O principal objetivo desse estudo foi o de verificar as situações que, na prática da orientação educacional no Brasil. Possam ser responsabilizadas pelas dificuldades que a atividade vem encontrando para se desenvolver e se efetivar nas escolas brasileiras. Foi organizado em cinco capítulos, onde estão analisadas informações, resultantes basicamente de consulta bibliográfica a livros, artigos em periódicos, documentos e pesquisas relacionadas ao assunto. No primeiro capítulo encontram-se resumidos alguns preceitos teóricos que têm fundamentado a atividade de orientação educacional. No segundo capítulo apresentamos uma síntese da orientação, tal como ela se desenvolve nos EEUU, porque tomamos sua forma de atuação no sistema escolar norte-americano como referência para as interpretações de sua aplicabilidade nas escolas brasileiras. No terceiro capítulo caracterizamos a prática da atividade no sistema de ensino brasileiro, assinalando fatos que evidenciam a defasagem entre os objetivos e princípios postulados pela orientação educacional no Brasil, suas condições de efetivação e o quadro de inconsistência pelo qual ê conhecida e criticada. No quarto capítulo, analisamos e interpretamos as causas que determinam, a nosso ver, as dificuldades para a orientação se firmar nas escolas do país. Nossos questionamentos foram discutidos em torno de três hipóteses básicas que poderiam explicar o quadro de insatisfação e incerteza de sua prática e dos profissionais que são responsabilizados por sua efetivação: influência da DE das escolas norte-americanas, posição da OE na política Educacional Brasileira e aspectos da formação dos Orientadores Educacionais. Finalmente, sob influência do quadro de incoerências denunciando, organizamos, em forma de sugestões, no capítulo cinco, algumas propostas de estudo que poderiam ser desenvolvidas para ajudar a definir a orientação educacional no sistema de ensino brasileiro e I transformá-la numa prática realmente útil ao processo educacional.

Electricité de France (EDF) is a leading player in the European energy market by being both the first electricity producer in Europe and the world’s leading nuclear plant operator. EDF is also the first electricity producer and supplier in France. However, Europe, EDF’s core market, is currently underperforming: the European sovereign debt crisis is lowering significantly the growth perspective of an energy market that has already reached its maturity. As a consequence, European energy companies are now looking at international markets and especially BRIC economies where economic growth potential remains high. Among them, Brazil is expected to keep its strong economic and electricity demand growth perspectives for the coming decades. Though Brazil has not been considered as a strategic priority for EDF after the Light reversal in 2006, the current economic situation has led the Group to reconsider its position toward the country. EDF’s current presence in Brazil is limited to its stake in UTE Norte Fluminense, a thermal plant, located in the state of Rio de Janeiro. This report investigates the possibility and the feasibility of EDF’s activities expansion in Brazil and what added value it could bring for the Brazilian power market. Considering that the status quo would not allow EDF to take full advantage of Brazil’s future growth, this work is identifying the various options that are currently opened to EDF: market exit, status quo, EDF alone, local partner. For that purpose, this study collects and analyses the latest energy market data as well as generation companies’ information which are necessary to give a relevant overview of the current brazilian power sector and to present EDF strategic options for the country.

Este trabalho trata da aplicabilidade, ao livro eletrônico e ao leitor de livro eletrônico, da imunidade tributária dos livros, jornais, periódicos e o papel destinado à sua impressão, veiculada no artigo 150, VI, “d”, Constituição Federal. A doutrina brasileira e a jurisprudência do Supremo Tribunal Federal entendem que o objetivo da imunidade tributária do livro é garantir a liberdade de expressão e a difusão cultural por meio da vedação à instituição de impostos sobre os livros, jornais, periódicos e o papel destinado à sua impressão. Entretanto, apesar de a doutrina empregar interpretação ampliativa dos ditames da mencionada imunidade, o Supremo Tribunal Federal, atualmente, possui uma postura restritiva, entendimento consolidado com a edição da Súmula 657. Sustenta-se no presente trabalho que tanto a doutrina como a jurisprudência do Supremo Tribunal Federal confundem os conceitos de livro com aquele relacionado ao seu suporte, por partirem de premissa equivocada, isto é, da indissociabilidade do E-Book do seu suporte físico.

This paper reports the results of a survey intended to discover the manner in which Soft Systems Methodology (SSM) is understood and used in Brazil. The focus is upon SSM papers published in national and international journals, and conferences, incorporating a refereeing procedure. To be included in the survey, publications had to meet at least one of the following criteria: (a) authorship is clearly of Brazilian nationality; or, (b) authorship is affiliated to a Brazilian institution; or (c) application is set in Brazil. Similar surveys reporting on the United Kingdom, Australia and, to a lesser extent, Spain have been published previously in the literature. This paper, therefore, contributes to the growing international understanding and usage of SSM. Ultimately the paper serves as an initial map of the developing context in Brazilian SSM theory and practice.

Using quantitative data obtained from public available database, this paper discusses the difference between of the Brazilian GDP and the Brazilian Stock Exchange industry breakdown. I examined if, and to what extent, the industry breakdowns are similar. First, I found out that the Stock Exchange industry breakdown is overwhelming different from the GDP, which may present a potential problem to asset allocation and portfolio diversification in Brazil. Second, I identified an important evidence of a convergence between the GDP and the Stock Exchange in the last 9 years. Third, it became clear that the Privatizations in the late 90’s and IPO market from 2004 to 2008 change the dynamics of the Brazilian Stock Exchange. And fourth, I identified that Private Equity and Venture Capital industry may play an important role on the portfolio diversification in Brazil.

Usando dados do Banco Mundial, esta dissertação analisa as semelhanças e diferenças entre os obstáculos enfrentados pelas micro, pequenas e médias empresas (MSME) no Brasil e na China. Realizamos tanto uma análise comparativa entre os dos países como uma análise de clusters para confrontar os dados subjetivos e objetivos recolhidos, de modo a identificar o desempenho das empresas, levando em consideração as características dos países e o ambiente de negócios.

The following paper was conducted with the support of several entrepreneurs and startups from Brazil. The aim of the research was to find out which impact the Business Model Canvas, further abbreviated as BMC, has on technology-oriented startups in Brazil. The first step of the study was identify some general concepts of entrepreneurship, as well as the conditions and environment of the country. Afterwards, it was focused on defining and comparing different business model tools and concepts to the BMC. After the literature review and meeting with several professionals in the area of entrepreneurship and startups, a questionnaire was formulated in order to conduct the qualitative study and identify the main impact of the tool. The questionnaire was answered by ten startups. In order to check the validity and credibility of the research outcomes, theory and investigator triangulation was used. As a result, the usage of the BMC could be evaluated by obtaining the outcomes and the theory, which showed that Brazilian tech startups are using Osterwalder’s model for the reason of idea creation and testing, validating and pivoting their business model. Interestingly, the research revealed that the entrepreneurs are using the tool often not in the traditional way of printing it, but rather applying it as a thinking approach. Besides, the entrepreneurs are focusing mostly on developing a strong Value Proposition, Customer Segment and sustainable Revenue Streams, while afterwards the remaining building blocks are built. Moreover, the research showed that the startups are using also other concepts, such as the Customer Development Process or Build-Measure-Learn Feedback Loop. These methodologies are often applied together with the BMC and helps to identify the most sustainable components of the business idea. Keywords: Business

This doctoral dissertation provides a detailed analysis of the Brazilian cabinet according to the concepts of a multiparty presidential system. Appointing politicians as ministers is one of the most important coalition-building tools and has been widely used by minority presidents. This dissertation will therefore analyze the high-level Brazilian national bureaucracy between 1995 and 2014. It argues that the ministries – or departments – are not equal, and that allied parties therefore take into account the different characteristics of a ministry when demanding positions as a patronage strategy or for use as other kinds of political assets. After reviewing the literature on the theme, followed by a comparative analysis of the Brazilian, Chilean, Mexican, and Guatemalan cabinets, all the Brazilian ministries will be weighed and ranked on a scale that is able to measure their political importance and attractiveness. This rank takes into account variables such as the budgetary power, the ability to spend money according the ministers’ will, the ability to hire new employees, the ministries’ influence over other governmental agents such as companies, agencies, and so on, the ministers’ tenure in office. Finally, a proxy is provided that seeks to identify the normative power a department may hold. All of these characteristics will then be taken into account in considering the representatives’ opinion, thus helping to ascertain whether the cabinet appointment has been coalescent among the several parties that belong to the president’s coalition.

Brazil was frequently criticized for its interventionist and heavy financial regulation up until the 2008‐09 world financial crisis. According to the neo‐liberal or pro‐market view that predominated in academic and financial circles during the early 2000s, economic development came together with financial deepening, which in its turn could only be achieved through financial liberalization and deregulation. The currency crises of the 1990s notwithstanding, by the mid‐2000s Brazil’s segmented financial market and its restrictive reserve and capital requirements were seen as a symbol of inefficiency and backwardness by most financial specialists. To the luck of the Brazilian population, most of the advices of such specialists were ignored by the Brazilian authorities, so that, when the 2008 financial crisis hit the world economy, Brazil still had powerful and efficient instruments to deal with the problem. The objective of this note is to present the mains aspects of the Brazilian financial regulation and how they helped the economy to deal with the consequences of 2008‐09 financial meltdown.
