O modelo da carreira sem fronteiras, que prevê o desenvolvimento de uma relação independente e transacional entre organização e indivíduo, constitui o objeto de estudo deste trabalho. A partir do questionamento teórico da possibilidade real do desenvolvimento de carreiras sem fronteiras, uma pesquisa foi realizada com 16 professores de diferentes Escolas de Administração de Empresas em São Paulo. Os resultados mostram que a carreira acadêmica tem potencial para ser desenvolvida como carreira sem fronteiras. No entanto, os fatores que propiciam a mobilidade para o desenvolvimento de carreiras sem fronteiras podem ser muito distintos, e dependem do tipo de vínculo estabelecido entre o docente e a instituição. Dessa maneira, embora o modelo da carreira sem fronteiras possa ser vivenciado na carreira acadêmica, isso não significa que seja um bom modelo ou o modelo pretendido por aqueles que a vivenciam e também não significa que seja adaptável ao contexto organizacional.

Estudos já feitos nos Estados Unidos mostram que propaganda é mais efetiva, geralmente, quando a raça do modelo é a mesma do que a raça do consumidor. Este estudo mostrou que os consumidores brasileiros não fizeram questão de raça do modelo. Embora, a mais aceito era o modelo mulato. Também nenhuma raça dd consumidor mostrou reação negativo contra dos modelos mulatos ou negros. O Teoria de Identidade Social fornece uma explicação possível. No EUA, a raça é uma característica fixa. No Brasil, a fronteira entre as raças é permeável. Por causa desta flexibilidade, consumidores brasileiros usam estratégias de mobilidade social, e escolham o grupo de referencia preferido dentro de todos as raças, não só de raça deles mesmo.

This work is analyzing the challenges which the National Petrol Agency is facing to regulate the Petrol industry in Brazil after the Monopoly crash in the period between 1997 until 2005. Due to the necessities of adaptation of its political strategies to the rules which determine the international economic flows, Brazil was forced to use the Economic Regulation in order to control the market. The regulation established in Brazil is not indifferent to imperfect markets. Thus can be find a conflict of interests among companies, the government and consumers within this process of regulation. The established agency does not have enough autonomy for administrating a regulation. The State with its paternalism power does not allow the agency to fulfill its function for which it was established, even though its function was established by law. A regulating policy which is clearly defined will establish a strong and independent agency with a clear limitation of its competences, avoiding divergent interpretation which prioritizes investments and promotes economic development. The agency will have the challenge to regulate the companies that enter the sector, allowing the opening of the market for new initiatives of investments which contribute to the welfare of the country and breaking at the same time the monopoly that is lead by Petrobras since 1953. Combining a stable set of rules with agility in order to adapt to changes will provide the regulator with a great decision-making power. The flexibility in the regulation will improve the correcting of the rules that were set in the beginning, being more efficient, which are based on acquired experience and achieved results. The structure of the agency and the flexibility of the regulation should be orientated on the promotion of competition in order to achieve economic and social development.

This paper analyzes the evolution of the protection to the minority stockholders of the stock market, through their right to withdrawal when the society is reorganized. Thus, a triple study was done: In the first place, it analyzes the evolution of legal protection for the minority stockholders with relation to possible abuses that can be committed by the majority stockholders of public traded corporations when there is a Public Offering for Stocks Acquisition (POSAs). In the second place, it studies opinions about this legal protection of portfolio managers and lawyers who deal with corporate law. Finally, it verified the POSAs which occurred in recent periods, comparing the values used by the majority stockholders to reimburse the stocks from minority shareholders in those POSAs. Comparing the results of these three above studies, we conclude that: A) The current legislation does not protect adequately the minority stockholders; B) There is a great dispersion of opinions among the two categories of professionals, concerning their approval or not of important details of the current legislation, and also of the old legislation; C) A great dispersion also exists about the suggestions concerning what should be modified in the legislation to improve it; D) The Brazilian Securities Commission (Comissão de Valores Mobiliários ¿ CVM) did not prevent the distortions observed in the POSAs studied; E) The legislation is not always well known by these professionals, and this suggests that the knowledge of small investors must be precarious. This insecurity and ignorance of the legal protection become obstacles for nonspecialized persons to invest in stocks, resulting in an important limitation for the development and popularization of the Brazilian stock market.

The new economy stimulated by the bigger Internet participation as an interaction mean between people and business has been changing the companies¿ management routine. Nowadays, Internet access goes through telephones, in the houses and offices, or through nets of the Intranet kind, with the users in their working settings. The Internet personal access added, with mobility, surely will bring changes to our contacting form to the outside world as well as it will create a possibility of giving the customers a bigger variety of products and services. The present study aims are: (i) to verify the customers behaviours related to this new media, presented in the mobiles digital screens; (ii) to explore some of their main features, and (iii) to compare them with the other media features, as the radio and the TV ones. The applied research methodology was the data collecting through phone interviews. To obtain a Confidence Interval of 95%, 470 WAP, Internet, radio and TV current users¿ answers were gotten. To compare the media, the Fishbein multi-attributes model was used what possibilities to form comparative scores of the attributes built for the research. To mark the discussion concerning the public behaviour related to the differentiated use of the mentioned media out, the study produced uses the McLuhan theoretical reference (1969), specially concerning to his theoretical building, denominated hot and cold means. But this referential theoretic mark could not be supported by the accomplished quantitative study result. The comparison of built attribute scores averages has differentiated the hot media WAP, like radio, as well as the cold media one, like TV. This way, showing that the access new technology appearance, WAP, not only enlarges the Internet use, but also appoints to a new theoretic classification possibility to this new media. The accomplished quantitative research revealed that, through the user point of view, the ¿Contents¿ category is considered as one of the most important WAP aspects. The TV and the radio received significantly lower grades in this subject. The public considers that is important that the WAP information is ¿trustworthy¿, ¿easy¿ to find, ¿available¿, ¿sufficient¿ and that attends the ¿urgency¿ expected by the user. It was observed that the WAP score ¿emotion¿ is inferior to the radio and TV and superior to the Internet ones. But, the differences found are not significant. Considering the low score of importance given to the attributes group ¿emotion¿, is not recommended the WAP use as media when the emotional users aspects are wanted to be reached.

If urban planning is to support the equitable distribution of public goods and services, it must recognize and address the dismal condition of millions of poor people who are living in a city. The primary focus of contemporary planners and planning students should be on finding and advocating solutions that help eliminate the problems of today¿s cities. Any meaningful solution will need to be grounded in a thorough understanding of the social class inequities of citizens. With the rapid development of national economy and urbanization process in Brazil over the last two decades, the number of vehicles and their travels are dramatically increased. This is particularly evident in all large cities. Traffic congestion becomes more and more severe. Inadequate parking facilities often result in difficulty to find a parking space in large cities and many illegally parked vehicles can be seen on the crowed streets. These illegally parked vehicles further intensify traffic congestion and also pose a traffic safety hazard. The process of urbanization and motorization in Brazil is likely to continue in a rapid pace. The urban public passengers transport modes problems in large cities are likely to get even worse. There is an urgent need for the development of policy and criteria for public service of urban public passenger transport by bus in large cities. The purpose of survey is to develop policy guidelines for public transport services planning, design, construction and mobility management, that meet community needs for accessibility in large cities. So this thesis will present major comparative characteristics of urban mobility management, urban public passengers transport by bus services planning and the quality of social life in two towns of Brazil: Rio de Janeiro and Curitiba. The study case has been focused on Rio de Janeiro and Curitiba because of the major different results of the survey presented by the two cities. The objectives of this thesis are: a) to analyze and discus existing urban mobility related accessibility and economic development problems in large cities; b) to provide an overview of the relationship within city ¿ quality of social life ¿ urban mobility in Rio and Curitiba; c) to analyze and discuss existing urban mobility management related public transport services in Rio and Curitiba; d) to analyze and discuss existing quality of bus public transport services problems in Rio. Some preliminary recommendations for mobility management policies will also be presented.

Este trabalho objetivou verificar até que ponto os programas de preparo e acompanhamento da aposentadoria tem sido privilegiados na Administração Pública Indireta no Brasil; até que ponto a administração desses programas vem influindo positivamente na produtividade da força de trabalho ativa, bem como, se a administração desses programas está garantindo maior longevidade e satisfação para os aposentados. o estudo abrange quatro órgãos representativos dos ramos de mineração, crédito, telecomunicações e petróleo, com limitação espacial restrita ao Rio de Janeiro, sede dos mesmos, enfocando a ação do programa a partir de sua implantação, até o advento da Lei 8842 de 4 de janeiro de 1994.

The crisis that affected the capitalist states during the last decade of the 20th century, put an end to the period of greatest expansion of the state, demanding alterations that brought, especially in economic terms, the ideals of the liberal state. The main goal of these changes was to optimize the administration of the public service by introducing into it more efficiency, transparency, and morality because the state had shown to be incapable of attending the demands of the society and its way of doing was inefficient and did not reach out to the public interest. In Brazil, like in other part of the world, recent scandals of corruption and misuse of public funds put in doubt the efficiency of the financial control system. Like any other political system Brazil has a complex set of external and internal control, institutions that work to prevent misuse of public funds and identify responsibilities if bad use occurred. All these elements highlight the mechanisms of control of the public administration, which came to be seen as essential instruments for the improvement of the management of the public resources, targeting the collective interest. Therefore, along with the traditional mechanisms of power suppression, such as the system of checks and balances, social control arises. This, when used together with the monitoring exercised by public inspection agencies, is defined as horizontal accountability activated by civil society, in which citizens and institutions gather efforts in order to promote a more effective charge of responsibility from public agents and politicians in case of misconducts. This study aimed to identify the opportunities and limitations of social control exercised by the complaint under the TCE-RJ. The results point to the need to develop measures to guarantee the anonymity of denouncers, to simplify the forms of access the TCE-RJ and to improve information spread to the citizen.

The present Study of Case has an objective to describe the development of the Project for the opening of a new unit of a bilingual educational organization in the west zone of Rio de Janeiro. The study of case shows the reasons for the growth of the bilingual educational institutions, growth of the west zone and the decision of the opening of a new unit of the School in question in this specific area. The School in study solicited for its identity to be maintained undisclosed. It opted for the realization of a study of case to describe the development of the project, in a systemized way, through a bibliography and documental research. The limitation of this case is based on the fact of being a single study case. This project can be generalized for other projects within the same institution or replicated to other educational institutions, even if it¿s not bilingual.

This dissertation presents a research aimed at identifying and explaining the individual perceptions as far as the introduction of computer technology concerning the organization change process and the reason underlying those changes, utilizing for study purposes, a customer attendance agency of INSS , located in São Luís-MA, which data collection was carried out by interviews with three managers and application of to thirty employees, all of them working at the unit researched. The core point was to identify feelings and perceptions of individuals, and the reason steering the change actions deployed in this office. Based on this perception, it is presented a literature review on the main thinkers who discussed the role, and the relevance of reasoning in the development of human relations, both in the organizations and in society. To start with, Max Weber thinking on rationality was introduced, on the sequence, the discussion raised by the Frankfurt School in its first phase, mainly on the Max Horkheimer thinking and finally it is shown a summary of Jurgen Habermas thinking, mainly concerning its communicative action theory proposed as a path to emancipation of individual of current instrumental reasoning. Summing up, we can conclude from this research that perceptions, feelings and opinions indicate that the institution uses to discuss with the civil servants the implementation of change process. For those servants the excessive functional control, the limitation of knowledge production and an artificial functional integration are consequences of the shape and intensity, as well as of computer technologies deployed in the institution. It is also shared by most of civil servants, including managers, that the overall participation would have more validity and would decrease the resistance to those changes. And it is also worth registering that despite of the servants having job stability, only 50% have positive expectations as far as its future in the institution.

Pesquisas recentes nos campos das Finanças e de Economia Industrial vêem mostrando que as decisões de financiamento corporativo são interdependentes de decisões relativas ao mercado de produtos. As teorias apresentadas apóiam-se na responsabilidade limitada dos detentores do capital próprio para construir modelos nos quais a dívida é utilizada estrategicamente. Altos níveis de endividamento tendem a favorecer o acirramento da concorrência e a produzir resultados piores do que numa situação de conluio, provocando a adoção de mecanismos de limitação da alavancagem e da concorrência pelo oligopólio. Evidências indicam que firmas alavancadas suavizam a concorrência enquanto firmas menos ou não alavancadas tornam a concorrência mais acirrada ante a presença de um rival mais alavancado. Dados de corte seccional das firmas participantes do mercado brasileiro de aços planos ao carbono foram tratados pelo método econométrico para verificar o comportamento da variável de endividamento tendo como variáveis explicativas de interesse os preços praticados e as quantidades vendidas pelas firmas e, como variáveis de controle, algumas dentre aquelas sugeridas pela teoria da estrutura de capital. Os resultados mostram evidências de que a variável de concorrência "preço" influencia as decisões de estrutura de capital das firmas siderúrgicas produtoras de aços planos e que a correlação com a alavancagem é positiva. No entanto, nenhuma conclusão pôde ser obtida sobre a variável quantidade. Cálculos adicionais produziram resultados que são indicativos de iniciativas de aumento de concorrência pelas firmas mais alavancadas da indústria, como redução de preço, aumento de lucratividade e maior participação de mercado, sugerindo que as circunstâncias de expansão de demanda favorecem a ruptura do conluio.

Esta pesquisa investigou a construção de um cotidiano organizacional intercultural a partir da convivência entre brasileiros e estrangeiros em três organizações multinacionais que possuem sedes administrativas em Curitiba-Pr. A interação entre profissionais cria um cotidiano intercultural que é constituído de aspectos estruturais como as relações hierárquicas, o processo decisório, a metodologia de trabalho e os indicadores de desempenho. Também é formado por aspectos subjetivos e informais que englobam a percepção e o compartilhamento de valores e normas, os elementos do relacionamento inter e intrapessoal, a negociação e a gestão de conflitos, a motivação e o comprometimento. As referências teóricas foram formadas por uma base interdisciplinar que contou com contribuições da Psicologia Social, Sociologia, Antropologia e História para interpretação e análise do cotidiano, além dos fundamentos e pesquisas do campo dos Estudos Organizacionais, especificamente sobre a administração intercultural. A pesquisa foi do tipo exploratório e descritivo, de abordagem qualitativa e interpretativista. O método empregado foi a etnometodologia, pois ela visa o conhecimento e interpretação de um grupo de indivíduos acerca de suas interações e atividades cotidianas. Foi utilizada a entrevista semi-estruturada como instrumento principal de coleta de dados. Ao todo, foram realizadas trinta e três entrevistas com três tipos de respondentes: a) gestores de mobilidade internacional; b) profissionais estrangeiros; e c) profissionais locais que convivem com estrangeiros no ambiente de trabalho. Também foram coletados documentos oficiais das três organizações que tratavam de suas diretrizes oficiais e suas políticas de mobilidade internacional. Foram encontradas representações, estratégias e táticas comuns as três organizações, bem como alguns aspectos específicos de cada cotidiano organizacional. Concluiu-se que quanto mais o indivíduo participa de ambientes multiculturais e de interações interculturais, mas ele trata com desembaraço as questões ligadas às rotinas de trabalho e a convivência com chefias, subordinados e colegas de outras culturas. Isto reforça o conceito de mobilidade como capital apresentado por Freitas (2009). Este tipo de interação demanda abertura e desprendimento, principalmente quando em missão internacional, na qual o indivíduo precisa adaptar comportamentos e costumes. As missões internacionais auxiliam no processo de capacitação intercultural dos profissionais e no desenvolvimento de competências culturais no que diz respeito à melhoria da leitura do cenário organizacional e de negócios; à superação de preconceitos culturais e forma etnocêntrica de ver o mundo, o trabalho e as pessoas; à condução de ações derivadas de estratégias globais; ao entendimento das capacidades e limitações dos outros e as suas próprias; ao entendimento e aceitação das diferentes formas de perceber as tarefas cotidianas de trabalho. Isto ocorre não somente com aqueles que aceitam o desafio de viver no estrangeiro, mas também com aqueles que recebem estes profissionais e com eles convivem cotidianamente.

Descreve alguns dos caracteres distintivos das condutas dos brasileiros, tratando das raízes culturais brasileiras e algumas das implições durante os séculos seguintes. Aborda dois traços antagônicos: a capacidade de conciliação e o autoritarismo como reflexo da hierarquia social. Analisa a mobilidade social e vertical nas organizações, mediante a influência da cultura brasileira.
