Mishandled concerns about clinical standards resulted in whistleblowing in four Australian hospitals. Official inquiries followed with recommendations to improve patient safety. In the aftermath of the inquiries, common themes included loss of trust in management and among clinical colleagues, and loss of trust from patients and the community. Without first rebuilding trust, staff will not report mistakes or other concerns about safety. Successful implementation of patient safety procedures requires policies to stress the professional duty of staff to report concerns about colleagues when they believe there is a risk to patients.

In this article the authors deal with several recent developments in the European Union (EU) regarding company law harmonisation. These developments took place at the same time that the German corporate governance model has been refined considerably. The authors conclude that these developments in the EU and Germany respectively will necessarily create tension within the EU as far as corporate governance and company law harmonisation are concerned.

In the wake of a Greece-inspired coup against the Greek Cypriot President of Cyprus in 1974, the Turkish military occupied the northern third of the island and continues to do so. Ethnic communities are still separated: Greek Cypriots moved to the south and Turkish Cypriots to the north. This paper covers issues raised by the bi-communal conservation projects resulting from the European Union’s Partnership for the Future Programme being implemented by the United Nations Development Programme. The projects require co-operation between mutually distrustful, fearful and disdainful communities for the sake of common objectives – social and economic wellbeing. Cyprus has apparently opted for conflict management rather than resolution, with both sides focused on achieving prosperity. Heritage conservation has become a tool for peaceful co-existence and mutual pride. Initially the projects involved places of shared heritage rather than places reinforcing the separate cultural identities of the communities. Loss of cultural identity is a concern of both communities. Ongoing operational issues derive from the illegality of the Turkish government in the north and the repercussions of this for international aid. The paper will contribute to the conference theme by exploring the professional challenges related to these issues and their possible resolution.

We present a numerical study of the turbulent kinetic energy budget in the wake of cylinders undergoing Vortex-Induced Vibration (VIV). We show three-dimensional Large Eddy Simulations (LES) of an elastically mounted circular cylinder in the synchronization regime at Reynolds number of Re=8000. The Immersed Boundary Method (IBM) is used to account for the presence of the cylinder. The flow field in the wake is decomposed using the triple decomposition splitting the flow variables in mean, coherent and stochastic components. The energy transfer between these scales of motions are then studied and the results of the free oscillation are compared to those of a forced oscillation. The turbulent kinetic energy budget shows that the maximum amplitude of VIV is defined by the ability of the mean flow to feed energy to the coherent structures in the wake. At amplitudes above this maximum amplitude, the energy of the coherent structures needs to be fed additionally by small scale, stochastic energy in form of backscatter to sustain its motion. Furthermore, we demonstrate that the maximum amplitude of the VIV is defined by the integral length scale of the turbulence in the wake

In the wake of the Bali bombing the Australian government has proposed a number of national security measures that pose a real danger to human security in Australia and the region. These measures include renewed and increased military and intelligence exchanges with Indonesia, and laws that allow the Australian Security Intelligence Organization (ASIO) to detain people without charge or even suspicion in order to gather intelligence. In less emotional times these initiatives would be rejected as contrary to human rights concerns and Australia’s democratic traditions, which include the rule of law and due process protections. In the current climate, however, human rights and civil liberties are apt to be portrayed as unaffordable luxuries.

The reasons for considering culture-based fisheries as an aquaculture practice are presented. The need to develop culture-based fisheries, which are basically a nonconsumptive user of water compared to conventional aquaculture practices such as pond culture, to augment the aquatic food supplies, in the wake of increasing consumption of aquatic food, dwindling catches from the wild, and the decreasing rate of growth of conventional aquaculture is evaluated.

The well-documented culture-based fishery practices of a number of countries are reviewed, and the development of these is traced. It is suggested that successful practices occur in mainland China, where the production from culture-based fishery in reservoirs is estimated to be 1,165,075 tons (from a total area of 1,567,971 ha), approximating 743 kg ha−1 year−1, and which is reputed to have recorded a yearly growth of 52% from 1979 to 1997. General features of culture-based fisheries and factors responsible for increasing yields are discussed, and the importance of such practices to rural communities in developing countries is emphasised. The constraints facing the development of the practices and the importance of overcoming such constraints, especially in the wake of the increasing challenges the conventional aquaculture industry is encountering, are evaluated.

In the wake of the deregulation of the financial sector in Australia in the 1980s and 1990s the life insurance industry has undergone a period of rapid change and reorganisation. Part of this adjustment has been the move towards the integration of financial service provision and the rise of bancassurance. This paper investigates the strategies adopted by Australian life insurers as they moved into the increasingly competitive environment triggered by the lifting of government restrictions on banking practices. It compares the approach of life insurers with that adopted in an earlier period of expansion and change. During the 1950s and 1960s an influx of foreign owned insurance companies into the Australian market precipitated the diversification of domestic life insurers into other insurance markets. The catalyst for change in both cases was the change in information costs brought about by the change in the competitive environment. The experience of the Australian life insurance market would suggest that there is a link between changing information costs and changing organisational structures. However this link is circumscribed by the institutional environment.

It is argued that the shift towards more 'independent' directors, in the wake of corporate collapses, is a fundamentally bad move, undermining the rights and powers of minority shareholders - entrenches a second-rate corporate governance model, separation of ownership and control, in company law - rather than suggest cosmetic reform in an attempt to address the problem, it is proposed that all directors must have significant interest in the company they serve - directors' self-interests and the best interests of the company become intertwined - this is a more effective way of tackling the problem of separation of ownership and control

Background
Population health information, collected using soundly-designed methodologies, is essential to inform policy, research, and intervention programs. This study aimed to derive policy-oriented recommendations for the content of a health and wellbeing population survey of children 0–12 years living in Victoria, Australia.

Results
Qualitative interviews were conducted with 54 academic and policy stakeholders, selected to encompass a wide breadth of expertise in areas of public health and inter-sectoral organisations relevant to child health outcomes, including universities, government and non-government agencies across Victoria. These stakeholders were asked to provide advice on strategic priorities for child health information (data) using a structured interview technique. Their comments were summarised and the major themes were extracted. The priority areas of health and wellbeing recommended for regular collection include obesity and its determinants, pregnancy and breastfeeding, oral health, injury, social and emotional health and wellbeing, family environment, community, health service utilisation, illness, and socioeconomic position. Population policy questions for each area were identified.

Conclusion
In contrast to previous population survey programs nationally and internationally, this study sought to extract contemporary policy-oriented domains for inclusion in a strategic program of child health data collection, using a stakeholder consultation process to identify key domains and policy information needs. The outcomes are a rich and relevant set of recommendations which will now be taken forward into a regular statewide child health survey program.
