This thesis examines networks as a means of organising counter-terrorism in Australia and the conditions that promote the effectiveness of security networks. It presents a framework for analysing network dynamics and network effectiveness in this field that can assist researchers to better understand networks and practitioners to better manage networks.

The importance of effective multilateral security networks is widely recognised in Australia and internationally as being essential to facilitate the large-scale sharing of information required to respond to the threat of terrorism. Australian national security agencies are currently constructing networks in order to bring the diverse national and international security agencies together to achieve this. This paper examines this process of security network formation in the area of critical infrastructure protection, with particular emphasis on airport security. We address the key issues and factors shaping network formation and the dynamics involved in network practice. These include the need for the networks to extend membership beyond the strictly defined elements of national security; the integration of public and private ‘nodes’ in counter-terrorismnetworks’; and the broader ‘responsibilisation’ of the private sector and the challenges with ‘enabling’ them in counter-terrorism networks. We argue that the need to integrate public and private agencies in counter-terrorism networks is necessary but faces considerable organisational, cultural, and legal barriers.

In the wake of the Bali bombing the Australian government has proposed a number of national security measures that pose a real danger to human security in Australia and the region. These measures include renewed and increased military and intelligence exchanges with Indonesia, and laws that allow the Australian Security Intelligence Organization (ASIO) to detain people without charge or even suspicion in order to gather intelligence. In less emotional times these initiatives would be rejected as contrary to human rights concerns and Australia’s democratic traditions, which include the rule of law and due process protections. In the current climate, however, human rights and civil liberties are apt to be portrayed as unaffordable luxuries.

The continuing erosion of civil liberties in Western democracies, and in particular Australia, as a response to the threat of terrorist attack - the position taken that laws eroding civil liberties will ultimately fail in its attempt to combat terrorist activity while adding to human insecurity and violence - counter-terrorism measures resulting in the militarisation of law enforcement and provoking terrorism - linking counter-terrorism with globalisation.

Over the past two decades private and hybrid forms of policing have grown considerably in Australia. As a result, governments have begun to recognize the role played by non-state police agencies and personnel in the provision of public order and safety, further extending and legitimizing non-state policing. In addition, the private ownership of critical infrastructure and 'communal spaces' has led to a central role for non-state police in the area of 'high policing' counter-terrorism. In response to changes to the auspices and providers of policing, state police were beginning to explore new ways of working with private and hybrid forms of policing, with the emergence of a new type of experiment in policing partnerships, the Police-Private Security Committee (POLSEC). This paper examines these trends and implications for ongoing developments in Australian policing.

In recent years a heightened awareness of global risks has produced an unprecedented interest in global peace and security initiatives. This article discusses the impact of international crisis events on religiously diverse communities in Australia, in particular rising Islamophobia, migrantophobia and attacks on multiculturalism. Religious communities have been far from passive in their responses to the impact of these events, initiating dialogue and educational activities to dispel negative stereotypes and attitudes. In addition, state actors, including police, have prioritized engagement with religious leaders, and this has resulted in a rise of state supported multifaith peacebuilding activities. The article argues that, in response to global risks of terror and exclusion, multifaith movements and multi-actor networks, including religious leaders, state actors, educators and the media, have the potential to advance common security. In response to conflicts both local and global, these examples of cooperation between religious and non-religious actors in Australia can be instructive to other increasingly multifaith societies.

Purpose

– The purpose of this paper is to explore the underlying relational properties of security networks by focusing specifically on the relationship between formal and informal ties, and interpersonal and inter-organisational trust.

Design/methodology/approach

– The research is based on 20 qualitative interviews with senior members of police and security agencies across the field of counter-terrorism in Australia.

Findings

– The findings suggest that the underlying relational properties of security networks are highly complex, making it difficult to distinguish between formal and informal ties, interpersonal and inter-organisational trust. The findings also address the importance of informal ties and interpersonal trust for the functioning of organisational security networks.

Research limitations/implications

– The research is exploratory in nature and extends to a number of organisational security networks in the field of counter-terrorism in Australia. While it is anticipated that the findings will be relevant in a variety of contexts, further research is required to advance our knowledge of the implications and properties of informal social networks within defined network boundaries.

Practical implications

– The findings suggest that the functioning of security networks is likely to be highly dependent on the underlying social relationships between network members. This has practical implications for those responsible for designing and managing security networks.

Originality/value

– The paper calls attention to a very understudied topic by focusing on the dynamics of informal ties and interpersonal trust within organisational security networks.

Recent thinking on globalization places risk at the centre of contemporary life. Yet what if our perception of risk is misplaced? What if the greatest risk is not terrorism itself but the conditions that allow terrorism to flourish? This fascinating book illustrates that elevated perceptions of terrorism-related risks are having a deleterious impact on many societies, exacerbating feelings of exclusion among individuals and groups. Via their exploration of various societies, the expert contributors show that as a causal factor of terrorism, social exclusion can be remedied by inclusive, participatory and deliberative measures. They prescribe a recalibration of counter-terrorism policies to unite rather than divide multicultural societies.

Despite the surge of scholarly interest in terrorism and counter-terrorism in the post-9/11 world, surprisingly little attention has been paid to the role of religious actors (especially faith communities and faith leaders) in combating the threat of terrorism. However, the resurgence of religiosity in contemporary politics should not be viewed as an inherently dangerous force. As Appleby has argued, a new secular-religious model of inter and intra-state diplomacy looms as a development with significant potential to resolve conflict and deny terrorist groups access to communities of support. By drawing on an Australian example, we argue that in societies that have a strong multicultural and multifaith character secular-religious diplomacy pitched at the national and sub-national level can play an important role in the formation of a flexible long-term counterterrorism strategy.
