Using a 2010 trip to Hanoi, Vietnam, this article looks at the ways that disorientation is used as a  trope within the urban environment and to create the traveling subject. Suggesting that travel is a form of deliberate disorientation/ orientation, the article focuses on ideas of disorientation within the urban environment and the ways they have been portrayed in Western cultural forms (the flâneur; the dérive) while suggesting these forms are not sufficient to understand the dynamics of travel. Moreover, the article focuses on two forms of travel as disorientation derived from John Zilcosky—the trope of being “lost and found” and that of  “the return.” Finally, the article suggests that Marcus Auge’s idea of non-place is not only a sufficient way of conceptualizing contemporary notions of travel, but is also an indicator of something beyond its scope—that of globalization.

With the recent passing of the world's "best-known unknown filmmaker," Chris Marker, it is axiomatic that left-wing melancholy now includes the ongoing loss of previously lost causes – a paradox that suggests the true address of all lost causes worth defending is a strange confluence of past and futural states, as one state. This double loss as gain is also the primary mark of the "landscape" of pessimistic optimism that also denotes the foremost position to occupy today in the battles associated with capitalist End Times (Slavoj Žižek's term). Cultural ecology is no longer what it once was – that is to say, a strange amalgam of vernacular essences perpetrated in the rather forlorn 1970s and/or the insistent and incessant production of difference. Instead, cultural ecology invokes spectral civil war – arguably the very state of things today – and the return of "the dead" in the persistence of forms of high-formalist and high-conceptualist works of art and architecture. This paper examines the late works of the late Chris Marker, including the very short videos he uploaded to You Tube under the pseudonym "Kosinki" from 2007 to 2011, an event contiguous with his return to exhibiting very-still photography from 2006 to 2011. Marker's simultaneous returns to still photography and the short film-essay are both magnificent gestures toward the austerities required of present-day media to effect the necessary "return" to what is always present in one form or another anyway – the non-place between world and world-to-come.

Many arts managers and marketers are looking intently at the importance of high-speed communication and other technologies for the creation of virtual places. These places in cyberspace can only be accessed via a computer terminal and high-speed telecommunications tools. This paper asserts that there is still much for managers and marketers to learn about the importance of physical spaces for the arts. We use a model of place and apply it to three Australian arts organisations located in heritage buildings. One organisation failed, the other changed ownership, the third moved location. The findings demonstrate the importance of place and of strategy in determining place. We note the tension between the strategy, the venue, the objects, and the essential task and call for further analysis of place(s) for the arts.

This study addresses a gap in much of the research involving stress among high-risk occupations by investigating the effects of linear, non-linear and interaction models in a law enforcement organization that has undertaken a series of efficiency-driven organizational reforms. The results of a survey involving 2085 police officers indicated that the demand-control-support model provided good utility in predicting an officer's satisfaction, commitment and well-being. In particular, social support and job control were closely associated with all three outcome variables. Although the demand × control/support interactions were not identified in the data, there was some support for the curvilinear effects of job demands. The results have implications for the organizational conditions that need to be addressed in contemporary policing environments where new public management strategies have had widespread affects on the social and organizational context in which policing takes place.

The son of immigrants, I was motivated to write a paper addressing the issues of alienation and discrimination which confronts non-citizens upon arriving in Australia. Apart from descendants of Australia's indigenous population, the common bond shared by all citizens and permanent residents of Australia is that they are either themselves immigrants or are descended from immigrants. In this paper I will look at whether Australia's law and practice meets its international human rights treaty and convention obligations vis-a-vis non-citizens. To investigate this issue I trace the history of immigration to Australia and look at the political policies which influenced the treatment of non-citizens from 1788 to present times. In 1958 when my parents stepped upon Australian soil as displaced persons, Australia was a very different place from Australia in the 1990s. At that time Australia was still firmly under the influence of the 'White Australia Policy' which openly encouraged discrimination against non-anglo saxons. Since those times Australia has advanced to become one of the most culturally diverse nations in the world where multiculturalism is encouraged and a non-discriminatory immigration program is supported by both Australia's major political parties. However, notwithstanding the great social advances made in Australia in recent decades the traditional legal sources of law, namely, judicial pronouncements, statutes and the Commonwealth Constitution have not kept pace and it is my submission that Australia's body of law inadequately protects the rights of non-citizens when compared to Australia's international human rights convention and treaty obligations. This paper will consider these major sources of law and will investigate how they have been used in the context of the protection of the rights of non-citizens. It will be asserted that the weaknesses exposed in the Australian legal system can be improved by the adoption of a Bill of Rights1 which encompasses Australia's international human rights treaty and convention obligations. It is envisaged that a Bill of Rights would provide a framework applicable at the State, Territory and Federal levels within which issues pertaining to non-citizens could be resolved. The direction of this thesis owes much to the writings, advice and supervision of Dr. Imtiaz Omar who was always available to discuss the progress of this work. Dr. Omar is a passionate advocate of human rights and has been a tremendous inspiration to me throughout my writing. Argues that the most influential landscape poetry deals with landscape as an aesthetic concept, and also with the politics of land ownership. Several "landscape poets". Aboriginal and non-Aboriginal, have given voice to some of the most compelling social currents in society, and their work has an important place in contemporary political debate.

Background: New information and communication technologies such as email and text messaging have been shown to be useful in some aspects of primary care service delivery. Little is known about Scottish GPs’ attitudes towards the adoption of these technologies as routine consultation tools.

Objectives: To explore GPs’ perceptions of the potential place of new non-face-to-face consultation technologies in the routine delivery of primary care; to explore GPs’ perceived barriers to the introduction of these technologies and to identify the processes by which GPs feel that new consultation technologies could be incorporated into routine primary care.

Methods: Qualitative interview study: 20 in-depth semi-structured interviews carried out with maximum variation sample of GPs across Scotland.

Results: Whilst the face-to-face consultation was seen as central to much of the clinical and diagnostic work of primary care, many GPs were conditionally willing to consider using new technologies in the future, particularly to carry out administrative or less complex tasks and therefore maximize practice efficiency and patient convenience. Key considerations were access to appropriate training, IT support and medico-legal guidance.

Conclusions: GPs are conditionally willing to use new consultation media if clinically appropriate and if medico-legal and technical support is available.

This paper considers Indigenous place-making practices in light of an idea for a major Victorian Indigenous Cultural Knowledge and Education Centre in central Melbourne as championed by Traditional Owners in Victoria. With only eight Aboriginal architects in the country, collaboration with non-Indigenous architects will be inevitable. Two case studies from the recent past—the Tent Embassy in Canberra and a street corner in Collingwood—reveal that dominant cultures of place-making continue to marginalise Aboriginal people in urban Australia. This paper will contend that delivering spatial justice will require both an opportunity for Indigenous Victorians to build visibility in the centre of the city and a willingness within the dominant culture to be deterritorialised.

This introductory essay situates this special issue's concerns in the context of Indigenous cultural centre design in settler-colonial Australia. Given the very small number of Indigenous architects in Australia, architectural facilities for Indigenous communities are routinely designed by non-indigenous architects. The implications of this are significant. Given the often complex social, historical and political ambitions that are invested in the construction of Indigenous cultural centres, and their frequent intention to represent a broad Indigenous constituency, can non-indigenous architectural and spatial practice ever realize these? As a way into this question, the essay surveys postcolonial and architectural scholarship that explores the spatialization of setter-colonial politics and the distinct place-making traditions of Indigenous and non-indigenous Australians. The making of place in the Australian city is an ongoing force of conflict, assertion, exclusion and forgetting, but it is also central to the realization of a possible post-colonial state in which no one ‘centre’ can ever stabilize and resolve questions of legitimacy and power. Instead, such a centre might hold these questions in tension and as questions in common, which would mean a new foundation for the making of place.

The constitution of climate change as an ‘emergency’ invites an appeal to sovereign
power that is troubling in the context of Australia’s colonial history. Climate change is
an unsettling and dispossessing force that, while unprecedented in many ways, can be situated among a series of environmental and social crises that have shaped a discourse of anxious or insecure non-Indigenous belonging in this country. This discourse seeks to render non-Indigenous Australian place as secure and absolute, and understands environmental change as a threat to this goal. This threat appeals to an emergency framing, and in turn to a reassertion, in line with the insights of Agamben, of an exclusive sovereignty that rehearses the foundational dispossessions of colonization. At the same time, climate change is initiating new ways of conceptualizing human relations with place that challenge the value of sovereign status. It enacts realities that refuse a singular emergency and instead generate community from a reorientation of places, times and more-than-human relations. Thought in this way as a creative force that is shaping communities and environments, climate change becomes a source of critical insight for the possibilities of a decolonized future.

Eighty per cent of Australians now live within 50 kilometres of the coast.1 While most of the population remains concentrated in the large capital cities, some people have chosen small coastal towns as their permanent and or second-home destination. Greater mobility and income has increased the feasibility and attractiveness of living in these once overlooked and forgotten towns. The arrival of these new residents has changed the towns in both positive and negative ways. Declining traditional industries have been replaced by tourism and service sectors, providing a much-needed economic revival. The expectations of new residents, both permanent and non-permanent, however, have also brought challenges to the towns. Metropolitan value systems sometimes impact negatively on the unique sense of place and neighbourhood character of these towns. This paper presents both quantitative and qualitative evidence of the impact on character and sense of place in two historic coastal towns, Queenscliff and Sorrento, in southern Victoria. Census data shows how employment and the number of permanent residents have changed radically over the last 50-60 years, altering the social fabric of the towns. An analysis of the building footprint over a similar timeframe shows a growth in building size as larger houses become more common, and a growth in planning appeals for the towns is indicative of a clash of expectations between the council, long-time and new residents. While these indicators demonstrate the impact on the character of the towns as defined by their built environment, some oral accounts of local residents are used to show the emotional impact of these changes on the traditional sense of place associated with these towns. Some specific examples of changes to the built environment are provided to demonstrate that local planning schemes are not always successful in protecting neighbourhood character and that further measures are required in order to safeguard the uniqueness of coastal towns from the negative aspects of development.

Working with a small set of 60 images from a collection of over 1000 digital photographs, the following paper presents ongoing research into the experiential qualities of street scapes. This paper examines the initial results of a survey of 75 voluntary based perceptive studies and focusses on a sample cohort of 30 participants (20 cognate and 10 non-cognate respondents) who were asked to evaluate a streetscape experience based on favourable and unfavourable perceptive qualities. Using a spatial sequencing process, akin to the 'Serial Vision' methodology of Gordon Cullen, respondents were asked to rate a section of urban fabric based on favourable (hot or warm) and unfavourable (cold or cool) traits and to digitally capture these images. The study yields results which highlight the importance of the quality and effect of green attributes within the overall street scape experience. The implications for urban design practice (streetscape greening), are briefly explored.

The thesis analysed the ways in which Australian literature written between 1990 - 2010 has informed concepts of Indigenous and non-Indigenous reconciliation. There is a ‘place’ for reconciliation in postcolonial Australia, and literature is one such ‘place’, with its ability to construct, incorporate and promote postcolonial race relations through reimaginings of history, place, bodies and the sacred.

Exotic animal and plant species introduced into the Australian continent often imparted catastrophic effects on the indigenous fauna and flora. Proponents of biological control introduced the South American Cane Toad (Bufo marinus) into the sugar cane fields of Queensland in 1935. The Cane Toad is one of the most toxic bufonids and when seized by naive Australian predators, the toxin usually kills the attacker. One group of Australian squamate reptiles that are very susceptible to Cane Toad toxins is varanid lizards. Prior to Cane Toad invasion of our study area, the Adelaide River floodplain of the Northern Territory of Australia, annual mortality of adult male radio-tagged yellow-spotted Goannas (Varanus panoptes) was very low. After the arrival of toads in October 2005, all radio-tracked goannas were found dead in August 2006, most likely attempting to feed on the toads. Our results suggest that invasive Cane Toads place naive adult male Yellow-spotted Goannas at risk of possibly >90% mortality. This increase in mortality could reduce the genetic diversity and hamper long-term survival of these large carnivorous lizards.
