Purpose - This paper evaluates the main elements of building performance namely building function, building impact and building quality in order to promote strategic facilities management in healthcare organisation to improve core (health) business activities. Design/methodology/approach - Based on current available toolkits, a questionnaire is issued to healthcare users (staff) in a public hospital about their level of agreement in relation to these elements. Statistical analysis is conducted to regroup the elements. These regrouped elements and their inter relationships are used to develop a framework for measuring building performance in healthcare buildings. Findings - The analysis helped to clarify the understanding and agreement of users in Australian healthcare organisation with regards to building performance. Based on the survey results, 11 new elements were regrouped into three groups. These new regrouped elements will be used to develop a reliable framework for measuring performance of Australian healthcare buildings. Originality/value - Currently there is no building performance toolkit available for Australian healthcare organisation. The framework developed in this paper will help healthcare organisations with a reliable performance tool for their buildings and this will promote strategic facilities management.

This paper describes the Mobile Architecture and Built Environment Laboratory (MABEL) and its application for systematic building performance evaluation for compliance testing, commissioning, strategic and operational facility management and continuous improvement in the built environment.

The first part of the paper introduces the application areas of on-site building performance evaluation and discusses the shortcomings in this regard in current practice. It emphasises the need for on-site investigations to generate information on 'as built performance' for the 'feedback' loop between design, operation and occupancy of new buildings, retrofit or adjustment.

The second part introduces the Energy-Comfort-Behaviour Framework for 'across-the-board' building evaluation and discusses MABEL's role in this scheme. MABEL's objectives, procedures and the performance measurement matrix are explained and discussed.

The case study presents findings from a program of pre- and post-evaluations of buildings sponsored by the NSW government. The program aims to demonstrate leadership in the delivery of government accommodation and to provide feedback into the building design and management process.

The results from a combined evaluation of an ABGR 4.5 star government building using the KODO probe© occupant surveys and measures of environmental conditions, carried out by the Mobile Architecture and Built Environment Laboratory (MABEL) at Deakin University are summarised. In particular the paper will present the benefits of innovative performance evaluation of property for commercial benefit using the KODO productivity topographic maps©.

These maps isolate where facility solutions are needed as opposed to tenant/occupant solutions in order to optimise building and business outcomes with minimal capital investment.

Purpose – This paper intends to shed some light on the relationship between leadership performance and corporate accomplishment through the aid of complexity sciences. The objective is to describe leadership performance in corporate accomplishment using different teleological approaches.

Design/methodology/approach – The paper discusses the underlying criteria of the relationship between leadership performance and corporate accomplishment. Case illustration and narrative analogy are also provided.

Findings – The authors believe that the discussion highlights a potential downside of leadership performance in corporate accomplishment and its precision rarely highlighted in practice and literature.

Research limitations/implications – There is a reigning assumption in management practice that is based on the belief that a top-down approach of leadership performance in management and business practices is superior to the bottom-up approach. It proffers the assumed importance of strategic management issues, but neglects the knowledge, experience, competence and awareness inherent among employees at tactical and operational levels of business practices. It also proffers a mechanical view of employee performance and ignores the worth of the generation of ideas from subordinates in management and business practices that contribute to corporate achievements. Furthermore, it neglects the fact that it is not possible to know the future nor it is predictable.

Practical implications – The paper contends that the importance of top management tends to be inflated in respect to corporate achievements in the management/leadership literature. It also contends that it should be questioned as to whether the top management of corporations are largely responsible for the corporate results on which they attempt to justify their salaries and other benefits. Furthermore, the paper contends that it also should be questioned as to what extent corporate accomplishment may be derived from the performance of the top management in organizations.

Originality/value – The paper strives to contribute to the ongoing discussion of leadership performance in corporate accomplishment in various ways. The principal contributions are: a set of teleological sub-processes of leadership performance and a case illustration and narrative analogies of teleological leadership performance patterns, in respect to corporate accomplishment in management and business practices. These contributions provide theoretical and managerial ideas and insights to anticipate and avoid deficient or erroneous grounds of leadership performance evaluation in corporate accomplishment.

Healthcare design frequently involves complex concepts that are difficult to measure and evaluate because the building require a modern, quality, functional and therapeutic environment. For this specific reason, facilities management has become a very important support system to ensure smoothness in healthcare business. Facilities management in healthcare building is a complicated system involving multiple layers of administrative division and sub-divisions. Building performance such as building impact, function and quality prove to have significant impact on strategic facilities management. This paper will do an extensive review of strategic healthcare business management as a holistic approach and examine how facilities management can effectively manage their division with consideration and understanding of building performance. The correlation between strategic facilities management and building performance will be identified and a framework for strategic FM system with regards to building performance will be developed.

This article is devoted to large multi-tier ensemble classifiers generated as ensembles of ensembles and applied to phishing websites. Our new ensemble construction is a special case of the general and productive multi-tier approach well known in information security. Many efficient multi-tier classifiers have been considered in the literature. Our new contribution is in generating new large systems as ensembles of ensembles by linking a top-tier ensemble to another middletier ensemble instead of a base classifier so that the top~ tier ensemble can generate the whole system. This automatic generation capability includes many large ensemble classifiers in two tiers simultaneously and automatically combines them into one hierarchical unified system so that one ensemble is an integral part of another one. This new construction makes it easy to set up and run such large systems. The present article concentrates on the investigation of performance of these new multi~tier ensembles for the example of detection of phishing websites. We carried out systematic experiments evaluating several essential ensemble techniques as well as more recent approaches and studying their performance as parts of multi~level ensembles with three tiers. The results presented here demonstrate that new three-tier ensemble classifiers performed better than the base classifiers and standard ensembles included in the system. This example of application to the classification of phishing websites shows that the new method of combining diverse ensemble techniques into a unified hierarchical three-tier ensemble can be applied to increase the performance of classifiers in situations where data can be processed on a large computer.

The movement of chemicals through the soil to the groundwater or discharged to surface waters represents a degradation of these resources. In many cases, serious human and stock health implications are associated with this form of pollution. The chemicals of interest include nutrients, pesticides, salts, and industrial wastes. Recent studies have shown that current models and methods do not adequately describe the leaching of nutrients through soil, often underestimating the risk of groundwater contamination by surface-applied chemicals and overestimating the concentration of resident solutes. This inaccuracy results primarily from ignoring soil structure and nonequilibrium between soil constituents, water, and solutes. A multiple sample percolation system (MSPS), consisting of 25 individual collection wells, was constructed to study the effects of localized soil heterogeneities on the transport of nutrients (NO−3, Cl−, PO3−4) in the vadose zone of an agricultural soil predominantly dominated by clay. Very significant variations in drainage patterns across a small spatial scale were observed (one-way ANOVA, p < 0.001 indicating considerable heterogeneity in water flow patterns and nutrient leaching. Using data collected from the multiple sample percolation experiments, this paper compares the performance of two mathematical models for predicting solute transport, the advective-dispersion model with a reaction term (ADR), and a two-region preferential flow model (TRM) suitable for modelling nonequilibrium transport. These results have implications for modelling solute transport and predicting nutrient loading on a larger scale.

Computers of a non-dedicated cluster are often idle (users attend meetings, have lunch or coffee breaks) or lightly loaded (users carry out simple computations). These underutilized computers can be employed to execute parallel applications not only during weekends and at nights but also during office hours. Thus, they have to be shared by parallel and sequential applications which could lead to the improvement of their execution performance. However, there is a lack of experimental study showing the behavior and performance of parallel and sequential applications executing concurrently on clusters. We present here the result of an experimental study into load balancing based scheduling of a mixture of parallel and sequential applications on a non-dedicated cluster.

The use of solar collectors with coloured absorbers for water heating is an area of particular interest when considering their integration with buildings. By matching the absorber colour with that of the roof or façade of the building, it is possible to achieve an architecturally and visually pleasing result. Despite the potential for the use of coloured absorbers, very little work has been undertaken in the field.

In this study, the thermal performance of a series of coloured (ranging from white to black), building integrated solar collectors for water heating was examined both theoretically and experimentally. Subsequently, the annual solar fraction for typical water heating systems with coloured absorbers was calculated. The results showed that coloured solar collector absorbers can make noticeable contributions to heating loads. Furthermore, although their thermal efficiency is lower than highly developed selective coating absorbers, they offer the advantage of improved aesthetic integration with buildings.

The aim of this paper is to investigate the relationship-based factors that affect performance of general building projects in China. Eight performance metrics that may be used to measure the success level of construction projects are defined and categorized into two groups namely 'hard' and 'soft' performance. Eight indicators of risks inherent in relationships and seven indicators of tools expected to facilitate relationship building that may affect project success are identified. Data of different projects were collected in China via a self-administered postal survey. By using structural equation modelling techniques, a structural model is developed to help explain the relationship among different variables. It has been found that relational risk has negative influence on project performance. It is recommended that firms in the Chinese construction industry manage the relationship-based factors that are significant in the model so as to achieve project success.

* Establishing effective school policies, processes and structures
* Strengthening school culture related to continuous improvement
* Improved instructional practice
* Improved student learning
* Implementation of other DEECD initiatives.

Melding is an efficient three step composite joining process that involves the selective cure of composite adherends before the final adhesive joint is created using the adherends own resin system. Melding does not require many of the processes and compromises associated with conventional techniques like adhesive bonding and mechanical fastening.

The Taguchi design of experiments technique was used to optimise three melded joint factors for a unidirectional epoxy prepreg material. The performance of the joint was evaluated using tensile and flexural strength as well as flexural modulus. It was found that not having a step for every ply in the joint was the most influential factor affecting joint performance. This was due to the differing failure modes induced by this factors various levels, which varied the amount of fibre breakage at failure.

Mental wellbeing and social connectedness is a key health priority in Victoria. Actions and interventions that may contribute to the promotion of community level mental wellbeing and social connectedness often occurs in other, non-health sectors. Including evidence from these sectors in evaluations of community based interventions around mental wellbeing and social connectedness is important to ensure comprehensive evaluation, and the development of best practice in this health priority area. However, published evaluation material of community based interventions around this health topic is limited, and rarely captures information from non-health sectors. This pilot study investigated the capacity of health promotion practitioners and other key stakeholders working in this area in Victoria to undertake evaluation of community based mental wellbeing and social connectedness interventions, issues and barriers faced in evaluation, and practitioners’ needs to be able to conduct effective and comprehensive evaluations.

Qualitative methods including semi-structure interviews and document analysis were used. Data was coded and analysed inductively, and key themes developed.

Results indicate that evaluating such interventions is challenging for practitioners due to the broad nature of the topic, and the measurement tools available. Many practitioners would like to conduct more comprehensive evaluation and include evidence from other sectors. Managerial and organizational support to develop partnerships both within the health sector and inter-sectorally was identified as a need in order to develop evaluation skills and facilitate more comprehensive evidence gathering.

This study underscores the importance of inter-sectoral partnerships for developing best evidence-based practice in community health. Partnerships are necessary for conducting comprehensive and effective evaluation to contribute to the evidence base. However, developing effective partnerships is challenging, and acts as a barrier to effective evaluation in a key health area for some community health practitioners. The findings also highlight an agenda for more action by managers to facilitate the development of relevant inter-sectoral partnerships.
