Timor Leste, emerging from conflict ridden independence is one of the poorest countries in Asia, with major challenges in rebuilding infrastructure, particularly water and sanitation in rural areas. Community Led Total Sanitation is a relatively new approach to eliminate open defecation through community mobilisation and behaviour change, rather than subsidy and latrine construction. This paper discusses CLTS in the Timorese context, and highlights some key challenges in assessing the potential of CLTS to address sanitation issues. Some problems identified include a lack of coherence between the integration of water supply and sanitation, and the promotion of CLTS in isolation of any project activities that utilise any form of incentive or subsidy. The knock- on effect of the long term sustainability of latrine usage and maintenance CLTS is questioned unless further research clarifies the demand responsiveness of CLTS in conjunction with subsidy driven water supply.

Agricultural production in Tirnor Leste is of vital importance, both for the majority of the population who rely primarily on agricultural production for their livelihoods, but also in the broader development agenda of this new nation. The post independence lack of public agricultural extension and the destruction of much the resource base led to the current situation whereby the NGO sector is the primary provider of advice, extension and access to resources for agricultural production. The very recent move to invest once more in public agricultural extension services provides a timely point to assess the role, approach, issues and opportunities faced by NGOs. This research is based on discussions with a number of NGO personnel, both local, national and international and raises a number of questions regarding how the wide variety of organisations engage with communities, their objectives, inputs, coverage, and impacts. The discussion is framed by an analysis of the changing practices in agricultural extension and the associated role of NGOs, and questions how best the agricultural sector rnight move forward in providing appropriate support to the farmers of Timor Leste..

This paper sets out to demonstrate the link between development, state capacity and peace, employing Timor-Leste as the case study. It employs the association between state capacity and development to illustrate where if state capacity is lacking or functions improperly there is likely to be a low level of state legitimacy. This in turn manifests as lack of respect for or failure of rule of law, developing as generalised lawlessness and anti-state activity and eventually manifesting as intra-state or civil conflict. In particular, policing is seen as a critical component in state legitimacy, being the 'front line' of the judicial system from which legitimacy ultimately derives. This issue is particularly critical in states emerging from traditional legal and judicial structures, but which have not yet articulated into 'rational-legal' structures. Ipso facto, key state institutions, such as the judicial system and police are required to function well, while these are alone not enough to guarantee peace, they are significant contributors to and guarantors of peace.

Following a long independence struggle and international intervention, in 2006 the tiny impoverished state of Timor-Leste almost imploded in civil chaos and institutional collapse. The events of the time were quickly defined in terms of an east-west geographical and, broadly, linguistic and political divide, corresponding to pro- and anti-government groupings. International intervention quelled the worst of the violence, although elections in 2007 confirmed the general tendency, if not an absolute alignment, to the divide that had appeared in 2006. However, much also united Timor-Leste historically and culturally and, increasingly, in a broad acceptance of civic institutions. It was from this base that the small and sometimes fragile state began to build what promised to be a more coherent future.

Australia has had a long, often indifferent, and occasionally troubled relationship with the territory that’s now the independent Democratic Republic of Timor-Leste. The character of that relationship has affected (and will continue to affect) the ability of Australia to respond to developing circumstances in Timor-Leste. In particular, Australia’s defence commitment to TimorLeste has been critical on two occasions, raising the question of how it should position itself—with the agreement of the Timor-Leste Government—over the period to 2020.

This article presents an evaluation of Scared Cool, a physical theatre project for young people in Dili, Timor-Leste. The project was hosted by non-government organisation Ba Futuru as part of their ongoing efforts to promote peace and conflict resolution in that new nation. Qualitative interviews and focus groups were undertaken with a range of stakeholders: participants; staff; the host organisation; audience members and the wider community, to determine their perceptions about project outcomes. The article also describes the ‘theories of change’ that leaders used to guide their work, and issues arising from the data.
The Scared Cool initiative appears to provide significant cultural and social benefits for the young participants. These include development of capacity for artistic expression, creative and analytic thinking, confidence and English language skills. There were also benefits to other stakeholders including audience members. These included the enjoyment of attending a live performance, and the potential for trauma resolution and positive relationship building. This study confirms the potential for participatory arts projects to assist with the positive development of young people in highly disadvantaged communities. In so doing, such projects can contribute to positive social change by assisting the resolution of trauma and violence.

The Politics of Timor-Leste explores the critical issues facing the Asia-Pacific's youngest nation as it seeks to consolidate a democracy following years of international intervention. The authors study the challenges that have burdened the state since it broke from Indonesia amid the violence of 1999 and formally achieved full independence in 2002. They assess the notable accomplishments of Timor-Leste’s leaders and citizens, and consider the country’s future prospects as international organizations prepare to depart. A close study of Timor-Leste sheds light on ambitious state-building projects that have been initiated, with varying success, across the globe.

Contributors to this volume map the nation’s recent political evolution through studies of its constitutional debates, political parties, and foreign policy responses to powerful neighbors. They address the social and economic conditions that complicate Timor-Leste’s political development, such as gender discrimination, poverty, corruption, and security-sector volatility. The contemporary history of Timor-Leste reflects the experiences of many postcolonial and developing countries that have sought to establish a viable state following conflict and a declaration of independence. This small nation has been the subject of five consecutive UN missions with varying mandates. The Politics of Timor-Leste ought to serve as a key source for comparative postcolonial studies and a guide to future trends in international state-building and assistance.
