Supplier integrity due diligence in public procurement: limiting the criminal risk to Australia

The potential for criminals and terrorism financiers to secure lucrativegovernment contracts poses a risk to Australia’s anti-money laundering,anti-corruption and counter-terrorism financing objectives. This articlecompares the customer due diligence measures that banks are required to implement to prevent money laundering and terrorism financing with the general supplier due diligence practices and processes of key Australian government departments and agencies. It identifies various weaknesses in current procurement practices relating to standard contracts and argues that these render Australian public procurement vulnerable to criminal abuse, threaten compliance with its sanctions regime and potentially undermine the crime combating objectives of its money laundering and terrorism financinglaws. The article recommends that the national interest calls for awhole-of-government approach to improve supplier due diligence in public procurement.

Judgement, decision, and integrity

Although Aristotle did not mention it, integrity can be understood in an Aristotelian framework. Seeing it in these terms will show that it is an executive virtue which concerns the existential well being of an agent. This analysis is not offered as an exegesis of Aristotle's text, but as an attempt to use an Aristotelian framework to understand a virtue deemed important today. This account will have the benefit of solving some problems relating to motivational internalism and, as such, will contribute to that recent current of thought which has been highlighting the importance of virtue thinking in moral theory. I will distinguish moral judgement from decision and show that moral judgement is dependent upon virtue more strongly than it is upon impartial rationality. I will suggest that integrity is the virtue to which moral judgement gives expression and is the virtue which links judgement to decision so as to overcome akrasia.

Buxton silver gum reserve: using geographic information systems to investigate historic change in site integrity

Eucalyptus crenulata is a rare species known from only two populations. The Buxton Silver Gum Reserve was set aside in 1978 for the conservation of the species, but this objective may be compromised by changes in the integrity of the landscape immediately surrounding the Reserve. A time sequence of aerial photos and Geographic Information Systems technology has been used to identify patterns of landscape change, and aid in determining appropriate management strategies to minimize negative impacts caused by landscape fragmentation and habitat exposure

Beyond ethics : a community platform to secure moral integrity

Stakeholders perceive the role of accountants to reflect trust, honesty, impartiality, fairness and transparency. The aim of this paper is to explore avenues to strengthen the moral integrity of professional bodies and their members. The resulting recommendations include a community or "milieu" approach.

Integrity and shame

In a recent study, Damian Cox, Marguerite La Caze and Michael P. Levine argue for a complex conception of integrity. But they leave two questions unanswered. The first is whether integrity is of greater importance to the agent's own sense of themselves or whether it is a virtue that is of social significance. The bulk of the literature on this virtue stresses its existential import. However, considerable weight should be given to its social significance. It should be linked to the essentially social reaction of shame, as opposed to the existential and personal reaction of guilt. The second question is whether the virtue of integrity has been analysed in such general terms that no specific meaning can be given to the virtue. Being a person of integrity might just collapse into being a virtuous person. This essay offers a distinctive account of integrity by asking what it is to act from the virtue in particular contexts that require public trust.

Conceptions of teaching with integrity online in higher education: a case in the field of engineering

The viewpoints of academic teaching staff take centre stage in the analysis of the changing conceptions of what it means to act with integrity when teaching online. To teach with integrity in contemporary online-supported environments in higher education is not necessarily to teach the same as if one would in teaching regularly face-to-face in the classroom. The paper argues that to teach with integrity online is to teach differently. With integrity both enhanced and in some respects diminished in teaching online, the apparent contradiction can only be resolved through developing conceptions of what teaching with integrity means in the contemporary world of higher education. Implications are drawn in the context of teaching extended and wholly online units in the field of engineering.

The subcellular fractionation properties and function of insulin receptor substrate-1 (IRS-1) are independent of cytoskeletal integrity

Efficient insulin action requires spatial and temporal coordination of signaling cascades. The prototypical insulin receptor substrate, IRS-1 plays a central role in insulin signaling. By subcellular fractionation IRS-1 is enriched in a particulate fraction, termed the high speed pellet (HSP), and its redistribution from this fraction is associated with signal attenuation and insulin resistance. Anecdotal evidence suggests the cytoskeleton may underpin the localization of IRS-1 to the HSP. In the present study we have taken a systematic approach to examine whether the cytoskeleton contributes to the subcellular fractionation properties and function of IRS-1. By standard microscopy or immunoprecipitation we were unable to detect evidence to support a specific interaction between IRS-1 and the major cytoskeletal components actin (microfilaments), vimentin (intermediate filaments), and tubulin (microtubules) in 3T3-L1 adipocytes or in CHO.IR.IRS-1 cells. Pharmacological disruption of microfilaments and microtubules, individually or in combination, was without effect on the subcellular distribution of IRS-1 or insulin-stimulated tyrosine phosphorylation in either cell type. Phosphorylation of Akt was modestly reduced (20–35%) in 3T3-L1 adipocytes but not in CHO.IR.IRS-1 cells. In cells lacking intermediate filaments (Vim^−/−) IRS-1 expression, distribution and insulin-stimulated phosphorylation appeared normal. Even after depolymerisation of microfilaments and microtubules, insulin-stimulated phosphorylation of IRS-1 and Akt were maintained in Vim^−/− cells. Taken together these data indicate that the characteristic subcellular fractionation properties and function of IRS-1 are unlikely to be mediated by cytoskeletal networks and that proximal insulin signaling does not require an intact cytoskeleton.

Brokering knowledge : managing knowledge in a network of government and non-government human service delivery agencies

This paper examines aspects of knowledge management that are particularly important in the network of human service delivery agencies in Victoria. This network is characterised by four features: it is a cluster of networked organisations; professionals and others may act as knowledge brokers within and between organisations in the network; rapid change in both knowledge and organisation accentuates the importance of innovative knowledge and emergent organisation over and above routine instrumental knowledge within stable organisation; and consequently there is an underlying concern with dialogical rather than instrumental knowledge and its management, and particularly how it constitutes and is constituted by organisation. The paper describes the analytical tools that we consider particularly important in examining this situation – in particular, the distinction between instrumental and dialogical knowledge, and the role of knowledge brokers (and professionals as knowledge brokers). It concludes by relating this analysis to broader issues in organisation studies, and suggests paths for further examination of these issues.

Sustainability and health : supporting global ecological integrity in public health
