This essay examines the development of one regional blogosphere, the Central Asian ‘Stanosphere’, through a focus on the neweurasia blog project. The neweurasia project began in 2005 as an Englishlanguage volunteer-run blog project about the former Soviet republics of Central Asia and the Caucasus, rapidly becoming one of the most visited blogs about the region. Following this auspicious start, over the next five years neweurasia developed into a multi-language locally driven project with more than 80,000 unique page views on average per month. Despite its indisputable successes, the project was often a steep learning curve for all involved. In this essay, we examine neweurasia’s evolution from ‘blogging Central Asia’ towards a citizen media project, and reflect on some of the issues and challenges encountered. On the basis of our discussion, we reflect upon how neweurasia, and citizen media in general, can maximise its impact on the nascent Stanosphere, in the process helping to give Central Asia a voice in the global blogosphere.

The a+b/online project is an exemplar of a comprehensive online resource that includes Virtual Galleries, resources, digital case studies and an image repository (http://www.ab.deakin.edu.au/online). Throughout its development since 2001, the project has expanded to include several thousand digital objects. This paper discusses the development of the a+b/online site and outlines some of the issues associated with its development. The current state of the project is discussed in relation to the current paradigm of citizen media including blogs.

Citizen participation, enabled by electronic means, grows, in parallel with government's apparent failure to promote it. Organisations such as Getup and Moveon flourish; the BBC announced in 2003 that 'Internet-based political activism is happening...The BBC wants to help a wider audience find their voice by tackling obstacles to greater participation' (http://www.opendemocracy.net). (Kevill, 2003). Such actions echo, perhaps, the enthusiastic adoption of the Internet by activist media groups, particularly Indymedia. This paper presents a response to this situation. It provides a richer account of the contradictory rise of e-government without e-governance, and examines the potential for media-based participatory engagement to complement e-government. It presents two models of the future of electronically mediated citizen engagement: the first involving agonistic relations between government and citizenry, with civic participation occurring outside of government-approved forums; the second involving the intimate linking of governmental transactions to participation by those citizens engaged in them. Finally it will outline mechanisms for researching the capacity of either or both models to sustain effective participation.

In this chapter, the authors will look at the ideas of e-government and e-governance and practical examples of how new media are being used to enhance decision-making in democratic societies. The authors argue that the learning environments that have emerged from interactive entertainment and other contexts signal a change in the nature and role of liminality-the transition to citizen and civic engagement-in modern society.

The role of the press is underpinned by a concern for public welfare, and the discourses and debates in journalism practice and theory stem from the notion that the press is one of the pillars of a democracy and an essential element of the public sphere (Rosen, 2005; Dahlgren and Sparks, 1991). The public sphere, in turn, is linked to the theory of modernisation and the development agenda of a society, where the media are expected to play an important function as watchman, policy disseminator and teacher (Schramm, 1964). This article looks at citizen journalism’s potential to provide yet another opportunity to disadvantaged communities in India to communicate with the world, via information and communication technologies. The new media also open up the possibility of these earlier disenfranchised communities becoming partners in the country’s development and democratic agenda. This is a discussion paper based on a survey of initiatives undertaken by various community groups in India to provide a voice to local communities who would otherwise remain silent. It explores the impact of these citizen journalism initiatives on local communities vis-à-vis their effectiveness as a tool for development and social change, and argues that the growth and success of these initiatives around the world, though piecemeal, should become an important part of discourse concerning the role of journalism in society.

Mojo is a new mobile journalism project in isolated Indigenous communities providing skills and mobile technologies to empower Indigenous people to create locally produced user-generated stories (UGS), from their own perspective. This paper explores the degree to which these practices and technologies can help create a more diverse cultural voice in remote Indigenous environments. Diversity is a central component of the broader principle of a robust marketplace of ideas and a catalyst for greater democratic representation. A lack of diversity of opinion from and about marginalized communities in Indigenous Australia has led to underrepresentation in a highly mediated Indigenous public sphere. In the mid-1980s the deployment of AUSSAT—the Australian communications satellite—led to an influx of Western media into remote communities, creating even greater marginalization of content at the source. This resulted in an under representation of local views and culture and a lack of exposure. This paper describes the empirical study—the technical practices and outcomes of mojos recording, editing and publishing complete UGS directly from their iPhones to the Internet. This practice has the potential to create more diverse media skills, representation and new job opportunities in local media. The health of children in affluent economies has become closely tied to the ideal of a normative body weight achieved by monitoring and balancing diet and physical activity. As a result, the education of young people on how to avoid becoming fat begins at an early age through the language and practices of families, the messages embedded in children’s media, and through formal schooling. In this paper we use the concept of biopedagogies to investigate how discourses that connect food, the body and health come together on Internet websites to instruct children on how they should come to know and act on themselves in order to be(come) healthy bio-citizens.

In Citizen Voices Phillips, Carvalho and Doyle present a collection of articles exploring the meaning of “citizens” and their role as initiators of communication on science and as actors in formal public engagement exercises involved in science governance. Focusing on the dialogic process, the articles provide empirical insight into the effect of citizen voices on participatory decision-making and a range of related theories and methodologies.
