Knowledge management has by now exerted a large influence over industrial practice. We propose a multi-agent based system to provide infrastructure service to meet various requirements of knowledge management in view of the complex nature of the task, i.e., covering science and technologies across different disciplines. The paper discusses the use of a multi-agent system to support the knowledge management infrastructure. It will also discuss the design rational and implementation details as well as an application to the problem of feature extraction in weather prediction.

While contemporary Western planning traditions in Australia talk of the last 200 years of innovation and transposition of European and North American planning traditions upon the Australian landscape, they neglect to mention some 40-50,000 years of Indigenous landscape planning initiatives and practice. The ancestral country of the Gunditjmara people is in the Western District of Victoria focused upon the Lake Condah and Mount Eccles localities. The Gunditjmara had, and continue to have a strong social, cultural and land management and planning presence in the region, in particular linked to environmental engineering initiatives and aquaculture curatorship of eel and fish resources. Archaeological evidence confirms that some 10,000 years of pre-European contact landscape planning practice has been applied by the Gunditjmara to construct resources management infrastructure to service a regional food need as well as a community need. Within contemporary reconciliation discourses, the Gunditjmara have activity sought over the last 25 years the rehabilitation of Lake Condah, which is now coming into fruition, and the restoration of their traditional landscape planning and management responsibilities. This paper reviews the restoration of Indigenous landscape planning and management theory and practice by the Gunditjmara, pointing to significant policy and practice success as well as the need to better appreciate this culturally-attuned and ecologically-responsive approach to landscape planning borne out of generations of knowledge.

To have an effective and efficient mechanism to store, manage and utilize software sources is essential to the automation of software engineering. The paper presents an innovative approach in managing software resources using software warehouse where software assets are systematically accumulated, deposited, retrieved, packaged, managed and utilized, driven by data-mining and OLAP technologies. The results lead to streamlined high efficient software development process and enhance the productivity in response to modern challenges of the design and development of software applications.

Secure management of Australia's commercial critical infrastructure presents ongoing challenges to owners and the government. Currently a high-level iriformation sharing collaboration between the government and business manages complex security issues, but critical irifrastructure protection also lacks a scalable model exhibiting the overall structure of critical infrastructure at various levels, sectors and sub-sectors. This research builds on the work of Marasea and Warren (2003) to establish a representative model of Australia's critical irifrastructure; discusses the boundaries between critical infrastructures, and considers the existence andpotential irifluence ofcritical irifrastructure relationships.

Web based learning is providing new and innovative environments to facilitate the delivery of course material to increasing numbers students, but most of the effort is centered around the presentation of the learning material and creating environments where student interact with this material and each other. Despite the changes the web based learning environments have delivered, little attention has been given to improving the management and process of assessment. This paper introduces a new software application designed to take advantage of the web based environments and addresses the management overheads associated with assessment whilst improving the feedback to students. Initial investigations indicate significant benefits can be achieved by using software to manage the assessment process. A detailed description of the software is provided and two case studies presented that highlight the software's application and confirmed benefits when used to conduct and manage assessments.

Information security is now recognised as critical factor within the healthcare industry. With the gradual move from paper -based to electronic information there is an even greater need for protection. However, financial and operational constraints often exist which influence the practicality of developing a secure system. A new baseline security standard, the Health Information Security Management Implementation Guide, has been drafted which applies specifically to the unique information security requirements of the healthcare industry. The aim of this paper is to look at the effectiveness of the health information security standard and the development of information security within the Australian healthcare industry.

This research builds on the work of Marasea (2003) to establish a descriptive critical infrastructure model and also considers the influence and proposed modelling of critical infrastructure dependency inter-relationships.

Generally multiple objectives exist in transportation infrastructure management, such as minimum cost and maximum service capacity. Although solution methoak of multiobjective optimization problems have undergone continual development over the part several decades, the methods available to date are not particularly robust, and none of them perform well on the broad classes. Because genetic algorithms work with apopulation ofpoints, they can capture a number of solutions simultaneously, and easily incorporate the concept of a Pareto optimal set in their optimization process. In this paper, a genetic algorithm is modified to deal with an empirical application for the rehabilitation planning of bridge decks, at a network level, by minimizing the rehabilitation cost and deterioration degree simultaneously.

This research extends upon the previous work of Pye and Warren (2005) and presents a refinement of the previously proposed critical infrastructure model to enhance further our understanding and apprecication of where the likely inter-play and existance of dependency relationships between infrastructures coexist.

These associations are presented as a number of linkages that exist within each sector of Australia'a critical infrastructure, which is then extended further to the modelling of dependency inter-relationships that exist between critical infrastructures itilising Petri Nets.  The recognition and identification of such reliance relationships between critical infrastructures is necessary to allow both infrastructure owners and the government to identify and effectively manage and maintain the security, stability and availability of their particular critical infrastructure against potential scenario driven effects.  These issues are reflected within a case study as modelled using the Petri Net approach to encapsulate the issues of reliance relationships by drawing upon an Australian commercial case study.

This thesis examines issues in Australian undergraduate engineering management studies in the context of flexible learning delivery. It is proposed that, within an Australian context: a) the management skills and competencies required by graduate engineers can be determined and classified on a rational basis, permitting an educational focus on those elements most appropriate for graduates; and b) on-line and other computer-based technologies are a practical and effective method for the support of undergraduate engineering management studies. The doctoral project incorporates: • an examination of the nature of engineering management; • a review of the relevant literature establishing the importance of management studies in undergraduate engineering courses; • a review of historical and recent developments in Australian undergraduate engineering management studies; • an investigation of the management skills and competencies required by graduate engineers - based on original research; • an examination of flexible delivery of engineering education - based on professional practice experience; and • an evaluation of case studies of flexible delivery of engineering management education - based on original research and professional practice experience. A framework of ranked classified management skills is developed. Broadly, the ranking framework is generic professional skills, followed by general management skills and technical discipline specific management skills, followed by other professional discipline skills and theoretical skills. This framework provides a rational basis for design of undergraduate engineering management studies. This is supplemented by consideration of the management skills required for the future of engineering practice. It is concluded that undergraduate engineering management education is well suited to delivery and support by on-line and computer-based technology. Recent developments in improved access to the Internet, software systems for on-line collaboration and changes in copyright legislation to create a broad-based right to communication via on-line media have contributed to the facilitation of on-line delivery of teaching and learning. It is noted that though many on-line infrastructure issues have been satisfactorily resolved, higher level issues will emerge as being crucial, including the academic staff development and reward for operating in an online teaching environment and the financial sustainability of on-line development and delivery of courses.

Secure management of Australia’s commercial Critical Infrastructure presents ongoing challenges to both the owners of this infrastructure as well as to the Australian Federal government. The security management process is currently managed through high-level information sharing via collaboration, but does this situation suit the commercial sector? One of the issues facing Australia is that the majority of critical infrastructure resides under the control of the business sector and certain aspects such of the critical infrastructure such as Supply Chain Management (SCM) systems are distributed entities that span a number of commercial organisations. Another issue is that these SCM systems can be used for the transportation of varied items, such as retail items or food. This paper will explore the security issue related to food SCM systems and their relationship to critical infrastructure. The paper will focuses upon the security and risk issues associated with SCM system protection within the realms of critical infrastructure protection. The paper will review the security standard ISO 28000 - Supply Chain Security Management Standard. The paper will propose a new conceptual security risk analysis approach that will form the basis of a future Security Risk Analysis approach. This new approach will be aimed at protecting SCM systems.

Nowadays cloud computing has become a major trend that enterprises and research organizations are pursuing with increasing zest. A potentially important application area for clouds is data analytics. In our previous publication, we introduced a novel cloud infrastructure, the CloudMiner, which facilitates data mining on massive scientific data. By providing a cloud platform which hosts data mining cloud services following the Software as a Service (SaaS) paradigm, CloudMiner offers the capability for realizing cloud-based data mining tasks upon traditional distributed databases and other dataset types. However, little attention has been paid to the issue of data stream management on the cloud so far. We have noticed the fact that some features of the cloud meet very well the requirements of data stream management. Consequently, we developed an innovative software framework, called the StreamMiner, which is introduced in this paper. It serves as an extension to the CloudMiner for facilitating, in particular, real-world data stream management and analysis using cloud services. In addition, we also introduce our tentative implementation of the framework. Finally, we present and discuss the first experimental performance results achieved with the first StreamMiner prototype.

Technology-mediated instruction is changing the educational environment by adding another dimension to teaching and learning. Despite the advances in technology and the way we use technology, little attention has been given to providing technology solutions that help create, conduct, and manage the central task of assessment. Software to manage and conduct assessment presents many challenges. This article examines a stand-alone, flexible software environment designed to provide all the tools required to view, mark, store, and deliver results efficiently while improving the feedback to the students. A description of the software and its functions, the techniques and methods developed to overcome the limitations that software presents when used to conduct assessment is examined. Case studies are presented that describe: (a) the types of assessment the software has been used to conduct and manage; (b) the types of problems that were encountered; and (c) the solutions and techniques that were discovered and used to overcome the problems.
