According to the best estimates at the time, almost 105,000 Australians were homeless on census night in August 2006. This promoted then Prime Minister Kevin Rudd to make the ambitious commitment to accommodate all people sleeping rough and halving the number of homeless in Australia by 2020.

The Building Code of Australia seeks to establish “nationally consistent, minimum necessary standards of relevant, health, safety (including structural safety and safety from fire), amenity and sustainability objectives efficiently”. These goals are laudable – but where are the goals of quality and maintenance, which are also an essential part of achieving adequate and continuing health and safety for the built environment?

Defects such as dampness, settlement and cracking, staining, wood rot, termite damage, rusting, and roof leakage are common enough to suggest that there are still issues with building quality in housing. They are caused by a combination of initial poor workmanship and poor quality materials and latterly by poorly executed or inadequate maintenance.

Local architecture, developed over many years of trial and error, produce buildings linked to their climate and local materials (think of the typical “Queenslander” house). Today’s architecture imports technologies and materials from many differing countries and climates – that are not necessarily suitable for the location, nor is there necessarily the same quality control over the material quality and production. Inappropriate use and inadequate understanding of new materials and techniques can lead to the generation of further defects.

Whilst the building code contains provisions for initial-build material quality and workmanship, there is no continuing control over a house over its life span. Reliance is placed on advertising the need, for example, to employ qualified tradespeople; replace batteries in smoke detectors; and other good advice to help maintain housing to a minimum standard. Is this sufficient?

Mechanisms to make the transfer of knowledge to those who need to use it – be it the workforce or the houseowner – need to be improved. Should the building code be more visual and accessible in it’s content? Should the building code include provisions for maintenance? Should the building code require every house to have a “users manual” – much like a car? An extensive review of literature identifies the scale of the problem of poor quality housing and highlights some suggested causes – inadequate knowledge of the BCA by general housebuilders being one. However little work has been done to investigate what could be done to improve the situation. This work suggests that improvements to knowledge transfer would improve the quality of housing and a model of the knowledge transfer process is proposed, identifying those areas where the knowledge flows need to occur that would impact both the builders and users of housing.

Most new housing in Australia is occurring on greenfield sites on the edges of the capital cities. These housing developments are often criticised for their social and environmental unsustainability. These unsustainable suburbs are a legacy for future generations. They will create dire social and environmental problems if a serious economic downturn was to occur or a resource shortage e.g. oil was to make accessibility impossible. Coupled to these threats is that of the social ‘undesirability’ of isolated suburbs where only those on low incomes made their home. Most of those on higher incomes seek established suburbs which have ‘character’, social amenities and ease of access. Typically, these are in older suburbs close to city centres. This paper describes a methodology that has been developed to analyse past and future housing developments. The results of the analysis can provide a guide to improving the sustainability of these suburbs. The methodology uses several criteria to reflect the fact that no single criterion is adequate to describe or analyse the sustainability of a housing development. Sustainability should embrace social and environmental perspectives, so a multi-criteria analysis is appropriate. The theoretical framework for this methodology has been described elsewhere. However, in this previous work only five criteria were considered: energy use, resource use, neighbourhood character, neighbourhood connectedness and social diversity. In each case, high and low sustainability practice has been identified so that ranking is possible. This paper initially summarizes the way in which these previous five criteria are assessed but then adds a sixth criterion (social connectedness) because of a perceived gap in the previous assessment. The results of an analysis of three suburbs reported in the previous work are updated. They score poorly in terms of social connectedness underlining the need to ‘repair’ these suburbs in order to improve their overall sustainability.

Our aim was to provide a description of the self-reported health beliefs of a sample of Victorian public housing tenants, and to identify how gender, age and geographic location relate to these beliefs. Telephone interviews were conducted with a stratified random sample of 360 tenants, asking questions such as what they believe are the major health problems for men and women, what they do to keep healthy, and what makes it difficult to keep healthy. There were many differences in the beliefs held by older participants compared with those of younger participants. By asking about health in general, rather than specific aspects of health, this research identified the views about health which are most salient to participants, rather than those prompted by a survey on a particular disease or health behaviour. The health promotion implications of these findings are discussed.

The construction industry consists of many small businesses employing less than five people. A challenge to the construction industry is to ensure that the many small firms and sub-contractors keep producing quality housing to meet the needs of their customers and clients. In attempts to continually improve the quality of housing various policies and mechanisms have been adopted. These have included industry sponsored quality programs and industry administered builder registration. However, these attempts have failed because of consumer mistrust of industry-sponsored programs. In addition, these mechanisms have been introduced in isolation and not as a part of an integrated industry initiative that includes education and training from the trade to tertiary level construction management courses. This work contributes to knowledge through a detailed on-going study of housing quality and defects. This research identifies the common forms of defects, which occur in housing and their incidences. The overall aim of this paper is to report the identification of defects in housing and the establishment of benchmarks (or a baseline) for the incidence defects in various functional elements within a house. It also suggests the areas where defects are likely to occur. From the knowledge gained from the study, industry and governments may make informed decisions of where resources may be directed to the areas where it will be most beneficial both to the house builder and the end user (customer). For this to occur the findings of this research will be disseminated into the housing industry and eventually integrated into tertiary courses in building and construction
management.

The establishment of a system of protected areas that samples all ecosystems, including freshwater environments, in a comprehensive, adequate and representative (CAR) manner is regarded as a cornerstone for the conservation of biodiversity. There have been few quantitative assessments of the comprehensiveness, adequacy and representativeness of freshwater reserves in Australia. This paper reviews and quantifies the effect of classification of freshwater ecosystems for conservation planning, the importance of reservation status and protection measures for developing a CAR reserve system, and aspects of reserve design for freshwater ecosystems. We propose a strategic and iterative process that incorporates these measures to assist in the efficient and effective development of freshwater reserve systems worldwide. However, the provision of suitable water regimes for freshwater reserves presents further ecological and political challenges, and even adequate reservation of freshwater ecosystems may not conserve constituent biodiversity without effective management.

In 2002, the state of Victoria, Australia increased its “no-take” marine protected areas (MPAs) 100 fold to cover over 5% of its coastal waters in a comprehensive, adequate and representative system of marine national parks and sanctuaries. Given the ambitious targets set for MPA establishment globally in 2003 at the World Summit for Sustainable Development this apparently remarkable achievement could be an example to other nations and states attempting to establish substantial MPA systems.

This paper describes and discusses the factors that contributed to the establishment of the Victorian system and the relevance of these factors to other jurisdictions.

The lack of attention to quality control by house builders has been a contentious issue for more than three decades. In an attempt to improve the quality of housing, various mechanisms have been adopted and discarded by industry-based organizations and government legislation. Now that registration of builders has been achieved (since 1995) the regulating authority, the Building Commission have placed the maintenance of standards from registered builders at the forefront of their priorities. The provision of suitable training and continuing professional development programs is likely to receive greater attention over the next few years. However, a key factor that is often overlooked in the debate on quality of house construction is the use of subcontract labour by both, registered builders and owner builders. The repetitive nature of some activities ensures that tacit knowledge within the subcontract system becomes an integral part of house construction. Research by the authors into defects in housing has provided some interesting analyses from the statistic collected. This paper analyses the incidence of defects over a number of years in a range of functional elements within the house envelope and presents the results. Particular attention is paid to the incidence of defects where the licensed trades are involved compared to the non-licensed trades and elements. This work suggests where housing defects are likely to occur and the authors suggest that appropriate educational resources may be directed to areas where it will be most effective and beneficial. The authors propose a more integrated and inclusive approach.

Concern about the growth of greenhouse gas emissions in Victoria has prompted the introduction of legislation to improve the thermal performance of the residential building envelope. Unfortunately, the size of the house is not considered in the rating tool that underpins the legislation. The energy embodied in the constructional materials is also not considered although it too is directly related to the size of the house. Another intrinsic factor relating residential housing energy and greenhouse gas emissions is the location of the residence and the travel preferences of the homeowner. The relationship between the operational, embodied and travel energy associated with a typical residential scenario in Melbourne over the last 50 years is examined in this paper. The analysis found that by the year 2000, the energy associated with work-related travel (44%) now exceeds the operational energy (37%). In terms of greenhouse gas emissions, the contribution from travel energy is almost double that from operational energy (28%).
