organizational value of the internal audit action, concluding that it will only be possible to continuously attain such value by means of a permanent coordination with the organization's strategic level. This is especially true if the audit action participates effectively in the process of Corporate Governance, in defining the risks, the internal control system and the measurement of corporate performance, as related to the development of the strategic plan. However, any action along these lines is still heavily impacted and limited by several aspects of culture and relationship of the organizational power as well as by the beliefs of the organization and of the body of auditors. The involvement of the auditors as employees was also considered relevant in the auditing process, by means of the participation of the audited entities in self assessment2. This procedure is still not sufficiently guaranteed by successful experiments in major organizations, considering that there is not a clear demonstration of the effective benefits of adopting this practice, as ompared to the central control, seldom shared but strongly monitored by integrated information systems. Finally, this research points to the need to renew the concept of the formation and role of the auditors in modern competitive organizations, in the face of information technology and of automation of the instrument controls of the business. Therefore, one may conclude that the trend will be toward an action aiming at the revision of formal internal control matrixes, as they are established in such systems. On the other hand, the majority of audit human resources will be increasingly deployed to the evaluation of risk and control, as related to relevant events of a more abstract nature, as in the case of those connected with the uncontrollable factors of the external environment.

Essa dissertação trata de algumas variáveis que podem influenciar a percepção dos consumidores no contexto de análises comparativas de preços durante o processo de compra. As variáveis estudadas foram: a forma de apresentação das ofertas dos produtos, a escolaridade dos participantes do estudo e a familiaridade para com o uso do produto. A importância desse estudo está fundamentada na necessidade de entendimento de como a percepção de vantagem na aquisição de produtos ocorre na presença das variáveis de influência estudadas, com o propósito prático de aplicação dos resultados no mercado varejista. A pesquisa foi realizada por meio de um estudo empírico, na cidade de São Luís ¿ MA, utilizando uma amostra de cento e noventa e duas pessoas, divididas igualmente entre estudantes de escolaridade média e superior. Os participantes do estudo avaliaram situações de compra em cenários fictícios com formas de apresentação de ofertas distintas, em que a percepção de vantagem foi avaliada em função das escolaridades e das familiaridades utilizadas no estudo. A base teórica para desenvolvimento do trabalho considerou a Teoria dos Prospectos de Kahneman e Tversky (1979) e a Teoria da Contabilidade Mental de Thaler (1985). Em função da natureza da base de dados foram utilizados testes não-paramétricos de Friedman, Kruskal-Wallis, Wilcoxon e Mann-Withney. Os resultados obtidos confirmaram as hipóteses levantadas e geraram subsídios para pesquisa futura envolvendo o aspecto familiaridade relacionada às marcas. A presente dissertação versa sobre o uso da Tecnologia da Informação e Comunicação aplicada aos processos de gestão pública à luz dos conceitos de eficácia, eficiência e accountabítlity. Para tanto, este estudo se funda sobre dois marcos teóricos. O primeiro trata do desenvolvimento científico-tecnológico e suas implicações na construção de uma sociedade resultante da interação da microeletrônica, da informatização e da telecomunicação. O segundo diz respeito à reforma do Estado Brasileiro, num contexto em que se discute a necessidade de torná-lo mais ágil, flexível e mais responsável perante a sociedade. Metodologicamente, valemo-nos do estudo de caso múltiplo, no qual analisamos o Pregão Eletrônico utilizado pelo Governo Federal para aquisição de bens e serviços nos moldes do leilão reverso do mercado de flores de Amsterdã. Especificamente, trata-se do Pregão 21/2001, realizado pelo Ministério da Previdência e Assistência Social, para compra de medicamentos. Este estudo contempla não só os diferentes aspectos do comércio eletrônico, como o procurement, mas também descreve o processo tradicional de licitações públicas. Ao final, concluímos que a adoção da tecnologia da informação aplicada à gestão pública, em especial como ferramenta para aquisição de bens e serviços, mostrouse eficiente ao promover uma redução de custos, tanto dos processos governamentais, quanto dos produtos adquiridos, fato extremamente relevante se considerarmos a realidade orçamentária brasileira. Ficou também comprovada a sua eficácia, evidenciada pela redução do tempo necessário à realização do procedimento, uma vez comparado ao processo tradicional de licitações pública. Por outro lado, podemos afirmar que a iniciativa amplia o grau de transparência das informações do setor público brasileiro, reconfigurando as relações EstadoSociedade.

With the globalization of the economy and the growing participation of several world investors in financial markets, combining the political, economical and social differences of each country, the varying Accounting Statements based on principles, standards, procedures or idiosyncratic accounting patterns become inadequate to provide comprehensible and useful financial information to the users at international level. Considering a country¿s conditions, peculiarities and the stage of development, the need to promote the convergence of the effective accounting practices in the public sector with the emerging international accounting standards is imperative as the public entities endeavor to provide transparent and comparable accounting information that can be understood by financial analysts, investors, auditors and other users, independent of their origin and location. Consequently, the objective of this research was described through the following questions: Which are the main differences between the international and local accounting norms applicable to the public sector in Brazil? Which are the main differences between the applicable international accounting norms and the practices adopted by the Brazilian public sector? And, which are the main differences between the practices adopted by the entities of the Brazilian public sector and the practices adopted by entities of the public sector of countries that formally follow the international accounting norms? The methodology adopted in this research was the one of comparative analysis between standards and practices. To provide a basis for the comparative analysis, the Brazilian standards were used for the public sector and the international standards were identified by consulting with the main international accounting committees. In the comparative analyses of norms adopted in national accounting statements the financial accounting statements of the Municipal districts of Rio de Janeiro and of São Paulo were used, and compared with the international accounting statements of New Zealand. The results of these comparative analyses provide important conclusions about the convergence and harmonization processes in accounting norms and practices for the public sector mainly as they demonstrate some of the conflicts among the recent efforts to base and harmonize accounting practices in the near future, but today significant differences remain between the norms and practices. It was also noticed that, in practice, the divergence in Brazilian accounting practices from the international standards are accentuated by the recognition of the registrations of the budgetary execution in the patrimonial accounting; and, the comparison with the practices adopted by New Zealand demonstrated that the foreign country¿s advances towards harmonizing its standards to the international norms and practices in such an important way that New Zealand independently overcomes the minimum exigencies of harmonization, which in practice, is more complete than the practices currently adopted in Brazil.

The choice of accounting standards capable of defining the recognition, measurement and publicizing of financial and economic information to the general public constitutes one of the accounting community¿s greatest challenges. So, the analysis of the Fundamental Principles of Accounting and of the Conceptual Structure of Accounting becomes relevant because of its direct relation to the normative process and because it represents the essence of doctrines and theories relating to the Science of Accounting. Each country¿s set of rules diverges when it comes to creating and evidencing Accounting Statements, and that¿s why the harmonization of the International Accounting Rules is becoming more important among accountants: as an answer to the world qualitative and quantitative demand for information. When managers, answering a great variety of incentives, manipulate or manage the disclosure of accounting information, they show that the management of accounting information begins to represent a purposeful intervention in the process of elaboration of financial and economic statements with the intention of obtaining some private benefit. In this context, Accounting Regulation performs an important function in the technical procedure of professionals in the area and in the development of practices convergent with international standards, which, in their turn, are already in force. The present study, which is exploratory and non-experimental, aims at presenting and analyzing the process of accounting regulation under the perspective of rules and of the choice of accounting practices as an answer by regulated entities on a tridimensional perspective. The establishment of interaction among diverse fields, through interdisciplinarity, aims at bridging the gap between the fields of law and accounting by articulating concepts and cognitive schemes in a process of mutual enrichment. The research concludes that it is possible to apply concepts from Miguel Reale¿s Tridimensional Theory of Law in the study of accounting regulation.

The Maintenance and Development for the Fundamental Education and Teacher's Appreciation Fund - (FUNDEF), has an accounting nature and its resources in the state of Espírito Santo are managed by the Tribunal de Contas do Estado do Espírito Santo (TCEES), department that supervises the state and cities activities. This work intends to identify how the management done by the TCEES influences in how FUNDEF applies its resources in the cities. The management done by the TCEES through accounting, financial, budgetary, operational and material resourses supervision, is by definition and according to the law, the main element of the right application of the public resources. Nevertheless, it is presumed that these supervision departments are not well prepared to control the aplication of FUNDEF resources. The confrontation of the theory, according to the regulation of the Fund, book research and legislation, including also the practical part that results from the research in the TCEES, can greatly help to control FUNDEF resources.
