Este relatório consubstancia os resultados de uma pesquisa realizada junto à Volkswagen do Brasil, mais especificamente junto à sua fábrica de ônibus e caminhões localizada no municpio fluminense de Resende e que adota o modelo de consórcio modular, em que apenas fornecedores de grandes sub-montagens (módulos) realizam operações de montagens na linha. Objetiva identificar quais as características, justificativas, potencial e limitações do uso do modelo de consórcio modular no Brasil. Para isso, revisão bibliográfica foi feita e pesquisa de campo realizada. As conclusões jogam luz sobre um tema que tem sido abordado na literatura, mas nem sempre com precisão.

O objetivo desse trabalho foi identificar os pontos fortes e fracos - premissas básicas, funções e procedimentos, que se mostrem relevantes no decorrer da implantação de um sistema de Gestão da Qualidade Total. Buscou-se estabelecer um conjunto de critérios, associados desde ao sistema de informação, até à cultura da organização ou a sua estratégia de gestão, que pudessem vir a sugerir algumas mudanças no processo e servir de base para a proposição de um protocolo de implantação dos sistemas de gestão da qualidade. Foi elaborado um guia inicial compilando as tendências e pontos identificados na revisão bibliográfica como relevantes para o sucesso na implantação de um sistema de gestão da qualidade. A compilação categorizou os pontos sob três enfoques: técnico, conceitual e estratégico. Esse guia de análise norteou a condução e o acompanhamento da pesquisa de campo. O método de pesquisa adotado foi o Estudo de Caso, no qual acompanhou-se o processo de implantação de um sistema de Gestão da Qualidade Total, analisando as principais causas do sucesso e fracasso do mesmo, e uma possível associação com os pontos fortes e fracos identificados. Por meio dos dados coletados através dos instrumentos de pesquisa, somados à análise das atas de reuniões do projeto, documentação do sistema e observações diretas registradas, promoveu-se a revisão e enriquecimento do guia de análise. Deste modo, ao final do trabalho obtivemos a proposição de um guia que possa servir de roteiro na busca pelo sucesso no processo de implantação dos sistemas de gestão da qualidade.

The scope of this theses is to understand the dynamics of the institutionalization of Corporate Social Responsibility (CSR) within the Field of Banking Organizations in Brazil. Using the social analysis model put forward by Boltanski and Chiapello (1999) and reverting to the conceptual basis of the institutional approach and using Bourdieu¿s notion of interest (1996), we arrive at an analytical model that enabled us to assess CSR as part of a movement of displacement of capitalism. The theory we propose here is that with the institutionalization of CSR, actions are justified in terms of the common good, being legitimized by structural confirmations and arrangements and, at the same time, heeding the inherent interests of the Field. The means used for comprehension of the dynamics of the institutionalization of CSR were: (1) the analysis of the construction of the phenomenon of CSR, which enabled us to identify critical factors and events, leaders in Brazil and associated ratification of the institutionalization of this social practice; (2) the description of the Field of Banking Organizations and the identification of the elements of its CSR in History, which are essential steps for understanding the justifications for insertion of the Field in the movement towards CSR; (3) the identification of key players in the institutionalization of the social practice within the Field, as well as the categorization of practical actions considered socially responsible to be found in the organizations researched, analyzing them in terms of justifications and interests; (4) the analysis of the dissemination and sedimentation of structural arrangements linked to CSR in the organizations of the Field, such as specific areas created to deal with CSR, social reports and organizational websites. The field research assessed some 30 organizations and included documentary analysis and interviews. We noted that, from being a marginal and isolated action, over the course of the past decade CSR has become a structured action in banking organizations, while at the same time becoming transformed into a social value, capable of contributing to the legitimacy of the Field. In this respect, research showed that retail banks are those that are inserted in the movement towards CSR, which ratifies the thesis of the phenomenon as displacement of capitalism.

The major purpose of this thesis is to verify, from a Brazilian perspective, how global and contextual issues influence the management learning in Multinationals. The management learning derived from the interaction of holding and sidiaries/colligates of Multinational corporation is supposed to be subject to convergent and divergent forces, the former related to global and standardized organizational practices, and the latter, is seen as a social practice subject to cultural and organizational singularities. A model was constructed to relate the dichotomy between the universality of the management practices and technologies and the particularity of the contexts where they operate, to the dichotomy between the singularities in organization and national level. This model is composed of the international, global, managerial and inter-organizational dimensions related, respectively, to the cultural and political diversity; to the universal forces of practices and values; to the managerial capabilities and resources in the organization, consolidated as best practices and to the interaction between holding and subsidiaries and the resulted learning. The combined result of these dimensions influences the knowledge flow and the learning derived from it. The field research was constituted of five cases of internationalized Brazilian firms, with a solid experience in their management systems. The main subjects of this study were executives and ofessionals/managers who respond to the management development. The data were first collected in the headquarters and complemented with visits to subsidiaries/joint ventures in other countries, in loco or with expatriated people who return to Brazil. The central supposition was validated. So, the management learning ¿ is driven by the global capitalism practices and by the global culture where they are immersed, reproducing a hegemonic vision and a common language (global dimension); ¿ incorporates the more propagated and dominant managerial values, although there are some variations when they are applied in the subsidiaries/joint ventures; is the product of the assimilation of international recognized and planned managerial practices, with the acculturation power, although not completely; is the result mainly of the managerial practice in work; is impacted not only by cross-cultural and managerial factors, but also by the business environment of the firm; is given according to the capabilities and resources in the organization, guiding the form of assimilation of practices and technologies, with global application or not (managerial dimension); ¿ is affected by the cross-cultural diversity involving the countries of the holding and the subsidiaries/joint ventures where the firm is and is given as a reproduction of the political context of the holding and subsidiaries countries (international dimension); ¿ faces aligned concurrent institutional pressures between corporate or global systems, practices of other subsidiaries/joint ventures and local practices; is more difficult to reach when there is not permeability between organizational cultures and identities of a Multinational firm; is affected by how much the relationship process across these unities is self-referenced; is facilitated by the construction and improvement of the knowledge network (interorganizational dimension). Finally some contributions of this study are exposed, including extensions of the proposed model and suggestions, recommendations for future research.

This study aimed to verify which are the main factors for a Quality of Working Life Program in context of the Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP). For this, a descriptive, an explanatory, a literature, a documentary and a field research was applied. ANP was the universe of the research. The sample consists of 2 Quality of Working Life Program¿s managers: one of Agência Nacional de Águas (ANA), and another one from Agência Nacional de Saúde Suplementar (ANS), as well as managers and servers from ANP. Two semi structured interviews, a mixed questionnaire and a words evoke test were applied. The Quality of Working Life Factors used in this study were: working conditions, health, moral, compensation, participation, internal communication, organization image, headmansubaltern relationship and working organization. It was concluded that relevant factors for a Quality of Working Life Program in ANP are: working organization, working condition, moral, health and organization image.

A Segurança Empresarial é um programa preventivo que visa proteger os valores de uma empresa, para preservação das condições operacionais dentro da normalidade. As empresas estão sujeitas a ameaças relacionadas às suas atividades no mercado em que atuam. Muitas dessas ameaças são conhecidas e identificadas e, dentro do possível, é estabelecido um programa de proteção de seus interesses. Entretanto, as ameaças aos demais bens da empresa não são evidentes, nem perceptíveis tão facilmente. As medidas tomadas para prevenir a efetivação dessas ameaças, por meio de um Programa de Segurança Empresarial ou para minorar os problemas decorrentes da concretização dessas ameaças, até a volta às condições habituais de operação das empresas, por meio da execução de um Plano de Contingência, são vistas, não raramente, como despesas e poucas vezes como investimento com retomo. Nem geram resultados operacionais para a empresa. o objetivo final desta dissertação de mestrado foi estabelecer um Programa de Segurança Empresarial para a Fundação Getulio Vargas - FGV, recomendando a revisão das normas e procedimentos de segurança que comporão o Manual de Segurança e sugerir que a FGV o inclua no Plano Estratégico. Para alcançar o objetivo final. foram definidos: Conceitos Básicos de Segurança e Contingência; Critérios de Classificação de Dados; Gestão do Processo de Segurança e Contingência; Função Administração de Segurança. Alguns tipos de pesquisa foram aplicados. Quanto aos meios, caracterizou-se como estudo de caso; para a elaboração das recomendações de revisão das normas e procedimentos de segurança, foram aplicadas pesquisas bibliográfica, documental e de campo. Quanto ao fim, pesquisa aplicada, motivada pela necessidade de resolver problemas concretos, com finalidade prática. Foram efetuadas visitas e entrevistas nas instalações da sede da FGV e no prédio da Bolsa de Valores do Rio de Janeiro - BVRJ. Dada a complexidade e abrangência da Segurança Empresarial, o estudo foi limitado a tratar de segurança física. Foi observada a necessidade da FGV rever as Normas e Procedimentos de Segurança Empresarial, buscando melhorar o nível de segurança geral e adotar instrumentos modernos de prevenção de ocorrência de sinistros que ponham em risco os valores da FGV, a saber: pessoas, instalações físicas, equipamentos, informações, suprimentos e facilidades de comunicação. Está sendo recomendada a adoção da metodologia Sistemática Integrada de Segurança e Contingência - SISC, para minimizarão dos impactos de situações emergências.

Resgate histórico do Movimento Organizado dos trabalhadores técnico administrativos da Universidade Federal do Rio de Janeiro - UFRJ. O presente estudo tem como objetivo central, descrever, de que forma a ascensão da ação organizada dos funcionários da UFRJ - traduzida, inicialmente, na figura da Associação - desencadeou na transformação de sua entidade representativa em Sindicato da categoria. Os sujeitos da pesquisa referem-se à dirigentes sindicais, que tiveram uma inserção significativa nesse processo. Os principais protagonistas dessa história, relatam fatos marcantes, os quais, muitos deles, não se encontram registrados nos acervos da organização estudada. A análise de documentos que identificam essa história, também foi utilizada como apoio ao estudo. A ênfase do trabalho está voltada à pesquisa descritiva e analítica. A pesquisa de campo ocorre no Sindicato dos Trabalhadores em Educação da UFRJ, situado na llha do Fundão. A análise do material empírico indica que o processo de transformação - de associativismo para sindicalismo - não se dá na passagem formal, ocorrida em 93. Mas, a partir da década de 80, quando um grupo de servidores pertencentes à Unidades diversas, com posturas ideológicas e políticas semelhantes, se insere, gradativamente, no órgão. Passa a impetrar uma prática político-reivindicatória, diferenciada das atuações recreativa e assistencialista que permearam as gestões anteriores. Contudo, em relação à descrição dessa história, a pretensão não foi a de pontuar uma evolução linear, mas a de também identificar questões que determinaram momentos de instabilidade, bem como de reavaliação, por parte dos sujeitos envolvidos. Constitui, portanto, um válido instrumento para avaliação das práticas, objetivos, políticas e culturas que permearam a atuação desse movimento, elaborando questões que possam contribuir para a superação de eventuais equívocos ou entraves no momento presente.

This study had for objective to identify the similarities and differences between Executives Programs (Mestrado Modalidade Profissional) and Master in Business Administration (MBAs), specializations lato sensu. In order to achieve these objectives bibliographical and field researches were developed. The bibliographical research allowed to identify the uprising contradiction between Executive Education and Academic Education. The field research allowed to verify the differences and concrete similarities perceived by pupils and coordinators. In the field, interviews in depth and applied half-structuralized questionnaires had been carried through. The interviews had been taken the effect with the coordinators of the MBA courses and Mestrado Profissional/Executivo of five institutions. The half-structuralized questionnaires had been applied in two institutions, in the pupils of the groups of Mestrado Profissional/Executivo and MBA. The results of the interviews and of the questionnaires had been enclosed in one of the six categories previously defined in the study. The research corroborated the initial assumption, that detaches the differences between the cited courses.

This research was as principal interest to verify the motives the prominence of crescent outstanding of distance education in brazilian higher education. To make real the study were used the bibliographical and field researches. The bibliographical informations permitted to conclude that the total success of distance education in Brazil strikes against two obstacles: the digital exclusion and illiteracy. These, in turn, have created another problem called today digital illiteracy. Although there are those limitations, by the data about distance education in the country, it is patent that this modality of education is gaining more and more space in brazilian educational process. It has to detach that the greatest concentration of distance courses accredited in Brazil occurs in higher education. Today, distance courses at this level in the country are authorized in sequential, graduation, specialization, master and doctorate areas. The field research led to confirm practically all suppositions about the increase of distance education in higher education, proposed in anticipation. The flexibility that makes possible the transmission of knowledge at any place and time and the new technologies, chiefly the Internet, were the factors that more impelled the increase of distance education in brazilian higher teaching. Meanwhile, the quality improving of the courses was the less significative in respect to the growth of distance education it the higher level in Brazil. But, this fact does not signify that the distance higher courses have not quality. On the contrary, the courses are ministered by professionals of confirmed competence. What can still legitimize the presence of quality in distance higher teaching is its exponential growth in the country. Moreover, the importance attributed to the pedagogical project well planned in distance higher courses demonstrates the interest by excellence in the distance learning. Certainly, when a pedagogical project is well delineated, at any level of distance teaching, the trend of quality is perfect itself.

Working, for some people, may mean being stressed, tired or hurt. For others, though, it may mean life. The fact is that, positively or negatively, since its beginning, work has played an important role in everyone¿s life. The history of men is the story of the evolution of their work. It was through their work, that men constituted themselves. Therefore, it seems relevant to look further into this subject. The aim of this study is to find out what causes pleasure at work. In order to achieve this answer, two kinds of workers were chosen: musicians and policemen. Using bibliographic and field research, the method of content analysis and the making of drawings, it was proved both of them have pleasure while working, which is felt by realizing the nature of the work. We found five ways that make it possible to have pleasure working. The first is looking at work as providing a feeling of accomplishment; the second, as survival; the third, as a contribution to society; the fourth, as a hobby or leisure; and the last, as a personal challenging.

This study aimed to answer the question: what justifies the practice of mentoring and how it relates to the learning of technical abilities and interpersonal? To answer this question, we use literature research, and the field, through the implementation of an open questionnaire. The literature search allowed us to identify the mentoring as a process in which the mentor invests their time providing a technical support and personnel, acting as adviser of mentored, and this process leads to the development of people. Moreover, starting from the assumption that mentoring can be identified as a process to support individual learning. The results of the field research pointed the positive influence that process for people in organizations. Given the advantages pointed out by respondents of the questionnaire, identified the motives for this practice. Moreover, the respondents affirmed that the mentoring can be considered a resource of learning of technical abilities and interpersonal.

Este trabalho procurou avaliar a implantação de Gestão pela Qualidade Total - GQT no Serviço de Recursos Humanos - SEREC da Petrobrás, através de uma pesquisa de campo, dentro de um contexto historicista. O problema identificado para a pesquisa foi: quais as possibilidades e dificuldades da implantação da Gestão pela Qualidade Total no SEREC ? Com o intuito de melhor subsidiar a pesquisa, foram estudados os conceitos acerca da formação do petróleo, do gás natural e do xisto; foram resumidamente explicadas cada uma das principais atividades desenvolvidas pela Petrobrás; foram aborbados alguns aspectos históricos que envolveram a sua origem. Em seguida estudou-se a evolução da função RH na Petrobrás, desde a sua criação até o final de 1995. Trataram-se os aspectos que envolveram a implantação da GQT no SEREC, inicialmente percorrendo os princípios e acontecimentos que nortearam sua implantação na Petrobrás-holding. Ao final, analisou-se a pesquisa de campo.

This study' s aim was to verify at what point the concept of learning organization can be applied to Central Bank. It argues how this concept can generate thoughts and ideas about organizational issues, as it emphasizes the development of new skills and capabilities. The essay includes the description of the model that inspired it and some complementary notions regarding the theme. The model studied was analysed and compared to the field research and the documents. Many aspects that make the Bank similar to an ideal leaming organization have been pointed out in the area of innovation in infrastructure, such as the implementation of new practices and systems. In a deeper leveI of reflection, it was verified that in relation to the practice of the fifth learning disciplines (Personal Mastery, Mental Models, Shared Vision, Team Learning and Systems Thinking), the creation of new guiding ideas, new management methods, the Central Bank does not approximate of what it is called a learning organization.

This study investigates in the National Commission of Nuclear Energy the Institute of Radiation Protection and Dosimetry in terms of perceptions, actions, and posture of the administrative agents which could facilitate the engagement of the employees of that public organization in the TQM implantation, based on NBR ISO 9000. The central question of this research is: which characteristics of the administrative actions and sense of the managerial posture manifested in the implantation, implementation and maintenance for the achievement of objectives and goals of the Quality System-ISO 9000, could contribute to engage the IRD professionals in the process? The research finds prevalence of the Quality technical knowledge over the attention on professionals' managerial posture, identifies a lack in that Norm about how to deal with its administrative requirements in practical terms, driving the researcher to look for support especially in Deming to face the critical reading of that organizational context. The field research was conceived under the paradigm of constructivism, facilitating the description of beliefs, perceptions, feelings and values manifested in the employees discourses, actions and re-actions to establish relations between Quality theory and that concrete reality. A phenomenologic approach, only as a complementary level, was sufficient to favor the researcher insertion in that institution where he is still working, but in the new and contingent role of researcher. To apprehend the organization managerial stile, to comprehend beyond its characteristics and to grasp the orientation of the managerial posture in terms of possibilities for Quality implementation were the core of this study. The TQM theory was interpreted as a living philosophy, an administrative posture the meaning of which is a permanent Quality improvement in the CNEN/IRD management processes in its internal and external organizational relations. The procedural nature of the CNEN/IRD public service legal regime, political implications and performance evaluation which reveals only partially the organizational reality should not obstruct the Institute drive to assume the spirit of serving the public as a Quality management philosophic commitment. Conclusions show some progress reorienting initiatives in organizational management taking place in three different levels: operational, toward the employees' expectations of values and organizational processes integration; HR administration, in search of better communication; strategic, through expectations on a possible visionary leadership". Finally, at the academic level, the perception that future studies in search of the establishment of relationships between TQM and the organization culture can favor new progress."

This study aimed to verify the type of Personnel Management adopted during the period between January 2005 and December 2008 at the Municipal General Attorney¿s Office (PGM-RJ) is compatible with the challenges of society and management people in the twenty-first century and why. To enable this conclusion, the means used were the research literature, documentary and field, through a process of self-ethnography. The literature review presented the evolutionary process and culture of public administration in Brazil, the new challenges of society and people management in the twenty-first century, the evolutionary process of managing people and its main approaches and models. The field research provided data wich related to them with the literature review, allowed to identify the predominant features of public administration and culture of PGM-RJ and the people management approaches identified. In addition, the study highlights that despite the effort in making changes and advances in the use of many different ideas of functionalist approach, the human resource practices adopted in the PGM-RJ during the period between January 2005 and December 2008 were not fully compatible with the challenges of society and people management in the twenty-first century.
