The dying town syndrome : a survey of urban development in the Western District of Victoria,1890-1930

The experience of urban settlement in the Western District of Victoria suggests that the pattern of growth and decline in small towns is tied to the pattern of land use. This, in turn, is determined by the economic and technological factors which influence farm management and practices. At times, these factors have encouraged urban development and small towns have flourished. For the most part, however, these forces have not been conducive to sustaining long-term growth and prosperity and small towns, have been trapped in a cycle of growth and decline.

Using shopping mall attributes to revitalise Australian small town retailing

As has occurred in many smaller rural communities in America, Europe and Canada much of inland Australia has experienced population decline involving both a net loss of people a disproportionate ageing of the population and low average family incomes. Some Australian country towns have ceased to function as retail and administrative centres while other rural areas are faced with the prospect of losing critically important retail outlets and service providers. Australian rural towns are under threat from residents outshopping at nearby large regional centres leading to the loss of businesses and services in small service towns. This paper explores the possibility of how and why retailers and service providers in Australian country towns can and should emulate certain attributes of shopping malls in an attempt to stem the rise of outshopping. Using data collected in one small Australian rural community the paper comments on residents' perceptions of the strengths and weaknesses of retailing and the provision of services in their local community and what respondents thought should be done to diminish retail leakage from their town. Based on their responses it is clear that to remain competitive, retailers in smaller rural towns need to learn from the experience of shopping malls with whom they must now compete to survive. In this paper, it is argued that in certain areas this is not only possible, but essential if retailing is to remain viable in Australian country towns.

Metamorphosis of a gold town : Stawell 1900-1940 : a study in local history

Examines the experience of the Wimmera town of Stawell as being representative of the early settlements created by gold rushes, and then threatened with extinction as the industry declined. Attention is paid to the role of community in Stawell's struggle to survive in the period between Federation and the Second World War. Reviews the economic and social processes involved in the eventual recovery. Argues that the forces of Stawell's historical legacy can be detected in the town's reaction to adversity after the closure of the last major mine in 1920.

Carnivale of night-town

Bloomsday in Melbourne Inc. annually celebrates James Joyce's novels with a theatrical event, a seminar and a dinner. This year, the centrepiece is an outrageous burlesque, adapted from the Circe chapter, which will not only delight Joyce aficionados but will provide the 'ah-hah's' for those of us unable to penetrate the text. Carnivale of Nighttown is pure Joyce: an irreverent absurdist romp involving bizarre antics, gibberish, blasphemy, gritty humour and sexual hallucination. It is a celebration of the unsurpassed richness of language that made Ulysses the greatest novel of its time, which continues to intrigue and entertain 88 years after publication despite being branded pornographic and banned.

Transitioning communities : community, participation and the transition town movement

The Transition Town (TT) movement has grown to become a global phenomenon aimed at assisting towns and communities to envision sustainable and self-reliant futures post peak oil. Arguably, this movement offers an exciting alternative to traditional notions of growth and development. This paper explores the rise of the TT movement focusing particularly on the processes involved in establishing a ‘TT’ raising questions pertaining to governance and to notions of participatory democracy within the movement.
