Within the discipline of community psychology there is debate as to the dimensions underlying the construct psychological sense of community (PSOC). One of the few theoretical discussions is that of McMillan and Chavis (1986), who hypothesized four dimensions: Belonging; Fulfillment of Needs; Influence; and Shared Connections. Discussion has also emerged in the literature regarding the role of identification within PSOC. It has been suggested that differences in PSOC may be understood in terms of the degree to which members identify with their community (Fisher & Sonn, 1999). However, few studies have explored the place of identification in PSOC. In addition, while PSOC has been applied to both communities of interest and geographical communities, little research has looked in depth at PSOC within communities of interest. The current study therefore explored PSOC in science fiction fandom, a community of interest with membership from all over the world, by means of a questionnaire distributed at an international science fiction convention (N = 359). In an endeavor to clarify the underlying dimensions of PSOC, the questionnaire included several measures of PSOC, and measures of identification with the community. Results showed that science fiction fandom reported high levels of PSOC. Support emerged for McMillan and Chavis' (1986) four dimensions of PSOC, with the addition of a fifth dimension, that of Conscious Identification. These results, and implications for PSOC research, are discussed.

Of all the difficult conversations to have with the Democratic People’s Republic of Korea (DPRK) regime, the one over human rights has proven the most troubling for the international community. Once human rights issues are placed on the table, diplomatic efforts become quickly de-railed. Because of this, and because issues such as non-proliferation are seen as more pressing than human rights, there has been a conspicuous absence of any official, systematic response to the question of human rights violations in North Korea. Of course, most human rights campaigns experience some amount of politicisation. This is unsurprising, given the deeply political nature of the very concept of human rights. The North Korean human rights issue, however, suffers from this phenomenon more than most, tied up as it is with wider ideological battles that hark back to the circumstances of the division of the Korean peninsula. In this context, the 2014 report delivered by the United Nations (UN) Commission of Inquiry (COI) into North Korean human rights represents an effort to move above and beyond the politicisation of the issue and was largely successful in this regard.

The refugee dilemma in Europe in the years between the two world wars had a number of aspects: humanitarian, political, and diplomatic. It raised questions of migration, questions of international law, and questions of the fate of hundreds of thousands of individuals. Refugees were visible from the very last days of the war and remained a matter of serious international concern even beyond the outbreak of war again in September 1939. The refugee dilemma in Europe was, firstly, a humanitarian crisis because the size of the refugee population was without precedent. It was also a political problem because national governments had to contend with questions about the refugees' legal status and their legitimacy under national and international law, as well as balance humanitarian concerns with national political interests. The humanitarian and political aspects together created a crisis for the international community newly united in the League of Nations. One of its first great acts-to take these refugees into its protective care-was not even prescribed for it in its Covenant. But the refugee crisis facing Europe was so great that member states were united in the belief that the League had been established precisely to undertake a task of this kind.

The international community has long sought the appropriate means by which insolvencies involving several jurisdictions should be conducted. Central to the solution proposed is the view that jurisdictions should primarily co-operate with the proceeding underway in a company's "centre of main interests". This concept will be of increasing importance to Australia with the passing of the Cross Border Insolvency Act 2008 , which enacts domestically the provisions of the United Nations Commission on International Trade Law Model Law on Cross Border Insolvency. This article examines how this concept was intended to operate, the actual provisions of the relevant Instruments together with how it has been judicially interpreted. It will be shown that while some certainties concerning the operation of this concept have been achieved, determining this actual location remains surrounded with considerable vagueness. This article proceeds to suggest the most appropriate interpretation of this "centre of main interests" concept.

The Nobel Women’s Initiative (NWI) was formed in August 2006. It was a response to a suggestion by Iranian laureate Shirin Ebadi that women recipients of the Peace Prize should collectively endeavor to use the power and influence concomitant with being Nobel laureates to advance the cause of women internationally, by bringing their voices and experiences to the direct attention of the international community and media sources. NWI represents an attempt to help fill a gap that mars the present system of international relations. Over the past half-century, global standards have developed in earnest. One of these standards is women’s equality with men. Despite the codification of this precept in international law, gender discrimination against women remains a globally unresolved problem. Women are seriously underrepresented at local, national, regional, and international levels of governance, and their voices and experiences remain marginalized from negotiations toward conflict resolution and the formation of viable democratic institutions.

This article will draw upon two recent international community-based environmental projects to explore issues concerning the nature, status and role of research in environmental education. A number of features of community-based environment development projects in two different cultures will be described, illustrating the complexity and contextuality of the processes by which environmental issues are resolved. The implications for research that seeks to acknowledge and respect relationships within community contexts will also be considered.

Conflicts over ethnic homeland rule, the right to territorial autonomy, and even nation-statehood have been played out in Asia, where it has been debated whether federalism is the best system to reduce or contain ethnic conflicts. The international community has questioned whether the multinational federalism of Spain and Canada offers a successful model for Asia.

The recent tensions in Honiara, the capital of the Solomon Islands, in April 2006 provide a clear warning that despite the presence of the Regional Assistance Mission in the Solomon Islands, led by the Australian government, many of the issues that led to prolonged conflict in 1998 have not yet been adequately addressed. This piece of research examines the root causes of continued conflict as experienced by the people themselves, and the triggers for the sudden explosion of violence in April 2006. It offers insights into the successes and failures of the international presence in the Solomon Islands, as well as presenting local opinions on the likelihood of further conflict. Based on the findings some suggestions are made regarding the targeting of programs, and the adaptations that may need to be made in the approach adopted by the international community.

The thesis puts forward historical, logical and efficiency arguments for the implementation of treaty-based legal protections for e-consumers transacting in global Business to Customer (B2C) e-commerce. It concludes, however, that the international political climate is such that the implementation by the international community of such protections is very unlikely in the near future.

Increasingly Malaysian property and construction firms are seeking to work internationally. Firms enter international markets through various strategies and typically property and construction professionals rely on developing various forms of cooperative and collaborative arrangements. The common modes of entry include international alliances, project joint ventures, partnerships, company joint ventures and large consortiums; which arise as a response to clients seeking expressions of interests from the international community or the firms seeking to internationalise approaching clients and/or potential host country partners. Increasingly project teams on international mega projects are composed of multiple key partners from different countries coming together to achieve a higher level of strategic flexibility. Establishing and maintaining local connections and business networks are therefore critical to ensure the success of exporting firms. This paper reports the findings of a project which explores factors affecting the performance of Malaysian property and construction professionals working internationally through effective joint ventures. The project seeks to develop a performance measurement framework to examine the extent to which Malaysian firms are developing sustainable business models internationally which adapt and respond to changing conditions. A generic framework was initially developed prior to this study through a grounded theory approach merging theory from internationalisation, design management and market knowledge literature followed by a case study empirical investigation and then further literature review based upon the themes which emerged from the case study analysis. A reflexive capability model for firms in managing both economic and non-economic capital; including social, cultural and intellectual capital was developed. This project seeks to build upon the reflexive model by adapting it to the unique contexts related to the specific geographic localities of exporting Malaysian firms. Specifically, the project explores the extent to which the performance measurement framework can be used to map capabilities Malaysian construction firms have and Which they need to develop in relation to developing and maintaining international collaborative partnerships. The preliminary results of one case study Malaysian architectural firm are discussed.

According to the academic literature, the most widely used estimate is that approximately 300,000 children are part of regular and irregular armies worldwide, either as combatants or as support personnel. Moreover, most scholars believe that their numbers are growing. However, the truth is that no one really knows the actual number of child soldiers fighting in some seventy-two government or rebel forces in about twenty countries. This is simply because field work on this subject is notoriously difficult. And as it is in breach of international humanitarian law to engage a child under the age of 18 years, regular armies and guerrilla forces are hardly going to publicize the number of child soldiers in their ranks. Whatever the true number of child soldiers may be, the fact remains that child soldiers have become a principal component of military forces across Africa, Asia, and Latin America. For Africa alone, estimates suggest that there are 120,000 children, 40 per cent of all child soldiers. Moreover, not only has Africa experienced the fastest growth in the use of child soldiers, but the average age of the children enlisted in some African countries is declining as well. And this is despite the fact that there are a number of international treaties and principles that prohibit the use of child soldiers. Successfully bringing peace, security, and the rule of law in the Kivu provinces, in the Democratic Republic of the Congo (DRC), will be a massive challenge that will require domestic and regional measures implemented over probably several years. This will necessitate the continued active political and financial support of the international community.

This book provides a study of the war by Liberation Tigers of Tamil Eelam (LTTE) to create a separate state in Sri Lanka. It examines the ways in which this war should, in principle, have invoked ‘Responsibility to Protect’ principles, as well as the political, legal and practical problems involved and, ultimately, why the international community failed to act.

Over the years there have been several events, including those in Rwanda, Sierra Leone, Timor-Leste, Darfur, and Kosovo, that have led the international community to accept a responsibility to protect. However, despite its overwhelming preliminary endorsement, the principles of this concept are still not universally sanctioned and there are some strong international opponents, including some countries that were initial signatories of the convention.

By considering the example of Sri Lanka, the text focuses on what conditions could satisfy or demand the application of responsibility to protect. It further presents a case as to why this conflict was, and may still be, the normative responsibility of the international community.

Sri Lanka and the Responsibility to Protect will be of great interest to students of South-East Asian politics, human rights, international law, ethnic conflict, security studies and IR in general.

This paper reviews attempts made in the Lao People's Democratic Republic (PDR) to achieve Millennium Development Goal (MDG) 5: Improve Maternal Health and its two targets: (1) to reduce by three quarters the maternal mortality ratio and (2) to achieve universal access to reproductive health. It will be shown that significant strides have been made in relation to both the targets, especially in the province of Xayaboury where the contraceptive prevalence rate is the highest and maternal mortality is the lowest in the country. That said, it is unlikely that either target will be realised by 2015 for the nation as a whole. Some of the reasons for this are canvassed such as problems with the existing health infrastructure and its personnel, the cost of health care, the demographic profile and cultural expectations of women of childbearing age, geographic barriers, the absence of communication and transport infrastructure and the influence of international donors on how monies are expended. As discussions now begin to set the framework for the post-MDG compact of the international community to address poverty and well-being, it would be valuable to consider the multiplicity of factors which directly impact maternal and infant mortality rates (such as family planning, age at first birth, access to antenatal care and government expenditure on maternal health care) and explain what causes change, over non-contextualised statistics that simply report changes.

MyanmarMyanmar is a developing country with significant humanitarian needs. It is therefore a country for which achieving the Millennium Development Goals (MDGs) should be a high priority. While exact data are difficult to obtain, Myanmar is performing poorly across most of the MDG targets. This is partly an unintended but direct consequence of the international sanctions and concomitant reduced aid flows into Myanmar. Myanmar receives the lowest level of aid per person of any of the 50 Least Developed Countries, raising the very direct question of whether the MDGs are relevant or achievable in Myanmar. Failure to achieve the MDGs could have serious implications in 2015 on future international funding and on reform programmes in the country. This paper considers how the political goals of the international community negatively impact upon the ability to achieve the MDGs and proposes a way forward by increasing aid and by tailoring theMDGs to theMyanmar context, as several regional neighbours have done.

As we approach the 2015 date by which the Millenium Development Goals (MDGs) are to be achieved, there is increasing scrutiny as to the progress towards their achievement. The MDGs were intended to be global targets and not necessarily to be assessed at the country level. In other words, countries were to contribute to the global targets but not be held to account against them, as they were originally conceived. In practice though, countries are assessed against the global MDG targets. It is appropriate that continuing interest be paid to the achievement of the MDGs, however it is also necessary that the global community now start to turn its attention to what framework for addressing the world's development needs beyond the MDG timeframe following 2015. The ‘poverty landscape’ has changed significantly in the last decade – partly as a result of the international community's focus on the MDGs – and so it is necessary that a new approach to poverty alleviation reflect this changed reality. This paper introduces a range of papers presented at an international conference on the MDGs that critically analyse the current MDGs and pose questions as to how should we follow the MDGs beyond 2015.
