Human rights theory is based on universalistic moral perspectives that regard each individual as a bearer of rights. These rights are often legislated nationally and implementation mandated for institutions including higher education institutions. Arendt contests this kind of governance and ruling. Arendt argues for an agonal politics. Arendt theorises politics and power as something that cannot occur in isolation; it is through ‘acting in concert’ with others that a political community is constituted. Arendt advocates for a public space where people can take care of the ‘public things’ between them to work out how to live together. In this paper I reflect on my role promoting equity within Australian higher education institutions and explore what Arendt’s theorising can add to rethinking this kind of human rights work. Arendt argued that re-valuing politics would pave the way to a ‘new appreciation of human plurality’ (Villa 1996: 17). I will argue that the ‘Fair Chance for All’ (1990) equity policy promoted a form of identity politics within higher education institutions. I argue that Arendt’s theorising can effectively disrupt identity politics and offers a corrective to the way human rights legislation and related institutional policies tend to focus on specific target populations.

When the Institute of International Education reported a drop of 2.4% in international student enrollment in the United States in 2003/2004, the first absolute decline in foreign enrollments since 1971/1972 (Open Doors, 2004), many were quick to point fingers at visa policies instituted after the September 11, 2001 attacks. The "Visas Mantis" review—a security clearance required for foreign students studying any of roughly 200 scientific fields—was blamed for tarnishing the view of the United States as a welcoming place for international students. Although the review has certainly been the cause of increased visa delays and rejections, this article takes the view that it is not the only cause for the dip in foreign enrollments in the United States. Through econometric analyses, it is shown that other than the visa quagmires, improved access to domestic education opportunities and tuition fee increases can indeed explain the drop in foreign enrollments.

What are educators‟ motivations for using virtual worlds with their students? Are they using them to support the teaching of professions and if this is the case, do they introduce virtual worlds into the curriculum to develop and/or expand students' professional learning networks? Are they using virtual worlds to transform their teaching and learning? In  recognition of the exciting opportunities that virtual worlds present for higher education, the DEHub Virtual Worlds Working Group was formed. It is made up of Australian university academics who are investigating the role that virtual worlds will play in the future of education and actively implementing the technology within their own teaching practice and  curricula. This paper presents a typology for teaching and learning in 3D virtual worlds and applies the typology to a series of case studies based on the ways in which academics and their institutions are exploiting the power of virtual worlds for diverse purposes ranging from business scenarios and virtual excursions to role-play, experimentation and language development. The case studies offer insight into the ways in which institutions are transforming their teaching for an unknown future through innovative teaching and learning in virtual worlds. The paper demonstrates how virtual worlds enable low cost alternatives to existing pedagogies as well as creating opportunities for rich, immersive and authentic activities that would otherwise not be feasible or maybe not even be possible. Through the use of virtual worlds, teaching and learning can be transformed to cater for an unknown future.

This paper reports on a qualitative study exploring how distributed patterns of leadership manifest themselves in project teams within a Higher Education institution. The emphasis is on both the ‘what’ and the ‘how’ of distributed leadership, thus providing an account of the nature of distributed leadership in higher education and the factors which were found to enhance and inhibit its occurrence and effectiveness. The findings are presented in a model of distributed leadership which seeks to provide an integrative account and a framework for further study. The conclusions focus on both the theoretical implications for the study of distributed leadership and the practical implications for HE institutions wishing to promote effective leadership.

This research investigates teaching faculty’s adoption and usage of Interactive White Board Technology (IWBT) in teaching in UAE University (UAEU). The research extended the technological innovation theories and proposed a model made of different contexts. The research model was partially supported and highlighted interesting insights pertaining to adoption and usage of IWBT in teaching. Contrasting findings pertaining to the same factors across adoption and usage proved to be both insightful as well as challenging at the same time. Implications arising from significant and insignificant factors lead to a conclusion that IWBT is evolving in UAEU. The research discusses theoretical as well as professional contributions and implications emerging and portrays different research areas in this field.

Over the past decade, teaching and learning in virtual worlds has been at the forefront of many higher education institutions around the world. The DEHub Virtual Worlds Working Group (VWWG) consisting of Australian and New Zealand higher education academics was formed on 2009. These educators are investigating the role that virtual worlds play in the future of education and actively changing the direction of their own teaching practice and curricula. 47 academics reporting on 28 Australian higher education institutions present an overview of how they have changed directions through the effective use of virtual worlds for diverse teaching and learning activitiessuch as business scenarios and virtual excursions, role-play simulations, experimentation and language development. The case studies offer insights into the ways in which institutions are continuing to change directions in their teaching to meet changing demands for innovative teaching, learning and research in virtual worlds. This paper highlights the ways in which the authors are using virtual worlds to creat opportunities for rich, immersive and authentic activities that would be difficult or not possible to achieve through traditional approaches

This study compares the extent of the influence of non-tangible forms of social capital on organisational commitment at Universiti Sains Malaysia (USM), in Penang, Malaysia and two universities in Sumatra, Indonesia, which are, Universitas Andalas and Padang State University. In this study, Universitas Andalas and Padang State University will be represented by APU. Amongst the academic staff at USM, three social capital factors-collective action and shared values, relational trust and cooperation, and cohesive bonds and connectivity through participation-have a strong positive impact on affective and normative commitments. At APU, only the factor of cohesive bonds and connectivity contributes to affective commitment. Collective action and shared values as well as cohesive bonds and connectivity were shown to have contributed to higher normative commitment. Relational trust and cooperation, which are important indicators of social capital, did not seem to have any impact on the three organisational commitments. At USM, continuance commitment was negatively related to cohesive bonds and was not related to any other predictive variables. At APU, higher collective action and shared values reduced continuance commitment.

Education is now a global product with institutions worldwide competing for students and finding ever more creative ways to satisfy student needs and preferences. With the continuing rise in the preference for flexible distance learning, educational institutions are finding that when students and faculty have significantly different cultural backgrounds and learning styles that the expectations of the learning experience can be unfulfilled. In Australia, international students have made education Australia’s third largest service export, earning $5.8 billion. This means that student populations have moved from being homogenous and captive to domestic constraints and expectations, to being multi-cultural, dispersed and subject to a plethora of constraints and expectations. Today in Turkey, education is the responsibility of government however, in recent years, the private sector has entered the market providing educational services at all levels. In particular, after the 1990s, private higher education institutions (HEIs) with a commercial focus have mushroomed.

In 2007, there are 25 private universities in Turkey with more than 2.000.000 students enrolled in these universities. Of these students, more than 1.000.000 are registered in distance education faculties. With such large student numbers competition between private universities for students has intensified particularly over the last 15 years. As a consequence the need to develop strategies for attracting students has become more important. Marketing strategies in Turkey have tended to concentrate on three distinct categories: strategies between governmental HEIs, private HEIs and distance education HEIs. The contribution of technologies to education processes has been immense with students and faculty each learning to adapt to an environment of continuous change and opportunities. This paper seeks to explore the notion that a competitive advantage in marketing of higher education can be attained by customizing learning experiences for particular student cohorts in a pro-active and constructive way.

In the commercialised and professionalised world of elite sport, issues associated with career pathways and post sporting career options have a particular resonance. In various football codes, an unexpected knock, twist, bend or break can profoundly impact a player's career. In this high risk and high consequence environment, a number of sports entertainment industries have instituted player development and education programmes to educate and prepare elite level performers for life after football. Drawing on Foucault's later work on governmentality and the care of the self, this paper will discuss findings from a research project funded by the Australian Football League (AFL). The paper presents data that suggests that, elite performers are so focused on establishing and prolonging a career as an elite performer, that other aspects of identity are seen as something to be complied with as a consequence of industry expectations. An industry emphasis on higher education raises issues for the sports industries that promote player enrolment in higher education and for the higher education institutions that must manage this lack of engagement.

The second of three surveys of occupational health provision in UK higher education institutions was carried out in March 2003.

Information was collected on occupational health provision arrangements for all 193 members of UUK, other HEIs funded by HEFCE, constituent parts of the University of London and the University of Wales, and degree awarding bodies in the UK. There was a wide variety of arrangements. Thirty-eight percent had in-house services, 33% contracted with external providers for occupational health services, 13% made use of a local general practice or student health service, 6% had other or ad hoc arrangements and 9% had no occupational health service.

Globalisation as a global phenomenon has been influencing Indonesian Higher Education like other education systems in the world. Internationalisation in response to globalisation is a common feature in majority universities. It is also a feature of Indonesian Higher Education institutions, yet so far it seems that the way in which Indonesian higher education is responding to globalisation with internationalisation of its universities is not well reported.
This paper aims to address this gap by examining relevant government papers, policies, research, reports and other documents available on line as well as at web sites of universities and other related web sites depicting how internationalisation has been conducted in Indonesian higher education. The paper attempts to reveal the perceived challenges of globalisation for Indonesian higher education and to what extent and in what form internationalisation has been achieved. Particularly, it will analyse the relation between policies and practices and identify barriers to internationalisation. However, it should be noted that this article is selective rather than comprehensive in reflecting on the internationalisation process in Indonesian higher education.
Findings show that globalisation is perceived as a challenge requiring a response rather than as a threat to be dealt with. Many sources reflect that the government has been initiating and facilitating various programs to support internationalisation within the system. It appears that lack of capability at the institution level slows down the process. Under-representation of institutions reflected in the under-developed websites results in opacity of the real capacity of institutions. It seems that improving the basic factors shaping internationalisation such as capacities in English and ICT (Marginson, 2007) would trigger further the development of internationalisation in Indonesian higher education.

Universities in the twenty-first century experience numerous competing drivers that shape their sense of purpose and role in society, their perspectives of knowledge and its production and their overall sense of being in the world. One major force is marketplace discourse, in particular neo-liberalism and competition, which is discordant with the discourse of academic collaboration and collegial sharing. This review essay examines what it means to ‘be’ a university in light of these overarching discourses and what is envisioned for universities of the future.


In particular, the essay focuses on how universities around the world respond to the tensions of competition agendas in local contexts. How are global policies on education as a tradeable commodity shaping university policies, discourses and practices? How is competition moulding the overall notion of a university education? What is imagined for the future of universities, given the dissonance between competition and collaboration agendas and practices in higher education?

These questions are explored through reviews of two recent books that focus on global shapings of higher education institutions: ‘‘Being a University’’ by Ronald Barnett (2011) and ‘‘Higher Education, Policy and the Global Competition Phenomenon’’ (Portnoi et al. 2010) edited by Laura Portnoi, Val Rust and Sylvia Bagley. Barnett’s book is used primarily to outline the characteristics of various universities’ being and becoming. Portnoi et al’s work provides clear illustrations of the lived experience of higher education in the current globally competitive age.

Three broad questions frame this review:
• How do universities currently see themselves as being in a globally competitive market?
• How does the globally competitive agenda operate in practice in different universities?
• What could universities ‘become’ in the future?

Finding a common definition of ‘quality’ in studies of quality and quality improvement in higher education institutions is very important. This study identifies the views of a key stakeholder group, academics, with reference to their beliefs (what is currently occurring) and their attitudes (what ought to be occurring) in relation to quality in their departments. The focus of this paper is on the collection of data from 64 business administration academics in Turkish universities. Face-to-face interviews were conducted using an instrument titled ‘Quality in Accounting Education Survey’. The questionnaire was developed by Watty and is based on the conceptions of quality framework, developed by Harvey and Green. The results are compared with the beliefs and attitudes of Australian accounting academics as reported in an earlier paper by Watty. The findings show that academics from Turkey adopt the perspective of quality as excellent or élitist, both in their beliefs (current situation perception) and in their attitudes (desired situation perception). This compares with the findings that Australian academics’ attitudes reflect a quality perspective as fitness for purpose in the current situation and beliefs that reflect a transformational quality perspective as the desired situation (what ought to be).

The aim of this paper is to discuss the increasing professionalism of research managers and administrators. The paper firstly discusses recent changes to the research environment and follows with changes to research administration. Then follows with the discussion of the research method and research findings. Data was collected through semi-structured interviews with research managers and administrators working in various Higher Education Institutions in the North West of England during the period from June to August 2005. Four interviewees were research managers and administrators working in research support and another four working in research students support areas. Two research support officers and two research student administrators have research backgrounds while the other two have administration background. The interview questions aim to seek the interviewees comments on the development of knowledge and skills that facilitate them to perform their role and the preference modes for delivering the professional development events. The interviewees working on different areas have different requirement on their knowledge requirement. The interviewees working in research student support area think it is important to develop their knowledge on their understanding of students needs. While, the interviewees working in research support suggested that it is important to be kept updated on changes to the research environment and relevant policies. The interviewees with different backgrounds have different skills training needs. Interviewees with research background suggested it is important to provide research skills training for colleagues who do not have research background. On the other hand, interviewees with administration background think their administration skills should be further enhanced. All interviewees prefer that professional development events be delivered in informal mode, such as conference and workshops.
