 The question of whether Islam and Muslims belong in the West has been the subject of considerable political “debate” well before the events of 9/11. Indeed, subsequent events, though different but connected, have unfolded on the international scene as the “War on Terror”. This question has undoubtedly attracted public attention and the answers are more polarised nowadays as we live in the highly mediatised shadow of Al-Qa’eda and its more violent incarnation, the Islamic State (IS). Indeed, the clash of civilisation thesis advanced by Samuel Huntington had at its core a philosophical and practical assumption that Islam and the West are on a collision course because of their divergent cultural and value systems. In other words the cultural fault line that divides the Muslim world from the West is not only about democracy but also about ethics and values. The excessive securitisation of Islam and its public construction as “alien”, “foreign”, “threatening” and altogether “incompatible” with Western democratic values adds weight to the self-fulfilling prophecy that sees nothing but violent clashes in history that stretch from the Crusades to the War on Terror.

This article has two aims. First, it seeks to demonstrate that the democratic credentials of statutory rights instruments are stronger than bills of rights sceptics such as Professors James Allan and Jeremy Waldron realise. It does so by examining the process by which statutory bills of rights are enacted and then provides an account as to why they are adopted that differs from the one offered by Allan and Waldron. This is done to suggest that the reason why a statutory rights instrument is adopted and the process itself has considerable democratic significance. And second, it seeks to assess the democratic credentials of Professor Allan's own critique of statutory bills of rights. The analysis undertaken in this regard reveals that in important respects Allan is anything but the majoritarian democrat that he routinely claims to be.

According to the academic literature, the most widely used estimate is that approximately 300,000 children are part of regular and irregular armies worldwide, either as combatants or as support personnel. Moreover, most scholars believe that their numbers are growing. However, the truth is that no one really knows the actual number of child soldiers fighting in some seventy-two government or rebel forces in about twenty countries. This is simply because field work on this subject is notoriously difficult. And as it is in breach of international humanitarian law to engage a child under the age of 18 years, regular armies and guerrilla forces are hardly going to publicize the number of child soldiers in their ranks. Whatever the true number of child soldiers may be, the fact remains that child soldiers have become a principal component of military forces across Africa, Asia, and Latin America. For Africa alone, estimates suggest that there are 120,000 children, 40 per cent of all child soldiers. Moreover, not only has Africa experienced the fastest growth in the use of child soldiers, but the average age of the children enlisted in some African countries is declining as well. And this is despite the fact that there are a number of international treaties and principles that prohibit the use of child soldiers. Successfully bringing peace, security, and the rule of law in the Kivu provinces, in the Democratic Republic of the Congo (DRC), will be a massive challenge that will require domestic and regional measures implemented over probably several years. This will necessitate the continued active political and financial support of the international community.

The toppling of Saddam in 2003 brought with it the re-emergence of the free press in Iraq. This has seen Iraq shift from only a handful of state media outlets that served as propaganda machines, to a vast array of Iraqi-owned newspapers, radio stations and television channels which are being fervently produced and avidly consumed across the nation. This paper therefore reviews the developments in Iraq’s post-Saddam media sector and finds that it has been central to the return of an Iraqi public sphere which has openly debated and discussed the issues surrounding the nation’s shift from despotism to democracy. This is perhaps best evidenced by the role that the Iraqi media played in hosting a rich tapestry of debate, discourse and deliberation from a panoply of political, religious and ethno-sectarian factions throughout the elections and the referendum held across the nation in 2005. Despite their respective biases and particular persuasions, the net effect of such a rich media sector has been an Iraqi populace who are both concerned and informed about the nuances of democratic governance.

The ability to sense and respond effectively to fluctuations in an environment is the fundamental problem addressed by cybernetics. When applied to the context of the organizational IT function, agility denotes the capacity of the IT function to perceive "signals" from its internal and external environments, to interpret these, and respond appropriately. The processing of such signals requires the selection and filtering of information to drive decision-making for response in a timely way. The challenge for the IT function is processing an overwhelming collection of signals, in un-standardized formats, and from overlapping sources, that tends to overload decision-makers. Informed by a cybernetic model, we studied how the IT function enables agility. We found evidence (1) that the more mature the policy processes of the IT function, the more the IT function will create agility in information systems; (2) The more mature the intelligence processes of the IT function to look outside the organization, the more the IT function will create agility in information systems and; (3) The more mature the control processes of the IT function that focus on the current use of information systems, the more the IT function will create agility in information systems.

This article explores how a listening approach might address the complex challenges of researching the relationship between Indigenous participation in media and mainstream policy-making processes. An overview of contemporary Indigenous media demonstrates how digital and social media have built on the vibrant and innovative Indigenous media tradition, and enabled a proliferation of new Indigenous voices. But do the powerful listen to Indigenous-produced media, and does this constitute meaningful participation in the political process? The article distinguishes between participation as involvement in the production and dissemination of media, and participation as political influence. It argues that both meanings are crucial for fully realising the potential of Indigenous participatory media, and contends that a listening approach might offer ways to research and unlock the democratic potential of Indigenous media participation.

This chapter argues that theories about privacy would benefit from embracing deliberative democratic theory on the grounds that it addresses harms to democracy, and widens our understandings of privacy infringements in social networking environments. We fi rst explore how social networking services (SNS) have evolved through diff erent phases and how they enable political deliberation. Subsequently, we discuss more traditional individualistic and intersubjective theories of privacy in relation to social networking and point out their limitations in identifying and redressing social networking-related harms. We then critique emerging claims concerning the social value of privacy in the context of the social Web. Here we point out how these theories might identify non-individualized harms, yet, at the same time, suff er important challenges in application. We conclude by arguing that deliberative democratic theory can add some critical insights into the privacy harms encountered on the contemporary “social Web” that are only imperfectly understood by individualistic and social conceptions of privacy
