Thermal modernity and architecture

This paper develops the concept of thermal modernity in order to offer a more detailed understanding of air conditioning and the historical role it has played in transforming urban and built space. An analysis oriented by the insights of Science and Technology Studies stresses how the international ascendancy of air conditioning has been contingent upon certain socio-political forces and cultural changes that occur at the local level. The productive example of Singapore - often referred to as the air-conditioned nation - is given to reveal the entanglements between indoor comfort provision, economic development and post-colonial nation-building. At a broader level, the paper points towards the importance of understanding air conditioning's impact on the spread of international modernism in analytically expansive ways, such that we can more fully appreciate how it has acted to remodel the built environment at different scales and reconfigure indoor and outdoor relationships.

Globalizing heritage: world heritage as a manifestation of modernism and the challenge from the periphery

Government efforts to protect monuments and sites of cultural heritage value have gone on for many centuries. The distinctive new chapter that
the 20th Century brought to cultural heritage protection was the establishment of a globalized effort over and above the work of nation states, This led to a new cultural heritage bureaucracy at the international level, the development of new sets of 'universal' standards, and a new set of places deemed to be of world heritage significance, All of this was done in the spirit of goodwill and optimism that infused the modem movement and that made possible the establishment of the so-called Bretton Woods organizations such as the United Nations as well as the parallel organizations specifically dealing with Cultural Heritage - UNESCO, ICOMOS, ICOM and ICCROM, In recent decades cultural relativists have challenged the drive towards uniformity implicit in the global activities of the modernist organizations, and various parts of the periphery have reacted against aspects of the global cultural heritage approach, The Venice Charter is no longer regarded as the single, universal way to conserve heritage places. It has been replaced or supplemented in large parts of the world by alternatives and modifications such as the Nara Document and Burra Charter. If it is no longer acceptable to provide a universal answer to the question of how do we identify and save heritage, the challenge of the 21st Century is to make the most of the complexity of standards that now exists.

Ecologically sustainable development and architecture: the impact of rating tools

The concept of Ecologically Sustainable Development (ESD) has become an important issue – albeit often scarcely applied – in the design of commercial buildings. To encourage the adoption of sustainable strategies in the practice of design and to address the environmental problems caused by these developments, governments and organisations of various countries have proposed the adoption of scorecard rating tools to inform designers of the impact of their decisions and to present a way of establishing project goals and objectives early in the design process. In Australia, the recent introduction of the Green Star Rating Tool (Office Design) is believed to provide the architects with a ‘whole-of-building’ assessment of the environmental impact of their design by creating a checklist against which to benchmark performance. This paper follows the design of a commercial building, evaluating the impact of Green Star in the overall process. The results of the study suggest the need to include the use of scorecard rating tools in a more integrated model, where ESD is considered at every stage of design and construction rather than being a separate component applied only to promote the ‘greenness’ of a building. Rating tools can be an asset to the design team, provided sustainable requirements are reinforced throughout the entire process.
