Multiculturalism is now seen by many of its critics as the source of intercultural and social tensions, fostering communal segregation and social conflicts. While the cultural diversity of contemporary societies has to be acknowledged as an empirical and demographic fact, whether multiculturalism as a policy offers an optimal conduit for intercultural understanding and social harmony has become increasingly a matter of polarised public debate.
This book examines the contested philosophical foundations of multiculturalism and its, often controversial, applications in the context of migrant societies. It also explores the current theoretical debates about the extent to which multiculturalism, and related conceptual constructs, can account for the various ethical challenges and policy dilemmas surrounding the management of cultural diversity in our contemporary societies. The authors consider common conceptual and empirical features from a transnational perspective through analysis of the case studies of Australia, Canada, Columbia, Germany, New Zealand, the United Kingdom and Uruguay.

This article examines Philip Reeve’s novel for children, Mortal Engines, and M.T. Anderson’s young adult novel, Feed, by assessing these dystopias as prototypical texts of what Ulrich Beck calls risk society. Through their visions of a fictional future, the two narratives explore the hazards created by contemporary techno-economic progress, predatory global politics and capitalist excesses of consumption. They implicitly pose the question: “In the absence of a happy ending for western civilisation, what kind of children can survive in dystopia?”

The Politics of Indonesia is the only book to provide a complete analysis of Indonesian politics, from the declaration of independence until the election of Susilo Bambang Yudhoyono in late 2004. The book examines the underlying themes and tensions that affect Indonesian politics, from the dichotomy between the small wealthy elite and the poverty in which most of the population live to the system of corruption and patronage within which the political system and armed forces operate. The opportunity to rebuild community after conflict requires rapid responses to reinstall key institutions. This paper examines the role of educators in the reconstruction of educational systems and in the rebuilding of community through a case study of Iraq. While ongoing conflict continues in Iraq, reconstruction efforts persist through large scale infrastructure and institutional rebuilding that aims to bring stability to political, legal and financial systems. The interim Iraqi government, given sovereignty on June 28, 2004, continues to support the road map underpinning rebuilding efforts in Post-Saddam Iraq.1 The restructuring of education systems is a cornerstone of rebuilding efforts since an intact and functioning education system complements other social and economic transformations, rebuilds social relations and instigates a routine normalcy to post conflict communities . The paper problematises rebuilding efforts through critical policy analysis that questions the nature of policy, how assistance is constructed and the ambiguous political role of educators in educational rebuilding.

The paper interrogates the literature on online cultural and religious identities through a critical engagement of Stuart Hall's work on new ethnicity and regimes of representation. It suggests that this literature conflates Hall's notion of ‘new ethnicity’ with one that argues that online cultural and religious identities are ‘new’ because of transnational and global processes, the pervasiveness of computer-mediated communication and the global mobility of immigrants. Thus, current research on online ethnic and religious identities underestimates the complexity of Hall's concept and to highlight this complexity we ponder the extent to which new online ethnicities – as expressed in the current literature – reflect, construct or renegotiate so-called offline ethnicities. The paper concludes that online ethnic subjectivities, while providing alternative representations to counteract the dominant racist discourse within host societies, still reflect mimic essentialist voices.

The medical profession needs to adapt to the socio-political challenges of the 21st century. These have been described as the ‘Health Society’. Medical professionalism, however, is characterised by conservative values that are perpetuated by the professional attributes of autonomy, authority, and state-sanctioned altruism. The medical education enterprise is a replication and continuation of these values, sanctioned by its accreditation agencies. The Australian Medical Council through its accreditation standards only sanctions the formal curriculum. The status quo, however, is maintained by social, cultural and political parameters enmeshed in the informal and hidden curricula. By not addressing informal and hidden value constructs that maintain elitist medical arrogance the accreditation agency fails to uphold its remit. This paper explores the philosophical and empirical bases of these phenomena and illustrates them by means of a case study. Medical education and its sanctioning structure and agency are confirmed as forceful political enterprises. We conclude that explicit review of the informal and hidden curriculum is a feasible and necessary prerequisite for medical education reform and change.

The ultramodern era has been characterized paradoxically as one of great fear and great hope. Reactions to the tragic events of September 11, 2001 provide evidence of this ambivalence whereby a politics of fear and exclusion permeated Western societies, accompanied by a growing interest in collaborative cosmopolitan solutions addressing the most pressing global risks of our times. Culturally, religiously and linguistically diverse (CRALD) community experiences in the state of Victoria, Australia well illustrate this dichotomy. Drawing on this case study, I argue that the rise of multifaith and multi-actor peacebuilding networks in ultramodernity provide evidence that cosmopolitan solutions can effectively counter global risks, in this case particularly terrorism, and advance common security among diverse faith communities and across diverse sectors. In so doing I develop a new netpeace framework arguing that the politics of fear is best countered by a politics of understanding.

Indian firms have made access to quality medicines possible and affordable in many developing countries. Indian pharmaceuticals are also exported on a large scale to the United States and other highly regulated markets. A wave of mergers, acquisitions and tie-ups point to growing integration between Indian firms and global pharma multinationals.

The Politics of the Pharmaceutical Industry and Access to Medicines: World Pharmacy and India examines this important industry from different economic, social and political perspectives. Topics covered include the implications of TRIPS-compliant intellectual property rights, the role of flexibilities under TRIPS, the market regulation system, the role of Indian firms in exporting HIV/AIDS medications to Africa, the issue of free trade agreements, the power and reach of foreign pharmaceutical multinationals in India’s domestic market, and the sustainability of India as a major generics supplier.

The Politics of Timor-Leste explores the critical issues facing the Asia-Pacific's youngest nation as it seeks to consolidate a democracy following years of international intervention. The authors study the challenges that have burdened the state since it broke from Indonesia amid the violence of 1999 and formally achieved full independence in 2002. They assess the notable accomplishments of Timor-Leste’s leaders and citizens, and consider the country’s future prospects as international organizations prepare to depart. A close study of Timor-Leste sheds light on ambitious state-building projects that have been initiated, with varying success, across the globe.

Contributors to this volume map the nation’s recent political evolution through studies of its constitutional debates, political parties, and foreign policy responses to powerful neighbors. They address the social and economic conditions that complicate Timor-Leste’s political development, such as gender discrimination, poverty, corruption, and security-sector volatility. The contemporary history of Timor-Leste reflects the experiences of many postcolonial and developing countries that have sought to establish a viable state following conflict and a declaration of independence. This small nation has been the subject of five consecutive UN missions with varying mandates. The Politics of Timor-Leste ought to serve as a key source for comparative postcolonial studies and a guide to future trends in international state-building and assistance.

There is a long-standing debate concerning the suitability of European or ‘western’ approaches to the conservation of cultural heritage in other parts of world. The Cultural Charter for Africa (1976), The Burra Charter (1979) and Nara Document on Authenticity (1994) are notable manifestations of such concerns. These debates are particularly vibrant in Asia today. This article highlights a number of charters, declarations and publications that have been conceived to recalibrate the international field of heritage governance in ways that address the perceived inadequacies of documents underpinning today’s global conservation movement, such as the 1964 Venice Charter. But as Venice has come to stand as a metonym for a ‘western’ conservation approach, intriguing questions arise concerning what is driving these assertions of geographic, national or civilisational difference in Asia. To address such questions, the article moves between a number of explanatory frameworks. It argues declarations about Asia’s culture, its landscapes, and its inherited pasts are, in fact, the combined manifestations of post-colonial subjectivities, a desire for prestige on the global stage of cultural heritage governance and the practical challenges of actually doing conservation in the region.
