The major theme is the structural transformational growth of China's economy. Aggregate measures of human capital has had no effect on either provincial output levels or growth rates. When human capital has been disaggregated, vocational education is the only category of human capital which has a positive effect.

This paper provides an econometric analysis of Pakistan’s structural adjustment program. Introduced in 1980, this program has been supported by the World Bank and IMF under their policy-based lending regimes. Building on recent advances in modelling the impact of policy reform, the paper applies a smooth transitions model to Pakistani real GDP data for the period 1960–2000. Results of this analysis suggest that the adjustment program has not stimulated growth in Pakistan, and that the origins of Pakistan’s post-program growth performance well pre-date this program.

Deregulation of financial markets has been an important platform for government policy in recent times. It has been a catalyst in the expansion of financial sector. The experience of Australian life insurers during this period represents an interesting case study into the impact of regulatory transition. The lifting of restrictions changed the institutional environment within which life insurers operated. In doing so it precipitated changes in strategies and organizational structures of these financial intermediaries. An information cost framework is used to analyse the consequences of deregulation and its implications for the Australian life insurance industry in emerging global financial markets.

The improvement of the performance of the construction industry through the improved performance of the supply chains that make up the various sectors is a difficult task and one that has had considerable international debate (London, 2005). The idea of using the supply chain concept as a normative model to improve firm behaviour and thus ultimately industry performance through the development of supply chain clusters or integrated supply chains has been discussed in many public sector policy documents and in the academic research community since the late 1990s (London, 2005). However it has been difficult to see any real examples where this concept has had any major impact – or where the improvements have been measured and/or monitored.

China has long maintained a keen interest in events on the Korean peninsula, which Beijing considers to fall within the Sinic sphere of interest. The PRC has maintained a decades-long alliance with North Korea, and also achieved a rapprochement with South Korea, with whom China enjoys a burgeoning economic relationship. The PRC’s pursuit of a ‘two Koreas’ policy has tested Beijing’s diplomatic mettle during the past decade. In and of itself, the maintenance of strong ties to both Koreas represents a significant achievement. By reviewing recent developments in Chinese diplomacy towards the peninsula, this article highlights both the achievements and contradictions inherent in Beijing’s two-Korea policy. North Korea has risked China’s wrath by pursuing a nuclear deterrent, and by refusing to enact market reforms. In the case of the South, the government of Lee Myung-bak has strengthened its alliance with the U.S. and also sought to compensate for its growing economic interdependence with China by seeking FTAs with other states, including the U.S. The sinking of the Cheonan in March 2010 presents an opportunity to reflect on China’s efforts to balance its ties with both Koreas.

Health care reform has been described as a global epidemic. This thesis deals with nature and experience of health care reform in developing countries. Increasing privatisation, economic transition, and structural adjustment have provided the context for health system changes. Different approaches to reform have been developed by international organisations such as the World Bank, WHO and UNICEF. What has driven national health care reforms? Are such policies really appropriate to developing countries? Has a consensus now emerged in relation to international health policy? Has a new health care ‘model’ appeared? The study of health care reform in Cambodia is a timely opportunity to investigate the implementation of health care reform under extreme conditions. These conditions include a legacy of genocide, long-term conflict, political isolation, and economic transition. This case study uses both qualitative and quantitative methods and multiple sources of data to analyse the reform program. The study reinforces the conclusion that, under conditions of extreme poverty, market based reforms are likely to have limited positive impact. Rather, understanding the cultural conditions that determine demand, delivering health care of a satisfactory quality, providing appropriate incentives for health practitioners, and supporting services with adequate public funding are the prerequisites for improved service delivery and utilisation. Cambodia's strategy of integrated district health service development and universal population coverage may provide an instructive example of reform. Emerging policy issues identified by this case study include the fundamental role of equity in service provision, the influence of the social determinants of health and illness and interest in the appropriate use of evidence in international health policy-making.

This paper looks at interactions between foreign development aid, economic reform, and public sector fiscal behavior. It proposes a model of the public sector fiscal response to aid inflows, which allows for changes in structural relationships due to an exogenously imposed program of economic reform. This model is applied to 1960–99 time series data for the Philippines, which embarked on an IMF- and World Bank-funded structural adjustment program in 1980. Estimates of structural and reduced-form equations paint a dismal picture of the effectiveness of foreign aid to, and the structural adjustment program in, the Philippines so far as fiscal impacts are concerned. Both bilateral and multilateral aid inflows, and the presence of an economic reform program, are associated with decreases in public fixed capital expenditure, decreases in taxation and other recurrent revenue, and decreases in public sector saving. Multilateral aid also appears to be highly fungible.

Two unforseen developments impeded the Labor government’s capacity to pursue its foreign policy objectives in the period under review. Firstly, Labor’s precarious standing in the parliament tilted the government’s policy agenda in favour of issues that the Greens prioritised. Gillard addressed some of these issues, for instance by holding the parliamentary debate on Afghanistan and by pursuing Japan over whaling in the Southern Ocean, but not to the degree that the Greens demanded. Immigration was emblematic of the government’s travails. The Greens advocated an increase in the refugee intake, but the Coalition favoured the resumption of offshore processing. Just when Labor’s proposed Timorese solution was becoming a realistic possibility, the High Court’s decision devalued the entire notion of offshore processing. The only consolation for the government was that the court had reduced the options available to all political parties.

Secondly, the Wikileaks saga revealed that Rudd may no longer be — and perhaps never was — Labor’s trump card in the realm of foreign policy. American assessments of the foreign minister’s character and judgment were in parts scathing. The Obama administration, nonetheless, appeared to readily and usefully absorb his analysis of Chinese politics. Quite how revelations of Rudd’s conversations with Clinton will affect his relations with the leaders of the Chinese Communist Party is another matter. It may well be that Rudd’s influence on Chinese leaders was always wildly overestimated, but in any case it seemed likely that the foreign minister would spend some time rebuilding ties with Beijing in 2011.

A third development — which hitherto had applied more in the realm of perception than reality — similarly threatened to limit the options open to future Australian governments of all stripes: the intensifying debate over alliance management that Hugh White’s essay instigated. Judgments about what sort of region — and what sort of China — Australia will face were imprinted in issues such as the rare earths find and the AUSMIN meeting. By the end of 2010, few issues could be discussed without reference to the China factor.

Background
The current study broadened the general scope of research conducted on childhood cruelty to animals by examining the association between psychological adjustment, family functioning and animal cruelty in an Eastern context, China.

Method
The mothers and fathers of 729 children attending primary school in Chengdu, China participated in this study. Each parent completed the Strengths and Difficulties Questionnaire, the Chinese Family Assessment Instrument, and the Children's Attitudes and Behaviours towards Animals questionnaire.

Results

Findings from an actor partner interdependence model demonstrated that parents' ratings of family functioning and of their child's externalizing coping style predicted only modest amounts of variance in animal cruelty. In particular, parents' ratings of their child's externalizing coping style most consistently predicted animal cruelty. Family functioning, fathers' ratings in particular, played a minor role, more so for boys compared with girls.

Conclusion

This study provided the first insight into childhood animal cruelty in China, and suggests that further research may enhance our understanding of these phenomena.

Eighty per cent of the world's population professes religious belief. Such beliefs provide precepts on how individuals should conduct their private lives and (often) how society should be organized. Given there are 2.1 billion Christians worldwide and 1.3 billion Muslims, understanding the religious approach to social life based on sacred texts and social teachings of Christianity and Islam has a strong relevance to those interested in implementing international economic development policies. This paper argues that religion can thus play a positive role in development and specifically support development economic policies at the international level. The purpose of this paper is not to present a fully formed development economic policy, but rather to identify teachings of the world's two largest religions – such as preferencing the poor, minimizing inequality and having the economy serve wider realms of society – that directly speak to how sustainable economic development is understood within these faith traditions and how these teachings could scaffold and support and international policy frameworks aimed to achieve sustainable economic development. The 1990s saw considerable structural reform in school education in many Anglophone nation states, marked by trends towards school-based, site-based, self-managing and self-governing schools. This article illustrates through a case study of educational restructuring in Victoria, Australia, how leadership, as a discursive practice, is redefined in the context of spatial and cultural restructuring. Restructuring produced a spatial redistribution of educational provision and individual opportunities as a result of structural adjustment reforms. These same policy moves towards post-welfarism also produced cultural shifts in attitudes to education with the rise of the new instrumentalism and entrepeneurialism. For school principals at the forefront of self managing schools, this meant shifts in resource distribution through new policy mechanisms of managerial and market accountability, and also new priorities impacting on leadership practices with a move from dialogic to decisional modes of management. The question is how recent policy moves towards learning networks and reinventing systematic support with a focus on locational disadvantage are addressing what were increased educational disparities between schools and students. Does this provide scope for more equity-driven leadership practices?

Four fields of national policy - general economic policy, industry policy, education policy and specific research and development policy - are strongly interrelated. Unfortunately, in Australia, policy makers in the four fields have not recognized that the discipline of Entrepreneurship - with its emphasis on managing the innovation process - holds the key to effective co-ordination between the four vital policy areas. The paper argues that innovation strategy, not cost reduction or research expenditure, is the key to developing successful, export-oriented products and world competitiveness. Viable innovation strategy depends on the relationship between government, capital availability, development capital and industrial developers. In turn, this relationship requires a cadre of entrepreneurial business managers educated not in the 'traditional' MBA mainstream but in the discipline of Entrepreneurship, specifically focused on learning the practical skills involved in venture evaluation and management of the innovation process. The paper concludes by describing the philosophy and performance of Swinburne University of Technology's School of Innovation and Enterprise, a school at the forefront of entrepreneurial education in Australia and thus a school with important implications for the nation's industry policy priorities.

How best to assess trade and industrial policy in developing countries is a controversial question that unlocks a host of modelling complexities. Large computable general-equilibrium (CGE) models dominate many economic policy debates, but recent developments in the field have demonstrated that it is by no means clear that they give reliable results to questions of how trade reforms affect the poor. Over the last decade or so, a new approach to modelling complex systems has emerged using agent-based models (ABMs). This paper explores the question of whether ABMs are useful for economic policy-makers seeking to quantitatively model the effects of trade and industrial policies and whether constructive interfaces could be developed between CGE models and ABMs. The paper argues that in developing economic policy, ABMs can and should be used in conjunction with CGE models and that there is much to be gained from a greater understanding of the strengths and weaknesses of different modelling approaches, and what domains are most appropriate for their use. It concludes with some reflections on the reasons for the success of CGE approaches and ways in which ABMs could be made more widely understood and used among economists.
