In this paper, we proposed a Data Translation model which potentially is a major promising web service of the next generation world wide web. This technique is somehow analogy to the technique of traditional machine translation but it is far beyond what we understand about machine translation in the past and nowadays in terms of the scope and the contents. To illustrate the new concept of web services based data translation, a multilingual machine translation electronic dictionary system and its web services based model including generic services, multilingual translation services are presented. This proposed data translation model aims at achieving better web services in easiness, convenience, efficiency, and higher accuracy, scalability, self-learning, self-adapting.

Although youth drug and alcohol harm minimization policies in Australia are often contrasted with the abstinence and zero tolerance policies adopted in the United States, there has been little research directly comparing youth substance use behaviour in the two countries. Three state representative samples in Victoria, Australia (n = 7898) and in the US states of Oregon (n = 15 224) and Maine (n = 16 245) completed a common cross-sectional student survey. Rates of alcohol use (lifetime alcohol use, recent use in the past 30 days), alcohol use exceeding recommended consumption limits (binge drinking: five or more drinks in a session), other licit drug use (tobacco use), and norm-violating substance use (substance use at school, use in the past 30 days of marijuana or other illicit drug use) were compared for males and females at ages 12-17. Rates were lower (odds ratios 0.5-0.8) for youth in Maine and Oregon compared to Victoria for lifetime and recent alcohol use, binge drinking and daily cigarette smoking. However, rates of recent marijuana use and recent use of other illicit drugs were higher in Maine and Oregon, as were reports of being drunk or high at school. In contradiction of harm minimization objectives, Victoria, relative to the US states of Oregon and Maine, demonstrated higher rates of alcohol use exceeding recommended consumption limits and daily tobacco use. However, findings suggested that aspects of norm-violating substance use (substance use at school, marijuana use and other illicit drug use) were higher in the US states compared to Victoria.

The aim of this paper is it to identify whether Australian media companies moved online with a clear business model in mind or in an ad-hoc manner. In-depth interviews were conducted with four Internet media managers from two large Australian media organisations. All four had been involved in Web publishing from its early stages and had extensive knowledge of the development of Web publishing in the industry. The interviews focused on the period around the mid 1990’s when the early development of the organisations’ websites took place. We also review an analytical approach of examining narratives from research interviews developed by Davidson (Davidson 1997) and Mishler (Mishler1986a, 1986b).

Universities worldwide are consolidating and enhancing their commitments to various models of e-learning. These activities are leading to the adoption of corporate-wide e-learning systems, and accompanying changes in structures, processes and infrastructure requirements. The professed ideal is to identify narrowly defined corporate IT solutions which can deliver the full range of educational, administrative and student support features to meet the organisational need to expand e-learning activities globally. The trend seems to be away from locally driven and controlled IT development and adoption towards investments in Instructional Management Systems (IMS). In reality, however, universities generally are developing and using a broader array of solutions to meet their needs than may be deemed desirable under a more centralised, corporatised IT approach. This paper examines these trends by analysing the drivers shaping corporate approaches to IT implementation, and reflects critically on some of the educational, economic and organisational tensions and issues evident in institutional approaches to establishing such systems. The paper highlights the ongoing need for innovative, dynamic organisational solutions to progress the e-learning agenda, and the thoughtful reconciliation of centralised and decentralised approaches to achieving desired ends.

This study explores the ethical standards and behaviour of Australian advertisers and their usage of new technologies. Although corporate ethics has been an issue in the established media of television advertising for some time, there is little research about how companies are adapting in terms of ethics to the new communication technologies. The consumers’ “right to know” was used as a device to assess the ethical standards and behaviour of companies. Findings suggest that the WWW is not used as a means of communicating corporate ethical standards. Results indicate that the method of communicating requests for information does not influence the likelihood of receiving a response from a company. The results also show differences between the ethical standards and the ethical behaviour of those companies who do use the WWW to communicate ethical statements.

Covisint, a global, industry-wide eMarketplace in the automotive industry, has received considerable literature attention since its inception some four years ago. Despite predictions that it would transform the industry, it has made little impact on automotive markets in countries where its progress has been documented. A lack of literature concerning Covisint use in Australia makes understanding the Australian situation quite difficult.
This study addresses this deficiency by investigating several Australian automotive organizations and their application of Covisint in conducting supply chain trading with their business partners. The research found that the application of Covisint is significantly less than its potential.

Deakin University has established a major integrated corporate technology infrastructure in the last two years to enhance and bring together its distance education and on-campus education. This environment has been called Deakin Online. With Deakin Online rapidly developing, efforts are beginning to focus more fundamentally on how the potentials of the environment can be realised to create enduring teaching and learning value. This search must be understood in the context of the University’s commitment to the values of relevance, responsiveness and innovation. The question is: how can these values be realised in the digitally-based evolving educational enterprise using the new corporate technologies and new concepts of organisational structure and function? We argue for the transforming role of the academic teacher and new forms of open academic collegiality as being critical to realise strategic and enduring educational value. Moreover, change in role and process needs to be grounded in more systemic organisation and program-wide approaches to designing and working within the new contemporary learning environments. We believe the shift from the dangers of product centricism to system-wide education design modelling situating e-learning within broader curricular and pedagogical concerns represents the best strategy to create enduring educational benefits for all stakeholder groups (notably academic teachers and their learners) while preserving teachers’ sense of agency in the changing learning environments of higher education.

Convergence is a likely destination for news media in many parts of the world, though the duration of the journey will vary from country to country. This paper defines convergence as well as it is possible to do so, traces its spread around the world, and describes some of the most common business models. It looks at the forces driving convergence, and factors common to the most successful converged operations. The paper also describes the uncertain scenario in Australia now the Howard government has announced plans to change media ownership laws. It ends with discussion about changes in curricula at journalism programs in the United States in the light of the spread of convergence.

This paper reports on the methodology used for a review conducted at the University of Melbourne to determine the impact on teaching, learning and student study habits of multimedia and educational technology. Of particular methodological interest among the multiple components of the review was a quasi-controlled study of student attitudes towards and experiences of using educational technology. These were gathered using a targeted student sample comprising students known to have studied units in which well-established and highly peer rated IT products are deployed and a random student sample stratified to be representative of the typical student experience of the university. The paper reports the outcomes and effectiveness of this methodology.

To use the vast amount of information efficiently and effectively from Web sites is very important for making informed decisions. There are, however, still many problems that need to be overcome in the information gathering research arena to enable the delivery of relevant information required by users. In this paper, an information gathering system is develop by means of multiple agents to solve those problems. We employed some ideas of Gaia's methodology and an open agent architecture to analyze and design the system. The system consists of a query preprocessing agent, information retrieval agent, information filtering agent, and information management agent. The filtering agent is trained with categorized documents and can provide users with the necessary information. The experimental results show that all agents in the system can work cooperatively to retrieve relevant information from the World Wide Web environment.

Although soils are generally considered to wet readily, some are actually water repellent at the surface and in the rhizosphere. This phenomenon occurs at low to moderate moisture contents and has been reported from soils under a range of vegetation types and from many regions around the globe. Water repellency in soils can have serious environmental implications including reduced seed germination and plant growth as well as irrigation efficiency, accelerated soil erosion, and enhanced leaching of agrochemicals through preferential flow. it has been proposed that water repellency is caused by the accumulation of hydrophobic organic compounds released as root exudates, microbial byproducts or from decomposing organic matter, which are deposited on mineral or aggregate surfaces, or are present as interstitial matter, Few studies to date have attempted to isolate and characterize these compounds and their structure is therefore only poorly understood, These studies have generally focussed on only a single soil or a small range of samples, have not included non-repellent soils as a control and have not always been able to demonstrate that the substances isolated are indeed responsible for repellency formation.

This study reports on the first part (extraction procedures) of a research programme addressing these gaps in current knowledge by investigating a wide range of severely repellent and wettable ‘control’ samples from different countries, and by including assessments of extraction efficiency and ability of extracts to cause repellency. Analytical methods include DRIFT (Diffuse Reflectance Infrared Fourier Transform Spectroscopy) of soils and IR (Infrared) analysis of extracts.

Key findings are that (i) soil sample heating after extraction is valuable in assessing the effectiveness of the extraction procedure, (ii) Soxhlet extraction using isopropanol/ ammonia (70/30 v/v) was the most effective method in extracting hydrophobic compounds, while leaving the ability of extracted compounds to induce water repellency virtually unaffected, (iii) wettable control soils also contain hydrophobic substances capable of inducing water repellency, (iv) the amount of organic compounds extracted was poorly related to sample repellency, indicating that compounds responsible for repellency may only represent a small fraction of the extract, (v) differences in extraction efficiency between different samples indicate that the compounds responsible may differ generically and/or in terms of their bonding to minerals, and (vi) the combination of repellency assessments with DRIFT on soils and JR on extracts used with internal standards has considerable potential to allow quantification of CH bearing organic matter in the soil, the efficiency of extraction processes for its removal, and its significance in causing water repellency in soils.
