O presente trabalho busca estudar a reestruturação ocorrida no setor elétrico brasileiro na década de 1990 modelo de mercado de energia vigente, com foco na comercialização. Neste contexto, analisam-se os motivos para lacunas de investimento no setor. Além disto, ainda da ótica do investidor, ressaltam-se as questões ambientais tributárias do setor elétrico brasileiro.

As décadas mais recentes têm marcado a supremacia dos regimes econômicos que privilegiam as responsabilidades fiscal e monetária. De forma ainda mais destacada, o sistema de metas de inflação vem ganhando espaço, com a adesão de um número crescente de países. No Brasil, sua introdução em 1999 colocou a política monetária em grande evidência, alimentando um prolongado debate acerca dos méritos e desvantagens da priorização absoluta da estabilização monetária. Este trabalho parte de um resumo histórico das práticas de política monetária no Brasil republicano. A seguir, procura-se aferir a eficiência dessas políticas no período posterior à estabilização alcançada pelo Plano Real, com a descrição da ferramenta adotada, a Função Impulso-Resposta Generalizada. Os resultados obtidos com esse instrumento permitem concluir que a autoridade monetária tem sido bem sucedida na gestão do regime de metas de inflação.

This paper discusses some theoretical aspects of supply shocks and describes the impact of supply shocks on the japanese economy using some comparasions with USA and Brazil. The outstanding results on adjusting on "Oil shocks were due to a tight and orthodox monetary policy associate with some peculiarites of the japanese labor market .

Neste trabalho realizamos um estudo sobre a produtividade total e as produtividades individuais dos fatores de produção para o setor de geração de energia elétrica no Brasil, usando dados do período ] 978 a 1992 das cmpresas ELETRONORTE, CHESF, FURNAS e ELETROSUL. Utilizando a abordagem da estimação econométrica da função dc custo, construímos um modelo do tipo trallslog que inclui a restrição sobre a taxa de retorno do capital, onde os insumos variáveis são mão-de-obra, materiais elétricos e energia e o único insumo fixo é o capital. Os resultados da estimação de mínimos quadrados de três estágios iterativos para o modelo básico mostraram que o aumento médio na produtividade total foi de 9,9% ao ano, sendo que a contribuição média da mão-de-obra foi de 0,3% ao ano, a dos materiais elétricos foi de 2,6%) ao ano e a da energia foi de 7,0% ao ano no período de estudo. A situação muda bastante quando estimamos o mesmo modelo sem considerar o intercâmbio do insumo energia elétrica no processo de produção, tendo em vista que o aumento médio na produtividade total cai para 2,4% ao ano, com uma contribuição negativa da mão-de-obra de 1,0% ao ano c contribuições positivas dos insumos materiais elétricos e energia de, respectivamente, 1,4% e 2,0% ao ano. Como trabalhos complementares, usando este arcabouço teórico, sugerimos a verificação a nível regional da existência do monopólio natural, a determinação do tamanho ótimo da empresa de geração de energia elétrica e a existência de economias de integração vertical entre os segmentos de geração, transmissão e distribuição para o Brasil.

Estudos já feitos nos Estados Unidos mostram que propaganda é mais efetiva, geralmente, quando a raça do modelo é a mesma do que a raça do consumidor. Este estudo mostrou que os consumidores brasileiros não fizeram questão de raça do modelo. Embora, a mais aceito era o modelo mulato. Também nenhuma raça dd consumidor mostrou reação negativo contra dos modelos mulatos ou negros. O Teoria de Identidade Social fornece uma explicação possível. No EUA, a raça é uma característica fixa. No Brasil, a fronteira entre as raças é permeável. Por causa desta flexibilidade, consumidores brasileiros usam estratégias de mobilidade social, e escolham o grupo de referencia preferido dentro de todos as raças, não só de raça deles mesmo.

O objetivo deste relatório é estudar a relação entre proteção ao consumidor, regulação e defesa da concorrência em três setores de infra-estrutura no Brasil: telecomunicações, energia elétrica e saneamento básico. A Seção I deste relatório apresenta uma descrição sintética dos três segmentos selecionados. A Seção II discute aspectos teóricos da relação entre proteção ao consumidor, de um lado, e regulação e defesa da concorrência, de outro, a partir da experiência brasileira e internacional. A Seção III apresenta a experiência brasileira de regulação dos três setores. A Seção IV apresenta algumas estatísticas recentes de reclamações dos consumidores, ainda não suficientemente exploradas pela pesquisa acadêmica. A Seção V discute possíveis configurações institucionais entre proteção ao consumidor, regulação e defesa da concorrência, sugerindo uma explicação para a configuração atual dessas áreas nos três segmentos de infra-estrutura selecionados.

The Brazilian energetic sector is passing through deep transformations. The restructure is mainly characterized by the passage from a vertical and centrally coordinated system, in hands of the State, to a more horizontal one, with characteristics of a network, in which organizations, such as the National Agency of Electric Energy (ANEEL), the new regulator entity, the Wholesaler Market of Electric Energy (MAE), the National Operator of Electric System (ONS), Eletrobrás and the National Bank of Economic and Social Development (BNDES) are designated as the principals integrators of the system. The objective of the present work was to analyze the influence of the privatization and restructuring processes in the integration of the Brazilian system of electric energy. The analysis was based on the instruments offered by the network approach. The results of the research show that the Brazilian sector of electric energy cannot be considered as a highly integrated network. In this new horizontal configuration, the social actors are affirming its roles, functions and objectives, while the key-organization like ANEEL, ONS, MAE, Eletrobrás, and BNDES are being structured to strengthen its integrative role.

This study tried to describe the State reform in the Brazilian energetic sector and how the energetic crises of 2001 influenced this process. With this purpose, two kinds of research were done: a bibliographic and some interviews. Many authors were studied to find out the construction of the State role in the Brazilian energetic sector. The interviews were done with nine specialists trying to confirm some positive and negative characteristics of the two models (1998 and 2004) and the causes of the crises studied in the bibliographic research. In addition, the specialists were consulted to tell their opinion about the State role in the sector. Then this study found out that the State must find an optimal size: not too small like in the first model (1998) that lacked a planning agent for the sector; nor too large as the State doesn't have enough money for the required investments of this sector.

The present work aims to identify emerging organizational changes in the Court of Accounts of the State of Rio de Janeiro - TCE/RJ that are happening in the contemporary scenery known as the Age of Information. The search for the comprehension of the institutional dynamics is oriented by concepts originated from the theory of complexity, which believe that the public services external control system can be understood in a political, technical and legal environment with growing levels of learning and innovation. While chasing the possible causes of these changes, we try to prove the hypothesis that the TCE/RJ is turning into a more transparent organization. For this purpose, we define the outlines and reaches of the principle of transparency, based in bibliographical and documental researches, and analyze the phenomenon perceived in a explanation research through semi-structured interviews performed with two groups: a sample representing the universe under jurisdiction entities top level directors and the other obtained in the universe of formal and informal leaderships existing in the educational body of the institution. The conclusion of the present work confirms the initial questions, indicating that the organization is really becoming more and more transparent. The social-technical changes that are happening today at the TCE/RJ are caused by the growing social pressure for more effective results in the control of public expenditures. Under the systemic point of view, we observe cracks in the protective bell-glass that evolves the institution - previously hermetic to the external contingencies and that works today as a SAC - Adaptive Complex System. Aspects such as organization structural changes, the introduction of strategic planning and the growing democratization of the decision process are producing a new organizational culture. The seniority of the Technical Headcount contributes to establish the pre-conditions for the development of a administration where the participation of the TCE/RJ technical employees adds importance to its development as an institution that generates republican effects in the society from its less hermetic decision process.

Since electric power is an essential element in modern society, this paper analyzes the historic and institutional factors that have contributed to the formation and organization of the Brazilian electric sector, from the time when it started to be used in this country until the end of year 2002. This analysis is based on a linear description of historic facts, giving emphasis to crucial events ¿ or critical incidents, as they were called for the purpose of this paper. As to these happenings, the social actors who played an important role in the development of the Brazilian electric power sector were analyzed. An analytical model based on the theoretical references offered by the Institutional Theory was used. The study also highlights the elements that comprehend the development of the phenomenon in face of the ambivalence existing in a developing country, which is the case of the Brazilian electric power sector. The organizational fields that were established at the time determined by the main crucial incidents presented throughout the length of time covered by this study. The resources that the main social actors involved in the electric power sector may use by are also identified, as well as their main interests and level of influence these actors may have. Several documents were analyzed. The qualitative methodology was used. Also, many semi-structured in-depth interviews of the people who have made the history of this sector for reliability were conducted. Finally, this study includes the main elements that have shaped the institutional model of the Brazilian electric sector. It also characterizes the external environment as the element which has most influenced the sector and has also led its way throughout the different developmental phases, especially with respect to funding. The growing rates of power consumption indicate the need for a constant increase in the supply of electric power to meet the needs of society and economic development. This requires constant investment. Lack of investment is a limiting factor. Not only does it hinder the development of the country but it may also result in very unfortunate mishaps such as electric power rationing, such as the kind we had to endure a while ago.

This dissertation seeks to recognize the impacts that outsourcing of the call center brings to firms of electrical energy in Brazil. For this research, two existing cases in the brazilian sector electric: i) case of Cemig, firm mineira of electrical energy; ii) case Light, firm carioca of electrical energy. The framework of this dissertation is based of the methodology of multiple study cases described by Robert Yin (2003). This work analyzed separately each of the cases and compared the results obtained in each analysis. In this way, this research aimed at analyzing the impacts that firms sufering in outsource the call center, despite the citys are diferents, like the factors of the environment. The obtained results suggest that the firms adopt the mixed call center, with the greatest part of outsources employees and with less proper. The importants impacts seeks in this research are the lost of the image, quality and the control of the process of answering. The aim impacts of a outsourcing the call center find in this research are the lost of the image of the firm and the reduction of the control of the process of customer service, impacting directly on the quality of the customer service.
