Foreign capital and institutional investors play a key role in the Brazilian capital and financial markets. Internationally promoted regulatory patterns, especially IOSCO principles, have been increasingly influencing administrative rule making by the Brazilian Securities and Exchange Commission (CVM) as well as the adoption of transnational rules in Brazil by means of self-regulatory activity. Even though there is a certain level of convergence of market regulatory standards at the transnational level, implementation and enforcement of rules remains essentially domestic. We analyze two case studies regarding the transposition of international standards into the Brazilian legal system, which illustrate this tension between the transnational and domestic dimensions of financial markets regulation. The first case concerns a CVM rule on disclosure of executive compensation and the its interpretation by local courts. The second case refers to the adoption of suitability rules.

This article studies the interplay between fiscal rules, public investment and growth in Brazil. It is investigated if it would make sense to raise public investment and, if so, under which fiscal rule it is best to do it — whether through tax financing, debt financing, or a reduction of public consumption. We construct and simulate a competitive general equilibrium model, calibrated to Brazilian economy, in which public capital is a component of the production function and public consumption directly affects individuals’ well-being. After assessing the impacts of alternative fiscal rules, the paper concludes that the most desirable financing scheme is the reduction of public consumption, which dominates the others in terms of output and welfare gains. The model replicates the observed growth slowdown of the Brazilian economy when we increase taxes and reduce public capital formation to the levels observed after 1980 and shows that the growth impact of the expansion of tax collection in Brazil was much larger than that of public investment compression.

This research was as principal interest to verify the motives the prominence of crescent outstanding of distance education in brazilian higher education. To make real the study were used the bibliographical and field researches. The bibliographical informations permitted to conclude that the total success of distance education in Brazil strikes against two obstacles: the digital exclusion and illiteracy. These, in turn, have created another problem called today digital illiteracy. Although there are those limitations, by the data about distance education in the country, it is patent that this modality of education is gaining more and more space in brazilian educational process. It has to detach that the greatest concentration of distance courses accredited in Brazil occurs in higher education. Today, distance courses at this level in the country are authorized in sequential, graduation, specialization, master and doctorate areas. The field research led to confirm practically all suppositions about the increase of distance education in higher education, proposed in anticipation. The flexibility that makes possible the transmission of knowledge at any place and time and the new technologies, chiefly the Internet, were the factors that more impelled the increase of distance education in brazilian higher teaching. Meanwhile, the quality improving of the courses was the less significative in respect to the growth of distance education it the higher level in Brazil. But, this fact does not signify that the distance higher courses have not quality. On the contrary, the courses are ministered by professionals of confirmed competence. What can still legitimize the presence of quality in distance higher teaching is its exponential growth in the country. Moreover, the importance attributed to the pedagogical project well planned in distance higher courses demonstrates the interest by excellence in the distance learning. Certainly, when a pedagogical project is well delineated, at any level of distance teaching, the trend of quality is perfect itself.

The aim of the present study is to develop a Corporate University Model, that could be adapted to great national companies, contributing pragmatically to recent developments in corporate education. For this reason, a larger understanding of the phenomenon that represents the appearance of those entities in the dynamics of the managerial education process, was sought, through the study of its main characteristics, a distinction between them, academic universities and also the traditional process of corporate education, targeting a set of specific requirements for successful implementation. The study was developed with a qualitative focus, aiming to analyze the theories and models now existent, signaling to educational professionals and company executives important aspects in its execution. This led to an overview of the themes that generate new alternatives for those who need to make decisions related to the subject. A reading of the publishments on higher education in Brazil and the Brazilian university model, on managerial education and what could be found on corporate universities, was carried out. Soon after, researches were made in companies that had similar implemented models or those in the process of implementation, seeking to know its main differences, likenesses and peculiarities. Meticulous study and the attentive analysis of the whole research material collected led to the proposition of the model, which was implanted in January of 2001, in Caixa Econômica Federal.

With more and more business being done between Brazil and Norway we are seeing an increasing number of expatriates from Norway moving to Brazil!to work. Most!are!related!to!the!oil!and!gas!industries.!With!the!two!cultures,! countries!and!backgrounds!being!so!different!what!are!some!of!the!issues!and! challenges!that!arise? Using!existing!literature!as!well!as!faceRtoRface!interviews!of!Norwegian! expatriates!working!in!Rio!de!Janeiro!this!thesis!tries!to!compare!the!two! countries!and!at!the!same!time!explore!some!of!these!potential!issues.!The! research!focuses!on!differences!in!trust,!negotiation!style,!planning,!organization,! conflict!as!well!as!general!cultural!challenges. Analysis!of!the!responses!shows!that!for!some!issues!there!are!no!clear!problems! or!challenges!but!for!others!there!are.!Specifically!the!treatment!of!time!and!the! general!timeliness!in!Brazilian!society!seems!to!be!a!challenge!for!Norwegian! expatriates.!Secondly!and!equally!as!challenging!is!the!hierarchical!way!of! organizing!businesses!in!Brazil!compared!to!the!flatter!structure!found!in! Norwegian!businesses.!With!the!hierarchy!comes!also!bureaucracy,!another! factor!that!the!subjects!in!this!thesis!found!to!be!difficult!to!deal!with. Housing is an important component of wealth for a typical household in many countries. The objective of this paper is to investigate the effect of real-estate price variation on welfare, trying to close a gap between the welfare literature in Brazil and that in the U.S., the U.K., and other developed countries. Our first motivation relates to the fact that real estate is probably more important here than elsewhere as a proportion of wealth, which potentially makes the impact of a price change bigger here. Our second motivation relates to the fact that real-estate prices boomed in Brazil in the last five years. Prime real estate in Rio de Janeiro and São Paulo have tripled in value in that period, and a smaller but generalized increase has been observed throughout the country. Third, we have also seen a recent consumption boom in Brazil in the last five years. Indeed, the recent rise of some of the poor to middle-income status is well documented not only for Brazil but for other emerging countries as well. Regarding consumption and real-estate prices in Brazil, one cannot imply causality from correlation, but one can do causal inference with an appropriate structural model and proper inference, or with a proper inference in a reduced-form setup. Our last motivation is related to the complete absence of studies of this kind in Brazil, which makes ours a pioneering study. We assemble a panel-data set for the determinants of non-durable consumption growth by Brazilian states, merging the techniques and ideas in Campbell and Cocco (2007) and in Case, Quigley and Shiller (2005). With appropriate controls, and panel-data methods, we investigate whether house-price variation has a positive effect on non-durable consumption. The results show a non-negligible significant impact of the change in the price of real estate on welfare consumption), although smaller then what Campbell and Cocco have found. Our findings support the view that the channel through which house prices affect consumption is a financial one.

This paper examines the extent of rent-sharing in Brazil, between 1988 and 1995, combining two different data sets: annual industrial surveys (pIA) and annual household surveys (PNADs). The aim is to use the trade liberalization policies that took place in Brazil in the early 1990s as a "natural experiment" to examine the impact ofproduct market rents on wages. We first estimate inter-industry wage differentials in Brazil, using the household surveys, afier controlling for various observable workers' characteristics. In a reduced form fixed effects equation, these controlled inter-industry differentials are seen to depend on the industries' rate of effective tariff. We also find that LSDV estimates of the effect of value-added per worker (computed using the industrial surveys) on the wage differentials are positive, but somewhat small. However, we find that instrumenting the valued-added with the effective tariffs more than doubles the estimated rent-sharing coefficient. The paper concludes that rent-sharing is prevalent in the Brazilian manufacturing sector, and this mechanism transferred part of the productivity gains due to trade liberalization to manufacturing workers in the form ofhigher (controlled) wage premium.

This paper discusses who the legal directors are in private companies in Brazil, emphasizing their profile, career, and performance, focusing on the period of 2008- 2013, investigating changes which have occurred to legal departments in those companies, and to legal directors’ careers. Our argument is that since the expansion of legal departments in Brazil in the 1990s, with expanding privatizing of companies and further opening of the Brazilian market to foreign capital, the profiles and careers of legal directors have undergone several transformations, culminating in more value and prestige being given to those professionals inside companies. This paper explores these transformations and the a series of implications generated for the corporate legal market in the country, ranging from changing the criteria for hiring professionals, to creating new demands for more sophisticated legal services.

The main goal of this article is to identify the dynamic effects of fiscal policy on output in Brazil from 1997 to 2014, and, more specifically, to estimate those effects when the output falls below its potential level. To do so, we estimate VAR (vector autoregressive) models to generate impulse-response functions and causality/endogeneity tests. Our most remarkable results indicate the following channel of economic policy in Brazil: to foster output, government spending increases causing increases in both tax rates and revenue and the short-term interest rate. A fiscal stimulus via spending seems efficient for economic performance as well as monetary policy; however, the latter operates pro-cyclically in the way we defined here, while the former is predominantly countercyclical. As the monetary shock had a negative effect on GDP growth and GDP growth responded positively to the fiscal shock, it seems that the economic policy has given poise to growth with one hand and taken it with the other one. The monetary policy is only reacting to the fiscal stimuli. We were not able to find any statistically significant response of the output to tax changes, but vice versa seems work in the Brazilian case.
