Good governance is recognized as a fundamental indicator of the success of a company. For a small- midsized company, this is particularly so, as such companies must be able to competitively demonstrate their flexibility in the face of market forces. This flexibility is the primary advantage they hold over larger firms (Dalton, Daily, Ellstrand and Johnson, 1998).

Such companies, however, can find it difficult to attract good directors (Daum and Neff, 2003) and this makes developing improved strategies of governance a challenge. Taylor, Chait and Holland suggest top directors are not attracted to small/ medium companies because "the stakes remain low, the meetings process-driven, the outcomes ambiguous, and the deliberations insular" (Taylor, Chait and Holland, 2001). We suggest that the attraction of quality directors is a uniquely impacting situation for small and mid-size firms, as it is there where additional management resources should be needed most urgently.

Directors on the boards of small-medium sized businesses are often lagging behind directors of large companies in that they are less likely to be independent external directors and are less likely to represent a diversity of attributes (Dalton, Daily, Ellstrand and Johnson, 1998). Arthur Levitt, former United States Securities and Exchange Commission Chair, describes the culture of medium sized business directorships as a "kind of a fraternity of CEOs who serve on one another's boards" (Stainburn, 2005). In addition, evidence suggests directors of small- medium businesses are often insufficiently trained for the role. Uncertain directors may, for example, be unwilling to ask crucial questions of managers before making major decisions. "Board members sometimes are made to feel that asking a thorny question or advancing an alternative opinion is disloyal to the administration" (Taylor, Chait and Holland, 2001).

Small and medium businesses, however, are a growing contributor to the national economies of countries internationally. In New Zealand, small and medium-size firms recording large GDP values, ahead of many large businesses, which makes our investigation into good governance practices of SMEs relevant to suggest areas in which these firms can improve their governance policies and practices.

We have reviewed more than 2,000 directors, executives and investors in New Zealand, making this one of the largest non-government surveys in governance. Supported by 16 large corporate organizations, such as KPMG, Business New Zealand, Simpson Grierson, Brook Asset Management, Porter Novelli, Sheffield and 'Management' Magazine, this work suggests that the current processes through which directors are selected and trained to serve on Boards of small and medium businesses needs to be altered. We are also concerned over the lack of director education and the close involvement of the Chief Executives as members of the Boards. There is a general concern over the lack of director independence and whether directors are effective in their roles.

We are recommending an alternative process for SMEs to select directors, which will hopefully expand the available pool of directors in quantity and quality.

A range of factors, both internal and external, is creating changes in teaching and teachers’ professional lives. Information and Communication Technology (ICT) is just one of the major changes impacting on the teaching profession. As teachers face intense pressure to adapt to this tsunami, this study aims to investigate ways in which teachers can be helped. In South Australia, where this study is set, all teachers in Government schools are expected to be "ICT Smart", i.e. able to use appropriate forms of ICT to enhance the teaching and learning environment of their classrooms. From the researcher’s involvement for over a decade in professional development for teachers, and from visits to many schools, it appears that numerous teachers have not reached this standard. The greatest need is in Reception to Year 7 schools where the average age of teachers is nearly 50. Because no state-wide data exists, this study is intended to establish if there is a problem and if there is, to identify specific needs and offer possible solutions. The study is comprised of four parts: Part A, the Introduction gives an overview of the inter-relationships between these parts and the overall Folio. It establishes the setting and provides a rationale for the study and its focus on Professional Development in Information and Communication Technology. Part B, the Elective Research Studies, follows the writer’s involvement in this field since the 1980s. It establishes the theme of "Moving best practice in ICT from the few to the many" which underlies the whole study. Part C, the Dissertation, traces the steps taken to investigate the need for professional development in ICT. This is achieved by analysing and commenting on data collected from a state-wide survey and a series of interviews with leading figures, and by providing a review of the relevant literature and past and existing models of professional development. Part D, Final Comments, provides an overview of the whole Folio and a reflection on the research that has been conducted. The findings are that there is widespread dissatisfaction with existing models and that there is an urgent need for professional development in this area, because nearly 20% of teachers either do not use computers or are considered to be novice users. Another 25% are considered to be below not yet "ICT Smart". Less than 10% of ICT co-ordinators have a formal qualification in the field but more than 85% of them are interested in a Masters program. The study offers solutions in Part B where there is a discussion of a range of strategies to provide on-going professional development for teachers. Chapter 9 provides an outline of a proposed Masters level program and offers suggestions on how it could be best delivered. This program would meet the identified needs of ICT co-ordinators. The study concludes with a series of recommendations and suggestions for further research. The Education Department must address these urgent professional development needs of teachers, particularly those in the more remote country regions. There needs to be a follow-up survey to establish to what extent teachers in South Australia are now "ICT Smart ".

In the aftermath of earthquakes, tsunamis, such as the 2011 Great East Japan Tsunami, caused enormous damage around the world. With the extreme disaster events of the past, nations improved disaster preparedness and response through sensors and tsunami early warning systems. Even with system usage, however, governments still need to warn the targeted citizens – who may be anywhere within the vulnerable areas – of predicted tsunami and ordered mass evacuations within a very limited lead time. While social media research is on the rise outside the domain of social networking, very little is written about Twitter use for tsunami early warning. In this research, therefore, we examined the utility of Twitter as a tsunami early warning network, which engages citizens and disaster management agencies in diffusing disaster information. We conducted a social network analysis of Twitter information flows among the central disaster warning agency’s Twitter followers during the 2012 Indonesia Earthquake.

Limited research has addressed factors associated with psychological distress following disasters among non-Western populations. The 2004 tsunami affected 1.7 million people across South Asia and Africa, with considerable variations in trauma-related outcomes. Pretraumatic and peritraumatic conditions associated with trauma-related symptoms in 305 Sri Lankan adult survivors (28% male, aged 18-83 years; mean = 39.9 years; standard deviation = 15.3), clinically assessed 1 month posttsunami, were evaluated retrospectively. Outcome measures were total scores on 11 trauma-related symptoms. Multivariate linear regression analyses tested for associations between pretraumatic and peritraumatic conditions and symptom scores, with peritraumatic conditions adjusted for pretraumatic variables. Pretraumatic conditions of female gender, employment, prior health and social issues, and substance use and peritraumatic conditions of loss of family, witnessing the tsunami, or suffering an injury were associated with trauma-related symptoms. The findings facilitate understanding cultural contexts that define risk factors associated with trauma-related symptoms in Sri Lankans, which are critical for developing culturally appropriate interventions.

On 15 August 2005, the Government of Indonesia and the Free Aceh Movement (GAM) signed an agreement to end almost 30 years of conflict between them over claims to independence. After a series of failed ceasefires, this was the first comprehensive peace agreement, and contained within it the potential to settle the political and economic claims that fuelled a desire for separation in Aceh. The talks that led to the peace agreement followed the devastating tsunami of 26 December 2004, which killed over 100,000 people in Aceh, and an escalated military campaign by the Indonesian military against GAM forces. The talks were brokered by an international mediation organisation and supported by the European Union (EU). Despite some opposition within Jakarta, the talks were ultimately successful, producing an agreement that addressed many of the fundamental concerns of the Acehnese, especially around economic redistribution and local political representation. The EU agreed to monitor the agreement by sending a 200 strong Aceh Monitoring Mission (AAM), supported by monitors from ASEAN states. The main purpose of the AMM was to oversee the decommissioning of GAM weapons and the withdrawal of most Indonesian troops and police. It was thereafter expected to retain a smaller presence in order to monitor the implementation of other aspects of the agreement. The Aceh peace agreement faced a number of hurdles, including whether or not the Indonesian military would work to undermine the peace agreement, and over the continuing presence in Aceh of the military’s proxy militias. There were also concerns that the legislation required to secure aspects of the peace agreement might not be passed by the Indonesian legislature or would be diluted to the point that they would no longer be acceptable to GAM. However, as a politically negotiated agreement to end the conflict, the peace agreement was seen as establishing the model for peace in the region, and was touted by some observers as providing the basis for a model for peace in other parts of Indonesia’s sometimes troubled archipelago.

One of the dominant themes in development programmes over the last fifteen years has been a commitment to capacity building. This paper investigates the forms of capacity building in Aceh, Indonesia, since the devastating earthquake and tsunami that hit the province on 26 December 2004. Despite the preference of the Acehnese people for reconstruction processes based on the principles of community development, local people have been largely marginalized by both the Indonesian government and the international aid and development agencies. The paper suggests some of the reasons for this marginalization.

Non-governmental organisations (NGOs) must be effective in both raising funds and using these funds to implement programs in order to improve the circumstances of the poor. This chapter presents a case study of World Vision Australia's (WVA) fundraising and programming responses to the Asian Tsunami. The initial stages of the fundraising campaign were largely unplanned and reactive. Yet WVA received over $110 million for its tsunami appeal in just a little over three months. This is incomparable with other recent large-scale disaster fundraising campaigns. The experiences of how the initial phases of the response were implemented arc gauged through a qualitative analysis of interviews conducted with twenty-one staff members who completed short-term secondments during the initial tsunami response. These interviews extract a number of reflections of WVA's programming and provide a number of lessons for WVA for future complex humanitarian emergencies. This chapter thus reviews the effectiveness of both roles of NGOs - raising funds and expending these funds to implement programs.

The 2004 tsunami provided a catalyst for peace talks over the separatist conflict in Aceh, Indonesia, leading to its eventual resolution in 2005. As Aceh was going to peaceful elections in 2006, Sri Lanka, which had also been affected by the tsunami, appeared to be returning to full-scale separatist war. This article assesses some of the underlying similarities and differences between the conflicts in Aceh and Sri Lanka. Within this, it will touch upon claims to self-determination, human rights and political participation, representation, transparency and accountability, more commonly referred to as 'democracy'. In particular, it will acknowledge these values as both challenges to the (restrictive) state, and the means of securing (nonrestrictive) state cohesion. Originating in the local and specific, these claims necessarily transcend the local and come to reflect elements of the normative global. In more concrete terms, the Aceh conflict was largely resolved by introducing greater local autonomy within a more democratic space. This paper similarly proposes that a resolution to the Sri Lanka conflict can only come about through the introduction of greater autonomy and democratic plurality. However, with conceptual and strategic hostility growing between Sri Lanka's conflicting parties, it appeared that such resolution was likely only after further protracted bloodshed.

In this exchange, Peter Coghlan and Nick Trakakis discuss the problem of natural evil in the light of the recent Asian tsunami disaster. The exchange begins with an extract from a newspaper article written by Coghlan on the tsunami, followed by three rounds of replies and counter-replies, and ending with some final comments from Trakakis. While critical of any attempt to show that human life is good overall despite its natural evils, Coghlan argues that instances of natural evil, even horrific ones, can be justified as the unavoidable by-product of a natural system on which human life and culture depends. Trakakis, however, rejects this view, counselling instead a degree of skepticism about our ability to construct a plausible theodicy for horrific evil.

Armed separatist movements in Papua, East Timor and Aceh have been a serious problem for Indonesia's central government. This book examines the policies of successive Indonesian governments to contain secessionist forces, focusing in particular on Jakarta's response towards the armed separatist movement in Aceh. Unlike other studies of separatism in Indonesia, this book concentrates on the responses of the central government rather than looking only at the separatist forces. It shows how successive governments have tried a wide range of approaches, including military repression, offers of autonomy, peace talks and a combination of these. It discusses the lessons that have been learned from these different approaches and analyzes the impact of the tsunami, including the successful accommodation of former rebels within an Indonesian devolved state structure and the expanding implementation of Islamic law.

This chapter discusses the role religion and religious organizations can play in development following a natural disaster. The development efforts in Aceh, Indonesia, following the Indian Ocean tsunami in 2004 provide examples of how the nature of Acehnese society, its views on religion, the role of religious organizations in the region, and the activities of aid agencies at the time all contributed the the post-disaster experience in this society.The chapter also considers what the role of faith in such situations might mean for future development efforts, especially in the context of natural disaster.

This chapter describes how disaster survivors in the Indonesian province of Aceh responded to the unprecedented level of international aid following the Indian Ocean tsunami of 2004. It is based on research conducted by Ismet fanany, as part of an Outside Studies program supported by Deakin University, and centers on the conceptualization of disasterr of the survivors, the role religion and traditional culture played in their ability to cope, and their emotional state in relation to their perception of the cause of the event.
