This paper describes the construction of the visual space of surveillance by the global anti-doping apparatus, it is a space inhabited daily by professional cyclists. Two principal mechanisms of this apparatus will be discussed—the Whereabouts System and the Biological Passport; in order to illustrate how this space is constructed and how it visualises the invisible act of doping. These mechanisms act to supervise and govern the professional cyclist and work to classify them as either clean or dirty in terms of the use of prohibited doping substances or methods. Contrary to the analysis of liberal anti-doping scholars such as Hanstad, Loland and Møller this paper argues that Foucault’s Panopticon paradigm is a useful tool for the analysis of this apparatus. The Whereabouts System and Biological Passport are the instruments by which the anti-doping apparatus intensifies the construction of the space of surveillance in professional sport. This space of surveillance not only locates and makes visible the physical location of each individual cyclist, but it also makes visible their internal bodily functions, in this case the composition and the fluctuations of the composition of their blood. In making the cyclist visible the instruments do not allow the cause of doping, or the event of doping to be known or observed. Rather what they do is cast the body in terms of abnormalities of time, place or blood. In the case of an abnormality of the cyclist’s blood, the cause itself cannot be identified with any certainty, all that is made visible is a suggestion, or a probability, that doping may have occurred. The ultimate effects are twofold—an internalisation and continual monitoring of one’s self as well as by the authorities, and a radical change in the nature and the definition of the offence of doping. No longer is it positive evidence of doping that is punishable, but what becomes punishable is an abnormality, in the cyclist’s location, or their body, which suggests a probability that the invisible act of doping may have occurred. In the course of this process accepted manners of proving an offence by the use of scientific evidence and expert commentary are transformed. The Whereabouts System and the Biological Passport open up a new manner in which the invisible can be visualised. Through the discourse and the attendant commentary of the expert a new alliance between doping and the law is constructed. The result is a redistribution of the way in which the law visualises and treats the symptoms (the signifier) and the signified act of doping. As a result of negative net immigration during the 1890s depression, Australians at the time of Federation were preoccupied about the slow rate of growth of the population. The non-Aboriginal population at the end of 1904 was approximately three and three-quarter million. and the publication in March 1904 of the Report of the New South Wales Royal Commission on the Decline of the Birth Rate and the Mortality of Infants did nothing to allay these concerns. Despite the perceived need for more people. the desire for racial unity was paramount. The main goals of policy makers at the time were to preserve a 'white' and essentially British Australia and create an imperial bastion in the Southern Hemisphere.

Over time, the Immigration Restriction Act of 1901 and its later amendments were remarkably successful in excluding 'coloured' immigrants from Australia.  It is clear, however, that although most Australians wanted to preserve the 'white' and British character of their nation, the argument that 'non-white' and non-British immigrants were more suited to the settlement of northern Australia was frequently debated in the early decades of the twentieth century.  While this idea continued to challenge the validity of a 'white Australia' in the north, public figures were divided on the issue.  This article examines in some detail the contemporary debates over the peopling of the Northern Territory in the inter-war years.

The mean total length (LT), mass and age of ready to migrate female silver shortfin eels Anguilla australis from the Hopkins River estuary and the mouth of the Merri River in south-eastern Australia, were 83·2 ± 1·2 cm, 1051 ± 51 g, and 17·2 ± 1·79 years, respectively. The eye index (IE) of the silver shortfin eels was < 5·2 (mean 7·64 ± 0·29) and differed significantly from that of the yellow shortfin eels collected from two other sites. The IE increased with LT (mm) and was related by log IE= 2·656 log LT6·925. The per cent moisture, protein and ash content of the liver of silver shortfin eels was significantly lower than in yellow shortfin eels, but lipid content was significantly higher in the former (35·5 ± 2·0%). The mean mass μg mg lipid ‾) of saturates (230·4 ± 2·6 v. 181·7 ±2·6), monoenes (367·4 ± 6·3 v. 290·8 ± 8·9) and PUFA (177·3 ± 5·3 v. 159·7 ± 4·6) in muscle was significantly higher, and the great majority of individual fatty acids was found also in higher quantities in silver shortfin eels. In the liver, the PUFA found in the highest quantity was 22:6n-3, except in shortfin eels from Hopkins River estuary, and the amount of 18:2n-6 in the liver of silver shortfin eels was significantly higher than that in yellow shortfin eels but the reverse was true of 20:4n-6. In both muscle and liver tissues the saturate 16:0 and the monoene 18:ln-9 collectively accounted for >50% of all the fatty acids in the lipid.

This performative, multi-media lecture re-reads Guy Debord’s book, The Society of the Spectacle (1967) with reference to the global Occupy movement, and the role social media and the Internet play in the facilitation and hindrance of this recent form of political activism. Debord claims that all ‘having’ — that is, all forms of accumulating capital — ‘derives its immediate prestige and its ultimate purpose from appearances’, and that individual reality, which is shaped by social forces, can ‘appear only if it is not actually real (Debord, thesis 18).’ Using the multiple functions and staggering proliferation of various image making technologies used to record and represent OCCUPY actions as a starting point, we respond to Debord’s proposition by examining the ways his analysis of the spectacle both enables and impedes a thorough critique of social media as a spectacular technology par excellence. Part reflective essay, part critical analysis, and part performance, ‘Click if You Like This’ connects various situationist strategies of ‘artistic interference’ — such as the dérive and détournement — with expanded cinema in order to generate a series of questions and provocations about the politics of place, the degradation of social space, networked images and the ubiquity of contemporary ‘spectacular’ technologies, which have colonized all forms of everyday life. This presentation questions whether contemporary forms and strategies of interference are the same as their historical precedents.

This paper is the textual component of a dialogic, performative, multi-media lecture that rereads Guy Debord’s, The Society of the Spectacle (1967) with reference to the global Occupy movement, and the role social media, and the proliferation of digital images play in the facilitation and hindrance of this recent form of political activism. It explicitly addresses the connections between global capitalism, public space and digital technology by responding to selective quotations from Debord’s book in creative and anecdotal registers.

This dialogue is the text-based component of an evolving performative multi-media lecture. By re-reading Guy Debord's The Society of the Spectacle, in relation to the global Occupy movement and the rise of social media, we ask: in what ways does the proliferation of digital imagery enable and limit this recent form of political activism? By subjectively responding to selective quotations from Debord's writing, we link the triumvirate of global capitalism, public space and digital technology, producing commentary on the displacement imposed by contemporary 'spectacular' technologies, the networked 'technical image' and the politics of public space.

This article considers the labour management practices in use in the Australian life insurance industry during the inter-war period. Using the Australian Mutual Provident as a case study, it is argued that the specific human resource management practices evolved to deal with separate sets of problems arising from the functions of the life insurance business and the manner in which the principal/agent problem was manifested. The differing nature of work associated with the sales and management of life insurance fostered the development of primary and secondary labour markets in which the benefits flowing to one were superior to those accruing to the other.

The paper presents a content-based evaluation, tracing the historical background of two heritage music collections at the State Library of Victoria (Melbourne, Australia).  In the case of the Gustav Holst and the British Music Society of Victoria Collections, history and content intertwine for the reason that both collections were initiated at the same time and by the same visionary power. During the early 1930s Louise Hanson-Dyer, a patron of Gustav Holst, issued a complete catalogue of the composer’s works and donated to the State Library of Victoria the first batch of Holst scores. This was to be the initial installment of a complete collection of published British music, which, however, was stopped due to duty tax complications. At the same time, the British Music Society of Victoria, founded by Louise Hanson-Dyer in 1921, maintained the first open library of chamber music in Australia. The BMS of Victoria Collection came to the State Library of Victoria in the 1980s. The most valuable materials in the collection are manuscripts of Australian twentieth century works, concert programs and first publications of British music from the 1920s and 1930s, which also supplement the Gustav Holst Collection. The collections are valuable reference and research collections, which document musical taste and music-making in Melbourne from 1920s well into the 1970s. The collections are also sources for studies into Louise Hanson-Dyer’s gift in collection development and her efforts to raise the professional standards of music performance in Melbourne and Australia.
