Examines the evolution of the terms "bangsa" and "minzu", the reforms and adjustments made to define Malay and Chinese ethnic boundaries and the forms that resistance took in response to real and perceived threats to each community's rights vis-a-vis the other. Linked is the related issue of how these dialectical differences have hindered the process of nation-building in Peninsular Malaysia especially from 1957 until 1990.

A ‘white elephant’ is a magnificent, high-status possession that is not particularly productive, costs a lot to maintain, and which you cannot get rid of. Since colonial times, Australians have had a weakness for white elephants. Traditionally, these were massive, debt-funded public works schemes that were economically, environmentally or socially dubious. In recent years, our white elephants have taken on different guises, but the ruinous expense and misdirected effort remain the same. This paper explores some of the reasons for our society’s historic enthusiasm for white elephants, and suggests some remedies.

After decades of growth and development, Iraq has become amongst the worst performing states worldwide as a legacy of successive wars and sanctions despite the rich endowment with ample natural resources and capable human resources. Many observers expected that the “new” Iraq after the US “liberation” in 2003 will be a tolerant and unified nation-state that “with a degree of civil society” will grant and secure the human rights for all the Iraqi people (Gresham 2006: 27). However, due to the external military intervention lead by the US, the Iraq state collapsed after the 2003 war (Diamond 2005) as well as its economic, educational, health systems and infrastructure; and, Iraq’s development indicators are amongst the lowest globally (Hassin 2010). Australia’s controversial joining of Bush’s Coalition of Willing has been discussed by various intellectual studies from different angles. It is discussed in the socio-political discourse from an international relations perspective (Verrier 2003), social resistance to war (Hil 2008), and the implications on the Australian internal politics (McAllister and Bean 2006) and federal elections (Kelton 2008). However, there is scarce evidence about any research engaging with Australia’s roles in post-conflict nation building in Iraq. This article explores developmental roles and initiatives played and funded by Australia in Iraq since the invasion in 2003. Based on Hippler’s (Hippler 2004- 2005) multi-faceted approach to nation building this paper will study Australia’s roles in the three interlinked dimensions or “starting points” for nation building: improvement of living conditions, structural reforms and integration of the national political system.

Based on archival research undertaken in Japan and Britain, Mihalopoulos offers a new perspective on the relations between gender hierarchies and the political economy in a newly modernized Japan. The industrialization of Japan in the late nineteenth century coincided with attempts to establish new trade links abroad. The peasant class were sent overseas as ‘free labourers’ in a state-sponsored programme that also sought to maintain traditional codes of behaviour and morally acceptable forms of work. This study examines the particular impact of these restrictions on Japanese prostitutes abroad and reveals how the freedom offered to the poor by the state was limited and highly selective.

Fukuzawa Yukichi penned a series of articles from 1884 to 1896 on why the Japanese must emigrate and settle abroad. Most striking is Fukuzawa's opposition to any legislation preventing the movement of Japanese subjects abroad, including rural women who migrated with the purpose of engaging in prostitution abroad. According to Fukuzawa, the challenge facing Japanese government policy makers was not at what point do you say "no" to poor rural women migrating abroad, but the opposite, at what point should you say "yes."

Nation-building across Urban and Rural Timor-Leste’ provided an opportunity for East Timorese and people from around the world to reflect, discuss and debate the nation-building process in Timor-Leste since 1999. In this context, nation-building in Timor-Leste is taken to mean the many different attempts since 1999 to ensure the political, economic and cultural integration of the population to fulfil the ambition of self rule.

Ten years after the 1999 vote for independence, this conference considered how nation-building is being experienced and responded to across urban and rural communities in Timor-Leste. Broadening the discussion beyond that of ‘state-building’, at the core of the conference was a consideration of the myriad ways the new republic has been ‘built’. Here ‘nation-building’ considers not only in terms of policy and programmatic initiatives but also grass roots experiences and perceptions of how Timor-Leste as a nation is seen and understood. For this reason, the majority of participants were East Timorese representatives from across the districts, allowing them top share their stories of nation-building.


At this conference, nation-building was discussed in terms of what appears to be one of the most significant characteristics of contemporary Timor-Leste, namely the sharp distinction found between the urbanized capital and the rural communities where the majority of the population live. Dili has emerged as the centre for economic and political power in a way that is extraordinarily disproportionate with the remainder of the country, while rural areas often remain highly isolated and continue to be dominated by subsistence agriculture.

It is over a decade since the volume The Disappearing Asian City (Logan 2002) was published. An edited volume bringing together a number of experts on the region, the book identified the threats facing buildings, archaeological sites and the historic character of cities, as well as the myriad of challenges of raising civic and regulatory awareness about the value of cultural heritage in times of rapid transformation. It was a set of concerns and arguments that remain as pertinent as ever. Those who have lived and worked in different parts of Asia over the past decade on cultural heritage issues, frequently use the terms 'extraordinary' or 'bewildering' to describe the scale and speed of transformation that has taken place. Indeed, for those concerned about maintaining continuities between past and present - whether they be social, spiritual or material - the development of cities, the wholesale movements of communities in and out of urban landscapes, together with the dramatic increase in industries like tourism, has often been disorienting, and in some cases deeply confronting: both professionally and emotionally. And yet, to focus on loss and destruction would miss a whole set of other fascinating, emergent and important trends. As numerous publications in the intervening period have shown, cultural heritage has become a topic of intense interest and debate in the majority of Asian societies, for a host of reasons (Askew 2010; Broudehoux 2004; Pai 2013).

 This thesis aims to provide a nuanced typology of post-2003-war Iraqi CSOs that reflect their functions, rather their manifestations, by analysing and examining their roles in socio-economic service provisions and active citizenship; the impact of their roles in nation-building; and the geographic field (rural or urban) of their activities.
