In this paper, we analyze the impact of hosting the Summer Olympics on macroeconomic aggregates such as GDP, consumption, government consumption and investments per capita. The data is in panel structure and includes the period of ten years before and ten years after the event containing the Olympic Summer Games between 1960 and 1996. The sample countries comprise only candidates to host the games. This sampling strategy allows us to estimate the average treatment effect consistently, because it is assumed that these countries are comparable to each other, including those that ultimately hosted the games. The impact of hosting the Olympic games is measured by Fixed Effect and First Difference regressions. Moreover, we do a structural break test developed by Andrews (1993) to identify if hosting the Olympic Games creates anticipation effects for demand changes that stimulate current GDP, consumption, government consumption and investments. The results indicate a positive effect of the Summer Olympics in all variables of interest. However, the distribution in time and anticipation of these effects is unclear in the tests, changing significantly depending on the model and the significance level used.

Lucas(1987) has shown a surprising result in business-cycle research: the welfare cost of business cycles are very small. Our paper has several original contributions. First, in computing welfare costs, we propose a novel setup that separates the effects of uncertainty stemming from business-cycle uctuations and economic-growth variation. Second, we extend the sample from which to compute the moments of consumption: the whole of the literature chose primarily to work with post-WWII data. For this period, actual consumption is already a result of counter-cyclical policies, and is potentially smoother than what it otherwise have been in their absence. So, we employ also pre-WWII data. Third, we take an econometric approach and compute explicitly the asymptotic standard deviation of welfare costs using the Delta Method. Estimates of welfare costs show major diferences for the pre-WWII and the post-WWII era. They can reach up to 15 times for reasonable parameter values = 0:985, and = 5. For example, in the pre-WWII period (1901-1941), welfare cost estimates are 0.31% of consumption if we consider only permanent shocks and 0.61% of consumption if we consider only transitory shocks. In comparison, the post-WWII era is much quieter: welfare costs of economic growth are 0.11% and welfare costs of business cycles are 0.037% the latter being very close to the estimate in Lucas (0.040%). Estimates of marginal welfare costs are roughly twice the size of the total welfare costs. For the pre-WWII era, marginal welfare costs of economic-growth and business-cycle uctuations are respectively 0.63% and 1.17% of per-capita consumption. The same gures for the post-WWII era are, respectively, 0.21% and 0.07% of per-capita consumption.

Esse estudo tem por objetivo investigar os efeitos da arrecadação dos impostos municipais e de variáveis políticas na diferença do limite de 15% dos gastos com recursos de impostos nas ações e serviços de saúde dos municípios pernambucanos. A pesquisa é exploratória e utilizou método quantitativo com o emprego de regressões com dados em painel. Para tanto, foram levantados dados nas bases de dados do Ministério de Saúde, Secretaria do Tesouro Nacional e do Tribunal Superior Eleitoral dos 184 municípios, correspondente ao período de 2005 a 2009. A pesquisa conclui que em ano eleitoral os gestores municipais aumentam os gastos em saúde com recursos de impostos em 0,49% e que municípios administrados pelo partido de afiliação do governador reduz a diferença de aplicação em 0,63%. A arrecadação dos impostos per capita, competição eleitoral para o cargo de prefeito e ideologia partidária dos governos não afetam na diferença do limite de 15% dos gastos com recursos de impostos em ações de saúde dos municípios pernambucanos.

Esse trabalho tem como objetivo encontrar os principais motivadores e/ou influenciadores para a emissão de bonds corporativos de empresas brasileiras fora do País. Foram analisadas 1.298 lançamentos de títulos de renda fixa, de janeiro de 1995 a julho de 2012, no mercado nacional e no exterior. A partir de uma análise biprobit, verificou-se que os principais determinantes para a recorrência ao exterior foram: busca de maior liquidez para grandes volumes de captações, maiores prazos para suas dívidas (comparados aos obtidos no mercado interno) e maior diferencial da taxa de juros (comparando a taxa praticada internamente com o exterior). Ademais, os fatores que tornam uma empresa atraente aos olhos dos investidores estrangeiros são a obtenção de rating de uma agência internacionalmente reconhecida, o período de câmbio fixo (anterior a 1999) e maior interesse do mercado externo em realizar investimentos em empresas brasileiras (liquidez externa). A crise econômica iniciada em 2008 apresentou influência negativa para esse tipo de emissão.

A análise da evolução dos indicadores de housing affordability permite acompanhar o comportamento do poder de compra de um imóvel. A metodologia utilizada nesta dissertação, ao considerar toda a distribuição da renda domiciliar e do preço dos imóveis, uma vez que as mesmas possuem assimetrias diferentes, possibilita analisar estes indicadores para diferentes segmentos da população. A aplicação desta metodologia para o mercado brasileiro possibilitou observar que a capacidade de compra se reduziu nos últimos anos devido, principalmente, ao aumento do preço dos imóveis a uma taxa maior do que a variação da renda combinada com a flexibilização das condições de credito imobiliário.

Esse trabalho tem o objetivo de estudar o comportamento dos saldos de cadernetas de poupança e fundos de renda fixa no Brasil em função de variações da taxa básica de juros da economia, analisando o impacto de uma queda acentuada na taxa de juros. Avaliamos o potencial de migração de recursos de fundos de renda fixa nesse cenário, que justificou a alteração nas regras de remuneração da caderneta de poupança no Brasil. A modelagem utilizada indicou que esse potencial de migração efetivamente existia.

The main objective of this paper is to propose a novel setup that allows estimating separately the welfare costs of the uncertainty stemming from business-cycle uctuations and from economic-growth variation, when the two types of shocks associated with them (respectively,transitory and permanent shocks) hit consumption simultaneously. Separating these welfare costs requires dealing with degenerate bivariate distributions. Levis Continuity Theorem and the Disintegration Theorem allow us to adequately de ne the one-dimensional limiting marginal distributions. Under Normality, we show that the parameters of the original marginal distributions are not afected, providing the means for calculating separately the welfare costs of business-cycle uctuations and of economic-growth variation. Our empirical results show that, if we consider only transitory shocks, the welfare cost of business cycles is much smaller than previously thought. Indeed, we found it to be negative - -0:03% of per-capita consumption! On the other hand, we found that the welfare cost of economic-growth variation is relatively large. Our estimate for reasonable preference-parameter values shows that it is 0:71% of consumption US$ 208:98 per person, per year.

This paper assesses whether eligibility for conditional cash transfer programs have been manipulated, as well as the impact of this phenomenon on time allocation within households. To perform this analysis, we use data from the 2006 PNAD (Brazilian national household survey) and investigate the eligibility manipulation for the Bolsa Família (Family Stipend) program during this time period. The program assists families with a monthly per capita income of around R$120.00 (US$60.00). By applying the tests developed by McCrary (2008), we find suggestive evidence that individuals manipulate their income by voluntarily reducing their labor supply in order to become eligible to the program. Moreover, the reduction in labor supply is greater among women, especially single or divorced mothers. This evidence raises some concern about the unintended consequences related to the eligibility criteria utilized by Bolsa Família, as well as the program’s impact on individuals living in extreme poverty.

This paper is devoted to an examination of the main issues identified with Brazil’s barriers to growth in the long term. It begins with a decomposition of per capita and total GDP long term growth to identify the main proximate sources of Brazil’s growth deceleration. Most of the analysis in this part concentrates on factors affecting aggregate supply. The reason for this approach is that, within certain limits past experience reveals that it is easy to stimulate aggregate demand via fiscal and monetary stimuli in Brazil. The risk is on bumping into production capacity barriers, i.e., supply constraints. Five substantially diversified but interconnected issues have been raised in the literature as supply constraints, many of which associated to a rate of savings lower than deemed necessary for sustaining faster growth: the tax burden, institutional factors, infrastructure, finance and education. Accordingly, the paper also deals with the issues of a high an increasing tax burden, institutional shortcomings and policy settings, insufficient investment in infrastructure, insufficient long term financing, and educational shortcomings, as growth impediments. A survey of policies aimed at removing the barriers to growth thus identified is presented next. The paper concludes by bringing again to the fore the need to increase savings and investment for growth resumption and by speculating on the growth potential of Brazil, conditional on productivity and investment growth.

O texto analisa os critérios que compõem o índice de participação dos municípios paulistas na cota-parte do Imposto Sobre Circulação de Mercadorias e Serviços – ICMS, e também propõe mudanças em sua definição. Esses critérios geram distorções no valor per capita destinado a cada município, caminhando na contramão da justiça fiscal e do equilíbrio federativo. De natureza estadual, o ICMS é o tributo que mais arrecada no país e uma das mais importantes fontes de recursos dos estados e municípios. É partilhado com os municípios conforme definido pela Constituição Federal de 1988: 75% para estado e 25% para municípios. Esses 25% que compõem a cota-parte municipal são distribuídos da seguinte forma: três quartos devolvidos na proporção do valor adicionado de suas operações e um quarto, conforme lei estadual.

A unified growth theory is developed that accounts for the roughly constant living standards displayed by world economies prior to 1800 as well as the growing living standards exhibited by modem industrial economies. Our theory also explains the industrial revolution, which is the transition from an era when per capita incomes are stagnant to one with sustained growth. This transition is inevitable given positive rates oftotal factor productivity growth. We use a standard growth mode1 with one good and two available techno10gies. The first, denoted the "Malthus" technology, requires 1and, labor and reproducible capital as inputs. The second, denoted the "Solow" technology, does not require land. We show that in the earIy stages of development, only the Malthus technology is used and, due to population growth, living standards are stagnant despite technological progresso Eventually, technological progress causes the Solow technology to become profitable and both technologies are employed. At this point, living standards improve since population growth has less influence on per capita income growth. In the limit, the economy behaves like a standard Solow growth model.

This paper develops a two-period model with heterogeneous agents to analyze the e¤ects of transfers across locations on convergence, growth and welfare. The model has two important features. First, locations are asymmetric as it is assumed that there are more specialized occupations in the more developed one. Second, the returns on the investment to acquire new technology depend positively on the level of each region’s knowledge and on the level of the world knowledge assumed to be available to all. In one hand, the poor region has a disadvantage as it has a lower stock of knowledge. On the other hand, it has the advantage of not having yet exploited a greater stock of useable knowledge available in the world. Hence, there are two possible cases. When the returns are greater in the poor region, we obtain the following results: (i) the rich location grows slower; (ii) the transfers to the poor location enhances the country’s growth rate; and (iii) there is a positive amount of transfers to the poor region that is welfare improving. When the returns are greater in the rich region, the …rst two results are reversed and transfers to the rich region are welfare improving. In both cases, the optimal amount of transfer increases with the level of income disparity across regions and is not dependent on the level of the country’s economic development (measured by its income per capita). Barriers to the adoption of new technology available in the world can constrain the convergence process as it harms in greater length the poor region. The results do not change whether migration is allowed or not.

We study an intertemporal asset pricing model in which a representative consumer maximizes expected utility derived from both the ratio of his consumption to some reference level and this level itself. If the reference consumption level is assumed to be determined by past consumption levels, the model generalizes the usual habit formation specifications. When the reference level growth rate is made dependent on the market portfolio return and on past consumption growth, the model mixes a consumption CAPM with habit formation together with the CAPM. It therefore provides, in an expected utility framework, a generalization of the non-expected recursive utility model of Epstein and Zin (1989). When we estimate this specification with aggregate per capita consumption, we obtain economically plausible values of the preference parameters, in contrast with the habit formation or the Epstein-Zin cases taken separately. All tests performed with various preference specifications confirm that the reference level enters significantly in the pricing kernel.

We assess the effects of the imperfect substitution between skilled and unskilled labor on economic growth in a model in which physical capital and skilled labor can be accumulated. It is shown that economies with higher substitutability between skilled and unskilled labor have higher levels of income per capita in the transition and in the long-run equilibrium. Furthermore, these economies have a higher level of skilled labor and a higher level of capital intensity in the long-run equilibrium. For certain parameters values, the speed of convergence depends positively on the elasticity of substitution between skilled and unskilled labor.

In spite of Latin America s dismal economic performance between the 1950s and 1980s, the region experienced strong capital deepening. Furthermore, pro- ductivity (measured as TFP) grew at low rates in comparison with the U.S. In this paper, we suggest that all these facts can be explained as a consequence of the restrictive trade regime adopted at that time. Our analytical framework is based on a dynamic Heckscher-Ohlin model, with scale economies in the capital- intensive sector. We assume an economy that is initially open and specialized in the production of labor-intensive goods. The trade regime is modeled as a move to a closed economy. The model produces results consistent with the Latin American experience. Speci cally, for a su¢ ciently small country, there will be no long-run growth in income per capita, but capital per capita will increase. As a result, measured TFP will fall.
